CHIEF, SUPPORT SERVICES | AIR POLLUTION CONTROL DISTRICT (APCD)

The County of San Diego invites résumés from candidates with exemplary qualifications for theposition of Chief, Support Services, to fill a vacancy at the Air Pollution Control District,Administration Division. This position will be assigned to the County’s Land Use and EnvironmentGroup, Air Pollution Control District. The position will be located 10124 Old Grove Road, San Diego,California 92131

THE IDEAL CANDIDATE

The ideal candidate will be a dynamic and visionary leader who values collaboration and thrives in anenvironment of multiple stakeholder priorities. The candidate also possesses extensive managementexperience in a public organization or other Air Pollution Control organization. In addition, thecandidate will have experience with developing department budget and preparing fee packages, aswell as experience communicating and interacting effectively with other governmental officials, Boardof Supervisors' staff representatives, business associations, boards, commissions, internaldepartments, citizen groups, special interest groups, and others.

THE POSITION This position will be responsible for managing the District’s Budget, Accounting, and PermitProcessing units of the APCD, as well as administrative oversight of fleet and facility maintenance.

THE DEPARTMENT

AIR POLLUTION CONTROL DISTRICT

The mission of the Air Pollution Control District (APCD) of the County of San Diego is to improveair quality to protect public health and the environment. APCD has primary responsibility forcontrolling stationary (fixed) sources of air pollutants such as power plants, manufacturing facilities,gasoline stations, and others. Accordingly, APCD evaluates applications for new and modifiedstationary sources, issues permits to operate, conducts compliance inspections, witnesses andconducts air pollutant emissions testing, responds to complaints about air pollution, providesoutreach to assist businesses in their compliance efforts, and administers a Hearing Board programthat considers permit appeals and requests for variances from air pollution control requirements. Inaddition to regulating stationary sources, APCD issues state funding to grant recipients for thereplacement of older, higher polluting motor vehicles and other mobile sources. APCD has anannual operating budget of $29.6 million and 159 employees.

Note: California Assembly Bill 423 (Gloria, 2019), amended the California Health and Safety Codeto require the composition of the APCD Board to include County, City and public members as ofMarch 1, 2021. Because of the change in the composition of the APCD Board, on March 1, 2021,the APCD will cease to be part of the County organizational structure. However, Air PollutionControl District (APCD) staff will remain County of San Diego employees and all existing salaries &benefits will not be affected. In addition, APCD employees will remain in the SDCERA retirementsystem.

The ideal candidate will also possess a professional history that demonstrates the followingleadership competencies and attributes:

• Extensive budget/accounting experience• Certified Public Accountant (CPA) license and/or Master’s in Business Administration is highly

desirable• Experience with annual external audit/Comprehensive Annual Financial Report (CAFR) preparation• Management/supervisory experience including development of others and how to best manage

them• Has been involved with a major software implementation project• County/Special District/Government entity work experience• Experience working in an entity that has gone through major changes (board, staff, Executive

team, funding sources, etc.)• Anticipates and prepares for opportunities not obvious to others• Commits self and others to improve performance and reach challenging goals• Consensus builder• Understands multiple perspectives, agendas, goals, etc.• Builds and supports mutually beneficial relationships with other organizations, associations, and

community contacts

Applicants must possess the following:A bachelor's degree from an accredited U.S. college or university or certified foreign studiesequivalency AND five years of experience that demonstrates the ability to perform the essentialfunctions of the classification which must include at least two years (2) of management orsupervision; OR a combination of experience and/or education as stated above.

Notes: A master's degree or higher degree may substitute for a total of one year of experienceand cannot be applied to the required one year of supervision. Qualifying experience will includeCAO Staff Officer or Project Manager experience that involves leading projects.

COMPENSATIONThe anticipated hiring range is $115,000 – $120,000 annually.

Salary placement for this position is dependent upon the qualifications of the successful candidate. Salary reviews are performance-based and goal oriented.
