Introduction to the CIL Release


Objectives Enable Cisco to better align all customers in countries to CIL.

Capture additional business opportunities which are currently out of reach due to legal, tax and systems limitations.

CIL Migration, Upgrade, and Realignment

Customer accounts in 139 countries will be migrating from Cisco B.V. to Cisco International Limited.

Migration

Cisco International Limited will be upgrading our global Enterprise Resource Planning (ERP) platform.

Upgrade

Realign the subset of accounts to one of the following Cisco entities: Cisco Systems International B.V, Cisco Systems Inc., Cisco Systems Italy Srl, Comercio E Servicos De Hardware E Software Do Brasil Ltda, Cisco Systems Australia Pty Ltd, Cisco International Limited, Cisco Japan, or Cisco Canada.

Step 1: Customers / Partner Agreements Review and accept documentation (as applicable) received from Cisco Legal Sales for Legal Sales Agreements/

Customer / Partner Agreement Changes All the agreements listed below need to be updated based on the requirement.

LSA

• All contracts have to be assigned before Go-Live.

Opt-out Alignment

• To make use of these Open Individual Export Licences customers and partners will be required to complete and return a UK Consignee Undertaking.

• CIL holds an export license for orders containing controlled gear shipping to Dubai Free Trade Zone (FTZ) and re-export to listed destinations.

Legal Sales Agreements (LSA)

• LSA will be migrated based on the newly aligned Cisco selling entity.

Accept the terms and conditions of the legal sales agreement being moved from one operating unit to another.

• ICAs will be re-assigned to the correct Cisco buy/sell entity via a notice of assignment.

• ICA template will be updated with CIL details.

• Consent and reacceptance is not required.

Net new partners in CIL will need access to the ICA tool and accept the contract terms for their ICAs.

Customer / Partner Agreements

Indirect Channel Partner Agreement (ICPA)

• ICPAs for applicable 2-Tier partners will be migrated from Cisco BV and INC to CIL via a notice of assignment.

• ICPA templates will be updated with CIL details.

• Consent and reacceptance is not required.

Net new partners in CIL will need access to the Partner Registration (PREG) tool and accept the contract terms for their ICPAs.

Opt-out Shipping Terms

• Existing zero rate opt-out agreements need to be transferred from Cisco BV to CIL, if applicable.

Export Trade

Open Individual Export Licenses

• CIL has a number of Open Individual Export Licences which allow us to export controlled gear (5A002 & 5D002) to a number of countries around the world.

For non-controlled gear there are no export controls outside of Cisco’s policy on embargoed countries and DPL screening.

Cisco’s export licences only cover civilian use. Any non-civilian use will always require an Individual Export License (SIEL).

Export controls are in place for controlled gear.


Export Trade

Individual Export License

• An Individual Export Licence will always be required for controlled gear (5A002 & 5D002) in the following circumstances:

The end use is non-civilian (no export is permitted to military end-users or for military end-use).

The end country destination is one not covered by a Cisco Open Individual Export Licence.

• Customers and Partners should anticipate the application process for an Individual Export Licence taking between 60 & 90 days – this is outside of Cisco’s control as the application process is owned by the UK Government. There is no escalation process.

• End-user statement and License questionnaire duly completed will be required in order for the Global Export Trade (GET) team to apply for a license.

Export Controls

Export controls are in place for controlled gear.


Export Trade

UK Consignee Undertaking Form

• UK authorities require a UK Consignee Undertaking form to be completed by each CIL user prior to any exports of controlled gear to be permitted between the European Union (EU) or outside the EU.

Consignee Undertakings must be signed and received before the first export of goods. Export holds cannot be released until this document is received by Cisco.

Consignee Undertakings are required for each bill-to address.

Consignee Undertakings must be “wet ink” signed and physically returned to the Cisco office in Paris.

Consignee Undertakings are valid for 12 months. Further orders to the same bill-to will not require an additional Consignee Undertaking if the orders are placed within the 12 month period of validity.

Export Operations team or Global Export Trade team will contact the customers to sign/renew the UK Consignee Undertaking form.

Agree and sign the UK Consignee Undertaking form.

UK Consignee Undertaking is a requirement by the UK authorities.


