    The Export-Import Bank of China renders full support to Chinese shipbuilders

    Since the outbreak of the COVID-19 epidemic, the Export-Import Bank of China has

    helped enterprises to tide over the difficult period by introducing differentiated credit

    policies and increasing corporate credit support. Recently, after learning that China

    Shipbuilding Industry Trading Co. Ltd. was in urgent need of letters of guarantee for

    shipowners, the bank issued letters of guarantee in time to help shipyards keep

    important orders.

    CSSC issues the first phase of corporate bond of RMB 2 billion in 2020

    Recently, China State Shipbuilding Corporation (CSSC) has successfully issued the

    first phase of corporate bond "20 CSSC 01" in 2020 in Shanghai Stock Exchange, with a

    total face value of RMB 2 billion, for a term of 3 years and a coupon rate of 2.95%.

    China increases the export tax rebate rate for over 1000 products

    The Chinese Ministry of Finance and the State Administration of Taxation

    announced that as from March 20, 2020, the export tax rebate rate for 1,084 products

    including porcelain sanitary wares will be increased to 13%, and that of 380 products

    including plant growth regulators will be increased to 9%.

    COSCO Shipping Energy raises RMB 5.1 billion to expand fleet

    COSCO Shipping Energy Transportation has issued shares to raise fund for the

    purchase of 16 tankers. The subscribers include COSCO Shipping, Dalian Shipbuilding

    Industry and Hudong-Zhonghua Shipbuilding. Upon completion of the proposed

    non-public issuance of A shares, the company is expected to raise about RMB5.1bn.

    Ships carrying non-compliant fuel oil to be banned staring March 1

    Article 14.1 of the amendment to Annex VI of MARPOL requires that starting March

    1, 2020, the sulfur content of fuel oil used or carried on board for use shall not exceed

    0.50% m / m. At that time, unless the ship adopts an alternative method (exhaust gas

    filtration device - EGCS), it will be prohibited to carry non-conforming fuel oil for the

    purpose of ship propulsion or burning for ship's operating equipment.

    China’s preferential measures for ports will be extended to June 30

    According to the executive meeting of the State Council, from March 1 to June 30,

    the import and export port construction fee will be exempted, and the government pricing

    charges such as the cargo port service fee and port facility security fee would be

    reduced by 20%.

    China to reduce port charges

    On March 6, the Ministry of Transport (MOT) and the National Development and

    Reform Commission jointly issued the Notice on Periodical Reduction of Port Charging

    Standards and Other Matters, with an aim to promote the optimization of port business

    environment and the coordinated resumption of the logistics industry chain.

    Tokyo MOU issues GUIDANCE FOR DEALING WITH IMPACT OF THE OUTBREAK

    OF THE COVID-19

    On March 12, in response to the impact of the outbreak of the COVID-19 on

    shipping industry, the Tokyo MOU issued the guidance for dealing with the

    circumstances such as extending periods of service onboard of seafarers, delaying

    periods for surveys, inspections and audits, etc., so as to facilitate all member Authorities

    of the Tokyo MOU to deal with these circumstances in a pragmatic and harmonized

    approach.

    China MOT halves the compensation fund for oil pollution damage on ships from March

    to June

    On March 16, the Ministry of Transport (MOT) issued a notice that, from 0:00 on

    March 1 to 24:00 on June 30, 2020, the compensation fund for oil pollution damage on

    ships will be halved, and port construction fees will be exempted for cargoes imported

    into and exported from China.

    IMO introduces Chinese Guidance on the Prevention and Control of Covid-19 on board

    On March 18, IMO issued Circular Letter No. 4221 to all Member States,

    intergovernmental organizations and non-governmental organizations in consultative

    status the “Guidance on the Prevention and Control of Covid-19 on board (V1.0)”,

    submitted by the Chinese government, providing reference to global shipping industry to

    strengthen the prevention and control of COVID-19.

    The first international transfer voyage for foreign trade crude oil launched

    On March 4, with the end of the transfer voyage of 79,000 ton of Cold Lake Crude

    Oil from BP oil company's "San Ramon Voyager" ship to the middle transshipment ship

    "Surgut", the first international transfer voyage of foreign trade crude oil in Shandong

    Port was successfully launched, marking the smooth operation of the first international

    transfer business of foreign trade crude oil in Chinese coastal ports introduced by

    Shandong Port and BP.

