EXPRESSION OF INTEREST FOR LISTING OF CONSULTANTS
Chhattisgarh Kamdhenu Vishwavidhyalaya (CGKV) intends to list Consultants for
Architectural and Structural design, detailed engineering and related services.

General condition :- For Pre-qualification, the application, along with supporting documents
shall be sent in a sealed envelope, marked “Pre-qualification of Consultant” on top so as to reach
the office of undersigned on or before 28 SEPTEMBER 2015 (5.00 PM hrs), through speed
post/Registered post or courier along with the document cost Rs. 1000/- (Rs. One thousand
only) (non-refundable) as D.D. in favour of Executive Engineer, CGKV [Payable at Raipur].
Any application after the last date and time will not be entertained for Pre-qualification..
The detailed Pre-qualification and agreement Document is available on the website
www.cgkv.ac.in from where it can be downloaded for submission. CGKV reserves the right to
reject all or any of the application or to consider listing/ Pre-qualification in category lower than
applied for, without assigning any reasons. Right to modify the process of listing/ Pre-
qualification is reserved with CGKV. Application on the prescribed form will only be considered.

PRE-QUALIFICATION DOCUMENT
The Chhattisgarh Kamdhenu Vishwavidhyalaya, Durg invites application in prescribed
form (available on the website www.cgkv.ac.in from which it can be downloaded & used ) from
reputed consultants of India, who have requisite qualification and experience as detailed in Para
14. given below, for listing for the appropriate category of projects of the CGKV Chhattisgarh.
Application should reach the office of the undersigned up to 28 SEPTEMBER 2015 (5.00 PM hrs)
through Speed Post or Registered post.
The listing in different category of consultants shall be based on the Financial capacity,
work experience and technical personnel available with the Applications. The listing shall be
without prejudice to the right of the CGKV to Invite offers for engagement of other
consultants/firms from time to time for any work. The listing consultant shall be free to respond
to such notice inviting offers. The listing shall not bind the CGKV in any way whatsoever to offer
any job to the listed consultants during the period of listing.
1. ABOUT THE STATE OF CHHATTISGARH
1.1 Chhattisgarh is a newly formed state of India, constituted on1st November 2000. It has
carved out from the state of Madhya pradesh. Presently , Raipur city is functioning as the
state capital of Chhattisgarh. The total area of chhattisgarh is 1,35,100 sq.km .with
population of just over 20 million. Urban population is around 20% of the total
population of the state.
1.2 There are 27 districts in the state , major ones being Raipur, Durg (Bhilai) , Bilaspur,
korba and Bastar.
1.3 The state of Chhattisgarh is rich in natural resource. Forest covers account for 40%of the
total area of the state . It has rich deposit of iron ore ,coal, Bauxite, limestone etc.
1.4 The state of Chhattisgarh is basically paddy producing zone, with other agriculture
produce including Soyabeen, Chana, Makka, etc.
1.5 The state has ample potential of Agriculture Marketing. The production of Horticulture
produce needs many developed location of fruit & vegetable market, cold storage and
ripening chamber besides godowns for agri produce.
2. CHHATTISGARH KAMDHENU VISHWAVIDHYALA (CGKV):
For Different Building, Road & other Civil Work for the CGKV and its other Associated
Colleges, Executive Engineer CGKV is the main agency to build and maintain the
building & other structures.
3. ECO-FRIENDLY CONSTRUCTION:
CGKV envisages Eco-Friendly construction with modern infrastructure. CGKV is using
fly ash bricks in many projects & implementing solar passive technology in major
Buildings.
4. AIMS AND OBJECTS OF CGKV FOR BUILDING:-
(a) To develop ecologically and environment friendly Buildings.
(b) To provide high standards of modern physical infrastructure, such as efficient transport,
communication, water supply and power networks in its development.

