A Message from our Chair
Dear Candidate
Thank you for your interest in this role and we hope that when you have read through this
information pack, you will feel inspired to apply.
It has been a challenging year for Age UK Exeter. The pandemic has meant we have been unable to
deliver many of our face to face services or undertake our usual fundraising and this has had a
detrimental impact on our finances. We had to make the difficult decision to close our day
services, community café and activity groups and give up the lease on our Cowick Street centre in
order to ensure our future sustainability. The charity is now based at The Sycamores in Mount
Pleasant, a property that we own. Discussions took place with Age UK Devon regarding a potential
merger but this did not come to fruition.
However, we remain optimistic about the future and committed to supporting older people in the
Exeter area in every way we can. Our longstanding and hugely respected CEO, Martyn Rogers will
be retiring later this year and we now have the job of finding his successor. The role will be
challenging and exciting as we reshape Age UK Exeter to adapt to the changing world whilst
remaining an integral part of the community.

About Age UK Exeter
Improving later life for people in Exeter
Age UK Exeter has been supporting older
people in Exeter since 1987 and our CEO,
Martyn Rogers, has been with us for 30 of
those years. From small beginnings, the
charity developed to offer services to over
1,000 people a week. These included
information and advice, day services for
people with dementia or who are physically
frail, enabling and home support, dementia
carers support and Budding Friends allotment
project, Men in Sheds, Hospital to Home and
the Wellbeing Exeter social prescribing
project.

The impact of the pandemic has meant that sadly many of our face to face services have had to
close over the last year and this has resulted in a halving of our staff and income as well as the
closure of our main Cowick Street centre. As we ease out of the pandemic we will now take the
opportunity to review future strategy with our new CEO. Our staff and volunteers have remained
committed and hardworking during these challenging times and we all look forward to rebuilding
Age UK Exeter in a way that is sustainable and relevant.

You will see from the graph below that our total income for 2019/20 was £1.48m. Our income for
2020/21 was £1.3m (surplus of £80k) but as a result of the pandemic our budget for 2021/22 will
show total income of around £650k with expenditure standing at £750k.
The charity’s main sources of funding in the last year were grants, services commissioned by Devon
County Council and fees for charged for services. Other sources of income include:-

There is much to do to return Age UK Exeter to financial resilience but we own two properties (total
value c£750k) and have free reserves of c£330k which will give our new CEO time to support us to
turn the tide as opportunities develop on the other side of Covid.

Job Description, Chief Executive Officer
Hours of work: 37 hours per week - the post may involve some evening and weekend work.
Duration: Permanent
Location: The Sycamores, Mount Pleasant Road, Exeter, EX4 7AE
Responsible to: The Chair and Board of Trustees
Job Purpose
To provide operational and strategic leadership, in partnership with the Board of Trustees.
To inform and advise the Board of Trustees and implement all agreed decisions.
To manage and develop Age UK Exeter in accordance with its policies, procedures and the decisions of the Board and all relevant legislation.
To seek out new resources and opportunities to grow and develop the organisation for the benefit of older people in Exeter.
Key Responsibilities
1. Leadership
To provide strategic leadership to the staff and volunteer team to ensure the organisation
meets its charitable objectives through the delivery of a range of high-quality services focussing
on the needs of older people in Exeter.
2. Strategic development, planning and monitoring
To be responsible for the strategic development of Age UK Exeter on behalf of the
Board of Trustees taking into consideration relevant internal and external factors and
trends from the public, private and voluntary/community sector
To oversee and develop income generation from a wide range of sources to ensure the
organisation is sustainable and can meet its obligations in a fast-changing world.
To coordinate the business planning process and ensure both corporate and individual
objectives are identified.
To monitor, evaluate and report on performance, taking results into consideration in
ongoing strategic and business planning.
To ensure service improvement by identifying and managing opportunities for change
proactively and positively.

