MAYOR’S MESSAGE

Welcome to another edition of the Belmont Bulletin.

It was such a great pleasure catching up with so many of our City’s longstanding residents at our annual Pioneers function. This

function is a wonderful opportunity to reflect on Belmont’s rich history and its evolution over the years.

We are fortunate to have a strong and vibrant community who helped lay down the foundations of this City and continue to take an interest in our City.

We have now entered the new financial year and I am pleased to say that Council has adopted a responsible Budget for the 2016-2017 financial year, that will enable us to continue to provide great services for the residents of our City.

City of Belmont WARD BOUNDARIES

The City of Belmont’s minimal rate rise of 1.5 per cent is anticipated to be one of the lowest in the State.

The Budget is aligned with the City’s Strategic Plan for the future and provides significant resources to deliver our Social, Built, Business and Natural Belmont objectives.

This will be achieved with minimal increases in rates. Significantly we have been able to keep our rubbish charges at the same level as last year.

This is an outstanding, responsible Budget with

targeted outcomes that will deliver real benefits to our community.

The City’s annual Avon Descent Family Fun Day will be held on Sunday, 7 August and is not to be missed! City of Belmont residents can bring along their Opportunity Card to receive a range of free offers.

The day will be filled with activities for the whole family to enjoy and I look forward to seeing you there!

CITY RATE RISE MINIMAL

CITY LAUNCHES INAUGURAL MULTICULTURAL PLAN The City of Belmont affirmed its commitment to its diverse community with the recent launch of its inaugural Multicultural Action Plan 2016 to 2018: Connecting, Celebrating and Growing.

Held at the City of Belmont Civic Centre, the launch also included cultural performances, poetry reading and an art display by students from Belmont City College and the Australian Islamic College.

The City of Belmont is home to one of the most multicultural communities in Western Australia – one in four people living in Belmont are from a culturally or linguistically diverse background.

The City’s first Multicultural Action Plan has been developed to capture the needs and aspirations of our community and to reinforce Council’s commitment and support for a culturally diverse and socially cohesive community.

The City is already progressing these actions and we look forward to working in partnership with all those groups, to meet the objectives contained in the Multicultural Action Plan.

The Plan has also been translated in to the top five languages including English that are spoken in the City – Simplified Chinese, Arabic, Tagalog and Italian and copies are available on the City’s website.

The City of Belmont’s minimal rate rise of 1.5 per cent is anticipated to be one of the lowest in the State.

The City of Belmont’s 2016-2017 Budget maintains the City’s ongoing commitment to the community together with responsible planning for the future while delivering an extensive capital works program.

The City continues its focus on low rate increases with a minimal increase in rates of 1.5 per cent which is lower than forecast inflation rate of 1.75 per cent.

Rubbish charges will be at the same level as last year, which means there will be no increase.

The average annual rates for residents will increase from approximately $1,306 to $1,320 – including rubbish charges, but excluding the State Government imposed Emergency Services Levy (ESL). This represents an increase of only 1.07 per cent on the total rate charge.

The City has maintained its commitment to the community to provide and expand excellent, cost effective services and facilities such as the new Community Centre.

Approximately $16.3 million has been budgeted for capital works in the areas of buildings, parks, environment, streetscapes, roads, footpaths and drainage. This is assisted by substantial grant funds sourced by the City.

Significant projects in the 2016-2017 Budget include:

• Faulkner Civic Precinct Project: $1.25 million towards finalising architectural design, specifications and progression of the new multi-purpose community centre;

• Belmont Avenue and Belmont Business Park Enhancements: $3,584,465 towards enhancing Belmont Avenue between Alexander Road and Great Eastern Highway including underground power and surrounding street parking improvements;

• Bilya Kard Boodja (formerly Hardey Park): $1,270,000 to upgrade the park includes new infrastructure, walkways and a lookout;

• Miles Park Community Facility: $935,000 towards upgrading the Miles Park Community Facility and reserve lighting;

• Copley Park: $560,000 to upgrade Copley Park; and

• Surrey Road Bike Boulevard: $1,200,000 to provide a safe bike boulevard along Surrey Road.

YOUR RATES EXPLAINEDIt is that time again when the City of Belmont Council rates are due to be issued. This year the rate notices will be issued dated 15 August 2016. If you have not received your rate notice by the end of August 2016 please contact Council’s Rates staff on 9477 7222 to discuss.