Export Trade

Free Trade Zone (FTZ) Export License

• CIL holds an export license for orders containing controlled gear shipping to Dubai Free Trade Zone (FTZ) covering re-export to the following destinations:

Nigeria, Egypt, United States of America, Iraq, Libya, Tajikstan, Pakistan, Kuwait, Ethiopia, Afghanistan, Lebanon, Bahrain, Azerbaijan, Congo, Democratic Republic of Congo, Ghana, Burkina Faso, Tanzania, Ajman, Oman, Saudi Arabia, Ras Al Khaimah, Jordan, Qatar, Kyrgyzstan, Yemen, United Kingdom, Uganda, Kenya, Turkmenistan, Seychelles, Madagascar, Rwanda, Ivory Coast, South Africa, Fujairah, Angola, Chad, Gabon, India, Malawi, Netherlands, Niger, Sierra Leone, Sudan, Uzbekistan, Algeria, Zambia, Benin & Swaziland.

Must not sell, supply or transfer goods to Democratic Republic of Congo, Libya, Afghanistan & Azerbaijan in such a way that would contravene EU or UN sanctions, i.e. where the goods would be supplied to, or for the use or benefit of, individuals or entities subject to active financial sanctions.

UK Consignee Undertakings must be in place prior to export.

Does not cover Military end-user or Military end-use.

FTZ Export License

FTZ export license is required for controlled gear.

Quoting and Ordering Changes After Go-Live, the following changes will be observed during the quoting and ordering process.

• The BID and SID (Install Site) of existing quotes and open orders will be updated.

BIE Rules for Product & Product +Service

• BIE Rules for NL/BV entity will be applicable only for products and products + services.

Sales Order/ Purchase Order

• Sales order numbers will now be a 9 digit number.

Purchase Order Line Reference (POLR)

• BIDs with POLR flag marked as YES need a PO reference number for each line item.

Ultimate Consignee Field

• The address and field has to be included for shipment exported from US.

Return Order Functionality

• CCW will be used to place return orders.

Return Material Authorization (RMA) Process

• RMA orders will be fulfilled by the actual entity that sold those products.


Quoting and Ordering

Open Quotes and Orders

• Existing open quotes will be updated to reflect the new BIDs and SIDs.

• Orders submitted before the cutover weekend will be fulfilled in the existing Cisco Systems International B.V. entity.

• After Go-Live, the orders will be booked in CIL.

• Open In-transit quotes (submitted for ordering prior to cut-over) will be completed in the system during migration weekend (November 14, 2014) in the existing BV entity.

• The SOWs signed before the migration cut-off date will remain in BV. Any SOW not signed by the migration cut-off date (9 AM PST, November 16, 2014) will be migrated to CIL.

For quotes ordered after Go-Live, if there are order submission failures then the CPE Team will follow the existing process to close the order in the existing entity.

Business Inclusion Exclusion (BIE) Rules / Ordering Controls

• CIL’s BIE rules for product and product plus service orders will remain as-is; BV’s BIE rules for product and product plus service orders will change.

• In particular, the BV Master Rule will change from inclusion to exclusion after Go-Live in order to move BV towards becoming a Single Country Buy-Sell.

• Orders can continue to be placed using a BID on the BV/NL Operating Unit (OU) if the address (Bill To or Ship To) is still in an NL-aligned country (Netherlands, Russia, India, China, Korea, Kuwait, Libya, UAE, KSA).

• Certain Ship To and End Customer locations will continue to be excluded on BV.

Error message will be displayed if the transaction is not an allowable transaction for that OU.

Correct the combination (Bill To / Ship To) on the transaction in order to change the entity to proceed forward.

BIE Rules

BIE rules will be applicable for products.


BIE Rules Error messages as a result of the BIE rules and correcting the same.

When the products cannot be purchased from a specific country and shipped to another, the following error message will be displayed.



After the ship-to country is corrected, the line is validated.



After the validation is complete, the order can be submitted.




• After Go-Live, partners and customers cannot book Sales Order (SO) or Purchase Order (PO) against their BIDs until they obtain Evidence of Agreement (EOA) via ICA, MSA, etc.

