Summary: This circular contains the names of the Officials appointed for the Australian Surf Life Saving Championship, together with all relevant reporting, briefing and other matters for notation by appointed Officials. All remaining appointments will be confirmed asap within the final version circular.

If Officials are unavailable to attend these Championships, please advise the Events Team on the contact details shown below.
NOTE 2:
Further, if any Officials believe that there is a conflict of Interest concerning the appointment, please contact the Events Team on the details shown below.
NOTE 3:
Any Officials not appointed to these Championships will be placed into the Officials Pool and may be called upon to fulfil a role in the case of a withdrawal of an Official.

Due to the changing weather conditions SLSA recommend bringing along warm weather gear and suitable footwear (footwear not compulsory on beach during competition days).

Breakfast will be provided to all officials from 6-7am and debriefs will run from 4.30pm - 7.30pm each competition day, both will take place at the Officials Hub at Alex Headland Beach.
CHAMPIONSHIPS COMMITTEES The Australian Surf Life Saving Championships 2016 are managed by four committees. The committees include:

ADDITIONAL INFORMATION
MATCH FIXING Officials have their own responsibilities to understand Policy 5.11 Match Fixing Policy. To assist the National Integrity of Sport Unit has developed an e-learning program “keep Australian sport honest” that has been designed to help you understand what match-fixing is, its consequences, how to recognise it and report it. Please see the enclosed for more details regarding all e-learning courses: http://elearning.sport.gov.au/ . ANTI-DOPING Athletes and officials have responsibilities under Policy 5.2 Anti-Doping Policy & Policy 6.23 Illicit Drugs in Sport. In addition there will be Australian Sports Anti-Doping Authority (ASADA) officers will be present on the beach during Aussies, these officers have the ability to enter the competition area. The area referee or sectional referee will be made aware that they are testing someone during the race and, at the conclusion of the race the ASADA officer will approach the athlete and ask them to make themselves available immediately for a test.

INITIATION OF THE PLAN
The person with the authority to initiate the Emergency Management Plan and the Emergency Response Plans is the Safety and Emergency Management Coordinator:

COMPLAINT/COMMENT MANAGEMENT For the purposes of this section, “official” is defined as any person that has a level of control at the event and is wearing any official uniform and identification lanyard identifying them as staff or a technical official. It includes a competition technical official, an SLSA employee or volunteer working at the event but does not include a contracted service provider such as security or signage contractors. If any person (“complainant”) approaches any official and makes a comment or statement that they are concerned about the beach or surf conditions, the complainant is immediately referred to the Sectional Referee of that arena. The official receiving the initial complaint is to escort the complainant to the Sectional Referee and remain present, acting as a witness. Upon receipt of a complaint, the Sectional Referee shall:
make a written record of the complaint or concern, preferably using the Complaints Register (Form 08);
note the time, date and location;
ensure that the name , club / organisation (if any) and contact details are recorded;
have the sectional ARRO undertake an immediate Risk Assessment;
consider as to whether any further events in that arena should commence; If the Risk Assessment indicates that the level of risk is outside of SLSA’s tolerance:
attempt to have the complainant remain with the Sectional Referee;
have the Water Safety Advisor attend the location; and
notify the Championships Referee and SEMC of the complaint.

The Water Safety Advisor shall:
speak with the complainant;
review the risk assessment undertaken by the ARRO;
review the recommendations resulting from the risk assessment with the Sectional Referee;
brief the Championships Referee and SEMC on any plan of action; and
dependent upon this implementation plan, the Referee and SEMC may endorse the recommendations for implementation or refer the matter to an immediate meeting of the ACCC.

