    toensurethatallhaveindividualrightsandarekeepsafethroughtheirdaytodaylives.

    HAVERESOLVEDTOCOMBINEOUREFFORTSTOACCOMPLISHTHESEAIMS.

    Accordingly,throughrepresentativesassembledontheplanetfactionofBothawi,whohaveexhibitedtheirfullpowersfoundtobeingoodanddueform,haveagreedtothepresentCharteroftheCommissionofSecurity,StabilityandIntegrity.Withtheirsignatureofagreementofallsaiddocuments,theyshallgoforthwiththementalityoffurtheringthepurposesanddeterminationsoftheCommission

    CHAPTERI

    PurposesArticle1

    ThePurposesoftheCommissionistoasurroundingenvironmentofsecurityandstability,bytakingeffectivecollectivemeasuresforthepreventionandremovalofthreatstothiscommission.Forthesuppressionofactsofaggressionorotherbreachesofthetranquility,bysettlingitthroughpeacefulmeans,throughdiscussion,collaborations,advisement,andotherpeacefulmeans

    1. Todevelopamityamongfactionsbasedontheendorsementfortheprincipleofequalrightsandselfdeterminationofpeoples,andtotakeotherappropriatemeasurestostrengthenuniversalstability

  • 2. Toachieveuniversalcooperationinsolvinggalacticproblemsofaneconomic,social,cultural,orracialcharacter,andinpromotingandencouragingrespectforallrightsandforfundamentalfreedomsforallwithoutdistinctionastospecies,gender,language,orbeliefand

    3. Tobeacenterforharmonizingtheactionsoffactionsintheattainmentofthesecommonends

    PrinciplesArticle2

    TheCommissionanditsSyndicates,inpursuitofthepurposesfactioninArticle1,shallactinaccordancewiththefollowingPrinciples.

    1) TheCommissionisbasedontheprincipleofthesovereignequalityofallofitsSyndicates,2) AllSyndicatesshallsettletheirdisputesprivately,bypeacefulmeans,tonotdisruptthe

    tranquillityoftheCommission.3) AllSyndicatesshallrefrainintheirpublicgalacticrelationsfromthethreatoruseofforce

    againsttheterritorialintegrityorofanyfaction,orinanyothermannerinconsistentwiththepurposesoftheCommission.

    4) AllSyndicatesshallgivetheCommissionassistanceinanyactionittakesinaccordancewiththepresentCharter,andshallrefrainfromgivingassistancetoanyfactionagainstwhichtheCommissionistakingpreventiveorenforcementaction.

    5) TheCommissionshallensurethatallnonSyndicatearenotifiedthatanySyndicatesarenotareflectionorrepresentationoftheCommission.

    6) NothingcontainedinthepresentchartershallauthorizetheCommissiontointerveneinmatterswhichareessentiallywithinthedomesticjurisdictionofanyfactionorshallrequiretheSyndicatestosubmitsuchmatterstosettlementunderthepresentcharter.

    CHAPTERIISYNDICATESHIP

    Article3

    TheSyndicatesoftheCommissionshallbethefactionsthatattendedtheBeginningsConferenceand/orhavingsignedtheConcordofReticence,TreatyofAmity,signthepresentCharterandratifyitinaccordancewithArticle110.

    Article41. TheCSSIisopentoallfactionsthatwhichaccepttheobligationscontainedinthepresentCharterandareableandwillingtocarryouttheseobligations,andexpectations.

    2. TheadmissionofanysuchfactiontoSyndicateintheCommissionofStability,SecurityandIntegrity(CSSI)willbeaffectedbyadecisionoftheBureauofBeneficiarySystemand/oranyotherentitydeterminedinthischarter.

    ASyndicatethattakesactionagainstand/orchallenges,theCommissionspurposesandgoals,directivesbytheBureausorGrandAssemblyorFirstPrimeMinisterorCourtofArbitration,maybesuspendedfromtheexerciseoftherightsandprivilegesofSyndicationbytheGrandAssemblyupontherecommendationoftheBureauofSectorAuthority.TheharshnessoftheremovaloftheexerciseoftheserightsandprivilegeswillberecommendedbytheSectorAuthority,butGrandAssemblywilldecide.TherightsandprivilegesmayberestoredbytheGrandAssembly.

    Article6

    ASyndicateoftheCSSI,whichhaspersistentlyviolatedtheprinciples,and/oranysaidinArticle5,containedinthepresentchartermaybeexpelledfromtheCommissionbytheGrandAssemblyupontherecommendationofanyoftheBureaus.

    CHAPTERIIIBUREAUSArticle7

    1.ThereareestablishedfourestablishedareasintheCommission:aGrandAssembly,BureauofSectorAuthority,BureauofCommercialandCommutativeIntegration,BureauofConcordCongenialRelations,andGalacticCourtofArbitration.

    2.SuchsubsidiaryBureausasmaybefoundnecessarymaybeestablishedinaccordancewiththepresentCharter.

    Article8

    TheCommissionshallhavenoplacetorestrictontheeligibilityofmenandwomentoparticipateinanycapacityandunderconditionsofequalityinitsprincipalandBureaus.

    CHAPTERIVTHEGRANDASSEMBLY

    COMPOSITIONArticle9

    1. TheGrandAssemblyshallconsistofEmissariesfromallSyndicatesoftheCommission.

  • 2. TheEmissariesorSyndicatemustdecideLeadEmissarythatwillvoteandspeakfortheirSyndicate.

    3. EachSyndicatemayhaveuptofiveemissariestorepresenttheminGrandAssembly,thoughonlytheLeadEmissaryhasthepowertovote.

    4. TheGrandAssemblyshallelectaSpeakerfortheAssemblyatanytime.Amajoritywins.5. TheGrandAssemblywillhavetwoExecutivestheFirstPrimeMinister,andtheSecond

    Minister.TheprocessoftheelectionoftheFirstPrimeMinisterwillbedecidedwhenFirstPrimeMinisterLexinAsterahaspubliclystatedtheCommissionisstableenoughforhimtoleaveandisingoodhands.TheSecondMinisterischosenbytheFirstPrimeMinister.

    FunctionsandPowersArticle10

    TheGrandAssemblymaydiscussanyquestionsoranymatterswithinthescopeofthepresentCharterorrelatingtothepowersandfunctionsofanyBureausprovidedinthepresentCharter,and,exceptasprovidedinArticle12.Theymaymakerecommendations,questions,andchanges,ifneedbe,toanyareasoftheCSSI.

    Article11

    1.TheGrandAssemblymayconsiderthegeneralprinciplesofcooperationinthemaintenanceofgalacticstabilityandsecurity,includingtheprinciplesgoverningdisarmamentandtheregulationofarmaments,andmaymakerecommendationsfromanyareasintheCSSI.

    2.TheGrandAssemblymaydiscussanyquestionsrelatingtothemaintenanceofgalacticstabilityandsecuritybroughtbeforeitbyanySyndicateoftheCSSI,orbytheBureauofSectorAuthority,orbyafactionwhichisnotaSyndicateoftheCommissioninaccordancewithArticle35,paragraph2,and,exceptasprovidedinArticle12,maymakerecommendationswithregardtoanysuchquestionstothefactionorfactionsconcernedortotheBureauofSectorAuthorityortoboth.AnysuchquestiononwhichactionisnecessaryshallbereferredtotheBureauofSectorAuthoritybytheGrandAssemblyeitherbeforeorafterdiscussion.

    3.TheGrandAssemblymaycalltheattentionoftheBureauofSectorAuthoritytosituationswhicharelikelytoendangerlives,tranquility,and/orsecurity.

    4.ThepowersoftheGrandAssemblysetforthinthisArticleshallnotlimitthegeneralscopeofArticle10.

    Article12

    1.WhiletheBureauofSectorAuthorityisexercisinginrespectofanydisputeorsituationthefunctionsassignedtoitinthepresentcharter,theGrandAssemblymaymakeanyrecommendation.TheGrandAssemblycancallfora,VoteofLimitedMartialIndependence,withregardtothechosendispute,andmaymakechangestoorendthearmingoftheSectorAuthority.

  • 2.TheChiefofSectors,withtheconsentoftheBureauofSectorAuthority,shallnotifytheGrandAssemblyateachsessionofanymattersrelativetothemaintenanceofgalacticstabilityandsecurity,whicharebeingdealtwithbytheBureauofSectorAuthority.TheChiefofSectorsshallalsonotifytheotherareasoftheCSSI,iftheydeemanareatohaveabreachofsecurityorothermatters..

    Article13

    1.TheGrandAssemblyshallinitiatestudiesandmakerecommendationsforthepurposeof:a. Promotinggalacticcooperationinthepoliticalfieldandencouragingtheprogressive

    developmentofgalacticlawanditscodificationb. Endorsingcooperationsintheeconomic,social,cultural,educational,andhealth,andspecies

    rightsandfundamentalfreedomsforallwithoutdistinctionastogender,language,species,orbelief.

    2.Thefurtherresponsibilities,functions,andpowersoftheGrandAssemblywithrespecttomattersmentionedinparagraphl.BabovearesetforthinChaptersIXandX

    Article14SubjecttotheprovisionsofArticle12,theGrandAssemblymayrecommendandcommence

    measuresforthepeacefuladjustmentofanysituation,regardlessoforigin,whichitdeemslikelytoimpairthegeneralwelfareorfriendlyrelationsamongSyndicates,includingsituationsresultingfromaviolationoftheprovisionsofthepresentChartersettingforththePurposesandPrinciplesoftheCommission.

    Article15

    1.TheGrandAssemblyshallreceiveandconsiderannualandspecialreportsfromtheBureauofSectorAuthoritythesereportsshallincludeanaccountofthemeasuresthattheBureauofSectorAuthorityhasdecideduponortakentomaintaingalacticstabilityandsecurity.

    2.TheGrandAssemblyshallreceiveandconsiderreportsfromtheotherBureausandareasoftheCommission.

    Article16

    TheGrandAssemblyshallperformsuchfunctionswithrespecttotheGalacticBureauofConcordCongenialRelationsasareassignedtoitunderChaptersXIIandXIII,includingtheapprovalofthetrusteeshipagreementsforareasnotdesignatedasstrategic.

    Article171.TheGeneralAssemblyshallconsiderandapprovethebudgetoftheCommission.

    2.TheexpensesoftheCommissionshallbebornebytheSyndicatesasapportionedbythe

    GrandAssembly,byrecommendationsbytheBureauofCommercialandCommunicativeIntegration..

