Rules of the A-OS Official Records Committee

I. NAME:

The ndmt? of this commit tee is the- Official Hccord.s. Comwi t tee, J~ercaf ter referred to as "the comnrittee".

A . F~ir~ctions of the committee

1. To solicit, organize and maintain records, documentation, photographs, tape recordings, etc. of the birds of Kansas. Two duplicate sets of recards will be maintained; one by the chairperson, and one depsited in the Museum of Natural History, University of Kansas, Lawrence, KS.

2. To review reports of species - new or rare in the state - and provide final judgment of their status. Maintain an official Kansas list. Judp~ents of the committee with editorial comments will be provided in an annual report at the fall meeting of the Society. A single official list will be maintained with the following information annotated for every species :

a. (1) Specimen available (2) Photograph (accepted by the comi t tee) ( 3 ) Sight Record (accepted :.y the comittee)

b. Number of species in each of the above catcyories listed, as ~mssible.

c. Breeding status past or prescnt in Kdnsas.

For the committee to function, it needs the complete supp?rt of all interested persons in the state. Individuals should feel free to dispute in the open literature, the published opinions of the com- mi t tee, and vice-versa .

III.L MEETINGS

A . Most comittee w r k will be handled by correspondence with one meeting each year at the annual meeting of the society. Other meetings may be held as desired by the Chairperson.

KOS FALL BOARD MEETING October 2, 1982

Members present: Charles Ely, Calvin Cink, Roger Boyd, Eugene Lewis, Max Thompson, Dwight Platt , David Seibel and Charles Hall.

Others present: Steve Kingswood, John Zimmerinan, John Par r i sh , Marvin Schwilling and Ruth Fauhl.

The meeting of the Board of Directors of the Kansas Ornithological Society was called to order by President Charles Ely on Saturday, October 2, a t 12:45 p.m. in the Education Building a t the Sedgwick County Zoo.

MEETINGS: KOS was invited by John P a r r i s h to meet a t Emporia State University on October 1-2, 1983. Charles Ely announced that the spring 1983 meeting would probably be a t Camp Horizon, southeast of Arkansas City, April 30-May 1.

AMENDMENTS TO B Y -LAWS: The following proposed amendments, copies of which had been mailed to the membership, were considered by the Board:

1. Combining of Article 11, sections 2 and 4 with regard to c lasses of member ship and membership dues. Relettering remaining par ts of section 4 a s A to G .

2. Article 11, new section 4F Old by-law--article 11, section 4M - - "Principal amounts received from

Life Memberships shall be placed in an endowment fund and invested in securit ies approved by a majority vote of the Board of Directors with interest . . . I I

Proposed by-law - - "Principal amounts received f rom Life Member- ships shall be placed in an endowment fund and invested in securit ies approved by the Business Manager with interest . . . 1 1

Sec. 1. Contributions by bequests, memorials , gifts, e t c . , may be accepted anytime, such contributions to be used a s designated by the donor upon approval by the Board of Directors.

Sec. 2. The donation of property may be accepted by the Society, by vote, upon recommendation of the Board, such property to be managed in i t s natural state for scientific o r educational purposes, o r to be managed o r sold a s a source of income for the Society.

Sec. 3. The specific uses to which the property i s put shall be designated a t the t ime of acceptance by the Society.

(Present a r t ic les VII through IX to be renumbered) Discussion included the following suggestions: a . to delete "etc." f rom section 1 of the proposed ar t ic le VII and replace i t with "in the form of money." b. to allow the Board to accept property in section 2 of the proposed ar t ic le VII rather than the Society. David Seibel moved that the above four amend- ments be recommended to the membership for adoption a t the afternoon business session of the Society. Cal Cink seconded the motion. The motion passed.

ADDITIONAL AMENDMENTS TO THE BY-LAWS: Gene Lewis presented the following proposed amendments:

1. Article IV, section 5 - - addIrsuch repor ts to be published in full o r in resume in the Newsletter."

2. Article VI, section 2 - - delete "E. Be authorized to countersign checks. " Reletter succeeding par t s of section 2 .

3. Article VI, section 4 - - delete "B. Keep an inventory of records and supplies belonging to KOS and shall distribute them to others a s necessary. " Delete "C. Be authorized to counter sign checks. " Reletter succeeding par t s of section 4.

4. Article VI, section 5C - - change f rom "Advise the Editors of membership changes" to "Advise the Business Manager of member ship changes. "

5. Article VI, section 2 - - add "H. Be authorized to fill, until the next annual o r special meeting, any vacancy on the Board of Directors . ' I

Max Thompson moved that the above amendments be recommended to the membership for adoption at the afternoon business session of the Society. Cal Cink seconded the motion. The motion passed. -

DINGUS NATURAL AREA: Gene Lewis reported that the telephone company had asked for permission to put in a cable along the south edge of the natural a rea . Permission was denied by the Society but the company went ahead and installed the cable. He and Max Thompson will seek just compensation.

KOS ANNUAL F A L L MEETING 1982 Education Building, Sedgwick County Zoo

Wichita, Kansas October 2-3, 1982

The thirty-fifth Annual Meeting of the Kansas Ornithological Society was held a t the Sedgwick County Zoo in Wichita, Kansas, on October 2-3, 1982.

Saturday, October 2, Morning Session.

Steve Kingswood opened the meeting a t 9: 15 a . m . and introduced Mark Reed, Assistant Zoo Director. Mr. Reed welcomed the KOS to the Sedgwick County Zoo and described some of the zoo programs. Charles Ely, President of KOS, responded to this welcome and thanked the Sedgwick County Zoo for hosting the KOS meeting.

