About 150 acres of woods and pasture was given to the township in 1996 by Lucia Nash, said Trustee Jim Dickinson. The main access to the prop- erty is on Fairmount Road, he said, adding the trustees at the time put the property in the Western Reserve Land Cons- ervancy. The township is required to preserve, protect and maintain the property in its scenic and natural state. No one is permit- ted to operate a motorized vehi- cle on the property or camp in the woods, Dickinson said. However, he said there has been flagrant violation of the easement by a number of indi- viduals and the township police department doesn’t have enough manpower to patrol the acreage or access for police vehicles. Kathryn Sickling of Bain- bridge Township, president of the local chapter of the OHC, said the group has been very involved in developing trails through much of Geauga Park District and has been called in to search and rescue for missing individuals. “We’d like to become the equine courtesy patrol on the (Upper Chagrin Valley Pre- serve) trails,” she said. She proposed forming a mounted monitoring group to encourage safe trail use, describing it as a proactive pilot program between the conser- vancy and the township. “We would report infrac- tions to the (police) department point of contact,” Sickling said. “We would handle things in the way they want them handled.” Riders could take pictures of trespassers and call the incident and location in to the police, who could handle it from there, Dickinson said. Sickling said an OHC equine patrol is active in Cuyahoga County with one per- son assigned to manage the patrolling of each park. The chapter would also be willing to organize a work party to trim branches back from the trails like they do for the Geauga Park District. “Our purpose would be to patrol and contact the appropriate person in your organization” when illegal activities are seen, Sickling said, adding they would also work with the township to alert the owners of property near the conservancy about their activities. “We’d like to promote good trail etiquette and help lost hik- ers,” she said. Sickling asked that a bridle or saddle pad tag be approved by the board so everyone would recognize who they are. OHC member Nora Stanton said she has ridden through the preserve and there are creeks on the land that have been damaged by ATVs. “It’s a beautiful piece of land that needs to be taken care of,” she said. “We’re available and we want to help.” Dickinson said he has been in touch with John Leech, WRLC chairman, on the matter and others on two issues. First, compaction of the soil is forbidden, but an analysis of riding trails made about 12 years ago shows that horses do not compact the soil enough to cause serious erosion, Dick- inson said. Also, access to the Upper Chagrin Valley Preserve needs to be restricted to permitted individuals, he said. The bridle tag would iden- tify the volunteer equine patrol unit as permitted. Trustee Justin Madden said he appreciates the group’s offer and asked about the dangerous situations they may encounter, such as noisy ATVs. “We would need direction from the police chief on how to handle different situations,” Sickling said. “We can call on the phone. We’re not trying to get hurt or be tough with any- body.” The riders would fill a pas- sive role as the “eyes and ears” for the police, taking pictures and describing what whey see for a report, Dickinson said, adding then the chief would fol- low up. “We can contact that person. John Kasich signed the 2014 budget sent to his office last month by the Ohio Senate and House of Representatives, he increased the cost to taxpayers for any new or replacement levies by 12.5 percent over what it would have been last year. Russell Township officials dis- cussed the elimination of the combined 12.5 property tax roll- back on new tax dollars effective next year at last Wednesday’s meeting. Trustees and Fiscal Officer Chuck Walder had planned and taken steps to place four levies on the Nov. 5 ballot: a 1.5-mill police continuing replacement levy; a new continuing 1.1-mill road levy; a new five-year 0.25- mill cemetery levy and a 1.5- mill general fund levy. Trustees approved certifi- cates of need for all four levies on June 19 in an effort to help make up for the funding short- falls the township is facing because of Kasich’s previous cuts to intergovernmental funds to local governments. “It was a shock to lose about 20 percent of our budget,” said Trustee Jim Dickinson. Beginning in 2014, the township will receive $571,000 less in intergovernmental fund- ing, he said. Also, the elimination of the estate tax, which often yielded about $200,000 per year for the general fund, will add to the hardship. During the public hearing of the township’s 2014 budget Wednesday, officials talked about how the levies, if passed, would help untangle some of the funding streams from the general fund to the depart- ments. “We have too many pockets feeding various entities,” Walder said. Dickinson said the reorgani- zation of department funding that would be made possible by the levies will make the town- ship budget and spending process more transparent. For instance, the cemetery costs came out of the general fund budget, he said. By having a cemetery levy as a separate funding stream, any- one can see how much it costs to maintain the cemeteries. At a previous special meet- ing, trustees discussed other streamlining and cost-saving options such as putting the township maintenance person- nel under the road department However, the decision to ask Russell voters to approve four levies was made before the roll- back elimination was on the township radar. When Gov. John Kasichsigned the 2014 budget sent tohis office last month by theOhio Senate and House ofRepresentatives, he increasedthe cost to taxpayers for anynew or replacement levies by12.5 percent over what it wouldhave been last year.Russell Township officials dis-

cussed the elimination of thecombined 12.5 property tax roll-back on new tax dollars effectivenext year at last Wednesday’smeeting.Trustees and Fiscal Officer

Chuck Walder had planned andtaken steps to place four levieson the Nov. 5 ballot: a 1.5-millpolice continuing replacementlevy; a new continuing 1.1-millroad levy; a new five-year 0.25-mill cemetery levy and a 1.5-mill general fund levy.Trustees approved certifi-

well, but the federal govern-ment has decided to delay fullimplementation of theAffordable Health Care Act ofAmerica until 2015, so thetownship won’t have to dealwith that additional cost foranother year, Walder said.No action was needed, but

Chester Township and I wantedto give a shout out to its resi-dents. My car recently broke down

at the corner of Caves andMayfield roads heading homeacross the street from the CavesSunoco Gas Station. I called for assistance and

my friend was on his way. In the meantime, approxi-

mately six or more cars stoppedto see if I needed assistance. I was blown away by the

neighborly and friendly peoplethat live in this township. Not to mention, the wonderful

crew at the gas station. I wasable to have my car pushed intotheir parking lot with the helpof another gentleman whostopped to help, in a white workvan, holding an ice cream conewhen he was walking towardsmy vehicle to assist my friend. The following morning, I

phoned the station and spokewith Mike. He was extremelycourteous and my car wasrepaired by noon at a very rea-sonable price. My hat is off to these people

who cared and this friendlytownship.