  • Article18PartofthebudgetwillbefromcontributionsmadebySyndicatesoranyfactionthatsupportsthe

    Commission.ContributionsmadetotheCommissionshallbetakenbytheleaderoftheAssembly,attheendofeachAssembly.Thecontributionswillthenbesent,managed,andreportedandfiledbytheBureauofCommercialandCommutativeIntegration.TheleadersofeachAssemblywillgobypriority:FirstPrimeMinister,SecondMinister,andSpeakeroftheAssembly.ContributionsoutsideoftheAssemblyarewelcome,andcanbesentthroughholomailtotheFirstPrimeMinisteroranyCounciloroftheBureauofCommercialandCommutativeIntegration,anytime.

    Article19TheGeneralAssemblyhasthepower,withamajorityvote,tocommenceajointDivisionwith

    allDivisions,calledtheAlleviationAidReserves.ThisDivisioncanonlybeestablishedwhenthereisatimeofdisasterandemergency,specificallyfortheSyndicates.TheSectorAuthoritywillallowfourEmissariestobecometemporaryDivisionLeaders,todirectandcommandtheAlleviationDivision.

    Article20

    TheFirstPrimeMinistershallhaveseveralpowersinordertokeeptheCommissioninlineandallowaswiftandefficientresponsetosituations.TheFirstPrimeMinisterdoesnothavethepowertovoteintheGrandAssembly,norinanyareaoftheCommission.ThepowersofFirstPrimeMinistershallinclude,butarenotlimitedto:

    a. WatchdogProtocolThiswillallowtheFirstPrimeMinisterandanyothers,toobserveandoverseeanymeetingoreventthatdeniedhim.Hemayonlyusethiswhen,theFirstPrimeMinisterslifeisindanger,aremovalofahighrankingoffice,animportantCourtruling,closeddoormilitaryplanning,anddrasticchangestotheCharter.

    b. ConventionofAdministrativePowersThiswilllettheFirstPrimeMinistertocontacteveryleaderofeachBureau,andanyotherpartyhewishes,todiscussimperativeobstaclesthatarethreateningorhurtingtheCommissionandenactemergencypoliciesforsaidsituations.

    c. TheFirstPrimeMinistercanissueEdictsthatcanmaketemporarychangestotheCharteratanytime,butmusthavevalidreasoningandmustnotoverstephisexecutivepowerswithintheGrandAssembly.

    d. TheNeoGenesisSanctionThisonlyallowsFirstPrimeMinisterLexinAsteraoranyotherFirstPrimeMinistersafter,getsapprovalfromtheCourtofArbitration,tochooseandpickhighechelonsoftheCommission,alongwiththeadmissionofnewSyndicates.HighechelonsincludetheleadersofeachBureau,includingtheHeadoftheAssembly,andCourtofArbitrationJustices.

    e. AccordofSovereignJurisdictionThisallowstheFirstPrimeMinistertohandseveralchosenpowerstotheSecondMinisterand/ortheSpeakeroftheAssembly.ThisisdifferentthanwhentheFirstPrimeMinisterhasbeenabsentorkilled.

    f. DischargeofConglomerateAuthorityThisallowstheFirstPrimeMinistertorevokethemembershipofSyndicateswithouttheGrandAssemblyorCourtofArbitrationsteppingin.Arepealcanbemadebyamemberofthesaidremoved

  • Syndicate.ThisalsoallowstheFirstPrimeMinisterLexinAsteratoremoveanymemberofanyoffice,withtherightjurisdictionandreasoning.OtherFirstPrimeMinisterscanusethisDischarge,onanymember,butonlyonAdministrativeLeave,andtheymaycontacttheCourtofArbitrationfortheirimmediateremoval.

    g. TaxationWithoutRepresentation.ThisallowstheFirstPrimeMinistertotakecommandoftheCommissionfundingduringtimesofemergencyorneedforrapidmilitaryaction,withthenecessaryfunding.

    h. TheConscriptionofAegisHaradansThisallowstheFirstPrimeMinistertoinitiatetheSectorAuthoritytocompileagroupofloyaltroopstoguardandprotecttheFirstPrimeMinister.ThehonorguardwillbecalledtheAegisHaradans.

    i. ConscriptionofSyndicateForcesThisisacommandconjunctionwiththeagreementoftheChiefofSectorsandFirstPrimeMinistertoselectseveralSyndicatesforthehelpandsecuringtheCommission.TheSyndicatesshallworkcloselywiththeMinistersofInternalAffairs,oranyotherDivisionsaidbytheSectorAuthorityortheFirstprimeMinister.

    j. AdvisementofAllThisallowstheFirstPrimeMinistertocontactanyspecificpeopleorgroups,nomatteriftheyareintheCommissionornot,fortheadvisementandconsiderationsthatmaynotbenormallysaidinapublic,formal,setting.Withthiscommand,theFirstPrimeMinistermayalsoaddatthemaximumoffivepeopleintohissecuritydetail,withoutthemhavingarankintheSectorAuthorityoranyotherpartoftheCommission.

    Article21

    1. TheSecondMinistershallhavelimitedpowerscomparedtotheFirstPrimeMinister.TheSecondMinistershallhaveaccessto,a.,b.,andd.fromArticle21.TheSecondMinisterwillbechosenbytheFirstPrimeMinister,unlesstheGrandAssemblydecidestochangethisbeforeorinthebeginningofeachFirstPrimeMinistersoffice.

    2. TheSpeakeroftheAssemblyshallhavenopowersoftheFirstPrimeMinisterandSecondMinister,butwillactasaForeignMinisterandwillspeakonbehalfoftheCommissionifeitherMinistersarenotavailable.TheSpeakershallbethetiebreakeroftheAssembly,andiftheSpeakerisnotinattendancetheSecondorFirstPrimeMinisterwillbetheactingtiebreaker.ThespecificpowersoftheSpeakerandelectionofthisofficeshallbedeterminedbytheGrandAssembly.

    VOTINGArticle22

    1.EachleademissaryoftheGrandAssemblyshallhaveonevote,nootheremissariesshallhaveavote.

  • 2.DecisionsoftheGrandAssemblyonimportantquestionsshallbemadebyatwothirdmajorityoftheEmissariespresentandvoting.Thesequestionsshallinclude:

    RecommendationswithrespecttotheinternalandexternalintegrityandsecurityoftheCommission.

    TheelectionofEmissariestotheBureauofSectorAuthority, TheelectionofEmissariestotheBureauofCommercialandCommutativeIntegration, TheelectionofEmissariesoftheBureauofConcordCongenialRelations. TheprocessofelectionofFirstPrimeMinisterSecondMinisterSpeakeroftheAssemblyand

    Bureauleaders. Theadjustmentorstopping,ofstrategiesandplansforeachBureausadvancementintheir

    determinedareasoffocus. ReconsiderationintheadmissionofanewSyndicateintheCSSIthatweredeclinedbytheFirst

    PrimeMinisterand/orBureauofBeneficiarySystem. ThesuspensionoftherightsandprivilegesofSyndicates,theexpulsionofSyndicates, QuestionsorlimitingthepowersorreachofeachBureau. TheconsiderationofanewBureauwithpredeterminedfocusandpowers.

    3.Decisionsonotherquestions,includingthedeterminationofadditionalcategoriesofquestionstobedecidedbyatwothirdsmajority,shallbemadebyamajorityoftheEmissariespresentandvoting.

    PROCEDUREArticle23

    TheGrandAssemblyshallmeetinregularbiweeklysessionsandonsuchspecialsessionsasmayberequired.SpecialsessionsshallbeconvokedbytheChiefofSectorsortheFirstPrimeMinisterorSecondMinisterortheSpeakoftheAssembly,duringtimesofstrife.ThelengthandpunishmentofotherSyndicatesthatwerenotinattendancewillbedeterminedbythemembersattending.

    Article24

    TheGrandAssemblyshalladoptitsownrulesofprocedure,andwillfindasuitablewaytoreplaceFirstPrimeMinisterLexinAstera.

    CHAPTERV

  • THEBUREAUOF

    SECTORAUTHORITY

    COMPOSITIONArticle25

    1. TheBureauofSectorAuthorityshallconsistofnomineessuggestedbytheFirstPrimeMinister,andtheGrandAssembly,butonlytheGrandAssemblycanchoosetoelectthosenominees.

    2. TheSyndicatesoftheBureauofSectorAuthorityshallbeelectedforatermofthreemonths.Amembershallnotbeeligibleforimmediatereelectionforanequitableperiodoftimetotheirelectedterm.

    3. TheSectorAuthoritywillpromoteordertomaintaingalacticstabilityandsecuritywithinallareasoftheCommission,aswellasallocateimpartialappropriationsofterritorialdistribution..

    Article26

    1. TheBureauofSectorAuthoritywillbeleadbytheChiefofSectors,whichiselectedbytheDivisionLeaders.

    2. TherewillbeamaximumoffourDivisionLeaders,perDivision.ThisleadstoamaximumofsixteenDivisionLeaders.

    3. TherearefourdifferentDivisions:HighGeneralsofMilitaryDistributionandRegionControlIntelligenceDirectorsofGalacticInvolvementsCommandantsofDiscreteContingentOperationsMinistersofInternalAffairs.

    4. UndereachDivisionLeaderisanDivisionAdvisor,oneglobalrankperDivision.SectorArbiter,SpecialAffairsLiaison,ArcanaMagisterAdvisors,MarshalsofInteriorDefense.

    5. BelowtheDivisionAdvisorsarethecoreoftheSectorAuthoritytheDivisionLegionServicemen.EachDivisionwillhaveaglobalname,butwillhavetheirownranks,determinedbytheAdvisorsand/ortheLeaders.Centurion,Enumerator,VeiledAuthority,TheFirstVanguard.

    FUNCTIONSANDPOWERSArticle27

    1. InordertoensurepromptandeffectiveactionbytheCommission,itsSyndicatesmustconferontheBureauofSectorAuthoritywhosedutyinacertaintime,itistomaintaingalactic

  • integrity,andagreethatincarryingoutitsdutiesunderthisresponsibilitytheBureauofSectorAuthority.

    2. TheSyndicatesthatactivelyparticipateandjoinwithSectorAuthority,aretheexternalreachoftheSectorAuthority,butdonotentirelyrepresenttheidealsorgoalsoftheSectorAuthority.

