What is CICDAT?• It is the statistical information system on control
of the drug supply area• It shows the illicit drug trafficking situation in
the Hemisphere• It is a support tool for the Multilateral
Evaluation Mechanism• It stimulates the establishment of inter-
institutional networks within countries so as to obtain national figures
• It uses standardized questionnaires for the collection of information

Seizure
• Seizure means temporarily prohibiting the transfer, conversion, disposition or movement of property or temporarily assuming custody or control of property.

• Controlled Chemical Substances includes chemical substances listed in CICAD’s Model Regulations as well as other chemical substances not included in CICAD’s MR but controlled by the reporting country

Laboratories (Form 4)
• Laboratories refer to facilities or locations where drugs are produced, manufactured or otherwise prepared (including processing pits). These drugs include organic based substances such as cocaine, heroin, hashish, etc., as well as synthetic drugs such as amphetamine-like stimulants, methamphetamine and “designer drugs”. OID-OID-CICAD / OACICAD / OASS
• Potential annual production capacity refers to the quantities of illicit drugs that the laboratory could have produced during the course of a year if it had not been seized and destroyed.

• For illicit drug possession– Illicit drug possession refers to possession not
related to trafficking. The specific offences are defined by domestic legislation and can include but are not restricted to personal use or consumption among others.