    The world’s largest car carrier makes maiden voyage in Xiamen

    A few days ago, the world's largest LNG-powered 7,500 car carrier, "SIEM", set sail

    from Xiamen heavy industry terminal to the port of Ulsan, South Korea, making its

    maiden voyage.

    Waigaoqiao Shipbuilding secures orders for two Suezmax crude oil tankers from EPS

    Waigaoqiao Shipbuilding and Singaporean owner Eastern Pacific Shipping (EPS)

    successfully signed the construction contract for two 158,000 DWT Suezmax crude oil

    tankers.

    Waigaoqiao Shipbuilding-built 180,000 DWT bulk carrier H1489 completes sea trial

    On March 4, the first 180,000 DWT bulk carrier H1489 built by Waigaoqiao

    Shipbuilding for Polaris Shipping completed all sea trial projects, and successfully

    returned to China.

    A shipbuilding contract valued RMB 400m signed between two state-owned enterprises

    Chongqing Chuandong Shipbuilding Heavy Industry Co., Ltd. and COSCO Shipping

    (Shanghai) Co., Ltd. signed a construction contract for two 13,800 DWT stainless steel

    chemical ships with a contract amount of about RMB 400 million. They will be classed by

    CCS and flying flag of Hong Kong, China.

    Waigaoqiao Shipbuilding and Guangzhou Shipyard International obtains orders for 12 oil

    tankers

    Shell and Bocom Financial Leasing Co., Ltd. cooperated on 12 dual-fueled LR2 oil

    tankers, with a total contract value of nearly $ 650 million. According to insiders,

    Guangzhou Shipyard International won the construction contract for eight ships, and

    Waigaoqiao Shipbuilding won the other four ships, and the new ships are scheduled to

    be delivered in 2022.

    An FPSO built by Waigaoqiao Shipbuilding undocked

    On March 7, an FPSO built by CSSC Shanghai Waigaoqiao Shipbuilding was

    successfully undocked.

    Yangzijiang Shipbuilding lands massive boxship deal

    According to TradeWinds, Jiangsu-based Yangzijiang Shipbuilding has raked in

    $880m-worth of containership newbuildings from Tiger Group ’ s newly created

    Greathorse Tiger.

    Zijinshan Shipyard sees a new record of single month orders

    The Zijinshan Shipyard of China Yangtze Shipping Group Co. Ltd received 12

    orders for ship repair in March, with an output value of RMB 22 million. The number of

    hand-held order in a single month reached a new record.

    OOCL orders five 23,000 teu giants in China

    OOCL of China COSCO Shipping Corporation Limited has ordered three 23,000

    TEU Container Ships in Nantong COSCO KHI Ship Engineering Co., Ltd., and two

    23,000 TEU Container Ships in Dalian COSCO KHI Ship Engineering Co., Ltd

    respectively, each of which costs about RMB 1 billion.

    COSCO Shipping Specialized Carriers to build 8 additional 62,000 DWT multipurpose

    pulp carriers

    On March 10, COSCO Shipping Specialized Carriers Co., Ltd announced that it

    planned to order 8 additional 62,000 DWT multi-purpose wood pulp carriers in Dalian

    Marine Heavy Industry, with a total amount of about RMB 500 million.

    CIMC Raffles giant deep-water aquaculture ship undocked

    On March 11, "Havfarm 1", a giant deep-water aquaculture ship built by Yantai

    CIMC Raffles Ocean Engineering Co., Ltd. for Nordlaks, Norway, was successfully

    undocked.

    CSSC Dalian Shipbuilding 325,000 DWT super-large ore carrier on sea trial

    On March 12, the first 325,000 DWT ore carrier No.8 built by CSSC Dalian

    Shipbuilding for SK set up its sea trial.

    Xiamen Shipbuilding delivers the world's first LNG-powered 7,500 car carrier

    On March 12, Xiamen Shipbuilding Industry Co., Ltd. officially signed and delivered

    the world's first LNG-powered 7,500 car carrier for Siem Car Carriers.

    Shanghai Waigaoqiao Shipbuilding delivers two 210,000 DWT bulk carriers

    On March 12, Shanghai Waigaoqiao Shipbuilding Co., Ltd. successfully signed and

    delivered the 210,000 DWT bulk carrier "Atlantic Dragon" (ship No. H1485) for Sinokor.