    3. IndischargingthesedutiestheBureauofSectorAuthorityshallactinaccordancewiththePurposesandPrinciplesoftheCommissionofStability,SecurityandIntegrity.ThespecificpowersgrantedtotheBureauofSectorAuthorityforthedischargeofthesedutiesarelaiddowninChaptersVI,VII,VIII,andXII.

    4. TheBureauofSectorAuthorityshallsubmitannualand,whennecessary,specialreportstotheGrandAssemblyforitsconsideration.

    Article28

    TheSyndicatesoftheCommissionagreetoacceptandcarryoutthedecisionsoftheBureauofSectorAuthorityinaccordancewiththepresentCharter.

    Article29

    Inordertopromotetheestablishmentofgalacticsupremacywiththeleastdiversionforarmamentsofresources,theBureauofSectorAuthorityshallberesponsibleforformulating,withtheassistanceoftheDivisionLeadersreferredtoinArticle47,planssubmittedtotheSyndicatesoftheCommissionfortheestablishmentofasystemfortheregulationofarmamentsandpersonnel.

    Article30

    TheBureauofSectorAuthorityusesadifferentvotingprocessthantherestoftheCommission.TheSectorAuthorityiscommandedbytheChiefofSectorsandDivisionLeaders.

    1. TheChiefofSectorsandDivisionLeaderscontrol:Majormilitarycampaigns,majorchangesoraddingtoDivisions,courtmartials,highprioritypartiessecuritydetails,keypatrolsinimportantareas,communicationbetweenSyndicatesandtheirmilitaryandrequisitionsofarmaments.TheChiefofSectorswillbetheformalheadofpublicrelationsfortheSectorAuthority.

    2. TheDivisionAdvisorscontrol:Minormilitarycampaigns,trainingofDivisionServicemen,planningofsecuritydetailtolowerprioritymembers,Intertrooprelations,countingoflossesandcasualtiesandreportstotheDivisionLeadersonimportantenoughissues.

    VOTING

    Article31

    ThedecisionsoftheBureauofSectorAuthorityandvotingprocesswillbedeterminedbythe

  • DivisionLeadersandtheChiefofSectors.

    PROCEDUREArticle32

    1. TheBureauofSectorAuthorityshallbeorganizedsoastobeabletofunctioncontinuously.EachDivisionLeaderoftheBureauofSectorAuthorityshallforthispurposeberepresentedatalltimes,bytheChiefofSectors,attheseatnexttotheFirstPrimeMinister.

    2. TheBureauofSectorAuthorityshallholdbiweeklymeetingsatwhichSyndicatesmay,ifitsodesires,berepresentedbyamemberofthegovernmentorbysomeotherspeciallydesignatedrepresentative.

    3. TheBureauofSectorAuthoritymayholdmeetingsatsuchplacesotherthantheseatoftheCommissionasinitsjudgmentwillbestfacilitateitswork.

    Article33TheBureauofSectorAuthoritymayestablishsuchsubsidiaryDivisions,withapprovalofthe

    GrandAssembly,asitdeemsnecessaryfortheperformanceofitsfunctions.

    Article34

    TheBureauofSectorAuthorityshalladoptitsownrulesofprocedure,includingthemethodofselectingitsChiefofSectors,iftheFirstPrimeMinisterhasnotselectedone.

    Article35

    AnySyndicateoftheCommissionwhichisnotamemberoftheBureauofSectorAuthoritymayparticipate,withoutvote,inthediscussionofanyquestionbroughtbeforetheBureauofSectorAuthority,wheneverthelatterconsidersthattheinterestsofthatSyndicatearespeciallyaffected.

    Article36AnySyndicateoftheCommissionwhichdoesnothaveamemberintheBureauofSector

    AuthorityoranyfactionwhichisnotaSyndicateoftheCommission,ifitisoneofthepartiestoadispute,underconsiderationbytheSectorAuthority,shallbeinvitedtoparticipate,withoutvote,inthediscussionrelatingtothedispute.TheBureauofSectorAuthorityshalllaydownsuchconditionsasitdeemsjustfortheparticipationofafactionorSyndicatewhichisnotaMemberoftheCommission.

    CHAPTERVI

    PACIFICSETTLEMENTOFDISPUTES

  • Article37

    1. Thepartiestoanydispute,thecontinuanceofwhichislikelytoendangergalacticintegrity,shall,firstofall,seekasolutionbynegotiation,enquiry,mediation,conciliation,arbitration,judicialsettlement,orarrangements,orotherpeacefulmeansoftheirownchoice.

    2. TheBureauofSectorAuthorityshall,whenitdeemsnecessary,calluponthepartiestosettletheirdisputebysuchmeans.

    Article38

    TheBureauofSectorAuthoritymayinvestigateanydispute,oranysituationwhichmightleadtogalacticfrictionorgiverisetoadispute,inordertodeterminewhetherthecontinuanceofthedisputeorsituationislikelytoendangerthemaintenanceofgalacticstabilityandsecurity.

    Article391. AnymemberoftheCommissionmaybringanydispute,oranysituationofthenaturereferredto

    inArticle34,totheattentionoftheBureauofSectorAuthorityoroftheGrandAssembly.2. AfactionwhichisnotaSyndicatemaybringtotheattentiontoBureauofSectorAuthorityorof

    theGrandAssembly,anydisputetowhichitisapartyifitacceptsinadvance,forthereasoningsofthedispute,theobligationsofpacificsettlementprovidedinthepresentCharter.

    3. TheproceedingsofthedisputetotheGrandAssembly,isinrespectofmattersbroughttoitsattentionunderthisArticlewillbesubjecttotheprovisionsofArticles11and12.

    Article40

    1. TheBureauofSectorAuthoritymay,atanystageofadisputeofthenaturereferredtoinArticle33orofasituationoflikenature,recommendappropriateproceduresormethodsofadjustment.

    2. TheBureauofSectorAuthorityshouldtakeintoconsiderationanyproceduresforthesettlementofthedisputewhichhavealreadybeenadoptedbytheparties.

    3. InmakingrecommendationsunderthisArticletheBureauofSectorAuthorityshouldalsotakeintoconsiderationthatlegaldisputesshouldasageneralrulebereferredbythepartiestotheGalacticCourtofArbitrationinaccordancewiththeprovisionsoftheStatuteoftheCourt.

    Article411. ShouldthepartiestoadisputeofthenaturereferredtoinArticle33failtosettleitbythemeans

    indicatedinthatArticle,theyshallreferittotheBureauofSectorAuthority.2. IftheBureauofSectorAuthoritydeemsthatthecontinuanceofthedisputeisinfactlikelyto

    endangerthegalacticstability,itshalldecidewhethertotakeactionunderArticle36ortorecommendsuchtermsofsettlementasitmayconsiderappropriate.

    Article42

    WithoutprejudicetotheprovisionsofArticles33to37,theBureauofSectorAuthoritymay,ifallthepartiestoanydisputesorequest,makerecommendationstothepartieswithaviewtoapacific

    CHAPTERVIIACTIONWITHRESPECTTOTHREATSTOTHEPEACE,BREACHESOFTHEPEACE,

    ANDACTSOFAGGRESSIONArticle43

    TheBureauofSectorAuthorityshalldeterminetheexistenceofanythreattothepeace,breachofthepeace,oractofaggressionandshallmakerecommendations,ordecidewhatmeasuresshallbetakeninaccordancewithArticles41and42,tomaintainorrestoregalacticstability.

    Article41

    TheBureauofSectorAuthoritymaydecidewhatmeasuresnotinvolvingtheuseofarmedforcearetobeemployedtogiveeffecttoitsdecisions,anditmaycallupontheSyndicatesoftheCommissiontohelpsuchmeasures.Thesemayincludecompleteorpartialinterruptionofeconomicrelationsandof,sea,air,holographic,communicator,andothermeansofcommunication,andtheseveranceofdiplomaticrelations.

    Article42

    ShouldtheBureauofSectorAuthorityconsiderthatmeasuresprovidedforinArticle41wouldbeinadequateorhaveprovedtobeinadequate,itmaytakesuchactionbyspace,air,sea,orlandforcesasmaybenecessarytomaintainorrestorestabilityandsecurity.Suchactionmayincludedemonstrations,blockade,andotheroperationsbyspace,air,sea,orlandforcesofSyndicatesoftheCommissionofStability,SecurityandIntegrity.

    Article43

    1. AllSyndicatesoftheCommission,inordertocontributetogalacticstabilityandsecurity,shallbereadilyavailabletotheBureauofSectorAuthority,onitscallandinaccordancewithaspecialagreementoragreements,armedforces,assistance,andfacilities,includingrightsofpassage,necessaryforthepurposeofmaintaininggalacticstabilityandsecurity.

    2. Suchagreementoragreementsshallgovernthenumbersandtypesofforces,theirdegreeofreadinessandgenerallocation,andthenatureofthefacilitiesandassistancetobeprovided.

    3. TheagreementoragreementsshallbenegotiatedassoonaspossibleontheinitiativeoftheBureauofSectorAuthority.TheyshallbeconcludedbetweentheBureauofSectorAuthorityandSyndicatesorbetweentheBureauofSectorAuthorityandgroupsofSyndicatesandshallbesubjecttoratificationbythesignatoryfactionsinaccordance

  • withtheirrespectiveconstitutionalprocesses.

    Article44

    WhentheBureauofSectorAuthorityhasdecidedtouseforceitshall,beforecallinguponaorganizationnotrepresentedonittoprovidearmedforcesinfulfilmentoftheobligationsassumedunderArticle43,invitethatorganization,iftheorganizationsodesires,toparticipateinthedecisionsoftheBureauofSectorAuthorityconcerningtheemploymentofcontingentsofthatorganizationsforces.

    Article45

    InordertoenabletheCommissionofStability,SecurityandIntegritytotakeurgentmilitarymeasures,Syndicatesshallholdingsforimmediatelyavailablemartialcontingentsforcombinedgalacticenforcementaction.Thestrengthanddegreeofreadinessofthesecontingentsandplansfortheircombinedactionshallbedetermined,withinthelimitslaiddowninthespecialagreementoragreementsreferredtoinArticle43,bytheSectorAuthorityDivisionLeaders,withtheassistanceoftheDivisionLeaders.

    Article46PlansfortherapidapplicationofarmedforceshallbemadebytheBureauofSectorAuthority

    willbemadebyDivisionLeadersandtheChiefofSectors.DivisionAdvisorsshallplanoutthespecifictargetedareasandplanningforallapplicationsofarmedforces,unlessaDivisionLeadertakesover.