(c) To provide a living environment, that permits it’s Employees/ Students to live fuller and
richer life, free from physical and social tensions, those are so commonly associated with
urban living.
(d) To cause development based on the principles of energy and water conservation.
(e) To make the best use of available resource and boost economic development.
5. DEFINITIONS- 5.1 In this document the following words and expressions have meaning here by assigned to
them.
5.2 CGKV: means "Chhattisgarh Kamdhenu Vishwavidhyalaya"
5.3 CONSULTANT/APPLICANT: Means the individual, proprietary firm, firm in partnership,
limited company, corporation, a group of firms forming a Joint Venture / Consortium in the field
of architecture and structural design with with multidisciplinary firms of engineering, planners,
structural designers, and landscape planner, to become eligible for Listing.
6. LISTING CATEGORY:-
In order to achieve its aims and object, the CGKV wishes to empanel, reputed consultants
in the field of Architecture, Engineering, Structural designer and related services to provide
consultancy services for the construction of various buildings. The listing shall be grouped in
four categories based on cost of projects, related to building construction, to be undertaken.
1. Category "A" : For work values/project exceeding Rs. 50 crore.
2. Category “B” : For work values/project cost exceeding Rs. 25 crore & upto 50 crore.
3. Category "C" : For work values/project cost exceeding Rs. 10 crore & upto 25 crore.
4. Category "D" : For work values/project cost exceeding Rs. 1 crore & upto Rs. 10 crore.
Note: Consultant listed for higher category may be permitted by CGKV to participate in lower
level projects but consultants of lower category shall in no case be eligible for higher
level projects.
7. EMPANELMENT OF CONSULTANT
7.1 LISTING PROCEDURE:-
The procedure for listing of consultants shall be as under:-
a) Invitation of Expression of Interest (EOI):- CGKV invites the application from eligible
consultants to submit their expression of interest to participate in the listing procedure.
b) Submission of EOI:- The participants will submit the EOI to (CGKV) along with the
details as required in the prescribed manner.
c) Scrutiny by the CGKV:– The CGKV will scrutinize all the submissions received on the
basis of eligibility criteria.
d) Listing:- The eligible participants would be selected for the Listing on the basis of their
vision, competence and previous works and financial turnover.
7.2 PERIOD OF LISTING: The listing would be for a period of three years and can be
extended for one or more years by the CGKV Authorities.

7.3 TERMINATION OF LISTING: If in the view of the Executive Engineer, the
performance of a consultant is not satisfactory, or if in his view the consultant has failed
to safeguard the interest of CGKV, the University may at its sole discretion, terminate the
engagement of the consultant, for particular project as well as terminate his listing with
the CGKV however in doing so, shall assign reasons for the termination. The consultant
may however appeal against order of the University, within 30 days from the date of
termination. The decision of Hon,ble Vice Chancellor in this matter shall be final and
binding.
7.4 AWARD OF WORK: Procedure for the award of work shall be as follows:
CGKV shall invite concept plan from amongst the listed consultants, in sealed
envelopes. All the concept plans so received shall be placed before a committee, which
shall select three best- suited concept plans in order of merit. Firm whose concept plan is
adjudged best shall be offered the work on the rates given in Para 7.5.1 to 7.5.4 or below.
Work may be awarded to No.-2 or No.-3 firm, only in case of refusal from firm 1 or 2
respectively, consultancy fee should be inclusive of all taxes i.e.- Professional Tax,
Service Tax, Income Tax etc.
7.5.1 ONLY SURVEY OF LAND
(a) For 1 Acre to 25 Acres land @ Rs. 800/- Per Acre.
(b) After 25 Acres of land up to 50 Acres of land the rate of survey will be @ of
Rs. 400/- Per Acre ( For additional acres over and above 25 acres ).
(c) After 50 Acres of land the rate of survey will be @ Rs. 200/- Per Acre
(For additional acres over and above 50 acres).
7.5.2 ONLY PREPARATION OF LAY OUT PLAN
(a) For 1 Acre to 25 Acres land @ Rs. 1200/ - Per Acre.
(b) After 25 Acres of land and up to 50 Acres of land the rate of survey will be @ of
Rs. 600/- Per Acre (For additional acres over & above 25 acres).
(c) After 50 Acres of land the rate of survey will be @ Rs. 300/- Per Acre
(For additional acres over and above 50 acres).
7.5.3 ONLY PLANNING AND DESIGNING OF EXTERNAL SERVICES
(a) For 1 Acre to 25 Acres land @ Rs. 1200 /- Per Acre.
(b) After 25 Acres of land up to 50 Acres of land the rate of survey will be @
Rs. 600/- Per Acre (For additional acres over & above 25 acres).
(c) After 50 Acres of land the rate of survey will be @ Rs. 300/- Per Acre
(For additional acres over and above 50 acres).