Council continues to offer a discount and great incentive prizes if you pay your rates in full by the due date shown on your rate notice.

REQUESTS FOR ALTERNATIVE PAYMENT ARRANGEMENTS If you are unable to pay your rates other than using the instalment options available, please ensure that you make a written/electronic application to Council explaining your situation and offering an alternative arrangement to be considered, no later than 19 September 2016.

You can request alternative arrangements by email to [email protected]

For your convenience, application forms are available at the rates counter of Council’s offices.

If the account has not been put on an instalment plan and no request for alternative arrangements are received by the due date, Council will have no alternative but to take the necessary steps to collect the outstanding debt and this can incur legal fees which will be added to your account. Legal action can also affect your credit rating for up to five years.

eRATESWould you like to receive your rates electronically before everyone else does via the normal postal system?

eRates give you the ability to click on the notice and make payment electronically anywhere, at any time. Log into Council’s website www.belmont.wa.gov.au and register for eRates as soon as possible. Registrations will close off two weeks before the issue date of any of the rate notices. Once registered, you will continue to receive notices via email until you unsubscribe. Don’t forget to notify Council if you change your email address.

DIRECT DEBIT PAYMENTS FOR RATESLast year, the City introduced the ability to pay your rates by Direct Debit for either alternative arrangements or payments in advance.

DIRECT DEBIT – CURRENT RATES OUTSTANDING: Is available for those ratepayers who have difficulty in making the four instalment payments and have had an alternative arrangement approved with the City. Payments are deducted either weekly/fortnightly/monthly on a Friday.

DIRECT DEBIT – IN ADVANCE: Direct Debit payment for prepaid rates allows you to get ahead on your rates, helping to reduce the stress of paying bills in full as they arrive.

If your current rates are finalised in March, you can commence making payments for the new financial year, allowing the account to be paid over a 12 month period. This arrangement will automatically continue each year unless advised by the ratepayer in writing.

PENSIONER AND SENIOR’S CONCESSIONSSeniors and Pensioners who qualify for a rebate on their local government rates will also receive the same percentage of rebate on their Emergency Services Levy (ESL) levy. These rebates will be shown on your rate notice and are funded by The Government of Western Australia.

To register, you have three options:

• Phone the Water Corporation on 1300 659 951 and apply over the phone with a customer service officer and they will forward an application to Council on your behalf.

• Apply Online at the Water Corporation – www.watercorporation.com.au/my-account/i-want-to/apply-for-a-concession

• Or visit City of Belmont’s offices and we will help you complete an application form. Please bring your pensioner/senior card.

STATE GOVERNMENT CHANGES TO PENSIONER CONCESSIONSAs part of the 2015/16 State Budget, the state government announced that from the rating year commencing 1 July 2016, the 50% concession allowed to eligible pensioners on local government rates would be restricted to a capped amount. Western Australia was the only State not to provide a dollar cap on Local Government Rates.

The pensioner rates capped amounts will be set each year by the State Government, consistent with the manner in which senior’s rates caps are set. The pensioner rate capped amount has been announced as $750 for 2016/17.

Whilst the City has written to those registered pensioners that will be affected by the capping in 2016/2017, this information is provided to keep you informed by the legislative changes.

AVON DESCENT FAMILY FUN DAY

CITY HONOURS ITS PIONEERS The City of Belmont honoured its pioneers at a special function last month.

More than 230 pioneers enjoyed lunch along with entertainment at the function which brought together longstanding residents who have been living in the Belmont area for 50 years or more.

During the lunch, Pioneers were encouraged to participate in a sing-a-long of the song – ‘Fair City of Belmont’ which was written

for the opening of the City’s current Civic Centre on 17 February 1979 which no doubt brought back memories to many.

Pioneers also received a certificate recognising their contribution to the Belmont community and dedication to the City.

Get up close to all of the action at the City of Belmont free Family Fun Day and celebrate the Avon Descent. Bring the family to Garvey Park, Fauntleroy Avenue in Ascot on Sunday, 7 August from 11.30am to 3.30pm.