    Article47

    1. EachDivisionAdvisorwilladviseandassistDivisionLeadersonallquestionsrelatingtotheBureauofSectorAuthority'smilitaryrequirementsfortheestablishmentofgalacticstabilityandsecurity,theemploymentandcommandofforcesplacedatitsdisposal,theregulationofarmaments,andpossibledisarmament.

    2. TheDivisionAdvisorsshallconsistofthemilitarilypersonnelthathaveshownvalianteffort,thespecificsoftobecomeanAdvisorwillbedeterminedbyadiscussionofeachDivisionsLeaders.AnyMemberoftheCommission

    3. DivisionAdvisorsshallberesponsibleundertheBureauofSectorAuthorityforthespecificstrategicdirectionofanyarmedforcesplacedatthedisposaloftheDivisionLeadersoftheBureauofSectorAuthority.QuestionsrelatingtothecommandofsuchforcesandpowerstheyhaveovertheDivisionshallbeworkedoutsubsequently,byDivisionLeaders.

    4. DivisionAdvisors,withtheauthorizationofDivisionLeaders,andafterconsultationwithotheradvisorsfromallDivisions,maycreatesubranksthatcansupportthemintheirendeavors.

    Article481. TheactionrequiredtocarryoutthedecisionsoftheBureauofSectorAuthority

    fortheestablishmentofgalacticstabilityandsecurityshallbetakenbyallthe

  • chosenSyndicatesoftheCommission,orchosenbytheFirstPrimeMinisterorGrandAssembly.

    2. SuchdecisionsshallbecarriedoutbytheSyndicatesoftheCommissiondirectlyandthroughtheiractionintheappropriateagreementssetthroughprediscussionbeforeanyarmedforceiscontributedbysaidSyndicate.

    Article49

    TheSyndicatesoftheCommissionshalljoinin,withmutualagreement,incarryingoutthemeasuresandprotocolsdecideduponbytheBureauofSectorAuthority.

    Article50

    IfpreventiveorenforcementmeasuresagainstanyfactionaretakenbytheBureauofSectorAuthority,anyotherfaction,whetheraSyndicateornot,whichfindsitselfconfrontedwithspecialeconomicproblemsarisingfromthecarryingoutofthosemeasuresshallhavetherighttoconsulttheBureauofSectorAuthority,specificallyDivisionLeaders,oronlytheChiefofSectorsorwiththeFirstPrimeMinisterwithregardtoasolutionofthoseproblems.

    Article51

    NothinginthepresentChartershallimpairtheinherentrightofindividualorcollectiveselfdefenseifanarmedattackoccursagainstaSyndicaterepresentedtoprovidearmedforcesinfulfillmentoftheobligationsassumedunderArticle43,invitethatSyndicateorfaction,iftheSyndicateorfactionsodesires,toparticipateinthedecisionsinBureauofSectorAuthorityconcerningtheemploymentofcontingentsofthatSyndicatesorfactionsarmedforces.MeasurestakenbySyndicatesintheexerciseofthisrightofselfdefenseshallbeimmediatelyreportedtotheBureauofSectorAuthorityandshallnotinanywayaffecttheauthorityandresponsibilityoftheBureauofSectorAuthorityunderthepresentChartertotakeatanytimesuchactionasitdeemsnecessaryinordertomaintainorrestoregalacticpeace.

    Article52

    InthecontextofSyndicateswitheachother:attacking,threatening,privatelycondoning,sabotaging,performingespionage,fraud,backchannelingwithoutauthorization,unauthorizedsanctions,deliberatepublicprejudice,harassment,andanyotherprivatenegativeinteractionswithanySyndicate,theSectorAuthoritywillallowthegroupstoworkitoutontheirterms,onlyifitdoesnotdisruptthestabilityandsecurityoftheCommissionasawhole.Iftheinfightingbecomespublicanddisruptive,orfourDivisionLeadersortheFirstPrimeMinisterorathirdoftheGrandAssembly,considertheinfightingasaseriousproblem,thentheSectorAuthoritywillstepinandresolvetheissueinamannersatisfactorytotheCommissionasawholeandfollowwiththeprocesssaidinChapterVII.

  • CHAPTERVIIITERRITORIALARRANGEMENTS

    Article53

    1.NothinginthepresentCharterprecludestheexistenceofterritoryarrangementsfordealingwithsuchmattersrelatingtothemaintenanceofgalacticstabilityandsecurityasareappropriateforactionwithinthatterritory,providedthatsucharrangementsandtheiractivitiesareconsistentwiththePurposesandPrinciplesoftheCommission.

    2.TheSyndicatesoftheCommissionenteringintosucharrangementsshallmakeeveryefforttoachieveapeacefulsettlementoflocaldisputesthroughsuchterritorialarrangementsbeforereferringthemtotheBureauofSectorAuthorityforconsideration.

    3.TheBureauofSectorAuthorityshallencouragethedevelopmentofpeacefulsettlementoflocaldisputesthroughsuchterritorialarrangementseitherontheinitiativeofthefactionsconcernedorbyreferencefromtheBureauofSectorAuthority.

    4.ThisArticleinnowayimpairstheapplicationofArticles34and35.

    Article54

    1.TheBureauofSectorAuthorityshall,whereappropriate,utilizesuchterritorialarrangementsforenforcementactionsunderitsauthority,butnoarmedactionshallbetakenunderterritorialarrangementswithouttheconsiderationandauthorizationoftheBureauofSectorAuthoritywiththeexceptionofmeasuresagainstanyenemyfaction,asdefinedinparagraph2ofthisArticle,providedforpursuanttoArticle107orinterritorialarrangementsdirectedagainstrenewalofaggressivepolicyonthepartofanysuchfaction,untilsuchtimeastheCommissionmay,onrequestofthefactionsconcerned,bechargedwiththeresponsibilityforpreventingfurtheraggression.

    2.Thetermenemyfactionasusedinparagraph1ofthisArticleappliestoanyfactionwhichhasdenounced,attackedseveralmembers,refusedrepeatedlyonordersfromallareasoftheCommission,orhavedoneanythingsaidinArticle52.

    Article55

    TheBureauofSectorAuthorityshallatalltimesbekeptfullyinformedofactivitiesundertakenorincontemplationunderregionalarrangementsbySyndicates,forthepurposesofmaintaininggalacticstability

  • CHAPTERIXECONOMICANDSOCIALCOOPERATION

    THECOMMERCEEXCHANGEArticle57

    AllSyndicatespledgethemselvestotakejointandseparateactioninacooperation,thatwillbedeterminedbytheBureauofCommutativeandCommercialIntegration,withaccordancetotheachievementofthepurposessetforthinArticle55.

    Article58

    1. TheCommerceExchange,isseveralorganizationsthatareinthecorporateandbusinesssectorsoftheCommission,byhavingformaltradeagreementswitheachother.TheywillbeestablishedandoverseenbyBureauofCommutativeandCommercialIntegration.

    2. TheCommerceExchangewillhavewidegalacticresponsibilities,intheirbasicinstruments:economic,social,cultural,educational,health,andrelatedfields,inaccordancewiththeprovisionsofArticle63.

    3. SyndicatesmustscheduleahearingtotheBureauofCommercialCommutativeIntegrationtopetitionthemselvesableandcapabletobecomeapartofTheCommerceExchange.NonSyndicatesmaybepartofTheCommerceExchange,withtheapprovaloftheBureauofConcordCongenialRelationsfirst.

    4. AllofthosewhowishtojoinTheCommerceExchangemusthaveavaluabletradebenefitssuchas,butnotlimitedto:security,bountyhunters,smugglers,conscriptionforces,loans,donations,approveddrugs,approvedalcohol,indenturedservants,decor,rawmaterials,vehicles,ships,weaponry,locations,minerals,alloys,hyperspaceroutes,andunexploredsystemcoordinates,etcetera.

    Article59

    AnyBureaumaymakerecommendationsforthecoordinationofthepoliciesandactivitiesoftheCommerceExchange,andtheBureauofCommutativeCommercialIntegrationwilltakethemunderconsideration.

    Article59

    BureauofCommutativeandCommercialIntegrationshall,initiatenegotiationsamongorganizationsinwhichhostilitiesorconcernsarise.TheBureaumustdecidegiveadatewhennegotiationswillstopandinterjectionbytheSectorAuthorityisrequired.

    Responsibilityforthefunctionanddischargeoffunctionsandpowersoforganizationswithin

    CHAPTERX

    THEBUREAUOFCOMMERCIALANDCOMMUTATIVEINTEGRATION

    COMPOSITION

    Article61

    1. TheBureauofCommercialandCommutativeIntegrationshallconsistofeighteenChairmenandthreeExecutiveChairmenoftheCommission,electedbytheGrandAssembly,byrecommendationsoftheBureauofCommercialandCommutativeIntegration.

    2. MembersoftheBureauofCommercialandCommutativeIntegrationshallhaveatermoftwomonths.Anypersoncanbereelectedanunspecifiedamountoftimes.

    3. AmeetingfromtheGrandAssemblymaybeheldshortlyafterthefirstAssembly,thenminimumofthreemembersfromtheCommissionshallbechosentobecomeaChairmaninanareaoftheirchoice.

    4. TherearethreecommitteesthatmakeuptheBureauofCommercialandCommutativeIntegrationCommitteeofCultivationthatpromotessocial,andculturalprogress,CommitteeofAttainmentthatpromotesemployment,trade,andhigherstandardsoflivingprogress,andtheCommitteeofResiliencethatpromotesspeciesrightsandfundamentalfreedomsprogress.

    5. EachCommitteeshallhaveamaximumoffourChairmen,andoneExecutiveChairmen.

    FUNCTIONSANDPOWERS

    Article62

    1. TheBureauofCommercialandCommutativeIntegrationmaymakeorinitiatestudiesandreportswithrespecttogalacticeconomic,social,cultural,educational,health,andrelatedmatters.TheymaymakerecommendationswithrespecttoanysuchmatterstotheGrandAssembly,totheSyndicatesandtoTheCommerceExchange.

    2. Itmaymakerecommendationsforthepurposeofpromotingrespectfor,andobservanceof,speciesrightsandfundamentalfreedomsforall.

    3. ItmaypreparedraftconventionsforsubmissiontotheGrandAssembly,withrespecttomattersfallingwithinitscompetence.

    4. Itmaycall,inaccordancewiththerulesprescribedbytheCommission,galacticconferencesonmattersfallingwithinitscompetence.

    Article63

    1. TheBureauofCommercialandCommutativeIntegrationmayenterintotradetalksandallow

  • admissionwithinTheCommerceExchange,withanyorganizationreferredtoinArticle57.DefiningthetermsonwhatorganizationscanjoinTheCommerceExchangeisdeterminedinArticle,andanyupdatesorchangestoitwillbebytheBureauofCommutativeandCommercialIntegration,andBureauofConcordCongenialRelations.

