The International Telematic University UNINETTUNO – UTIU, established with the decree of the 15th April 2005 of the Minister of Education, University and Research, was born from NETTUNO – Network per l’Univer- sità Ovunque, a consortium of 43 Italian and foreign universities, through which, since 1992, thousands of students took a distance university degree by means of tel- evision and the Internet, and from the in- ternational-level success of the European MedNet’U (Mediterranean Network of Uni- versities) Project. The 31 partners (universities, technological companies and ministries) of Med Net’U coming from 11 countries of the Euro- Mediterranean Area (Algeria, Egypt, France, Jordan, Greece, Italy, Lebanon, Morocco, Syria, Tunisia and Turkey) jointly realised not only a technological network, but also a network of people, intelligences able to connect and mutually link their knowledge. All teaching and learning processes take place on the Internet: www.uninettunouni- versity.net, the first portal of the world where teaching and learning are carried on in 5 languages. UTIU’s students can attend the university with no limits of space and time. Actually, with the UTIU, the places where teaching is carried on are no longer only lectures halls, but also open spaces, muse- ums, cultural centres, workplaces, students’ homes, cybercafés; anywhere in the world you can choose whether to study in Italian, Arabic, English, French or Greek, on televi- sion and on the Internet, and take a study title acknowledged in Italy, in Europe and in some Mediterranean countries. The success of the UTIU organisational and psycho-pedagogic and didactic model is recognised at international level and on its homepage it displays the QUALITY LABEL that has been conferred to it this year by the EADTU, the European Association of Distance Teaching Universities, for its e- learning model. The guidelines that led and are still leading the UTIU development and that represent the strong points of the International Telematic University are: Relations with traditional universities Its psycho-pedagogic model Innovation (research and development) Internationalisation. The UTIU and traditional Universities, a strong and collaborative relationship The UTIU was born from Consorzio NETTUNO. The Consorzio enhanced coop- eration relations with traditional universities and enabled the UTIU to rely, still from its very beginning, on highly scientifically qualified staff that is selected according to international academic qualifications. All UTIU professors, those who realised the video lectures and the educational con- tents, as well as those who support the stu- dents’ learning processes, the Deans, the Members of the Board of Directors, are full professors; in particular, the UTIU Board of Directors includes also some Rectors of tra- ditional universities. These relations en- abled the UTIU to deliver high-quality educational services and to develop re- search project jointly with traditional uni- versities that make available physical structures such as laboratories, technologi- cal poles to make students take face-to- face exams. Many of the agreements that were concluded with traditional universi- ties establish cooperation modes that imply also the issuing of joint or double academic titles. The International Telematic University UNINETTUNO – UTIU is a single great university where lecturers of high prestige coming from several countries of the world realise an single international pole of knowledge. The UTIU and traditional Universities, a strong and collaborative relationship

“The problem we faced when we designedthe UTIU didactic model was that of creat-ing a distance education structure that,while meeting the educational needs of thecognitive society, would take account bothof the evolution and development of infor-mation technology and the results of psy-cho-pedagogic research. The cognitiveand connectionist theories are the theoreti-cal basis for implementing the wholeprocess of distance teaching and learningwithin the Didactic Cyberspace of the Inter-net-based portal which has been whollydeveloped starting from the results of theresearch projects, carried on in cooperationwith international experts and with theUTIU internal staff who developed thelearning environments” states, the Rector,Maria Amata Garito.In the UTIU educational model the studentis at the centre of the educational processand is not left alone to develop his own self-learning process, but he is supported by thenew profile of the teacher-telematic tutorwho continuously gives him the tools thatfacilitate his learning process. The learning

environment does not limit itself to offeringrigidly pre-established courses, but it offersdynamic contents that can be enriched byother contents available on the Web.

Strong points of the UTIU distanceteaching model:

The whole teaching and learning processtakes place on the Internet. In the portalwww.uninettunouniversity.net , the dedi-cated area “Didactic Cyberspace” repre-sents the learning environment. The videolessons, realised by importantuniversity professors coming from severalcountries of the world, are the starting pointof the learning process. Each digitised vide-olesson is indexed, structured into differentissues that are linked in an hypertextualand multimedia way to essays, books, ex-ercise texts, virtual laboratories, selected

bibliographical references and lists of web-sites. These videolessons are supplementedby virtual laboratories and exercises en-abling the student, through a “learning bydoing” process, to integrate practice andtheory. Among technological innovationson which the didactics can rely on the UTIUhas realised a true Island of Knowledge onSecond Life, where the students’ avatarsand the professors/tutors’ avatars can inter-act by their own voice in a three-dimen-sional virtual world. On Second Lifepractical exercises, evaluation tests, video-conferences and live practical activitiestake place. Finally, by means of chats, fo-rums, wikis and social networks used bythe UTIU, virtual learning communities areset up. As the Rector, M. A. Garito, says: “Inthese virtual spaces intelligences get con-nected to each other, expertise is ex-changed, knowledge is developed. Thecultures and ideas of professors, tutors andstudents of different countries of the worldconfront each other in continuous stream ofinterrelations”.

