June 22, 2019 RESPONSE TO QUESTIONS DURING BIDDING

1. Is there a missing pay item for Flowable Backfill (VDOT General Note 5 on Plan Sheet2.).

RESPONSE:Yes – this pay item was missing. It will be added via Addendum #2.

2. A detail is needed for the concrete channel with steel plates (Plan Sheet 2E) along SpringDrive. Will the special design run the entire length or transition into and out of VDOTStandard PG-2A Type E? If so, we will need limits of each detail.

RESPONSE:Sheet 2E has been revised to provide more detail to the ditch and concrete channel. It isnot a PG-2A ditch, it is a special shape/design ditch as now shown on Sheet 2E. Thesteel plate shall be three pieces – 12 feet in length.

3. Has the Town of Hillsboro discussed the need to hold poles during construction? Willthe Contractor be permitted to hold the poles or will pre-approved subcontractors need toperform that task? If pre-approved subcontractors are required, can a list of thosecontractors be provided to bidders?

RESPONSE:The poles will be held by the appropriate utility Company. The Contractor is responsiblefor coordinating with the utility company when there is a need for the additional supportfor the pole.

4. A number of existing overhead utility poles are depicted as being in direct conflict withthe ductbank installation (see Plan Sheets 13(3) and 13(4) of 295), are these existingpoles shown accurately? If not, what clear distance was used for the design betweenproposed ductbanks and existing poles?

RESPONSE:Based on the available information, the duct bank was designed to be adjacent to theexisting poles. The symbol for the poles on the plans does not represent the actual size ofthe pole. During construction, it may be necessary to hold the existing poles in placewhen they are in close proximity to the duct bank, during construction of the duct bankadjacent to the poles. Minor adjustments to the duct bank to avoid conflicts may beallowed, if approved by the Engineer, Dominion Power and Verizon.

5. Is any temporary drainage contemplated, see Plan Sheet 1K(7) an existing culvert under

Hillsboro Road Station 102+50 as an example.

RESPONSE: Yes, in areas where there is temporary pavement for the TMP plans, temporary drainage shall be provided by the Contractor when the temporary pavement is in conflict with the existing drainage pipes/features and is necessary to maintain positive drainage. Where temporary drainage or other temporary items are required to install and maintain temporary pavement, they shall be incidental to the temporary pavement. The existing culvert referenced on Sheet 1K(7) is a location where temporary drainage is required to maintain the temporary pavement and shall be provided by the Contractor. This work shall be incidental to the temporary pavement.

6. Plan Sheet 12 of 295 includes General Note 3. The final part of the second line, after the

word "SECTION" is illegible.

RESPONSE: The first sentence in Note 3 on Plan Sheet 12 of 295, shall be updated to read “CONTRACTOR SHALL PERFORM WORK IN ACCORDANCE WITH SPECIAL PROVISION SECTION 2130.”

7. The pipe size of the storm drain between Structures 3-15 and 3-16 is shown as 24” in

plan view, but the drainage descriptions list the pipe size as 30”, which dimension is correct? RESPONSE: The correct pipe size is 30”, as shown in the drainage description on Plan Sheet 2R(1) of 295. Plan Sheet 03 of 295 has been updated to reflect the correct pipe size as shown on the drainage description on Plan Sheet 2R(1) of 295

8. The pipe culvert between Drainage Structures 6-13 and 6-14 is listed as a 12” RCP, but

the two ES-1 end sections are listed as being 15”, which dimension is correct?

RESPONSE: On Plan Sheet 2R(2) of 295, the correct dimension for both the pipe and the end sections between Drainage Structures 6-13 and 6-14 should be 15”. Plan Sheet 2R(2) of 295 has been updated to show 15” RCP between Structures 6-13 and 6-14

9. Note 2 on each of the drainage descriptions Plan Sheets discusses a woven geotextile

stabilization fabric. There is generally a pay item for this type of drainage fabric, however the Form of Bid does not include this pay item.

RESPONSE: The pay item - GEOTEXTILE SUBGRADE STAB has been added via Addendum #2. The quantity added includes geotextile subgrade stabilization fabric for all proposed drainage and roadway undercut.

10. With regard to Attachment 6, Incidental Note 2, pertaining to Portable Changeable Message Boards. Will only the two new portable changeable message boards require the remote programming feature or will all 8 of the anticipated message boards need to have this feature?

RESPONSE: All 8 PCMS units will need to have remote programming feature. Sheet 1k(1) general note #17 indicates there will be different PCMS messages displaying the begin date 2 weeks prior to construction, while different PCMS messages will be displayed during construction as part of the TMP.

11. A number of flashing speed limit signs are shown as being relocated during construction. Please confirm that all power (solar) and controls for these devices are on the poles and that no underground wiring of junction boxes are involved with their relocation. Please confirm that the existing pole and equipment can be re-use with a new concrete foundation.

RESPONSE: Both speed limit and school flashing signs are powered through solar with battery and controls. No underground wiring or junction boxes are proposed as part of the sign relocation. The existing poles and equipment can be reused.

12. Plan Sheet 1K(1) contains Maintenance of Traffic General Note 11, which refers to a NOVA District Memorandum. Is this memorandum included in the Contract Documents? If not can a copy be provided?

RESPONSE: A copy of the NOVA District memorandum is attached herewith.

13. Plan Sheet 1K(1) contains Maintenance of Traffic General Note 21, which discusses

police presence. Please confirm whether the Contractor will need to pay the police for assistance.