INTRODUCTION The Emergency Response Plans are produced to provide guidance to Championships staff and officials charged with the safety and welfare of competitors, officials, staff and spectators attending the event. These plans have been developed from industry standards, previous risk analysis and consultation with key stakeholders. They should be considered as a guide and it is expected that actions outlined in any particular plan will be performed. Nevertheless, a plan may be adapted according to the actual incident to ensure a rapid and appropriate response. The Safety and Emergency Management Coordinator has overall responsible for the implementation of these Plans but it is recognised that all services provided or undertaken by SLSA during an emergency will be controlled and under the direction of the legislated combat agency, usually the Queensland Police Service. Any feedback or amendments should be directed to the event’s Safety and Emergency Management Coordinator via Surf Life Saving Australia. A senior official will use “Rescue, Rescue, Rescue” protocols over the Championships radio network.
An Air Horn is sounded to advise that a serious situation has occurred and that competition is ceased.
A senior official will release the hand held smoke flare to identify the location on the beach
The Shallow Water Rescue Officer will report to that location.

Shallow Water Rescue Officer shall immediately implement shallow water search using competitors in the immediate area. It is noted that a member must hold a Bronze Medallion and be proficient to take part in the search teams.
Headcount must be taken by the most senior official and attempt to record names
Each search member must don a fluoro coloured cap.
A patrol team leader must be appointed to supervise the initial response team.
Log the current conditions, including:
wind speed and direction;
Surf conditions
current direction and speed;
the position of the tide; and
any obvious features at the site such as rock ledges, sandbars, etc.
Powercraft Coordinator will release dye into the water to assist in determining water movement
A further four SAR teams are arranged and meet with the Shallow Water Rescue Officer and Forward Coordinator at the Forward Command Post (i.e. incident scene)
Shallow Water Rescue Officer to appoint a “Patrol Captain” of each SAR team.
Each SAR team member will don a fluoro coloured cap.
A buddy system will be in place for each team. Buddies must account for his/her partner before continuing to the next dive. Each buddy must remain no more than 1-2 metres apart.
Water Safety personnel, with rescue tubes will join each SAR team and act as water safety for that team.
The Forward Coordinator will allocate search areas to each SAR team based upon instructions from the SEMC or combat agency.
All search personnel will be observed by an ARRO or a senior person appointed by the Water Safety Coordinator.
When the last location of the missing person is confirmed, a marker buoy with a flashing strobe light is dropped as close as possible to the site to mark the location.

CONTINGENCY PLAN
THE CHAIN OF COMMAND & DECISION MAKING The ACCC will determine the response to the threats as they occur, or as required. The sole responsibility for suspension, cancellation, postponement or relocation of part, or of all the Championships, rests with the ACCC. The ACCC consists of:

The decision to enact this Contingency Plan is the responsibility of the ACCC. The Championship Referee and the Safety and Emergency Management Coordinator are responsible to the ACCC for recommendations concerning competition safety. The Safety Operations Manual developed for this event is to be applied when considering and making recommendations, in consultation with relevant emergency services and lifesaving authorities (i.e. Sunshine Coast City Council and SLSQ). A review of the following will be conducted at each ACCC meeting:
a) Risk Assessment of the current conditions of the beach b) Injury management statistics c) Current weather predictions d) Competition Statistics

ALTERNATIVE LOCATIONS – CONTINGENCIES These locations have been identified as suitable for relocation of all or a large component of the Championships. This does not preclude individual events being relocated to these sites if appropriate. Infrastructure will be installed at these sites prior to the commencement of the Championships and comprehensive plans developed to facilitate any move. Surf Location –

Maroochy River, notably at Picnic Point Outlines of the site plans for each of these locations are annexed to this document and include the overall layout, location of different events, key administrative areas, traffic routes into respective competition areas, emergency services (including entry/exit points for ambulance and helicopter pads) and car parking.
Secondary Alternatives These locations have been identified as suitable for only partial relocations and for use by individual aspects of the Championships if required. Community impact is to be kept at a minimum and no infrastructure will be installed at these sites prior to the commencement of the Championships. Any infrastructure requirements at these sites will depend on the type of event and duration of use required and should be installed prior to the commencement of competition at that site.