Enjoy live race commentary on the banks of the beautiful Swan River in a large marquee with seating. There will be free children’s activities, a free Mix 94.5 Gourmet Grill, Junior Sports Expo, bicycle maintenance, helicopter rides and much more.

COMMUNITY DEVELOPMENT2016 COMMUNITY SERVICE AWARDS The City of Belmont takes great pride each year to honour those hard working community minded people who contribute so much of their time, passion and expertise for the benefit of the Belmont community.

The City invites you to identify either an individual or a community group you believe worthy of recognition by nominating them for a Belmont Community Service Award.

The Guidelines and Nomination Form documents are available from the City of Belmont Civic Centre and the Ruth Faulkner Public Library located at 215 Wright Street Cloverdale, or alternatively from the City’s website at www.belmont.wa.gov.au

Nominations should be lodged with the City by the close of business on Friday, 29 July 2016.

COLOURFUL LIGHTS FOR CIVIC CENTRE If you are out and about in the vicinity of the City’s Civic Centre after sunset, then have a look at the new colourful lights that have been installed to light the façade of the building.

The light show runs Monday to Thursday and Sunday from sunset to 10pm, and

Friday and Saturday from sunset to 12pm and changes colour.

Appropriate colours will be used during the year to commemorate special dates and occasions.

BELMONT CITY COLLEGE BANNER Belmont City College created a striking banner in the annual City of Belmont Banners in the Terrace competition.

The banner was a project for the after school art class held at Belmont City College and run by Michelle Nelson (visual arts). The students designed and painted the banner to the theme of Local Impact.

The banner will be on display as part of the Banners in the Terrace competition organised by the Western Australian Local Government Association on St Georges and Adelaide Terraces in Perth between 24 July and 7 August.

MOSAIC CREATIVE ADDITION TO HARMAN PARKHarman Park Community Centre offers a number of social activities and programs to HACC eligible clients. Patrons undertake small art projects, attend excursions and trips and socialise over meals and games.

The first mosaic project was completed by the clients for the official opening of the Centre back in August 2014. The process

of creating the piece, which is now proudly displayed at the Centre, was very popular with the clients.

Recently, another fantastic mosaic project was completed. The centre has a beautiful outdoor area which is used by clients on a regular basis. To make the area brighter and more comfortable for use, it was

decided to source an outdoor table where a mosaic table top would be created.

The project involved several clients in the design stage and took around six months to complete. This is just one of many great creative initiatives that clients at the centre are involved with.

INTERGENERATIONAL WORKSHOPSThe Youth Committee at the Base@Belmont have recently delivered felting workshops to the Belmont Senior Citizens Club Inc.

Five young people took part, along with seven participants from the Senior Citizens Club to create hand felted pieces. The pieces will be combined to make a large felted work, blending both the efforts created by the young people on the Youth Committee and those made by participants from the Senior Citizens Club.

All participants enjoyed the experience and are keen to continue to work together on future workshops. None of the participants had ever hand felted before and this new experience was

positively welcomed by all. Staff from the Base@Belmont will meet with participants from the Senior Citizen Club to consult on future collaborations between the two groups.

This was an extremely positive outcome for this project which has created a positive connection within the local community. It was also extremely positive to observe young people assist participants during this process and use their knowledge and experience to assist in the development of the skills of others. This was particularly evident not only during the felting but also during the informal breaks where young people assisted participants with technology.

SILVERSPORT SilverSport is an exciting new project which supports eligible seniors to participate in sport and active recreation. The trial program covers costs associated with sport club memberships or physical activity program fees of up to $200 per person until 30 June 2017, subject to available funding.

Residents of the City of Belmont can get SilverSport funding for a range of sport or active recreation activities which could include masters swimming, bowls, group fitness classes, gym memberships, yoga or pilates.

To be eligible residents need to be 60 years or over and have a health care card or pensioner concession card.

CHILDREN’S BOOK WEEK – 20 TO 26 AUGUST 2016 AUSTRALIA – STORY COUNTRY

Along with schools, early education centres and libraries everywhere we are celebrating the wonder of children’s literature with the Children’s Book Council of Australia. Established in 1945, the CBCA is a not for profit, volunteer run organisation which aims to assist in connecting everyone with the wonder of children’s books. The CBCA presents annual awards to books that make an outstanding contribution to Australian children’s literature each year. Our library will be hosting a number of author talks for local schools which may just inspire the next generation of Australian writers. Children’s Book Week is not just for children! During children’s book week we will be featuring reviews of your favourite book from childhood. Whether you are two or 92 submit a photo, drawing or written review for our display, or come into the library and reminisce about your own childhood memories of reading.

