Dear Mr. Porretta: Subject: Transportation Opinion Letter Chickadee Grove Community – Proposed Residential Development Glasgow Road and Chickadee Lane, Town of Caledon 1.0 Introduction MMM Group Limited (MMM) was retained by 2414176 Ontario Inc. to prepare a Transportation Opinion Letter in support of Chickadee Grove Community, the proposed residential expansion area located generally at the intersection of Glasgow Road and Chickadee Lane in the Town of Caledon. The site location is shown in Figure 1 and covers ‘Rounding Out Area B’, as identified within the Bolton Residential Expansion Study. This site can accommodate approximately a population of 630 people, and the proposed development area is shown in Figure 2. This letter is to provide a high-level review on the available gateways for site traffic, and the
potential impact of this development on the road network in this area. Our findings are documented
herein.
2.0 Gateways Based on the road network in this area, the expected primary gateways for the site-generated traffic to enter and exit this area are summarized in Table 1.

Given the type and location of this development, it is expected that the majority of this residential traffic would use the “East” and “South” gateways. To have a preliminary understanding of the existing traffic conditions from a quantitative perspective at these gateways, the peak hour traffic volumes were estimated based on the most recent Annual Average Daily Traffic (AADT) data obtained from the Region of Peel, together with the characteristics of these roadways. The relevant information is summarized in Table 2. The AADT data is also appended to this letter.

Based on the above results and our experience on similar projects, it is our professional opinion that the primary gateways for the site traffic will likely have considerable capacity to accommodate future traffic growth. It is also noteworthy that other options for route choice are available, and the site traffic is not limited to the above-noted gateways. 3.0 Trip Generation The trip generation associated with the proposed land use was based on the rates contained in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 9th Edition.

It can be seen that the highest hourly volume of site traffic for one direction is a modest 116 vehicles. Given the fact that the majority of these trips would be distributed to the gateways where reserve capacity is available, it is expected that the site traffic would have very minor impacts on the road network in this area.

4.0 Conclusions Since the area road network has significant reserve capacity and the magnitude of site traffic is moderate, it is our opinion that the trips generated by this development are not expected to have any adverse impacts on the road network in this vicinity. We trust that the above adequately addresses the transportation-related needs for the Region of Peel’s approval with respect to including the site in the Regional Official Plan Amendment (ROPA) for the expansion of the Bolton settlement boundary.