    2. TheBureauwillcoordinatewithallactivitiesofTheCommerceExchangethroughconsultationandchangesofanytradeagreementsasneeded.

    Article64

    1. TheBureauofCommercialandCommutativeIntegrationmaytakeappropriatestepstoobtainregularreportsfromanyorganizationinTheCommerceExchange.ItmaymakearrangementswithTheCommerceExchange,andSyndicatesoutsideoftheExchangetoobtainreportsonthestepstakenintheirperspectiveareas.Thereportswillmaketheirstudiesandeffectivenessoftheirworksofar,andtorecommendationsoutonmattersfallingwithinitscompetence.

    2. ItmaycommunicateitsobservationsonthesereportstotheGrandAssembly.

    Article65

    TheBureauofCommercialandCommutativeIntegrationmayfurnishinformationtotheBureauofSectorAuthorityandshallassisttheBureauofSectorAuthorityinanyeconomicwaypossible.

    Article66

    1. TheBureauofCommercialandCommutativeIntegrationshallperformsuchfunctionsasfallwithinitscompetenceinconnectionwiththecarryingoutoftherecommendationsoftheGrandAssembly.

    2. Itmay,withtheapprovalofthemajorityofallCommittees,performservicesattherequestofSyndicatesoftheCommissionandattherequestoforganizationsinTheCommerceExchange.

    3. ItshallperformsuchotherfunctionsasarespecifiedelsewhereinthepresentCharterorasmaybeassignedtoitbytheGrandAssembly.

    VOTINGArticle67

    1. EachChairmenoftheBureauofCommercialandCommutativeIntegrationshallhaveonevote.2. DecisionsoftheBureauofCommercialandCommutativeIntegrationshallbemadebya

    majorityoftheSyndicatespresentandvoting.MajordecisionsthatmayrequirequickactiononbehalfoforwithrecommendationbytheSectorAuthority,FirstPrimeMinister,orGrandAssemblywillbemadebyExecutiveChairmen.

    PROCEDUREArticle68

  • TheBureauofCommercialandCommutativeIntegrationshallsetuptheircommitteesinsuchawayforeachcommitteeseconomicandsocialgoalwillbemoreeffective.Othercommitteesmaybesetup,byatwothirdmajorityintheBureauofCommutativeandCommercialIntegration,andavoteofapprovalbytheGrandAssemblyafter.

    Article69

    TheBureauofCommercialandCommutativeIntegrationshallinviteanySyndicateand

    organizationoutsidetheCommissionwithapprovaloftheBureauofConcordCongenialRelationsto

    participate,withoutvote,initsdeliberationsonanymatterofparticularconcern.

    Article70

    TheBureauofCommercialandCommutativeIntegrationmaymakearrangementsfor

    organizationsinsideTheCommerceExchange,withoutvote,initsdeliberationsonanymatterof

    concern.

    Article72

    1. TheBureauofCommercialandCommutativeIntegrationshalladoptitsownrulesofprocedure,includingthemethodofselectingExecutiveChairmen

    2. TheBureauofCommercialandCommutativeIntegrationshallmeetasrequiredinaccordancewithitsrules,whichshallincludeprovisionfortheconveningofmeetings.

    CHAPTERXI

    DECLARATIONREGARDINGNONCOMMISSIONAFFILIATES

    Article73

    TheCommission,whichmayhaveorassumedprotectionand/orresponsibilityfortheadministrationsofaffiliationsthatarenotpartoftheCommissionshallendeavortoprotectthesoleinterestsandsafetyofthepersonneloftheseaffiliations.Theirprotectionandsovereignty,areparamount,andforthat,anaccordmaybereached,whereobligationsaremettopromotetothetheirsandourneeds.Withinthescopeofbringstabilityandsafetytoall,theBureauofConcordCongenialRelationsshallendeavorto:

    a. Ensure,withduerespectforthecultureofthepeoplesconcerned,theirpolitical,economic,social,andeducationaladvancement,theirjusttreatment,andtheirprotectionagainstabuses

    b. Sustaintheirselfgovernment,totakedueaccountofthepoliticalaspirationsofthesepeople

  • c. Furthergalacticstabilityandsecurityd. Promoteconstructivemeasuresofdevelopment,toencourageresearch,andtocooperatewith

    oneanotherand,discussthepracticalachievementofthesocial,economic,andscientificpurposessetforthinthisArticleand

    e. Transmitreportsregularly,totheSectorAuthorityandanyBureausthatrequest,forinformationpurposes,unlessprohibitedbytheSectorAuthorityortheFirstPrimeMinister.

    Article74

    SyndicatesoftheCommissionofStability,SecurityandIntegrity,havesignedthemselvestogivenolessthantherespectofborders,territory,andcommunity,ofthenonCommissionaffiliations,towhichthisChapterapplies.Theymustbebasetheirrespectonthegeneralprincipleofgoodneighborliness,fortheaccountoftheaffiliations,thathavetakeninterestinwellbeingoftherestofthegalaxy,insocial,economic,andcommercialmatters.

    CHAPTERXIITHEBUREAUOF

    CONCORDOFCONGENIALCOLLABORATIONArticle75

    TheCommissionofStability,SecurityandIntegrity(CSSI)shallestablishunderitsauthority

    aBureauofConcordCongenialRelationsfortheadministrationandsupervisionofallSyndicatesand

    anyaffiliationsthatmaybeplacedinsubsequentindividualagreements.

    Article76

    ThebasicobjectivesoftheBureauofConcordCongenialRelations,inaccordancewiththePurposesoftheCommissionofStability,SecurityandIntegrity(CSSI)laiddowninArticle1ofthepresentCharter,shallbe:

    a. tofurtherrelationsbetweenSyndicates,andtheCommissionb. topromotethepolitical,economic,social,andeducationaladvancementofallSyndicates,and

    theirprogressivedevelopmenttowardsestablishingsafeandsecureenvironmentsc. toencouragerespectforspeciesrightsandforfundamentalfreedomsforallwithoutdistinction

    astorace,gender,language,orbelief,andtoencouragerecognitionofthedependantorganizationsofthepeoplesofthegalaxyand

    d. toensureequaltreatmentinsocial,economic,andcommercialmattersforallSyndicatesoftheCommission,andalsoequaltreatmentfororganizationsoutsideoftheCommission.

  • TheBureauofConcordCongenialRelationsshallcontroltheentirespectrumaroundthe

    Syndicates,rangingfromtheadmittanceintototheCommission,todisciplinaryactionsagainstthem.

    Article79

    Anyalterationoramendment,shallbeagreeduponbyalltheBoardsoftheBureauofConcordCongenialRelations.Butanymandatorysanctions,shallbedecreedbyBoardofFederationSanctionsandReliefthatallareasoftheCommissionmustcomply.

    Article80

    1.Exceptasmaybeagreeduponinindividualtrusteeshipagreements,madeunderArticles77,79,and81,placingeachworldundertheBureauofConcordCongenialRelations,anduntilsuchagreementshavebeenconcluded,nothinginthisChaptershallbeconstruedinorofitselftoalterinanymannertherightswhatsoeverofanyfactionsoranypeoplesorthetermsofexistinggalacticinstrumentstowhichSyndicatesoftheCommissionofStability,SecurityandIntegrity(CSSI)mayrespectivelybeparties.

    2.Paragraph1ofthisArticleshallnotbeinterpretedasgivinggroundsfordelayorpostponementofthenegotiationandconclusionofagreementsforplacingmandatedandotherworldsundertheBureauofConcordCongenialRelationsasprovidedforinArticle77.

    Article81

    Thetrusteeshipagreementshallineachcaseincludethetermsunderwhichthetrustworldwillbeadministeredanddesignatetheauthoritywhichwillexercisetheadministrationofthetrustworld.Suchauthority,hereinaftercalledtheadministeringauthority,maybeoneormorefactionsortheOrganizationitself.

    Article82

    Theremaybedesignated,inanytrusteeshipagreement,astrategicareaorareaswhichmayincludepartorallofthetrustworldtowhichtheagreementapplies,withoutprejudicetoanyspecialagreementoragreementsmadeunderArticle43.

    Article83

    1.AllfunctionsoftheCommissionofStability,SecurityandIntegrity(CSSI)relatingtostrategicareas,includingtheapprovalofthetermsofthetrusteeshipagreementsandoftheiralterationoramendment,shallbeexercisedbytheBureauofSectorAuthority.

    2.ThebasicobjectivessetforthinArticle76shallbeapplicabletothepeopleofeachstrategicarea.

    3.TheBureauofSectorAuthorityshall,subjecttotheprovisionsofthetrusteeshipagreements

  • andwithoutprejudicetosecurityconsiderations,availitselfoftheassistanceoftheBureauofConcordCongenialRelationstoperformthosefunctionsoftheCommissionofStability,SecurityandIntegrity(CSSI)undertheBureauofConcordCongenialRelationsrelatingtopolitical,economic,social,andeducationalmattersinthestrategicareas.

    Article84

    Itshallbethedutyoftheadministeringauthoritytoensurethatthetrustworldshallplayitspartinthemaintenanceofgalacticstabilityandsecurity.Tothisendtheadministeringauthoritymaymakeuseofvolunteerforces,facilities,andassistancefromthetrustworldincarryingouttheobligationstowardstheBureauofSectorAuthorityundertakeninthisregardbytheadministeringauthority,aswellasforlocaldefenseandthemaintenanceoflawandorderwithinthetrustworld.Article85

    1.ThefunctionsoftheCommissionofStability,SecurityandIntegrity(CSSI)withregardtotrusteeshipagreementsforallareasnotdesignatedasstrategic,includingtheapprovalofthetermsofthetrusteeshipagreementsandoftheiralterationoramendment,shallbeexercisedbytheGrandAssembly.

    2.TheBureauofConcordCongenialRelations,operatingundertheauthorityoftheGrandAssembly,shallassisttheGrandAssemblyincarryingoutthesefunctions.