• The BIDs will remain active if Cisco has received the correct legal documentation before Go-Live

• Orders placed after Go-Live will have a 9 digit Sales Order number. This number indicates that the Sales Order was generated in the migrated R12 systems.

For orders placed after Go-Live, use the 9 digit Sales Order number.


The Sales Order number will be 9 digits after migration.


Sales Order Number The new 9 digit sales order number has to be used after Go-Live.

Orders in 11i are based on 8 digit sales order ID whereas orders in R12 are 9 digits.



Purchase Order Line Reference (POLR)

• POLR can be enabled for BIDs if required. This feature will be helpful in reconciliation of invoice.

• Any BID that is set up for POLR will go through an order booking validation to ensure that POLR number is entered for all order lines. Today POLR is mandatory in CCW. Going forward, it will be mandatory in CSCC as well.

• All order lines will require a POLR number attached prior to order submission, either system defaulted or user entered.

• If more than one POLR-enabled-BID quote is included in an order, a hard stop error message will be displayed. Correct the error to submit the order.

• Quick Quote does not support POLR functionality. Use CSCC classic quoting to submit the order.

Validate the POLR number and then submit the order.

POLR

The POLR number can be enabled for BIDs.


Purchase Order Line Reference (POLR) Message listing the BID has POLR set.

Observe the message which states that this BID is setup to include POLR.

Observe the error message if all lines do not have a POLR number.

After Go-Live, more than one POLR quote cannot be included in an order. A hard stop error message will be displayed to order the quotes individually.


Purchase Order Line Reference (POLR) Quick Quote cannot be used for POLR enabled BIDs.

After Go-Live, POLR enabled BIDs have to be completed in the full CSCC quoting application.



Ultimate Consignee Field for Shipping Products

• The Bureau of the Census amended its regulations to reflect new export reporting requirements effective 02 October 2014 to include two attributes in Automated Export System (AES) for all shipments exporting from the US regardless of the entity that the order is booked through.

• Cisco does not currently capture the Ultimate Consignee Address at order entry.

Going forward, in CCW, enter the Ultimate Consignee Type and the Ultimate Consignee Address for any order from US companies with goods exporting out of the US.

Ultimate Consignee Field

The Ultimate Consignee field has to be entered for shipment exporting from the US.


Ultimate Consignee Field The order lines will need the Ultimate Consignee attributes for shipments exported from the US.

In the Shipping & Install tab, enter the Ultimate Consignee Address and the Ultimate Consignee Type entries.

In the Review and Submit tab, check the Confirm Ultimate Consignee Information checkbox to enable Submit Order.



Return Material Authorization (RMA) Process

• After Go-Live, RMA should be based on the selling entity for the order either BV or CIL.

Book RMAs in the original selling entity for all orders booked prior to Go-Live.

Use the RMA reference numbers of the original Sales Order for Mixed Order Returns such as Trade In, Try and Buy, etc.

The RMA process is listed and Return Orders can now be booked via CCW.

Return Order using CCW tool

• Partners, customers, or distributors will be able to initiate return requests in CCW for RMA with Credit Orders.

• The Returns tool will not support return order functionality for CIL after Go-Live. The Returns tool will, however, continue to support orders placed in BV via 11i.

• For mixed orders and returns without credit follow the existing process by contacting Cisco Customer Support.

Use the Returns link in CCW to initiate the return request for RMA with credit orders in CIL.

Return Order


Using CCW for Return Orders Use the Returns link for product returns using CCW.

Going forward Returns will be done using CCW and not using the Returns tool. From the Orders menu, select Returns.


Using CCW for Return Orders Choose the returns process based on the Cisco Business Entity.

Not all entities can use the Returns feature in CCW. The entities that are exempted are listed on screen.

• Users will be able to access the new BID in the tools after Go-Live.

• Warning messages will be listed if the old BIDs are used and the new BID will be displayed.

Use the new BIDs after Go-Live.

Identification

Migrated BIDs will be available after Go-Live.


Using New BIDs after Go-Live After Go-Live when an old BID is used, the new BID will be displayed for further transaction.

In CSCC, if the user searches for an old BID, the system will automatically retrieve the new/ replacement BID along with a notification of the change.


