Sir Herbert Creedy (war office) com-mented on Steeds memorandum onGermany, The value of this report ismuch reduced by the great exaggerationin it as to the strength of Germanys airforce and army. Thus the source esti-mates that Germany has between ,and , war planes ready for service(i.e., first line): but the Air Ministry es-timate is about , first line and thisagrees with the strength given them bythe Germans. (./). In ./ is further evidenceof how avidly Churchill swallowedSteeds data. In October Steed re-ported a (fictitious) Hitler speech atWürzburg on Sep ; warned that Hit-ler was about to invade France throughSwitzerland; advised that the Nazis hadestablished a submarine base off thecoast of Portuguese Guinea; and talkedabout the German battleships being un-der orders to raise a good head ofsteam (they were in fact diesel-powered). Sending this report to an FOofficial on October , Wickham Steedwrote: I mentioned some of it to MrWinston Churchill last week and he saidit ought to go also to the Govern-ment. Steed added that since his ownfinancial resources had come to an end,a wealthy friend had placed money athis disposal for this research work inthe summer of . (The Board ofDeputies, it will be recalled, had firstfunded the Focus in July .) Hecontinued, I have now six or sevennon-Jewish informants on my string.

Admiral Moreau would write to Rou-gier on Feb , : From to as naval commander at Marseillescharged with supervising our merchantnavy traffic with our colonial empire, Iwas able to confirm that whether signed

or not, it was the agreements youworked on which governed relationsbetween Britain and France and assuredour food supplies. On Jan , MrDavid Eccles, a ministry of economicwarfare expert, would negotiateagreements in Madrid with a Vichy ex-pert, M Marchal, which lifted theblockade (testimony of Flandin, Flandintrial, f); and see Churchills state-ment to the House on Apr , wel-coming public assurances offered byPétain, and coupling this with the factthat Britain had eased the blockade; andthe pseudonymous letter from an officerof Darlans staff in the New York Times,Jul , . As for the BBC, seeSoustelle, Envers et contre tout (de Londresà Algers), f: La BBC refusa desormais detransmettre sur ses ondes aucune attaquecontre Pétain, qui demeura pratiquementtabou jusquau debarquement de .And Col. Passy (de Wavrin), Souvenirs,.

However the FO cabled to Lisbon andTangiers on Oct , Professor Rougierarrived here a few days ago from Unoc-cupied France with the knowledge andapproval of Marshal Pétain to explain tous the situation at Vichy and to takeback with him an impression of thesituation here and of the attitude of HisMajestys government. (./-.)

Cadogan was doubtful about this, noting: We have already covered thatground and its no good going on nag-ging (Cadogan diary, Oct ). A sum-mary of the Churchill letter was sent toWeygand by the British consul at Tangi-ers, Anthony Gascoigne, in a letterdated Oct . Since in Jun Chur-chill would emphasise to the House thatRougier was acting on Pétains personalinstructions, it is clear that the visit toWeygand was a bonus not the mainpurpose of the trip.

confirmed by the report by DDHO (JWhitworth Jones), Note on GermanOperation andCounter Plan , Nov (./ and ./). R VJones, in Most Secret War (th ed.), f,challenges this as tinged with a degreeof hindsight and self-interest. He pointsout that the duty group captain in HomeOperations had to send out two tele-grams on Nov : Executive ColdWater when it was sure the raid wason (see note ), and the target, whenidentified. The first was sent at :.., with no mention of Coventry. The draft of the second telegram re-mains on the file with a blank spacewhere the target was to have beennamed. But there was a bureaucraticreason for this. The lengthy operationorders for were issuedearlier on Nov . Four possible targetareas were foreseen, but Coventry wasnot among them. Stevenson com-mented on this. For security reasons, this complicated the issue of the tele-gram that night, and it was probablycommunicated verbally; Stevensonminuted later that day, the hrssignal was made today & acknowledgedby HQ Air Fleet .