    CHAPTERXIII

    THEBUREAUOF

    CONCORDCONGENIALRELATIONSCOMPOSITION

    Article86

    1. TheBureauofConcordCongenialRelationsshallconsistofthefollowingSyndicatesoftheCommissionofStability,SecurityandIntegrity(CSSI):

    a. EachBoardmembershallbeelectedfortwomonthtermsbytheGrandAssembly,withamaximumofsixperBoard,ensurethatthetotalnumberofSyndicatesisequallydividedbetweenthoseBoards.

    2. EachBoardoftheBureauofConcordCongenialRelationsshalldesignateonespeciallyqualifiedpersontorepresentit.

    FUNCTIONSANDPOWERSArticle87

  • TheGrandAssemblyand,underitsauthority,theBureauofConcordCongenialRelations,incarryingouttheirfunctions,will:

    a.considerreportssubmittedbytheadministeringauthority

    b.acceptpetitionsandexaminetheminconsultationwiththeadministeringauthority

    c.conductperiodicvisitstoallrespectiveSyndicatesHeadquarters,attimesagreeduponand

    d.taketheseandotheractionsinconformitywiththetermsofthetrusteeshipagreements.

    Article88

    TheBureauofConcordCongenialRelationsshallformulateaquestionnaireonthepolitical,economic,social,andeducationaladvancementoftheinhabitantsofeachtrustworld,andtheadministeringauthorityforeachtrustworldwithinthecompetenceoftheGrandAssemblyshallmakeanannualreporttotheGrandAssemblyuponthebasisofsuchquestionnaire.

    VOTINGArticle89

    1. EachBoardmemberoftheBureauofConcordCongenialRelationsshallhaveonevote.2. DecisionsoftheBureauofConcordCongenialRelationsshallbemadebyamajorityofthe

    Boardmemberspresentandvoting.

    PROCEDUREArticle90

    1. TheBureauofConcordCongenialRelationsshalladoptitsownrulesofprocedure.2. TheBureauofConcordCongenialRelationsshallmeetasrequiredinaccordance

    withitsrules,whichshallincludeprovisionfortheconveningofmeetingsonthe

    requestofamajorityofitsSyndicates.

    CHAPTERXIV

    THEGALACTICCOURTOFARBITRATION

    TheGalacticCourtofArbitration,shallfunctioninaccordancewiththeannexedStatute,whichisbasedupontheStatuteoftheRepublicGalacticCourtofJusticeandformsanintegralpartofthepresentCharter.

    Article93

    AnorganizationwhichisnotaSyndicateoftheCommission,maybecomeaWatchertotheeventstakingplaceintheGalacticCourtofArbitration,onconditionstobedeterminedineachcasebytheGrandAssemblyupontherecommendationoftheBureauofSectorAuthority.

    Article94

    EachSyndicateoftheCommissionundertakestheresponsibilitytocomplywithanydecisionoftheGalacticCourtofArbitration,inanycase.

    Article95

    NothinginthepresentChartershallpreventSyndicatesoftheCommissionfromentrustingthesolutionoftheirdifferencestoanotherBureauorbyvirtueofagreementsalreadyinexistenceorwhichmaybeconcludedinthefuture.

    Article96

    1. AnyareaormemberoftheCommissionmayrequesttheGalacticCourtofArbitrationtogiveanadvisoryopiniononanylegalquestion.

    2. Outsideorganizations,oftheCommission,whichmayatanytimebesoauthorizedbytheGrandAssembly,mayalsorequestadvisoryopinionsoftheCourtonlegalquestionsarisingwithinthescopeoftheiractivities.

    CHAPTERXVTHEHEADOFTHEASSEMBLY

    Article97TheHeadoftheAssemblyistobeappointedbytheGrandAssemblyuponseveral

    recommendationsoftheBureauofConcordCongenialRelations.HeshallbethechiefadministrativeofficeroftheGrandAssembly,andoverseeroftheAdjutants.

    Article98

    TheHeadoftheAssemblyorhisAdjutantsshalloverseeallmeetingsoftheGrandAssembly,andanyofthepublicBureaumeetings.TheHeadoftheAssemblymaydothis,ifhefeelstheneedfortheAssemblysinterventionorconsultation,andalsoshallperformsuchotherfunctionsasare

    Article100

    1. IntheperformanceoftheirdutiestheHeadoftheAssembly,andtheAdjutants,shallnotreceiveinstructionsfromanyBureauorfromanyotherauthoritytotheCommission,exceptfortheGrandAssembly,ortheFirstPrimeMinisterorSecondMinister.TheyshallrefrainfromanyactionwhichmightreflectontheirpositionthatmaybeconsideredasbiasedtowardsaSyndicateorBureau,unlessthematteristhreateningthestability,andsecurityoftheCommission.

    2. EachBureauandSyndicateoftheCommission,undertakestorespectfortheresponsibilitiesoftheHeadoftheAssemblyandtheAdjutants,thatarekeepseverythingastransparentaspossible.TheBureausandSyndicatesshallnottoseektoinfluencetheminthedischargeoftheirresponsibilities.

    Article101

    1. TheAdjutantsshallbeappointedbytheCourtofArbitration,underregulationsestablishedbytheGrandAssembly.

    2. Adjutants,shallbepermanentlyassignedtoaspecificBureau,CourtofArbitration,andGrandAssembly.

    3. TheyshallbeaStenographer,inordertomaintainorganization,andtrackwhatwentonineverymeeting.Itisparamountthattheyaretobereticentaboutanyandallthemeetings,untiltheyaredeemed,bytheHeadoftheAssembly,FirstPrimeMinister,ortheChiefofSectors,unclassified.TheAdjutantswillalsohavethepowertodeclassifythedocumentsofeverymeeting,inamatteroftime,specifiedbytheGrandAssembly,andwiththeapprovaloftheheadoftheareatheyarespecifiedto.

    4. Theparamountconsiderationintheemploymentofthestaffandinthedeterminationoftheconditionsofserviceshallbethenecessityofsecuringthehigheststandardsofefficiency,competence,andintegrity.Dueregardshallbepaidtotheimportancetorecruitingthestaff.

    CHAPTERXVI

    MISCELLANEOUSPROVISIONS

    Article1021. Everynoneconomictreatyandeverygalacticagreemententeredintobyany

    SyndicateoftheCommissionofStability,SecurityandIntegrity,afterthe

  • presentChartercomesintoforce,shallassoonaspossibleberegisteredwiththeAdjutantsandpublishedbyit.

    2. Apartywithnosuchtreatyorgalacticagreementwhichhasnotbeenregisteredinaccordance,withtheprovisionsofparagraph1ofthisArticle,mayberevoked.

    Article101

    IntheeventofaconflictbetweentheobligationsoftheSyndicatesunderthepresentCharterandtheirobligationsunderanyothergalacticagreement,theirobligationsunderthepresentChartershallprevail.

    Article104

    TheCommissionshallenjoy,intheareaofeachofitsSyndicates,suchlegalcapacity

    asmaybenecessary,fortheexerciseofitsfunctionsandthefulfillmentofitspurposes.

    Article105

    1. TheCommissionshallenjoy,intheareasofeachofitsSyndicates,suchprivilegesandimmunitiesasarenecessaryforthefulfillmentofitspurposes.

    2. EmissarysoftheSyndicatesoftheCommissionandofficialsoftheCommissionshallsimilarlyenjoysuchprivilegesandimmunities,asarenecessaryfortheindependentexerciseoftheirfunctionsinconnectionwiththeCommission.

    3. TheGrandAssemblymaymakerecommendationswithaviewtodeterminingthedetailsoftheapplicationofparagraphs1and2ofthisArticleormayproposeconventionstotheSyndicatesoftheCommissionforthispurpose.

    CHAPTERXVHTRANSITIONALSECURITY

    ARRANGEMENTSArticle106

    TheBureauofSectorAuthoritywillenabletheactssetinArticle43,tobegintheexerciseofitsresponsibilitiesunderArticle42,inaccordancewiththeprovisionsofparagraph5ofthatdeclaration.TheSectorAuthority,shallconsultwiththeSyndicates,astheyconsultwithoneanother,withaviewtosuchjointactiononbehalfoftheOrganizationasmaybenecessaryforthepurposeofmaintaininggalacticstabilityandsecurity.

    Article107

  • NothinginthepresentChartershallinvalidateorprecludeaction,inrelationtoanyfaction

    whichduringtheSecondWorldWrhasbeenanenemyofanysignatorytothepresentCharter,takenor

    authorizedasaresultofthatwarbytheGovernmentshavingresponsibilityforsuchaction.CHAPTER

    XVIII

    AMENDMENTS

    Article108

    AmendmentstothepresentChartershallcomeintoforceforallSyndicatesandareasoftheCommissionwhentheyhavebeenadoptedby,avoteoftwothirdsmajorityinGrandAssemblyandratifiedinaccordancewiththeirrespectiveconstitutionalprocessesbyCourtofArbitration.

    Article109

    1. AGrandConventionofSyndicates,oftheCommission,maybeheldforthepurposeofreviewingthepresentCharter.AdateandplacetobefixedbyatwothirdsvoteoftheEmissariesoftheGrandAssemblyandwiththeapprovalofthemajorityDivisionLeaders,intheBureauofSectorAuthority.IntheConvention,theSyndicatemaychooseaRepresentative,thatmaynotbetheEmissary,andtheyshallhaveonevoteintheConvention..

    2. AnyalterationofthepresentCharterrecommendedbyatwothirdsvoteoftheConventionshallbetakentotheGrandAssembly,tobereviewed,thenifmajoritywins,itshallberatifiedinaccordancewiththeirrespectiveconstitutionalprocesses,bytheCourtofArbitration.

    3. IfsuchaconferencehasnotbeenheldbeforethetenthannualsessionoftheGrandAssemblyfollowingthecomingintoforceofthepresentCharter,theproposaltocallsuchaconferenceshallbeplacedontheagendaofthatsessionoftheGrandAssembly,andtheconferenceshallbeheldifsodecidedbyamajorityvoteoftheSyndicatesoftheGrandAssemblyandbyavoteofanysevenSyndicatesoftheBureauofSectorAuthority.

    CHAPTERXIXRATIFICATIONANDSIGNATURE

    Article110

    ThepresentChartershallcomeintoforceupontheapprovalofratificationsbytheGrandAssembly.AprotocoloftheentryofratificationsshallthereuponbedrawnupbytheGrandAssembly,whichshallcommunicatecopiestoallareasoftheCommission.

    Article111

    CHAPTERIORGANIZATIONOFTHECOURT

    Article2

    TheCourtshallbecomposedofabodyofindependentJustices,elected,regardlessoftheirspecies,fromamongpersonsofhighmoralcharacter,whopossessthequalificationsrequiredintheirselection,forappointmenttothehighestjudicialoffices.