Migration – Alignment

Distributor & Reseller Operating Unit (OU) Alignment

• CSCC will enforce rules which restrict users from placing orders to reseller with BIDs outside the distributor BID OU for service only sales.

• When quoting and ordering, distributors will need to ensure that the reseller BID properly aligns with their respective BID OU.

• The system may select the correct reseller BID if there is an available/compliant BID.

Error messages will hard stop all orders that are not compliant.

New reseller BIDs will be required if the system is unable to select from the available BIDs.

Alignment

Distributors and resellers need to be aligned for service only sales.

Observe the error message which states that the system has made a change to the Reseller Bill To ID.

When the Distributor and Reseller are not aligned, the system tries to make the alignment.

Claiming Rebates

Rebates and Incentive Payment Claim Processing

• Payments may be impacted for 1-Tier Partners, 2-Tier Partners, Distributors, and 3rd party marketing vendors.

• Rebates and incentives earned on products, services, or marketing activities prior to and after Nov 16, 2014 will be split.

• Partner/Vendor may receive 2 payments: one under CIL and another under BV agreements.

• Anticipated timeframe is 2-3 quarters before all BV payments are claimed and complete.

• Partner/Vendor will need to follow proper invoice and tax instructions based on legal agreement for CIL or BV.

Follow the specific invoice and tax instructions based on the agreement/legal entity where the products, services or marketing activities were completed and raise a claim request based on the entity.

Invoice and Credit Memo Changes

• The invoice and credit memo template will reflect the changes to the fees, tax, and discounts to ensure compliance with CIL standards.

• Service-related invoices issued in non-GBP currency will reflect the VAT amount in GBP and the exchange rate used to convert the non-GBP to GBP value.

After Go-Live, the transacting entity will change from BV to CIL.

Observe this Debit Memo lists the CIL address which users will need to remit their payment to after Go-Live.


Invoice Listing VAT in GBP The VAT will be listed in GBP if there is currency conversion.

The VAT is listed in GBP when the transacting currency is USD.


Invoicing and Fees

Service Cancellation/Restocking Fee

• For the Cisco International Limited entity, if Service Cancellation and Restocking Fees are applied, they will be charged on a separate invoice as opposed to netting the fees against any outstanding credit amount in order to be compliant with local tax laws.

• The restocking fee for product returns will be listed in a separate line item for Return Material Authorization (RMA) with credit orders, if applicable.

• Two legal documents will be presented: Credit Memo and service cancellation/restocking fee invoice due to Cisco

Make the remittance payment to the invoicing entity for service cancellation/restocking fee.

Waste Electrical and Electronic Equipment (WEEE) Fee

• In several European countries a visible WEEE fee is mandatory to cover the costs of treatment and recycling of products when the products reach end of life.

• In such cases, the WEEE Fee will be printed in the invoices as a separate line item.

The fees will be listed in the invoice.

Restocking Fees In the Order Details page, the restocking fee is listed for the selected order.

In the Item tab, click on the restocking fee Stock Keeping Unit (SKU) to navigate to the Return Order page.

The restocking fee SKUs will be automatically applied when the RMA with credit order is received in the warehouse. The restocking fee SKU will display the associated product SKU underneath.

The Estimated Price (return charge) will be calculated automatically in the backend and displayed on screen.


Restocking Fees The highlighted line item shows the line with the restocking fee applied.

The Date Received column displays the date when RMA was received in the warehouse.

The line items for which the restocking fee SKU has been applied will be highlighted.


Automation of Restocking Fees Supports multiple restocking fee lines with the Return Order.

Multiple Restocking Fee lines associated with the Return Order listing Estimated Price for each line.

Only Orders originated in CCW can be returned via CCW.

Taxation VAT registration number requirement for EU.

Value Added Tax (VAT)

• A valid European Union (EU) VAT registration number is required to set-up new Bill To IDs and Ship To IDs for EU countries. Usually it will be the VAT Registration Number of the Bill-To country.

• VAT will be applied to the invoice if the VAT Registration number is not provided for EU countries, in case of Opt-In custom cleared equipment and for supplies of services.

• VAT percentage, if applied, will depend on the billing entity and in case of supply of goods the ship-from location.

Provide a valid VAT Registration Number for EU Bill To and Ship To.
