Development Objective
“Capacity for South-South development cooperation between China and countries in
Africa centered on renewable energy technology transfer developed and tested”
specific objectives:
• The project has two specific objectives one focusing on Zambia and the other on China
Zambian Objective
• To Contribute to improving energy access and living conditions in rural Zambia through South-South Cooperation.
• To promote electrification of rural communities in Zambia. The project will focus on communities that are located far from the power grid and thus will require off-grid solutions.
Tangible outputs in Zambia
• 2 centers of excellence established and supported– Solar– minihydro
• A micro hydro power plant built and operational *site to be identified*
Chinese Objective
• To strengthen China’s capacity for South-South Cooperation. Through supporting the creation of a South-South Center within the Chinese Ministry of Science and Technology, and facilitating direct Chinese support for rural electrification in Zambia
Project outcomes and outputs
• Outcome 1: The enabling environment for transfer and use of *priority* renewable technologies in Zambia is strengthened– Output 1.1. Improved policies/legislation and
standards to support the transfer and use of project technologies for rural electrification
– Output 1.2 Financial mechanisms for RETs established
• *Solar and Minihydro*
• Outcome 2: Reduced barriers to the adoption of renewable technologies for the rural poor in Zambia– Output 2.1 Prioritized technologies tested and
demonstrated at dedicated testing and training facilities and community of practice established
– Output 2.2Institutional and technological capacity among stakeholders built
• Outcome 3: China has increased capacity to implement South-South Cooperation projects in relation to RET transfer– Output 3.1: Chinese stakeholders have increased
understanding of the Zambian context and knowledge exchange with Zambian stakeholders initiated
– Output 3.2 : A Chinese Centre for South -South Cooperation within the Ministry of Science and Technology supported

SUSTAINABILITY
• Common for both countries is to build the national capacity for how to engage in valid technology transfer both in terms of equipment as well as soft knowledge.
Project Components
• In Zambia, this will include both a technical and financial component:
• Technical: Support will be given to research and training institutions, with the objective of creating a pool of technical experts;
• Financial: The project will explore institutional financing mechanisms and build capacity for development of business models
Implementing Partners
• Kafue Gorge Regional Training Centre • University of Zambia – continue providing mini hydro and solar trainings
respectively. – community of practice fora will be established
• (the stakeholders engage in information and knowledge exchange)
• REA will oversee the construction of a minihydro plant – formation of a cooperative that will continue managing
the mini hydro plant upon commissioning
UNDP China
• Responsible for the interaction with the Donor • as well as be responsible for the overall
project financial and management oversight
UNDP Country office
• provide administrative and technical support throughout the project and disburse funds to the implementing partners in Zambia
Global Steering Committee(GPSC)
• Composed of committees/stakeholders from Zambia, Ghana, China and Denmark
• Responsible for the overall oversight of the project including making major changes to the project
NPSC Responsibility
• The NPSCs are responsible for ensuring that the project remains on course to deliver products of the required quality to meet the outcomes defined in the project document
Project Management Unit
• Project Management Unit in each country will be responsible for implementation of project activities