    1. TheCourtshallconsistoffifteenJustices,fromanyandallareasoftheCommission,andnotwoofwhommaybenationalsofthesameSyndicate.

    2. AJusticewhorecentlyleftaSyndicate,oneofwhich,hasamemberintheCourt,couldberegardedasanationalofmorethanoneSyndicate,butalsocouldbedeemedtobeanationaloftheone,inwhichheordinarilyexercisescivilandpoliticalrights.

    Article4

    1. TheJusticesoftheCourtshallbeelectedbytheGrandAssembly,uponrecommendationsbytheBureauofConcordCongenialRelations,fromalistofpersonschosenbythatBureau,inaccordancewiththefollowingprovisions.

    2. InthecaseofSyndicatesoftheCommissionnotrepresentedintheCourtofArbitration,EmissariesfromthatCommission,mustsubmitanominationformforthatcandidate.

    Article5

    1. AtleastoneweekbeforethedateoftheelectioncyclefortheJustices,theSecondMinisterorFirstPrimeMinister,orHeadoftheAssembly,shalladdressthenominees,inprivate,informingthattheyarenottobebiased,orswayedbygroups,itistheirconsciousthatdecides.

    2. InnocasemaythenumberofcandidatesnominatedbyBureauofCongenialRelations,oranyEmissaries,shallbemorethandoublethenumberofseatstobefilled.

    Article6

    Beforemakingthesenominations,theBureauofConcordCongenialRelations,isrecommendedtoconsulttheCourtsJustices,foritslegalfaculties,andrecommendations,devotedtoupholdintergalacticlaw.

    Article7

    1. TheBureauofConcordCongenialRelations,shallpreparealistinalphabeticalorderofallthepersonsthusnominated.

    2. TheBureauofConcordCongenialRelationsshallsubmitthislisttotheGrandAssembly.

    Article8TheGrandAssemblyshallproceedtovote,withanyrecommendationstheywishhavefromany

    Bureau,toelectthenominationsfortheCourt.

    Article9

    Ateveryelectioncycle,theGrandAssemblyshallbearinmindnotonlythatthepersonstobe

  • electedshouldindividuallypossessthequalificationsrequired,butalsotheactionsthatpersonhas

    donebefore,andrecognizeanyotherqualifications,asawholetherepresentationofthemainformsof

    progress,unbiasedness,andtheupholdingoflegalsystemsofthegalaxyshouldbeassured.

    Article10

    1. ThosecandidateswhoobtainamajorityofvotesintheGrandAssemblyshallbeconsideredaselected.

    2. IntheeventofmorethanonenationalofthesameSyndicate,obtainingamajorityofthevotes,theHeadoftheAssemblyshallbreakthetie,inwhatevermeanshechooses..

    Article11

    If,alloftheseatsoftheCourtarenotfilled,withinthefirstelectioncycle,thentheGrand

    AssemblyshallcontinuegoingthroughthelisttheBureauofConcordCongenialRelations,untilthey

    fillinalltheseats.

    Article12

    1. TheSyndicatesoftheCourtshallbeelectedfortwomonthsandmaybereelectedprovided,however,thattheypetitionandwinatwothirdsmajorityintheGrandAssembly,and

    2. TheJusticesoftheCourtshallcontinuetodischargetheirdutiesuntiltheirplaceshavebeenfilled.Though,ifreplaced,theyshallfinishanycaseswhichtheymayhavebegun.

    3. InthecaseoftheresignationofaJusticeoftheCourt,theresignationshallbeaddressedtotheChiefJusticeoftheCourtfortransmissiontotheHeadoftheAssembly.Thislastnotificationmakestheplacevacant.

    Article13TheJusticesshalldesignateChiefJustice,onthelongestservingmemberontheCourt,though

    therearenospecialpowersforthatperson,excepttoexpresstheCourtsdecisions,onitsbehalf.

    Article15

    AJusticeoftheCourt,thatwaselectedtoreplaceamemberwhosetermofoffice,buthasnotexpired,shallholdofficefortheremainderofhispredecessor'sterm.

    Article16

    1. NomemberoftheCourtmayexerciseanypoliticaloradministrativefunction,orengageinanyotheroccupationofaprofessionalnature.

    2. AnydoubtonthispointshallbesettledbythedecisionoftheCourt.

  • Article17

    1. NomemberoftheCourtmayactasagent,counsel,oradvocate,excepttogivetheirlegaladvice.

    2. Nomembermayparticipateinthedecisionofanycaseinwhichhehaspreviouslytakenpartasagent,counsel,oradvocateforoneoftheparties,orinanyothercapacity.

    3. AnydoubtonthispointshallbesettledbythedecisionoftheCourt.

    Article18

    1. NomemberoftheCourtcanbedismissedunless,intheunanimousopinionoftheGrandAssembly,hehasceasedtofulfiltherequiredconditions.

    2. FormalnotificationthereofshallbemadetothememberbytheAdjutant.3. Thisnotificationmakestheplacevacant.

    Article19

    TheSyndicatesoftheCourt,whenengagedonthebusinessoftheCourt,shallenjoydiplomaticprivilegesandimmunities.

    Article20

    EverymemberoftheCourtshall,beforetakinguphisduties,makeasolemndeclarationin

    opencourtthathewillexercisehispowersimpartiallyandconscientiously.

    Article21

    TheCourtshallappointitsAdjutantandmayprovidefortheappointmentofsuchotherofficersasmaybenecessary.

    Article22

    TheseatoftheCourtshallbeestablishedat"StrongholdOne".This,however,shallnotpreventtheCourtfromsittingandexercisingitsfunctionselsewherewhenevertheCourtconsidersitdesirable.

    Article23

    1. TheCourtshallremainpermanentlyinsession,exceptduringthejudicialvacations,thedatesanddurationofwhichshallbefixedbytheCourt.

    2. JusticesoftheCourtareentitledtoperiodicleave,thedatesanddurationofwhichshallbefixedbytheCourt.

    3. SyndicatesoftheCourtshallbebound,unlesstheyareonleaveorpreventedfromattendingbyillnessorotherseriousreasonsdulyexplainedtotheChiefJusticeor

  • Adjutant,toholdthemselvespermanentlyatthedisposaloftheCourt.

    Article24

    1. If,forsomespecialreason,amemberoftheCourtconsidersthatheshouldnottakepartinthedecisionofaparticularcase,heshallsoinformtheChiefJustice.

    2. IftheresanunanimousdecisionbytheJustices,thattheforsomespecialreasononeoftheJusticesshouldnotsitinaparticularcase,theyshallgivehimnoticeaccordingly.

    Article25

    AquorumoffiveJusticesshallsufficetoconstitutetheCourt.

    Article26

    1. TheCourtmayfromtimetotimeformoneormorechambers,composedofthreeormoreJusticesastheCourtmaydetermine,fordealingwithparticularcategoriesofcasesforexample,laborcasesandcasesrelatingtotransitandcommunications.

    2. TheCourtmayatanytimeformachamberfordealingwithaparticularcase.ThenumberofJusticestoconstitutesuchachambershallbedeterminedbytheCourtwiththeapprovaloftheparties.

    3. CasesshallbeheardanddeterminedbythechambersprovidedforinthisArticleifthepartiessorequest.

    Article27

    AjudgmentgivenbyanyofthechambersprovidedforinArticles26and29shallbeconsideredasrenderedbytheCourt.

    Article28

    ThechambersprovidedforinArticles26and29may,withtheconsentoftheparties,exercisetheirfunctionselsewherethanatStrongholdOne.

    Article29

    Withaviewtothespeedydespatchofbusiness,theCourtshallformannuallyachambercomposedoffiveJusticeswhich,attherequestoftheparties,mayhearanddeterminecasesbysummaryprocedure.

    Article30TheCourtshallframerulesforcarryingoutitsfunctions.Inparticular,itshalllaydownrulesof

    procedure.

    TheexpensesoftheCourtshallbebornebytheCommissioninsuchamannerasshallbedecidedbytheGrandAssembly.

    CHAPTERIICOMPETENCEOFTHECOURT

    Article341. OnlySyndicatesmaybepartiesincasesbeforetheCourt.2. TheCourt,subjecttoandinconformitywithitsrules,mayrequestofpublic

    organizationsinformationrelevanttocasesbeforeit,andshallreceivesuchinformationpresentedbysuchorganizationsontheirowninitiative.

    3. WhenevertheconstructionoftheconstituentinstrumentofapublicorganizationorofanconventionadoptedthereunderisinquestioninacasebeforetheCourt,theAdjutantshallsonotifythepublicorganizationconcernedandshallcommunicatetoitcopiesofallthewrittenproceedings.

    Article351. TheCourtshallbeopentoallSyndicates,forlegaladvice,tothepresent

    Statute.2. TheconditionsunderwhichtheCourtshallbeopentootherorganizationsshall,

    subjecttothespecialprovisionscontainedintreatiesinforce,belaiddownbytheBureauofSectorAuthority.

    Article361. ThejurisdictionoftheCourtcomprisesallcaseswhichthepartiesrefertoit

    andallmattersspeciallyprovidedforintheCharteroftheCommissionorintreatiesandconventionsinforce.

    2. TheCourt,tothepresentStatute,recognizeasthattheyareacceptingthesameobligation,andinthejurisdictionoftheCourt,mayatanytime,declare,andclearupalllegaldisputesconcerning:

    a. theinterpretationofatreatyb. anyquestionofinternationallawc. theexistenceofanyfactwhich,ifestablished,wouldconstitutea

    4.SuchdeclarationsshallbedepositedwiththeHeadoftheAssembly,whoshalltransmitcopiesthereoftoallareasoftheCommission,andsometimes

    Article38

    1.TheCourt,whosefunctionistodecideinaccordancewithinternationallawsuchdisputesasaresubmittedtoit,shallapply:

    a.intergalacticconventions,whethergeneralorparticular,establishingrulesexpresslyrecognizedbythecontestingstates

    b.intergalacticcustom,asevidenceofageneralpracticeacceptedaslawc.thegeneralprinciplesoflawrecognizedbycivilizedfactions

    2.ThisprovisionshallnotprejudicethepoweroftheCourttodecideacasefromequityandconscience.

    CHAPTERIIIPROCEDURE

    Article39

    1. TheofficiallanguagesoftheCourtshallbeBasicandHuttese.IftheJusticesagreethatthecaseshallbeconductedinHuttese,thejudgmentshallbedeliveredinHuttese.IftheJusticesagreethatthecaseshallbeconductedinRyl,thejudgmentshallbedeliveredinRyl.