(b) For Repetition of Works:-
The drawings and estimates produced and issued by the consultant are the property of
CGKV and shall not be used anywhere without written permission of CGKV. No extra
payment shall be payable to consultant, in case of repetition/reuse of drawings or estimate
etc. by the CGKV.
* NOTE:- (1) This does not include cost of land charges, supervision/contingency or charges
incurred on works for which consultancy has not been provided by the consultant.
(2) The Estimate cost is exclusive cost of lift, AC, Fans & other electrical utilities.
(3) Structural design only for foundation, up to plinth level (Based on various bearing
capacity ) Maximum rate 0.10 percent on cost of estimate.
(4) All remuneration is inclusive of all taxes like : Professional Tax, Service Tax,
Income Tax, etc.
7.6 If a consultant fails to participate in any offer of architectural, detail engineering
and related services by CGKV for one year, his listing may be terminated.
8.0 SIGNING OF AGREEMENT
A separate agreement shall be executed between the Executive Engineer of
CGKV and the consultant for each different project.
8.1 The University, shall have the liberty to postpone or not to carry on any job and
the consultant shall not be entitled to any compensation or damages for such
postponement or non-execution of the job except the fees which are payable to the
architect up to the stage of scope of work/job on the date of such decision communicated
to the consultant by the Executive Engineer CGKV.

9.0 BROAD SCOPE OF THE CONSULTANCY
The Consultants broad scope of work shall include the following –
A. SURVEY: Physical and topographical survey of Land, Soil investigation and
Water resistivity survey.
B. PREPARATION OF LAYOUT PLAN: Preparation of layout plans of
Buildings, Roads, Sewerage System, Water Supply System, External
Electrical System, Open Spaces, Garden, Play Grounds, water harvesting etc.
as per the norms and guidelines of Town & Country Planning, CGKV
Administration & Local by laws.
C. DESIGNING OF EXTERNAL SERVICES: Designing external services
including water harvesting system.
D. PLANNING & DESIGN OF BUILDING: Designing of all types of
Buildings.
Note- Drawings and documents required as per standard agreements annexure 1 & 2.
10.0 DETAIL SCOPE OF WORK-
A. SURVEY:
Survey may be done by any scientific method, using latest instruments. Survey would
include: Site evaluations, Analysis and impact of existing and proposed development on its
immediate environs.
1. Site survey including adjacent area (Site Plan will be in scale 1:500 or as directed)
2. Soil test: Type of soil, strata and its bearing Capacity. Structural design based on the actual
soil bearing capacity, Consultant must be insured the soil bearing capacity, and certified copy
of it produce with structural design. No extra payment shall be provided by the department
for testing the bearing capacity of soil.
3. Resistivity survey to find out underground water label.
4. Contour Survey at intervals as specified by the in charge Executive Engineer.
5. Location of all existing structures like, water bodies, trees, electric line, building etc.
6. Any other features as directed by engineer in charge.
7. Survey plan and contour plan will be in scale 1:500, or as directed
SUBMISSION 1. Soil test resistivity survey report.
2. Site Plan, Contour Map, Soil Map, Location map of all underground water points and
other Maps in 1:500 scale (or as directed), in 5 hard copies and one soft copy in CD.

B. PREPARATION OF LAYOUT PLAN
1. Layout plan should be in 1:500 scale (or as directed) . Layout plan shall include Buildings,
Roads, Sewerage System, Water Supply System, External Electricity System, Open Spaces,
Garden, Play Grounds etc. As per the norms and guidelines of Town and Country Planning
Department of Govt. of Chhattisgarh.
SUBMISSION 1. At least three alternative concept plans along with stage-1 estimate be submitted, each in
triplicate, necessary changes shall be made by the consultant and submitted.
2. On approval of the concept plan, details layout plan as per B (I) above, shall be submitted
with revised detail estimate in 5 hard copies and one soft copy.
C. DESIGNING OF EXTERNAL SERVICES
1.1 Designing of external Water Supply System shall include:-
(a) Capacity of overhead tank and sump well shall be designed for the population of
entire Scheme/Project.
(b) Detailed RCC Design of overhead tank and sump well.
(c) Design of external water supply line clearly showing diameter of pipe and type of
pipe (GI, CI, etc.) and position of valve and operating systems.
(d) Design of pump houses for OHT, sump well and Tube wells including capacity of
Pumps/motors.
(d) Design of fire hydrant.
(e) Lighting conductor system for overhead tanks.
(g) Design of efficient water - harvesting/conservation system.
SUBMISSION 1. Working drawing as per C (1.1) in 5 hard copies and one soft copy.
2. Details estimate including specification of different items of work, in 3 hard copies
and one soft copy.
1.2 Designing of external sewerage system.
(a) Detail working drawings of external sewerage system including details of Eco
friendly final disposal of the waste.
(b) Design of feasible Sewerage Treatment Plant and reuse of treated Water in Garden,
Playgrounds and supply of non- potable water to each House hold / blocks / building.
SUBMISSION 1. Working drawings in 5 hard copies and one soft copy.
2. Stage-1 estimate and brief specification of works, in 3 hard copies and one soft copy.