Steve Kingswood made some announcements in regard to local a r range- ments. Charles Ely then turned the meeting over to Cal Cink who chaired the morning paper session (see attached program). Because of a shortage of time, only the f i r s t six papers were presented and the paper by William J . Stark and Roger L. Boyd was moved to the afternoon session.

A business session was called to order by Charles Ely a t 11:50 a . m . He asked al l those in attendance to sign the attendance register . He announced that the Board of Directors would meet a t 12:30 p. m. in the lobby of the Education Building.

MINUTES: The minutes of the Spring meeting had been published in the Newsletter and they were approved a s published.

REPORT OF THE NOMINATING COMMITTEE: The report of the Nominating Committee, Jean Schulenberg (Chairman), Marvin Schwilling and James Ptacek, was made by Jean Schulenberg. The slate of officers presented was:

APPOINTMENTS: Charles Ely appointed Galen Pittman and Elmer Finck to an Auditing Committee and John Zimmerman and Allen Jahn to a Resolutions Committee.

TREASURER'S REPORT: Gene Lewis reported that general expenses were greater than income f rom dues las t yea r . He reported that the balance in the KOS checking account was $743 last yea r and $71 1 this yea r . The Dingus Natural Area account has increased to $2500 due to some gifts. The total balance of KOS asse t s in checking account, certificates of deposit and passbook savings i s $9300. (See attached report) .

MEMBERSHIP SECRETARY'S REPOR'T: Charles Ely reported for Jane Herschberger who could not be present to present he r report . As of October 1, there were 378 KOS members , including 48 fully o r partially paid life members . (See attached report)

BULLETIN EDITOR'S REPORT: John Zimmerman reported that the Chris tmas Bird Count dates were December 18 to January 2 this yea r . He encouraged KOS members to participate in a CBC and to s t a r t new counts. He reported that more manuscripts a r e needed for the Bulletin.

ACCEPTANCE OF REPORTS: Cal Cink moved that the repor ts of officers and committees be accepted. The motion was seconded and passed.

ANNOUNCEMENTS: Steve King swood described the s ix planned field t r ips .

The morning business session adjourned a t 12: 10 p. m .

Saturday, October 2, Afternoon Session.

After lunch there were zoo tours a t 1:00 p. m. Cal Cink convened the afternoon session a t 2: 10 p.m. and introduced Roger

Boyd who presented the f i r s t paper ( ca r r i ed over from the morning) and then chaired the afternoon paper session. (See attached program)

Charles Ely convened the afternoon business session a t 4:45 p . m .

ANNOUNCEMENTS: Charles Ely announced that next y e a r ' s Fall Meeting would be a t Emporia State University on October 1-2 and the Spring Meeting would be a t Camp Horizon, April 30-May 1.

AUDITING COMMITTEE REPORT: The Auditing Committee reported that the books were in order . A motion was made to accept the report . The rilotion was seconded and passed.

ELECTION O F OFFICERS AND DIRECTORS: Jean Schulenberg introduced Scott Seltman and L a r r y Herbert , new nominees for d i rec tors . Nominations were opened for officers and directors . Effie Edwards moved that the nomina- tions be closed and the secre tary be instructed to cas t a unanimous ballot fo r the slate of nominees. The motion was seconded and passed.

Max Thompson moved that KOS approach Mrs . Wade about sel l ing 2 - 3 a c r e s i n o rde r t o s t ra ighten the proper ty l ine of the Dingus Natural Area and make fencing e a s i e r . Roger Boyd seconded the motion. The motion passed .

The annual banquet was s e rved in the F o r m a l Dining Room of the Kansas Newman College Administrat ion Building a t 6:40 p .m. After the mea l , Cha r l e s Ely welcomed new KOS m e m b e r s and thanked the local commit tee for a fine job of making a r r angemen t s fo r the meet ing.

RESOLUTIONS COMMITTEE REPORT: John Z immerman r ead the r epo r t of the Resolutions Commit tee (See at tached repor t ) . The resolut ions we re adopted by acclamat ion.

L I F E MEMBERS: Char les Eiy announced that t he r e we re two new l i fe member s , Jane Holland and George Neavoll. He presented a life member sh ip pin to George Neavoll, but Jane Holland was not in at tendance.

TEN BEST BIRDS O F THE YEAR: Marvin Schwilling repor ted on the t en best b i rds of the y e a r (See a t tached repor t ) . The top ten b i r d s ( in o r d e r ) were: Garganey Teal , Ruff, Red-throated Loon, Ea red Grebe (nesting), L e s s e r Goldfinch, Black-bellied Whistling Ducks, Golden-winged Warb le r , Pygmy Nuthatch, Swainsons Warbler and Anhinga. Max Thompson asked about the Magnificent Fr iga teb i rd s een a t Meade State P a r k and Marvin s ta ted that that r e co rd had veen overlooked in the p repara t ion of the l i s t .

Dues envelopes will be sent out to members in ear ly December. This i s a departure from previous yea r s when we have mailed them in September. PLEASE remit promptly a s we spend a good deal of money on dues reminders . Try to remit by return mail. This will help you and help your society.

ENLIST A MEMBER

Your society needs more members . We lost quite a few las t year including some long-time members who simply forgot to mail in their dues. If you have friends whoare interested in birds, tell them about KOS. Chris tmas Counts always have a lot of nonmembers and this would be a good place to recru i t . Just think if Manhattan could enlist a l l Chris tmas Count participants a s members, our society would increase by one-fourth more.