    2. Intheabsenceofanagreementastowhichlanguageshallbeemployed,eachpartymay,inthepleadings,usethelanguagewhichitprefersthedecisionoftheCourtshallbegiveninBasic.InthiscasetheCourtshallatthesametimedeterminewhichofthetwotextsshallbeconsideredasauthoritative.

    3. TheCourtshall,attherequestofanyparty,authorizealanguageotherthanBasicorHuttesetobeusedbythatparty.

    Article40

    CasesarebroughtbeforetheCourt,asthecasemaybe,eitherbythenotificationofthespecialagreementorbyawrittenapplicationaddressedtotheAdjutant.Ineithercase,thesubjectofthedispute,andthepartiesofit,shallbenotified.

    Article41

    1. TheCourtshallhavethepower,ifitconsidersthatcircumstancessorequire,anyprovisionalmeasureswhichoughttobetakentopreservetherespectiverightsofeitherparty.

    2. Pendingthefinaldecision,noticeofthemeasurestaken,shallbegiventothepartiesandanyBureausandtheGrandAssembly,theCourtdeemsnotifying.

  • Article421. TheanyandallpartiesshallberepresentedbyaRepresentative,thatthey

    choose,withinthemselves.2. TheymayhavetheassistanceofcounseloradvocatesbeforetheCourt.3. Theagents,counsel,andadvocatesofpartiesbeforetheCourtshallenjoythe

    privilegesandimmunitiesnecessarytotheindependentexerciseoftheirduties.

    Article43

    1. Theprocedureshallconsistoftwoparts:writtenandoral.2. ThewrittenproceedingsshallconsistofthecommunicationtotheCourtandto

    thepartiesofmemorials,countermemorialsand,ifnecessary,repliesalsoallpapersanddocumentsinsupport,allorganizedandaccountedfor,bytheAdjutant.

    3. ThesecommunicationsshallbemadethroughtheAdjutant,intheorder,andwithinthetime,fixedbytheCourt.

    4. Acertifiedcopyofeverydocumentproducedbyonepartyshallbecommunicatedtotheothers,bytheAdjutant.

    5. Theoralproceedingsshallconsistofthehearingbywitnesses,experts,agents,counsel,andadvocates,totheCourt.

    Article44

    AlloftheactionstakenbyCourt,shalldirectedtotheorganizationwhoitaffects.

    Article45

    ThehearingshallbeunderthecontroledandmaintainedbytheChiefJusticeor,ifheisunabletopreside,thenextseniorJusticepresentshallpreside.

    Article46

    ThehearinginCourtshallbepublic,unlesstheCourtshalldecideotherwise,orunlessthepartiesdemandthatthepublicbenotadmitted.

    Article48

    TheCourtshallmakeordersfortheconductofthecase,shalldecidetheformandtimein

    whicheachpartymustconcludeitsarguments,andmakeallarrangementsconnectedwiththetaking

    ofevidence.

    Article49

  • TheCourtmay,evenbeforethehearingbegins,callupontheRepresentivesofpartiesthey

    deem,toproduceanydocumentortosupplyanyexplanations.Formalnoteshallbetaken,byan

    Adjutant,ofanyrefusal.

    Article50

    TheCourtmay,atanytime,entrustanyindividual,organization,bureau,orotherentity,thatit

    mayselect,withthetaskofcarryingoutanenquiryorgivinganexpertopinion.

    Article51

    Duringthehearing,anyrelevantquestionsaretobeputtothewitnessesandexperts

    undertheconditionslaiddownbytheCourtintherulesofprocedurereferredtoinArticle30.

    Article52

    AftertheCourthasreceivedtheproofsandevidencewithinthetimespecifiedforthepurpose,itmayrefusetoacceptanyfurtheroralorwrittenevidencethatonepartymaydesiretopresentunlesstheothersideconsents,oratwothirdmajorityoftheCourtagrees.

    Article53

    1. WheneveroneofthepartiesdoesnotappearbeforetheCourt,orfailstodefenditscase,theotherpartymaycallupontheCourttodecideinfavorofitsclaim.

    2. TheCourtmust,beforedoingso,satisfyitself,notonlythatithasjurisdictionin

    accordancewithArticles36,butalsothattheclaimiswellfoundedinfactandlaw.

    Article54

    1. When,therepresentives,counsel,andadvocateshavecompletedtheirpresentationofthecase,theChiefJusticeshalldeclarethehearingclosed.

    2. TheCourtshallwithdrawtoconsiderthejudgment.3. ThedeliberationsoftheCourtshalltakeplaceinprivateandremainsecret.

    4. Adjutantsarenottoattendthesedeliberations,fortherespectandprivacyoftheJustices,andthattheirpresencedoesnotswaythevotes.

    Article55

    Allquestions,anddeliberations,andanyotherdecisiontheCourtsmake,shallbedecidedbya

  • majorityoftheJusticespresent.

    Article56

    1. Whenajudgmenthavebeenmade,theCourtshallstateandexplain,thereasonsonwhichitisbased.

    2. ItshallcontainthenamesoftheJusticeswhohavetakenpartinthedecision.

    Article57

    IfthejudgmentdoesnotrepresentthewholeCourt,parttheunanimousopinionoftheJustices,anyJusticeshallbeentitledtodeliveraseparateopinion.

    Article58

    JudgmentsshallbesignedbytheChiefJusticeandbytheAdjutants.Itshallbereadinopencourt,withduenoticetotheorganizationsaffected.

    Article59

    ThedecisionoftheCourthasnobindingforceexceptbetweenthepartiesandinrespectofthatparticularcase.

    Article60

    Anyjudgmentisfinalandwithoutappeal.Intheeventofdisputeastothemeaningor

    scopeofthejudgment,theCourtshallconstrueitupontherequestofanyparty.

    Article61

    1. Anapplicationforrevisionofajudgmentmaybemadeonlywhenitisbaseduponthediscoveryofsomefactofsuchanatureastobeadecisivefactor,whichfactwas,whenthejudgmentwasgiven,unknowntotheCourtandalsotothepartyclaimingrevision,alwaysprovidedthatsuchignorancewasnotduetonegligence.

    2. TheproceedingsforrevisionshallbeopenedbyajudgmentoftheCourtexpresslyrecordingtheexistenceofthenewfact,recognizingthatithassuchacharacterastolaythecaseopentorevision,anddeclaringtheapplicationadmissibleonthisground.

    3. TheCourtmayrequirepreviouscompliancewiththetermsofthejudgmentbeforeitadmitsproceedingsinrevision.

    4. Theapplicationforrevisionmustbemadeatlatestwithinsixmonthsofthediscoveryofthenewfact.

    5. Noapplicationforrevisionmaybemadeafterthelapseoftenmonthsfromthedateofthejudgment.

    Article62

  • 1. Shouldanorganizationconsiderthatithasaninterestofalegalnaturewhichmaybeaffectedbythedecisioninthecase,itmaysubmitarequesttotheCourttobepermittedtointervene.

    2. ItshallbefortheCourttodecideuponthisrequest.

    Article63

    1. IftheCourtdeemstoholdaconvention,towhereorganizations,otherthanthoseprimarilyandofficiallyconcernedinthecase,areconsideredtobepartiesisinquestion,theAdjutantshallnotifyallsuchorganizationsforthwith.

    Article64

    UnlessotherwisedecidedbytheCourt,eachpartyshallbearitsowncosts.

    CHAPTERIVADVISORYOPINIONS

    Article65

    1. TheCourtmaygiveanadvisoryopiniononanylegalquestion,attherequestofwhateverorganization,orBureau,thatmaybeauthorizedby,orinaccordancewiththeCharteroftheCommission,tomakesucharequest.

    2. QuestionsuponwhichtheadvisoryopinionoftheCourtisasked,shallbelaid

    beforetheCourtbymeansofawrittenrequestcontaininganexactstatementof

    thequestionuponwhichanopinionisrequired,andaccompaniedbyall

    documentslikelytothrowlightuponthequestion.

    Article66

    1. TheAdjutantshallforthwithgivenoticeoftherequestforanadvisoryopiniontoallstatesentitledtoappearbeforetheCourt.

    2. TheAdjutantshallalso,bymeansofaspecialanddirectcommunication,notifyanyorganizationentitledtoappearbeforetheCourtorintergalacticorganizationconsideredbytheCourt,aslikelytobeabletofurnishinformationonthequestion,thattheCourtwillbepreparedtoreceive,withinatimelimittobefixedbytheJustices,writtenstatements,ortohear,atapublicsittingtobeheldforthepurpose,oralstatementsrelatingtothequestion.

    3. Shouldanysuchorganizationbeentitledtoappear,beforetheCourthavefailedtoreceivethespecialcommunicationreferredtoinparagraph2ofthisArticle,suchorganizationmayexpressadesiretosubmitawrittenstatementortobeheardandtheCourtwilldecide.

  • 4. Organizationshavingpresentedwrittenororalstatementsorboth,shallbepermittedtocommentonthestatementsmadeintheform,totheextent,andwithinthetimelimitsoftheCourt.Accordingly,theAdjutantshall,induetime,communicateanysuchwrittenstatementstoorganizationshavingsubmittedsimilarstatements.

    Article67TheCourtshalldeliveritsadvisoryopinionsinopencourt,noticehavingbeengiventothe

    partiesandRepresentatives,andofotherintergalacticorganizationsimmediatelyconcerned,noticegiventothembyanAdjutant.

    Article68

    Intheexerciseofitsadvisoryfunctions,theCourtshallfurtherbeguidedbytheprovisionsofthepresentStatutewhichapplyincontentiouscasestotheextenttowhichitrecognizesthemtobeapplicable.

    CHAPTERVAMENDMENTS

    Article69

    AmendmentstothepresentStatuteshallbeeffectedbythesameprocedureasisprovidedbytheCharteroftheCommission,foramendmentstothatCharter,subjecthowevertoanyprovisionswhichtheGrandAssemblymayadoptconcerningtheparticipationoforganizations,whicharepartiestothepresentStatutebutarenotSyndicatesoftheCommission.

    Article70

    TheCourtshallhavepowertoproposesuchamendmentstothepresentStatuteasitmaydeemnecessary,throughwrittencommunicationstotheGrandAssembly,FirstPrimeMinister,andHeadoftheAssembly,forconsideration,andapprovalbyamajority.
