CHIEF EXECUTIVE OFFICER The Shire of Esperance values strong connections with its community including individuals, interest groups and the business community and this is reflected in the Council chosen by them to help realise their economic development, social and environmental aspirations. A rare opportunity has arisen for the recently elected Council to appoint a Chief Executive Officer who can provide both professional support and a collaborative approach to providing services and meeting community expectations. Qualities which Council consider to be vital in the next Chief Executive include the skills and desire to work positively with Council and other community representatives in providing services across the Shire, an experienced leader who can develop a responsive and community focused organisation, as well as having strong project management and stakeholder relationship skills. The successful candidate must also be able to demonstrate the ability to support good governance as well as advising Council on relevant statutes and regulations which support the achievement of the community’s strategic and service requirements. If you have demonstrated these skills in a similar senior role and would like to join with Council in making positive progress for the Esperance community, then you are encouraged to consider applying for the role of Chief Executive Officer at the Shire of Esperance. The position is offered under a performance based contract of up to five years. An attractive remuneration package is offered and is to be set in accordance with the Salaries and Allowances Tribunal Band 2, negotiable from $206,500 - $319,752 per annum. About the Shire of Esperance

The Shire The Shire of Esperance is located on Western Australia’s southeast coast about 725 kilometres from Perth by road and covers over 42,000 square kilometres. The Shire includes over 400 kilometres of coastline ranging from the Recherche Archipelago to the Great Australian Bight. As a remote regional centre, with no through traffic, Esperance is described as a micro-economy which reflects its status as a ‘destination’ rather than a ‘stopping point’ (which best describes towns and centres on the Eyre/Great Eastern Highway traffic routes). The Shire’s economy is self-sustaining as a direct result of these features, and is comprised of the agriculture, mineral transport and tourism sectors. The Shire includes approximately 1.7 million hectares of agricultural land, and is the primary economic driver for the region. The town of Esperance has the only port in the south-east of Western Australia, exporting over 13 million tonnes of produce (annually), and is serviced by both road and rail freight. It is fundamental to the Esperance economy. Esperance Port handles over 200 ships per annum exporting nickel, iron ore and grain whilst bulk imports include fuel and fertilisers. The region includes a variety of natural assets, including pristine beaches and national parks, which provides for a significant attraction for tourism both for international as well as intra and inter State travellers. Council is keen to work with stakeholders in the region to enhance and further develop tourism opportunities. The Esperance Nyungar Peoples' ancestral lands span over 30,000 square kilometres of Southern Western Australia. The Esperance Tjaltjraak Native Title Aboriginal Corporation (ETNTAC) is registered by the Federal Court of Australia as the Native Title Body Corporate for the Esperance Nyungar, who are descended from seven apical ancestors. Today, six family groups are recognised as the direct descendants of those ancestors. 1. POSITION SUMMARY

Objectives of this Position • To implement the strategic goals and objectives of the Council. • To lead and manage the people, infrastructure and assets of the Shire. • To ensure the organisation maintains a positive relationship and image with the Esperance

community. Within Organisation • Provide strategic direction, strong leadership and positive cultural values to the entire

organisation.

• Develop a Corporate approach within the Executive Management Team towards the development of a budget and have financial controls within each operating Department.

• Administer the legal, statutory and election process of the Local Government’s operation and be the chief adviser to Council on these matters.

• Foster a Corporate approach to ensure effective financial controls operate within and across each functional area.

• Manage the preparation, review and enforcement of Council’s statutes, policies and local laws including review of delegations of authority.

Extent of Authority • Authority vested in a Chief Executive Officer under the Local Government Act and associated

Regulations and Local-Laws and all other relevant Acts State and Federal Parliament.

• Ensure that delegations are exercised within statutory requirements, Council Policies and strategic objectives. Lead the organisation in providing a high level of service to the Community and Elected Members.

3. SPECIFIC ACCOUNTABILITIES FOR POSITION

3.1 Responsible for effective day to day operations of the Local Government. 3.2 In consultation with Council, initiate and implement strategic and service delivery plans for

the Shire of Esperance. 3.3 To co-ordinate, in conjunction with the Executive Management Team, an overall system of

fiscal management to reflect Council’s aims and objectives. 3.4 Implement and manage the requirements of the integrated planning framework. 3.5 Formulate and implement a Workforce Management Plan, which ensures the appropriate

supervision and management of Departments. 3.6 Institute a staff training program that will improve staff skills across the board, which will

assist staff in focusing on service delivery to the Community. 3.7 Administer the legal, statutory and election process of the Local Government’s operations

and be the chief adviser to Council on these matters to ensure the Local Government is operating within the statutes and all legal requirements of the election process are maintained.

3.8 On behalf of the Local Government, make effective representation of the issues, views,

policies and needs of the Local Government, as necessary. 3.9 Ensure the development and maintenance of sound communications and good relationships

between the Shire, Government Departments and the Community at large. 3.10 Ensure reports and recommendations submitted to Council are well written and based on

sound judgment with appropriate recommendations. 3.11 Ensure that the Council’s statutory compliance obligations are met.

• Proven leadership at the Chief Executive Officer/General Manager level, with the demonstrated intellectual capacity to develop an understanding of all legislation impacting on Local Government.

• High level Strategic Planning skills and knowledge of corporate management requirements.

• Delegation skills to ensure the achievement of outcomes, accountability of management staff and the development of employees’ abilities.

• Understanding of the application of contemporary human resource management principles.

• Demonstrated economic, financial and business acumen experience.

Total Reward Package and Benefit Details The position is offered on a performance based contract of up to five years with an attractive Total Reward Package to be negotiated in accordance with the Salaries and Allowances Tribunal (SAT) Band 2 range of $206,500 - $319,752 per annum. A regional/isolation allowance may be negotiated and will be dependent on the successful candidate’s circumstances and needs. Salary and benefits within the Total Reward Package may include, but not be limited to, base salary, superannuation, and professional memberships. A housing subsidy, capped at six (6) months duration and a Shire vehicle is available to the successful applicant in accordance with the prevailing Council policy. Please note:

1. 17.5% leave loading on four weeks annual leave is included in the base salary.

2. Council will pay the reasonable relocation expenses for the successful applicant which includes:

• Removal expenses for furniture and personal effects; • Family travel costs; • Transport of one personal vehicle up to a total of $9,000 (GST exclusive)

Reimbursement by the employee will be required at 100% if the Officer leaves within the first 12 months of employment, and 50% if the Officer leaves within 24 months of employment.