3. Finance and resources management
To ensure the organisation has sufficient human, material, technological and financial
resources to deliver on contractual obligations and charitable objectives.
To be accountable to the Trustee Board for the overall financial management and
performance of the charity, including forward planning, budget setting, budget
management and investment issues
Overall responsibility for the use and upkeep of premises and equipment in line with
any leasing, tenancy or ownership arrangements
Overall responsibility for major tender submissions, funding applications and other
fundraising activities and for the negotiation of contracts and service level agreements
with funders; oversight of routine funding applications and fundraising activities
4. HR management and staff development
To lead the staff team and to foster good communications and a culture of team
working throughout Age UK Exeter
To ensure Supervision and Annual Review procedures, including personal development
requirements, are in place and in effective use and to oversee and where necessary
manage staff performance issues
To ensure health and safety, safeguarding, data protection legislation and good
practices are followed.
To oversee the recruitment and induction of new staff and to line manage senior staff,
including supervision, annual review and personal development.
5. Business and partnership development
To identify and develop business opportunities and projects that will contribute to the
achievement of the organisation’s objectives, focussing particularly on those that will
generate unrestricted income.
To identify and develop strategic partnerships at a senior level and to identify and
pursue partnership project opportunities that will contribute towards the achievement
of the organisation’s objectives.
6. External representation and marketing
To nurture and maintain effective relationships with Age UK departments nationally and
regionally, the Age England Association and other Brand Partners, to maintain an active
involvement in and awareness of Age UK issues and initiatives.
To nurture and maintain effective relationships with external strategic partners, funders
and other stakeholders, representing and promoting Age UK Exeter and the needs of
older people at a senior level on formal partnerships as appropriate.

To lead on contractual, lease and service level agreement negotiations on behalf of the
charity in line with the policies agreed by the Board of Trustees.
To represent and promote Age UK Exeter at a senior level with key partners,
stakeholders and media organisations in a professional and effective manner.
To promote and market Age UK Exeter and its services to key audiences throughout the
city, making use of a range of marketing methods and media outlets as appropriate.
7. Operational management
Overall responsibility for the delivery of all services within a culture of professionalism
and high quality
8. Governance
To support and advise the Trustee Board and to provide reports and financial
information to enable them to fulfil their functions.
To ensure that internal policies & procedures are reviewed, updated and implemented
as necessary to meet legal and best practice guidance, making recommendations to the
Trustee Board for changes when necessary.
To act as Company Secretary for the Charitable Company and any trading subsidiaries
and to act as the contact person for the Charity Commission.
To ensure compliance with the Age UK Brand Partnership Agreement
9. Other
To access training and attend seminars/conferences as necessary for personal and
organisational development.
To comply with all Age UK Exeter policies and procedures and with relevant legislation

Person Specification
Skill, Knowledge and Experience
Significant senior leadership experience including strategy development and planning, financial and HR management gained from the charity sector
Experience of developing and reviewing policies, including legislative requirements, safeguarding, health & safety, resourcing, employee relations, and risk management
Evidence of inspiring leadership, able to demonstrate an entrepreneurial approach including the assessment and evaluation of opportunities
Able to seek and identify funding opportunities and able to lead or contribute to drafting successful grant funding applications – has a track record of securing funds in a difficult financial climate
Experience of working with a volunteer Board of Trustees, understanding of charity governance
Motivates and inspires others to deliver their best; is enabling and empowering
Has a vibrant and current network and networking skills and is used to working collaboratively
Able to demonstrate financial acumen and manage budgets.
Leads by example
An inspiring communicator - verbal, written and media - able to influence and negotiate
Has good grip of risk identification and mitigation
Experience of working with Local Authority commissioners would be helpful
A relevant qualification – e.g. social care or development or a management master’s degree, e.g. MBA, would be advantageous

Terms and Conditions PAY £45,000 - £50,000 per annum depending on experience. Pension – Staff aged between 22 and state retirement age earning above the threshold for income tax will be automatically enrolled into the Scottish Widows Age UK pension scheme based on a 5% contribution by both employer and employee. Staff may opt out of the scheme within 30 days of receiving the scheme’s joiner’s pack for a full refund of any contribution made. HOLIDAY You will be entitled to 35 days paid holiday per year (including Bank Holidays)
HOURS OF WORK 37 hours per week full time with occasional attendance at evening and weekend meetings

PROBATION There will be a six month probationary period. NOTICE PERIOD Three calendar months on either side, after a satisfactory six month probationary period. During probation, notice will be one week either side. TRAVEL A mileage allowance of 40p per mile is paid for essential travel.