The International Telematic University UNINETTUNO is today a reference modelin terms international standards for e-learning quality in EuropeIn Europe the International Telematic Uni-versity UNINETTUNO was taken as an ex-ample for the quality of its e-learningmodel. The results of the E-xcellence+ Proj-ect, funded by the European Commission,enabled to establish the evaluation criteriaand quality standards of the distance edu-cation and e-learning systems to beadopted at European level. The project, which involved the best Euro-pean distance teaching Universities and

among these the UTIU (the only Italiantelematic university member of the Euro-pean Distance Teaching Universities –EADTU as well as of the world organisationICDE, International Council for Open andDistance Education) enabled to track apath for integrating e-learning quality as-sessment parameters at European level

and to highlight the fact that distanceteaching is and can be a synonym for thequality of education, when we follow thebest international level consolidated prac-tices. Practices that the European university

have identified in the psycho-pedagogicmodel adopted by the UTIU. Thanks to thismodel, in academic year 2010-2011 thestudents who matriculated increased four-fold compared to those of the last year.Over 85% of the students enrolled in 2006has already successfully completed theirstudy path almost succeeding in eliminat-

ing the trend of study giving-up occurringin traditional Universities. A present the students enrolled in the NETTUNO system are 13.014 and amongthese 7.514 are enrolled in the UTIU and5.500 in Consorzio NETTUNO.

The growth in enrolments results from theoverall quality of the services that the UTIUoffers to the students and that have givenrise to a favourable grapevine that can befound in the blogs and forums directlymanaged by the students.

Innovation, research and experimentationare at the basis of the International TelematicUniversity UNINETTUNO model. The pres-ent that anticipates the future. The UTIU research activity is at the sametime theoretical-experimental, pure andapplied and involves international-levelexperts in different disciplines (technolo-gists, computer scientists, pedagogues,learning psychologists, experts in variouslanguages and in communication). Actually, the interdisciplinary results obtained can be tracked back to differentareas: technical-engineering, psycho-cog-nitive,pedagogical, socio-cultural, method-ological-organisation ones and enabled to identify new modes for realising both

face to face and distance teaching-learn-ing processes that already have a signifi-cant impact on the theories related tolearning processes, teaching methodolo-gies, distance interaction relationships. In addition, they represented the startingpoint of the evolution of the psycho-peda-gogic and didactic model that led to the re-alisation of the new distance teaching andlearning model and of the e-learningmodel applied by the UTIU and recognisedby the international scientific community. Moreover, the UTIU, thanks to the results ofits research activities, has already concre-tised some significant innovations linked tothe:

• Organisational model of the universitystructures,

• Organisation models of course organisa-tion and delivery (flexibility, accessibil-ity, continuous support to the learningprocesses);

• Teaching and learning models;• Role of professors and students;• Evaluation procedures.

UTIU strength: innovation, research and experimentation

For the UTIU democratising the access toknowledge is not an abstract concept, buta consolidated practice; since 1992, thanksto its two television channels, RAI NET-TUNO SAT 1 and RAI NETTUNO SAT 2, theoutcomes of the research activities con-ducted by the Rector, M. A. Garito and byher staff enabled to create a new televisionlanguage, a new model of television: “TheTelevision of Knowledge”, of public concern.In the last years research work on televisionlanguages enabled to identify new lan-guages and new methodologies for teach-ing Arabic on television to illiterate adult

people of Morocco. . The outcomes of this research work en-abled to realise a televised course that isbroadcast on the Moroccan national tele-vision, including 150 videolessons, usablealso on DVD format linked to new modelsof books to teach how to read and write tothe adult illiterate population of Morocco.“The method that we proposed for the firsttime – says the Rector, M. A. Garito - en-ables to teach the Arab language as com-munication functional languages, teachingis put into a context: letters, words andgrammar structure are constantly linked to

object and behaviours of everyday life oftypical Moroccan family. On Second Life, on the UTIU’s Island ofKnowledge. The Moroccan house becomesa three-dimensional scenario: the theatre inwhich for the first time avatars become ac-tors, create the tale, represent in a concreteway an event, an experience, a link be-tween sound and image, supplying thetools to enhance the audio and visualmemory of the letters” and thanks to the re-alisation of the project “I Learn Arabic – TheTreasure of the Letters”.

The strong point of the UTIU development isundoubtedly represented by the fact of hav-ing succeeded in rapidly getting and devel-oping to an international level concludingsignificant agreements with Mediterraneancountries, as well as with Universities of theUnited States, Ecuador, Europe, Slovenia,Russia, Poland, China and other countries ofthe world. The students currently enrolled come from42 different countries of the world. On the16th December 2009, in premises of the Con-ference of the Rectors, in Rome, was held thefirst ceremony of awarding of the diplomasof the Master’s Course in Euro-Mediterranean

Cultures and Policies which united along ashared path of training and interaction stu-dents coming from the universities of coun-tries such as Algeria, Egypt, Jordan,Lebanon, Morocco, Syria, Tunisia andTurkey and professors of high prestige com-ing from different European universities. The students, for the first time, without leav-ing their homes and thanks to the distanceteaching model of the International Telem-atic University UNINETTUNO and to its di-dactic portal www.uninettunouniversity.net, get a study title acknowledged in Italy andin Europe and in their respective countries. “The internationalisation of our University”

states the Rector of the UTIU, Maria AmataGarito - “developed a lot thanks to the modelof our Internet-based portal in different lan-guages; the young people coming from dif-ferent places of the world exchangeinformation on forums, blogs and on Facebook where several communities ofNEPTUNIANS were born.