RACING REUNION OF BELMONT ROYALTYIt was a racing reunion of regal proportions at the Belmont Museum’s 30 Minute history talk on Wednesday, 22 June 2016.

Special guests, Perth racing star Marjorie Charleson, multi-award winning horse trainer Fran Gammon and champion jockey Ross Cherry joined in the conversation. These professionals made unique contributions to racing in Perth which changed the face of the industry forever. In keeping with the royal theme, they shared their memories of avoiding PR disasters during Royal visits and close encounters with the Duke of Edinburgh.

Ms Gammon generously brought along the Queen’s Cup which was presented to her in 1979 by HRH the Duke of Edinburgh. She was the first woman to train a Queen’s Cup winner since the first race was held in 1927. Ross Cherry was the jockey who rode Trueantallan to victory at odds of 10/1. Everyone brought along photos and

scrapbooks to share, much to the delight of the audience. Mayor Cr Phil Marks, Deputy Mayor Cr. Robert Rossi and Cr. Bernie Ryan were also present, enjoying the stories and sharing a few of their own.

The new Belmont TravelSmart Map is hot off the press just in time for you to pick up at the Avon Descent Family Fun Day on 7 August.

Not only does the map show every bike path, bus stop and bus route in the City, it also shows all the City’s parks, and information on such as playgrounds, barbecues and dog off leash areas.

If you ride along to the Avon Descent Family Fun Day drop past the TravelSmart stall, you can receive a free bike check up by the BikeDr and we will

have some special event bike parking available too. The City is excited to see that more people and even whole families are choosing to ride along to major events.

LEARN HOW TO USE PUBLIC TRANSPORT In keeping with the City of Belmont’s ongoing commitment to support and welcome new residents, in June the Cultural Diversity Engagement Officer and TravelSmart Officer joined forces with the Transperth education team to host a ‘Magical Mystery Tour’ for the English Immersion Class from Carlisle Primary School.

Attendees gained a fantastic understanding of how to get around using the Transperth

public transport system and were shown the skills needed to try travelling to any destination in Perth. The session covered how to use the bus and train, how to plan a journey (before and during travel), passengers’ rights and responsibilities, the ticketing system and various elements of security. The sessions are so informative that even the most experienced public transport users would learn a few new things.

The City can arrange these sessions for interested community groups and can even host sessions for groups of individuals.

CITY OF BELMONT ASBESTOS AND WHITEGOODS DISPOSAL DAYSThe City holds two asbestos and whitegoods disposal days each year for City of Belmont residents only.

The next Asbestos Disposal Day is being held on Sunday 11 September 2016 from 9am to 2pm at the City’s Operations Centre, 180 Planet Street, Carlisle.

Asbestos must be wrapped and sealed in heavy duty “builders” plastic to ensure safe transportation to the Operations Centre. Asbestos material that is not adequately wrapped and sealed will not be accepted. Each household is limited to the equivalent of six asbestos fence sheets only. Please remember to bring a helper to assist you in unloading your asbestos material.

Care should be taken when handling asbestos products. It is advisable to wet the material down or apply an asbestos sealant and wear personal protective equipment (PPE) including disposable coveralls, P1 or P2 face mask, nitrile gloves and goggles when handling, wrapping and sealing asbestos material.

The next Whitegoods Disposal Day is being held on Sunday 18 September 2016 from 9am to 2pm at the City’s Operations Centre, 180 Planet Street, Carlisle. Whitegoods such as refrigerators, washing machines, ovens and dishwashers will be accepted on this day. Whitegoods are bulky and heavy items so please remember to bring a helper to assist you when unloading your whitegoods.

While asbestos and whitegoods will only be accepted on the specific disposal dates motor oil (maximum of 60L in maximum 20L containers), car batteries, mattresses, ensemble bed bases and plate glass will be accepted from City of Belmont residents on both days. Enclosed foot wear and proof of residential property ownership or residency within the City of Belmont is required.