1.3 Designing of Cement Concrete/ Bitumen Roads including Culverts and Drainage
system. It shall include :-
(a) Levels of Roads, Culverts & Storm water Drains.
(b) Sections of Roads/Culverts. Drains.
(c) Design of Bitumen/ CC Roads/RCC culverts/drains.
SUBMISSION 1 Detail Working Drawings in 5 hard copies and one soft copy.
2 Stage-1 estimate and brief specification of works in 3 hard copies and one soft copy.
1.4 Design of external electrification.
(a) Design of external electrification system as per the CSEB Norms.
SUBMISSION 1 Detail Working drawings in 5 hard copies and one soft copy.
2 Stage-1 estimate and brief specification of works in 3 hard copies and one soft copy
1.5 Landscaping, Landscape plan shall include: Detail landscape plan, including choice of species etc.

D: PLANNING AND DESIGN OF BUILDINGS:-
i Preparation of plans and elevation with sufficient alternatives for all types of
buildings.
ii Detailed structural designs of foundation, superstructure, beams, columns, lintels,
chajjas, slab, etc.
iii Preparation of Drawing showing :-
(a) Layout/site plan with furniture layout and circulation.
(b) Working drawing with details of footing, (as per the type of soil and height of the
structure) Plinth level details, super structure details, beams, columns, lintels, chajjas,
slab, staircase etc, Building plan of every floor in scale 1:100. Elevation in scale
1:100 RCC Design of Building/House including reinforcement details, Design of
internal Water Supply, Design of internal Electrification, Electronic Communication
System Design of Sanitary and plumbing system, Design of Doors and windows,
Design of Gate, Grills and Railings Design of internal external color schemes, Color
scheme on Grills and Railings, water harvesting planning for each house. Elevators,
escalator, fire protection and security system, heating, ventilation and air conditioning
system (HVAC) and other mechanical system,
(c) Electrical layout plan,
(d) Water supply layout plan.
(e) Various elevation of all sides with perspective views, models etc,

(f) Internal and peripheral Landscape plan.
(g) Lightning conductors system for buildings.
SUBMISSION 1. Detail Working Drawings in 5 hard copies and one soft copy.
2. Stage-1 estimate and brief specification of works in 3 hard copies and one soft copy
Note- 1. The consultant shall submit model/ 3 D views/ Walk through presentation on a
convenient scale of all the plans and designs, as per the requirement.
2. The consultant shall show and incorporate appropriate street furniture in all plans and
designs.
Consultant shall design as per exiting relevant codes. Consultant should follow
existing norms, rules and regulations of CGKV, PHE, Nagar Nigam, Town and Country
Planning Department, Electricity board and other departments. Consultant shall obtain
statutory approval of all submission from the concerned department. He shall supervise all
the work under his scope of work at various stages and keep watch for accuracy and quality
of work executed. Consultant shall visit the site for at -least two days as per the date fixed by
the Executive Engineer at his own cost. Consultant shall prepare detailed estimate, based on
schedule of rates of CGKV, and Tender Documents in consultation with the CGKV, within
the rules and regulation of CGKV.

