PA Municipal Separate Storm Sewer System (MS4) TMDL Plan

• Example I

– Street Widening project on Main Street

• Options Considered– Bioretention

– Porous Pavement

• Considerations– On-street Parking

– Mature Trees

• Result– Neither option is feasible here because most residences do

not have driveways and loss of parking for street scape bioretention is not acceptable to community.

– Potential damage to large mature trees during construction and concerns of clogging due to leaf litter result in porous pavement being unacceptable.

18

Page 19: Chesapeake Bay Pollution Reduction Plan › document-library › presentation...Chesapeake Bay Foundation ... Presentation Overview Introduce the Chesapeake Bay Pollution Reduction

PA Municipal Separate Storm Sewer System (MS4) TMDL Plan

• Example II– New Township Park

• Options Considered

– Bioretention in parking lot

– Stream restoration with floodplain connection and forest buffer

• Considerations

– Costs

– Permits

– Construction timeline

• Result

– Bioretention will be implemented along the down slope perimeter of the parking lot as well as in the parking lot islands

– Stream restoration will occur in phases with phase 1 occurring at the time of park development and phases 2 and 3 occurring in subsequent years.

TMDL Control Measures1. Establish and Protect Riparian Forest Buffers – restore vegetated buffer

areas2. Disconnection Program – Disconnect impervious areas from your regulated

small MS4 system3. Tree Planting – Plant trees within the area that drains to the regulated small

MS4.4. Construct Recharge / Infiltration Facilities5. Stormwater Basin Retrofits – Naturalize or modify for extended detention,

and/or modify basins for increased infiltration6. Restore Stream banks – Restore and/or stabilize degraded and eroded stream

banks7. Establish Green Infrastructure at Facilities that are owned by the

municipality and that drain to the regulated small MS48. Develop and implement additional provisions to address TMDLs or a

separate MS4 TMDL Stormwater Management Ordinance9. Participate in an approved Trading and Offset Program

Example for TNBioretention (B soils w/ underdrain) at School Parking Lot

• Treats 1.2 acres (75% impervious)

– (0.75) * 1.2 ac = 0.9 acres impervious and 0.3 acres pervious

• 0.9 ac * 31.22 lbs/ac TN = 28.09 lbs/yr

• 0.3ac * 19.86 lbs/ac TN = 5.96 lbs/yr

• Total TN load to BMP = 34.05 lbs/yr

– BMP reduction efficiency for TN= 70%

• 34.05 lbs TN *0.70= 23.84 lbs/yr reduction in TN

Matching Load Reductions with WIP II Goals

• Development of WIP II goals– Developed using Chesapeake Bay Model/CAST tool

• One advantage to using CAST– GWLF (MapSheds) may have been used to develop local TMDL

– Goals often reflect delivered loads– CAST tool provides Edge of Stream and Delivered Loads– To estimate Delivered loads in CAST

• Aggregate each practice type• Enter data• Run Model

Near Term Projects – little to no permits or permits in process,

ownership public or private with cooperating landowner, some

partial funding or design

Mid Term Projects – public ownership, limited permits

Long Term Projects- longer permit requirements, ownership

issues

Description of Inspection, Operation, and Maintenance of BMPs. For most standard BMPs this information can easily be

found in state stormwater manuals. Proprietary BMPs should have information from vendor.

Include information on rationale for selecting BMP especially if not one of the TMDL control measures or experimental.
