In March the Tribal Council continued to advance four Econ o m ic s tew ard sh ip go a ls by ado ptin g reso lu tion s that in crease the ability o f the tribes move economic vitality forward.
Tribal Council continues to hold up the following goals: To increase tribal revenue, to in crease jobs, to foster private secto r business developm ent and to improve reservation in frastructure.
In prior action the Council se t up th ree fu n d s to he lp achieve these goals: the Business In v estm en t R ev o lv in g F und w ith $8 million in funding; the P r iv a te B u s in e ss R ev o lv in g Fund, w ith $2 m illion; and the C apacity B u ild ing Fund, also w ith $2 million.
The M arch resolutions:M oved m anagem ent o f the
old apparel factory building to the W arm S p rin g s P ro p e r ty Management, LLC, under “Ventures” or the EDC.
This w ill allow for m aintenance, upgrading, and leasing out the building to three tribal
enterprises: the W arm Springs T e le c o m m u n ic a t io n s Co. (Teleco), Ventures and Construction.
The building w ill have extra space for lease to tribal enterprises or private businesses.
The March resolutions also:M oved all outside plant tribal
telecommunications infrastructure to Teleco; and established that Teleco w ill be the preferred p rov ider for te leco m m un ications on the reservation.
B y reso lu tio n the C ouncil adopted the capacity build ing budget, a m ulti-year $2 m illion b u d g e t w h ich p ro v id e s fo r timely reporting to Tribal Council by the secretary-treasurer’s office, and places a strong emphasis on recruiting outside grant dollars.
U nder the capacity budget there are m ajor areas o f emphasis:
C reating a private business cen ter w ith support serv ices, and paving the way for a loan to the W arm Springs Community D evelopm ent Financial Institution (CDFI), managed under the W arm Springs Community A ction Team. The CDFI
w ill focus on loans to private businesses. O ther m ajor areas o f emphasis:
Jo b creation and develop m en t o f a sk illed w orkfo rce w ith a focus on upgrading skills o f potential employees for jobs in tr ib a l en te rp r ise s , p r iv a te business and tribal government.
Places an emphasis on upgrading the physical infrastructure with sewer, water, power, and telecommunications for tribal enterprises and private businesses through grant development.
Creates two positions, one w orking out o f the secretary- treasurer’s office to coordinate and facilitate economic developm ent projects, and the second position to give additional capacity to Ventures as they access potential business opportunities.
Provides for a road map for short and long term economic developm ent projects and opportunities. In addition the Tribal Council emphasized the im portan ce o f m o v in g q u ick ly on policies and procedures for the $2 m illion Private' Business Rev o lv in g F und , w h ich be the topic for the Econom ic Stew ardship report on April 19.