    In the afternoon of the same day, the second 210,000 DWT bulk carrier "Maran fidelity"

    (ship No. H1453) built by Waigaoqiao Shipbuilding Co., Ltd. for Maran dry Management

    Inc. (MDM), owned by the largest shipowner Angelicoussis Group in Greece, was also

    successfully delivered in Waigaoqiao Shipbuilding.

    The sixth 1,900 TEU container ship in Jinling shipyard successfully completes sea trial

    On March 14, the sixth 1,900 container ship built by Nanjing Jinling Shipyard of

    China Merchants Industry for Shanghai Zhonggu Logistics Co., Ltd. sailed away from the

    terminal of Jinling Shipyard in Jiangsu Province and began to sea trial.

    Three new ships delivered in Shanghai Jiangnan Changxin Shipbulding

    On March 16, three new ships registered with Marshall Islands, "vokaria", "Aston"

    and "Springfield", built by Shanghai Jiangnan Changxing Shipbuilding Co., Ltd. were

    delivered in line 1 of Jiangnan Changxing terminal at the same time.

    Beihai Shipbuilding-built 325,000 DWT ore carrier starts sea trial

    On the morning of March 16, the No.2 325,000 DWT ore carrier of series built by

    Beihai Shipbuilding Heavy Industry (BSIC) for ICBC Financial Leasing Co., Ltd. and

    China Merchants Energy Transport Co., Ltd. left the terminal and began a 7-day sea

    trial.

    Hudong-Zhonghua Shipbuilding-built world's first 23,000 TEU LNG-powered container

    ship sets sea trial

    On March 16, the world's first 23,000 TEU LNG-powered container ship built by

    Hudong-Zhonghua Shipbuilding Co., Ltd smoothly left ChangXing terminal and began

    routine sea trial.

    Yangzijiang Shipbuilding wins the largest order in the history

    On March 16, Yangzijiang Shipbuilding Group won an order for 2 + 8 14,000 TEU

    dual fuel container ships from Tiger Group, a Hong Kong shipping investment company.

    Each new ship is worth $ 115 million, with a total contract value of $ 1.15 billion (about

    RMB 8.065 billion). These container ships are scheduled to be delivered by mid-2022.

    Huangpu Wenchong Shipbuilding delivers the first 1,500 TEU container ship

    On March 17, Huangpu Wenchong Shipbuilding Company officially delivered the

    first ship H5652 of 1,500 TEU series for Greek shipowner COSMOSHIP. The ship left

    the terminal of Huangpu Wenchong Shipyard on March 20 and started its maiden

    voyage.

    Yangzijiang Shipbuilding-built two 2,400 TEU container ships delivered

    On March 17, new Yangzijiang Shipbuilding Group Ltd. successfully delivered the

    newly-built ships "SITC Cagayan" and "SITC Makassar" for SITC. "SITC Cagayan" left

    the port on March 13 and "SITC Makassar" successfully set out for sea trial on February

    24.

    Dalian COSCO KHI Ship Engineering realizes new ship delivery in video form

    On March 19, Dalian COSCO KHI Ship Engineering Co., Ltd. (DACKS) held a

    naming ceremony for ships DE073/ DE074, and completed the delivery in video form on

    March 20.

    Fujian Southeast Shipbuilding starts construction of two 14,500 DWT product oil tankers

    On March 20, Fujian Southeast Shipbuilding Co., Ltd. began to build the two 145,00

    DWT oil product ship (DN14500-1 / 2) for Orkim Marine Sdn Bhd Company based in

    Malaysia.

    Ningbo-Zhoushan Port again reduces port operation fees

    Ningbo-Zhoushan Port issued a circular, announcing its decision to further

    implement five measures for reducing port operating costs during the epidemic period on

    the basis of the original preferential policy of extending the free storage period.

    Guangzhou Port extends 10-day free storage period for ordinary standard container

    cargoes

    Recently, Guangzhou Port Co., Ltd. issued a notice that Guangzhou-Nansha port

    will be given an additional 10-day free storage period based on the existing free storage

    period for ordinary standard containers collected from February 27 to March 31.

