1. The predominant focus on education targets diminishes the sectors contribution
2. There was strong evidence of a wealth of activity that supports the broader educational attainment
3. There were real concerns from providers that their preventative services would be the first to go
4. The sectors activity supports; School attendance, volunteering and training,
skills development and the broadening of horizons as young people move into the world of work and adulthood, particularly for the more disadvantaged.

1. The outcome lacks of a solid framework for the sector
2. The sector was particularly effective in assisting vulnerable children, young people and /or their parents to acquire the skills and knowledge needed for employment
3. The sectors tradition of holistic, sustained hard to reach support, is instrumental in supporting this outcome
4. Change is often long term in such circumstance and the sectors contribution to this outcome is disproportionally impacted by short term funding

• Despite improvements the arrangements appear to be consistent barrier to the sectors ability to contribute further
• No real acceleration
• Support (where and when it is available) is valued
• Inconsistency costs money
• Reductions in the sectors cost base will be counter productive

• The way activity is measured is complex and unhelpful to the sector
• Some of the alignment between activity and targeted is out of sync
• The sector delivers across more than a vertical strand e.g. Stay Safe and has a wider less easily defined contribution
• UNCRC – there has to be a framework
• The five ECM outcomes and 25 sub divisions might be more manageable
• Hinders; reporting, needs analysis and commissioning

• This remains the biggest challenge and obstacle
• Very hard to quantify softer outcomes – not alone in this
• The reactive position of hard data is burdensome
• Research suggested that the time spent resolving reporting requirements reduces the real investment in outcome improvement