INFORMATION AND INSTRUCTIONS TO APPLICATIONS
11 GENERAL
11.1 All information requested for in the enclosed forms should be furnished against the
respective columns in the form. If information is furnished in separate documents, reference
to the same should be given against respective column. If information is 'Nil' it should also be
mentioned as 'Nil' or 'No such case'. If any particular query is not applicable in case of
applicant, it should be stated as "Not applicable". The applicants are cautioned that non
submission of complete information called for in the required formats, or making any change
in the prescribed forms may result in the applications being summarily rejected.
11.2 All the information must be submitted in English.
11.3 The documents should be sent by speed post or registered post. CGKV will not entertain any
application after the prescribed time limit on any grounds.
11.4 The application should be type written. The applicant's name & signature should appear on
each page of the application form and other relevant documents enclosed.
11.5 Overwriting shall be avoided and corrections, if any, shall be made by crossing out, initialing,
marking the date and rewriting. All pages of the application shall be numbered and submitted
as a package with signed letter of transmittal.
11.6 References, information and certificates from the clients certifying suitability, technical
know-how or capability of the applicant shall be signed by the respective client.
11.7 The applicant is advised to attach any additional information he thinks would be necessary in
regard to his capabilities. No further information will be entertained after submission of
application unless it is required by the CGKV. The CGKV reserves the right to call for
additional information and clarification of information submitted from the applicants.
11.8 The application form duly completed and signed shall be submitted in sealed cover. The
sealed cover shall be super scribed as "Prequalification of consultants for building work" and
shall be received at O/o Executive Engineer, CGKV, Camp office at College of Dairy Sci. &
Food Technology, Jora, Raipur on or before…… date/……..hours.
11.9 The cost incurred by applicants in preparing this application providing clarifications or
attending discussions/ conferences in connection with this document shall be borne by the
applicant and the CGKV in no case will be responsible or liable for these costs, regardless of
the conduct or outcome of the process.
12 METHOD OF APPLYING :-
12.1 If the application is made by an individual, it shall be signed by the individual above his
full typewritten name, seal and current address.
12.2 If the application is made by a firm by a proprietary firm, it shall be signed by the
proprietor above his full typewritten name, seal and current address.
12.3 If application is made by a firm in partnership, it shall be signed by all the partners of the
firm above their full typewritten names and current addresses, or alternatively by a
partner holding special power of attorney for the firm in which case a certified copy of
the partnership deed and the said power of attorney and current address of all the partners
of the firm shall also accompany the application.

12.4 If the application is made by a limited company or a Corporation, it shall be signed by a
duly authorized person holding power of attorney for signing the application in which
case a certified copy of the power or attorney shall accompany the application.
12.5 If the application is made by a Joint Venture / Consortia of two or more firms as partners:
a. The application shall be signed so as to be legally binding on all partners.
b. One of the partners shall be nominated as being lead partner and this authorization
shall be evidenced by submitting a power of attorney signed by legally authorized
signatories of all the partners.
1. The lead partner shall be authorized to incur liabilities and receive instructions for
and on behalf of any and all partners of the Joint Venture / Consortium w.r.t. the
competition.
2. A copy of the agreement entered into by the Joint Venture/ Consortium shall be
Submitted with the Application and complete information pertaining to each partner
in the respective forms duly signed by each such partner shall be submitted with the
application.
13 FINAL DECISION MAKING AUTHORITY:
The CGKV, reserves the right to accept or reject any application and to annual the
process and reject all applications at any time without assigning any reason and without
thereby incurring any liability applicant or without informing the applicants of the rounds
for the CGKV’s action.
14 ELIGIBILITY AND MINIMUM CRITERIA FOR PRE-QUALIFICATION
14.1 a. The applicant should be individual or a proprietary firm or a registered partnership, or a
company registered in India under company Act 1996 or a corporation constituted by
central/state govt. in India Or joint-Venture, should be a firm incorporated in India. In
case of a Consortium of Firms, the lead Firm should be registered in India.
b. No two or more consents in which an individual is interested, as proprietor and of
partner or Director shall participate for the prequalification, if they do so, all such
prequalification applications shall be liable to be rejected.
14.2 To be eligible for listing the applicants shall provide evidence satisfactory to the
Executive Engineer CGKV, of their eligibility and of their capability and adequacy of
resources to carry out the services. In case of Joint Venture, the joint-venture partners
should give an undertaking to provide the relevant expertise / consultancy services for the
project. Similarly, in case of Consortium, if any member is likely to derive expertise of
the parent company, then an undertaking to that effect from the parent company
providing such expertise to the Consortium member should be submitted. In addition, all
applications submitted shall include the following information :
a) Letter of Transmittal.
b) Copies of original documents defining the legal status, structure of organization,
place of business of the company or corporation or firm or partnership or in case
of a joint venture, of each party constituting the Joint Venture / Consortium/
individual in Schedule ‘A’.