    Fuzhou Port launches water transfer business for foreign trade containers

    On March 5, the first batch of 134 TEU cargoes was transferred from Qingzhou port

    area to Jiangyin port area by waterway, and then they will be exported via the US west

    route, Southeast Asia route and other feeder routes. So far, the water transfer business

    mode for foreign trade container of Fuzhou port has been officially launched.

    Two world's largest container ships make their maiden voyage

    On March 17 and 18, the Xiamen Songyu container terminal ushered in the

    container ships with the largest loading capacity in the world - "Mediterranean Isabella"

    and "Mediterranean MIA". Both "sister ships" are owned by Mediterranean Shipping

    Company (MSC), the second largest shipping company in the world.

    Tianjin and Hebei Ports jointly provide the "Daily Marine Express" container service

    Hebei Cangzhou Huanghua Port and Tianjin Port jointly launched the "Daily Marine

    Express" of container inner feeder route around Bohai sea, which provides direct

    express service for container ship round voyage in Tianjin and Huanghua ports.

    Liaoning Port Group opens its first foreign trade container route this year

    On March 20, CMA-CGM Southeast Asia Container Route was officially put into

    operation in Dalian port, becoming the first foreign trade container route opened by

    Liaoning Port Group this year, adding another express way for Dalian port to im-export

    goods from Southeast Asia.

    Shandong-Qingdao Port opens its first international route

    On March 21, with the siren sound of "Kritina" of T.S Lines Co.Ltd at No.81 berth of

    Qianwan container terminal of Shangdong-Qingdao Port, the Southeast Asia container

    route of Shangdong-Qingdao Port·CMA-CGM, T.S Lines officially made its maiden

    voyage.

    CCS Latest Developments

    IMO PPR7 moves on Black Carbon, BW Convention and Guideline for exhaust gas

    cleaning system

    The IMO Sub-Committee on Pollution Prevention and Response (PPR 7) meeting

    was held in London. There are 21 agenda items covering safety and pollution risk

    assessment of liquid chemicals, revision of IBC Code and revision of ballast water

    sampling and analysis guide.

    CCS provides efficient TOC service

    Recently, CCS Rizhao Office successfully completed

    the relevant work for one ship including transfer of class

    (TOC) survey, flag-transfer survey, change of the ship’s

    name and ship audit only within 18 hours after the ship

    called at terminal.

    CCS to carry out shipyard evaluation on the ocean-going fishing ship

    Starting April 1, China Classification Society (CCS) will carry out shipyard evaluation

    on the ocean-going fishing ship, replacing the previous technical condition evaluation.

    CCS surveyors ensure ship goes online as scheduled

    The sudden outbreak of novel coronavirus pneumonia

    has been affecting people's work and life. At the end of

    winter and the beginning of spring, a national epidemic

    prevention and control war was launched in China. CCS

    surveyors will use their superb technology and provide

    high-quality services to guarantee shipping enterprises

    return to work and production.

    CCS "Online service for marine product survey" officially put into operation

    China Classification Society (CCS) opens online application service for marine

    product survey. Electronic transmission of survey data / certificates of marine products

    can be realized between customers and CCS. Customers can submit "Product survey

    service notice" or "Approval service notice" through CCS customer service system. The

    system website is https://csm.ccs.org.cn.

    Construction starts on four 325,000 DWT VLOCs at same time

    On March 23, the commencement ceremony of four

    325,000 DWT VLOCs surveyed by CCS was held in the

    workshop of Beihai Shipbuilding Heavy Industry (BSIC).The

    ship is one of another series of VLOC ships built by BSIC for

    Bocom Leasing and KMARIN of South Korea after the series of 400,000 DWT VLOC

    ships.

    CCS-surveyed No.2 ore carrier of 325,000 DWT series ships completes trial voyage

    On March 23, the No. 2 325,000 DWT ore carrier,

    surveyed by CCS and built by Qingdao Beichuan Heavy

    Industry Co., Ltd. for Hong Kong Merchants Ming WAH

    Shipping Co., Ltd. completed its trial voyage, and the ship

    performance index met the design requirements. Before trial

    voyage, the CCS Work Group stationed in the shipyard formulated The Epidemic

    Prevention Plan for Ship Trial Voyage together with the shipyard, which has ensured the

    orderly implementation of the epidemic prevention work during the trial voyage.