c) Reports on the financial standing of the applicant (or of each party to a joint
venture) in Schedule ‘B’.
d) Information about Planning professionals and allied Technical staff in Schedule
‘C’
e) Details of the experience and past performance of the applicant (or of each party
of joint venture / Consortium) on works of a similar nature and details of current
works in hand and other commitments in Schedule ‘D’.
f) Any other relevant additional information in Schedule ‘E’.
g) Details of participation in National or International Design Competitions, if any,
in the past.
h) Photographs of any three important projects designed by the architect.
i) Names & addresses of any three references.
j) Photocopies of Income tax return of the firm for last 3 financial year. In case last
financial year audited balance sheet is not prepared then unaudited balance sheet
duly signed by the C.A. be furnished. of Income Tax return of the firm for the last
3 years.
k) Affidavit in schedule ‘F’ duly notarized.
l) The applicant may be required to make a presentation covering the above aspects.
14.3 For the purpose of listing applicant should meet the following qualifying criteria as a
minimum for:
a) The applicant must be a well established consultant having capability and experience in
various type of buildings constructions.
b) The applicant should be a member of the professional bodies such as Institute of Town
Planners India or Institute of Architects, India or similar national/ international institutes.
c) The lead consultant, must have experience in the field of architecture and be of repute
with proven experience of rendering comprehensive architectural and structural services
having in-house facilities for all related disciplines including architecture, urban design,
structure, electrical, mechanical air conditioning, acoustics, public health engineering,
landscaping and interior design. They must have adequate experienced technical

years old.
B. The applicants’ core team of experts shall have experience of at least 10 years in the
respective field.
C. The applicant must have experience on Physical Infrastructure designing, Building

D. The applicant must have planned, designed and executed at least one project of
building works of more than Rs. 15 crores in last three years.
14.3.3 Category "C":- To qualify in Category "C", the applicant must have achieved as a
minimum the following performance.

years old.
B. The applicant’s core team of experts shall have experience of at least 5 years in the
respective field.
C. The applicant must have experience on Physical Infrastructure designing, Building

14.4 Even if an applicant firm satisfies the above requirements, it will be subject to
disqualification if it has :

(1) SCOPE OF WORK & SCHEDULE OF SERVICES TO BE RENDERED BY THE
CONSULTANT.
Planning area of the project area of the project is about…………………..
The scope of work and the services to be rendered by the consultant are as follows:-
1. Study at client’s requirement.
2. Detailed survey of the site, existing services, and soil investigations & laboratory tests
etc.
3. Preparing a general site layout, development and sketch plans.
4. Discussing with the client and making necessary changes in plans.
5. Preparing drawings required for the tender purpose and construction and getting them
approved from the client and various authorities concerned (such as town & country
planning, Municipal Corporation etc.) in accordance with the existing legislation codes
and standards.
6. Preparing final construction drawings, structural designs and drawings, including services
like internal roads water supply sanitary and electrical layout drawings. (As per
Annexure 1 and 2)
7. Preparing a black model of the project of adequate scale.
8. Preparing detailed estimates and abstract of work along with technical specifications for
all buildings and development works.
9. Visiting the site as and when required to clarify any decision or interpretation of the
drawings and specifications that may be necessary co-coordinating at site during
execution and attending conference and meetings as and when required.
10. Advising the Executive Engineer CGKV …………….on any technical matters connected
with the construction of the said project.
11. Co-coordinating with carious agencies such as EPCO, CPA Town and country planning,
CGKV, PHED, PWD Municipal Corporation, Electricity Board and Financing.
12. On completion of the project furnishing a report to the EE CGKV stating therein the
guidelines for unfinished works, scope for extensions, if any and instructions for the
maintenance of the property.
(2) TIME SCHEDULE FOR THE SCOPE OF WORK-
1. Stage 1– Submission of site plan, preliminary drawings on actual 5 meter contour plan of
the site and approval of the drawing from competent authorities within 30 days of
signing of agreement.
2. Stage 2- Submission of detailed drawings, all working drawings including elevations
sections, ducting etc. detailed estimates along with structural design and drawings within
30 days from approval of stage 1 drawings.
3. Stage 3- Submission of detailed estimates for T.S. and draft NIT as per A.A. within 15
days A.A. (Administrative approval) Enclosed the design aspect according to bearing
capacity.

(3) SCALE OF FEES & MODE OF PAYMENT:
Architectural and structural consultancy fees to the consultant selected for
particulars project will be paid on the approved rate as per E.O.I. & agreed (Rate
approved by CGKV 1.50% for Architectural work and 1% for structural work) for the
work which full consultancy is provided by the consultant. (this does not include cost of
land charges, supervision/ contingency or charges incurred on works for which
consultancy has not been provided in the schedule or services may be included in the
schedule or services to be rendered by the consultant listed in the previous section)
inclusive of all taxes like professional tax, services tax, Income tax etc.
Note:- Drawing cannot be changes at end of the work. Hence Consultancy charges paid
to the Consultant According to Awarded A.A.
Any changes in Specification or quantity in estimate; corrected estimates prepared
by the consultant and for this only stationary charges or Nominal changes fixed by the
Department, shall be payable to consultant.
1. Extra charges for Corrected (Revised) estimate, Rate shall be paid on actual Cost of or
Rs. 1 per page based on market Rate.

and accepted by firms & Approved by CGKV.
c. On completion of casting of R.C.C. slab 10% of total fees of lowest quoted rate and
accepted by firms & Approved by CGKV.
d. On completion of plastering Flooring & Finishing & providing Door and shutters, 15%
of total fees of lowest quoted rate and accepted by firms & Approved by CGKV.
Note:- Proportionate rate would be paid for Stage IV only if No. of houses are increased or
decreased.
Stage IV- On completion of work and fulfilling of all responsibilities to CGKV and after
Satisfaction, remaining of total fees (i.e. 15%) shall be payable.
Note:-
1. For purpose of stage IV “progress at site ” shall mean expenditure incurred as a
proportion or total estimated cost calculated in four installments.
2. If for some reasons the work is abandoned in between or curtailed or the Consultants
services or terminated the fees will be calculated proportionately for the services rendered
and adjusted accordingly.
3. payments of professional fees shall be made with in one month of the completion of the
relevant stage or submission of claim whichever is later.
4. This fee is inclusive of all taxes, which may have to be borne by the Consultant and to
separate payment shall be made on this account. For Development works (as per the rate
approved by the CGKV)
5. In case the services of architect is annulled during execution of the project due to any
reason whatsoever, the payment proportionate to the stage of work executed by the
architect shall be paid.
6. In case the services of the architect is annulled during execution of the project due to any
reason whatsoever, the drawings submitted by the architect shall be intellectual property
of the CGKV & the use of the submitted drawings by any of the architect without prior
consent of the CGKV or previous architect shall be not permitted.
2. SURVEY OF LAND
a. For 1 acre of land to 25 acres of land as per the lowest rate quoted by Consultant &
Approved by CGKV.
b. After 25 acres of land and up to 50 acres of land the rate of survey will be as per the
lowest rate quoted by Consultant & Approved by CGKV.
c. After 50 acres of land the rate of survey will be as per the lowest rate quoted by
Consultant & Approved by CGKV. (for additional acres and above 50 acres)
3. PREPARATION O F LAYOUT PLAN
a. For 1 acre to 25 acres of land the rate will be as per the lowest rate quoted by Consultant
& Approved by CGKV.
b. For the above 25 acres of land and up to 50 acres of land the rate will be as per the lowest
rate quoted by Consultant & Approved by CGKV.

4. PLANNING AND DESIGNING OF EXTERNAL SERVICES

rate quoted by Consultant & Approved by CGKV.
c. After 50 acres of land the rate for every additional acres will be as per the lowest rate
quoted by Consultant & Approved by CGKV.

(4) CGKV’S RESPONSIBILITIES:
The following shall be responsibilities of the Executive Engineer, CGKV………..
1. Providing information regarding the location and boundaries of site.
2. Furnishing (Executive Engineer, CGKV……….) of rates and local material prevailing
market rates and other documents pertaining to the site of Chhattisgarh.
3. Preparing and inviting tender awarding of works supervising the work under construction
and discharging all the liabilities of various contractors & Consultant engaged in the
work.
4. Taking note of the observation made by the Consultant or his authorized representative
on their inspection/visits and ensuring the correct of deficiencies in the work pointed out
by them.
5. Supervising day to day construction activities at the site and co-ordination to various
contractors & Consultant.
(5) SCHEDULE OF SERVICES NOT INCLUDED IN THE SCOPE OF AGREEMENT:
1. Amount payable to the local bodies or authorities for getting sanction of plans etc. and
expenditure on advertisement.
2. Preparation of tender document evaluation of tender and selection of contractors.
3. Preparation for the soil investigation and laboratory tests and selection of contractors.
4. Day to day supervision on site.
5. Contractor’s running bills and final bill their checking settlements of payments of various
contractors extra item rate settlement.
6. Construction progress reports.
7. Printing and publishing of Brochure for booking or publicity (but providing mini
drawings & other details to prepare brochure are included in services to be provided).
(6) GENERAL CONDITION OF CONTRACT:
1. For statutory permission, Executive Engineer, CGKV…….….use and execution of the
work the Consultant will submit eight sets of drawings with soft copy and will also
submit two sets with soft copy of drawings on completion of the project indicating all the
changes made.
2. For extra sets of drawings, the rate shall be paid on actual cost of print or Rs. 10 per sqm.
based on market fare.

3. The drawings and estimates produced and issued by the consultant are the property of
CGKV and shall not be used anywhere without written permission of University.
However no extra payment shall be payable to consultant, in case of repetition or reuse of
drawings-estimate etc. by the University.
4. The Consultant and his team have no liability what so ever for any part of work for which
the liability rests with the contractors or suppliers of the CGKV & liability towards land
assessments right of way or any other legal claims or obligations put forth by the
authorities of existing building, permanent or temporary.
5. The Consultant and his team and their authorized representative shall visit the site and
inspect the work as may be deemed necessary to ensure that the work is being executed in
general accordance with the project.
6. Except for the structural emergencies the Consultant and his team of specialist shall not
make any material deviation alteration addition or omission from the work shown and
described in the contract document without first obtaining the written consent of the
client.
7. The Consultant on the completion of the work shall prepare free of charge drawings
sufficient to show the main service lines and other essential services.
8. In the event of either of the parties committing breach of any one or more of the terms
and condition of the agreement the aggrieved party shall be entitled to give notice for
remedies under the law. On receipt of such notice in case the matter is not resolved
amicably between the parties, the matter shall be referred to the Executive Engineer.
9. The Executive Engineer CGKV ……………shall have the liberty to postpone or not to
execute any work and the Consultant shall be not entitled to any compensation or damage
for such omission or postponements or non-execution of the work except the fees which
are payable to the consultant up to the stage of services that are actually in progress.
10. If the Consultant becomes incapacitated the Executive Engineer , CGKV ……….may
make full use of all or any drawings, estimates , documents prepared by him after
proportional payment for the same as mentioned in the mode of payment.
11. Deduction can be made from the Consultant fees on account of penalty, liquidated
damages or other reasons in case he does not fulfill his main duties as mentioned in the
details of services to be rendered by Consultant.
12. The Consultant shall make necessary revision as may be required by the Executive
Engineer, CGKV……….. in the drawing and the other documents submitted by him.
Once finally approved any substantial changes required by the Executive Engineer, shall
be made compensated as Additional services rendered by the Consultant and paid as
mutually agreed upon.
13. The Consultant and his team shall advise the Executive Engineer, CGKV………..
regarding what work under Execution during his visits to the side and reports his
observation. The discretion for implementation of this advice shall be that of the
Executive Engineer, CGKV………..
14. The Executive Engineer, CGKV……….. shall take note of all statutory provision. Under
the law and act as per its provision at the time of the Payment made to the Consultant.
15. The consultant will have to follow the timelines prescribed in the agreement. In case of
non compliance of anyone or more provisions of this agreement a penalty of 1% (one
percent) per week aggregating to a maximum of 20% (twenty percent) of the fee
(payable amount) could be deducted by the Executive Engineer, CGKV.
16. Consultant is bound to submit a certificate regarding structural design that- submitted
structural design is economical and safe. Consultant must submit copy of cheque issued
by him to the structural engineer for design. Executive Engineer must ensure that
consultant submits all design calculation along with certificate and copy of the cheque
issued to structural engineer. If consultant does not submit no payment shall be made to
Consultant/Architect.

17. For important structures (if required by the University) the design calculations will have
to be got checked from I.I.T. or any other institute of repute (as decided by the
University) by the consultant, payment for proof checking shall be borne by the
University However no extra time shall be given to the consultant for the same.
(7) ARBITRATION:
1. The Executive Engineer, CGKV……….. and the Consultant each bind
themselves their partner's successor's executors Administrators and assignees to
the other party in respect of all covenants to the agreement. Except as above,
neither the Executive Engineer CGKV……….. nor the Consultant shall assign,
sublet or transfer their interest in this agreement without their written consent of
the other party and the Executive Engineer, and the Consultant hereby agree to
full performance of the covenants contained herein.
2. In case of any dispute arising of this Agreement the matter shall be referred to a
sole Arbitrator to be appointed by the CGKV……….. not below the rank of
Executive Engineer and the decision shall be binding on both the parties. In

13-Detail Estimate as per current PWD SOR.s
Note- All structural drawings and design shall be duly signed and seal by registered
structural engineer.