RESPONSE: It will be the Contractor’s responsibility to pay for the police presence. The police presence, identified in the aforementioned note #21 in Plan Sheet 1K(1), should be limited to the peak hours only (i.e. 2 hours in AM peak and 2 hours in PM peak).

14. Plan Sheet 1K(1) contains Western Roundabout – Phase 2D Note 1, which references the

use of a temporary signal. Please confirm that this is a typo and that no temporary signal is needed at the Western Roundabout.

RESPONSE: Flagging operation as shown on plans should be utilized for the western roundabout at Route 9 & Stony Point Road.

15. Will the Contractor have any design engineering responsibilities associated with trafficcontrol or will the Contractor simply need to identify the limits of work for MOT Stages3A thru 3F and 4A thru 4F.

RESPONSE:The TMP and SOC are intended as a guide and it is not to enumerate every detail whichmust be considered in the construction of each phase or stage, but only to show thegeneral handling of traffic. Any changes to the TMP/TTC plans must be approved by theEngineer prior to any construction that may impact the existing traffic.

16. Water Improvements Phase 1B work at the treatment building is not addressed under thisContract. Will work adjacent to the treatment building at the top of Spring Lane berequired as a part of this Contract?

RESPONSE:The only “work” responsible by the Contractor shall be the operation of the valve at theTreatment Building that will shut off the raw water flow from the current water source.This operation shall occur after all connections to the new system have been completedand approved by the Town and Virginia Department of Health (VDH). This operationwill be under direct supervision and guidance by the Town. There will be nodisconnections, new piping, or other utility work required of the Contractor at theTreatment Building or at the pump station adjacent to the creek. The Contractor shall beresponsible for the connections detailed on the current water main sheets at theintersection of Spring Lane and Route 9 and at Station 109+38.

17. The "Form of Bid" list includes a number of Items listing "ATTD" under the SpecNumber heading. Each of these items can be found within the Complete ContractDocuments with the exception of the following items:

18. The "Form of Bid" list includes a number of Items listing "PLAN" under the Spec Number heading. Each of these items can be found within the various plan sets and the method of payment is clear, with the exception of the following items:

A) Line No. 2030 - Masonry Concrete Unit Block Wall. 1. A Reinforced Concrete Masonry Unit Wall is detailed on Plan Sheet 10(29) of

295, however the method of payment for the reinforced concrete footing associated with this work, the reinforcing steel within the block wall as well as excavation for this work is unclear.

RESPONSE: Reinforcing steel for the footing and within the block wall shall be measured and paid under Line No. 700 Reinforcement Steel. Concrete for footing and within the block wall shall be measured under Line No. 690 Concrete Class C1. Excavation shall be measured as incidentals under Line No. 2030 Masonry Concrete Unit Block Wall

B) Line No. 2140 - Temporary Chain Link Fence Tree Protection

1. Plan Sheet 10(13) has a denotation reading "See Sheet 10(18) for materials, dimensions and tree protection". Plan Sheet 10(18) does not include a detail concerning the materials, dimensions or any signs to be attached to the fencing.

RESPONSE: Sheets 10(18) and Sheet 10(34) have been revised and included in Addendum #2.

19. During the pre-bid meeting the Town’s representatives mentioned a firm interested in

performing the vibration monitoring service required of the project. Can the contact information of that firm be provided?

20. During the pre-bid meeting the Town’s representatives mentioned the possibility of using

portions of an adjacent property for a lay-down area and the use of that land was already accounted for in land disturbance applications. Can the contact information of that land owner be provided?

21. The pay item schedule Line 1290 shows 73 EA Type A foundations. There is no pay item

for Type B or C foundations. The general note 1 on Sheet 15(0) of 295 says we are to use

the VDOT standards. We have identified from the permanent sign schedule on Sheet 15(9) of 295, 8 EA Type B or C foundations, between Text Numbers 2, 12, and 14. Reference VDOT Road and Bridge Standards, page 1321.12 Sheet 3 of 12 “size of post”. Will there be a pay item for the Type B or C foundations? If so, will plan sheet 15(9) of 295 be revised to show foundations required?

RESPONSE: Yes, the pay item for Type B foundations was missing. It will be added via Addendum #2. Plan Sheet 15(9) will not be revised to show the foundations required, as Sheet 15(9) already identifies the proposed sign structure standard to be referenced and the standard identifies the foundation types required.

22. Addendum #1 did not provide the CADD drawings, how can bidders obtain these

documents?

RESPONSE: CADD plan files will be provided via Addendum #2.

23. Storm Drainage Structure 6-5 depicts a 36-Inch RCP outfall to an EW-1 Modified, with a pair of wingwalls. The VDOT standard for an EW-1 headwall indicates 9 Inches of embedment. The minimum EW-2 wingwall has 18 inches of embedment. The adjacent ductbank profile on Plan Sheet 13(4) depicts the top of the proposed ductbank at an elevation of roughly 523.90, but the profile does not depict the pipe crossing or the rip rap above the ductbank. Also of note the ductbank profile references Trench Detail #16, which does not concrete encase the Verizon, Town or lighting conduits. Using the outfall elevation of 524.50, it appears a direct conflict may exist between the top of the proposed ductbank and the bottom of the proposed storm drainage system.

RESPONSE: The duct bank alignment and profile have been modified to remove the conflict with Storm Drainage Structure. See the revised Sheet 13(4) included in Addendum #2.

Instruction

The purpose of this memorandum is to present guidelines for lane closure hours for construction, maintenance, permits, and special events in Northern Virginia.

The first version of the lane closure guidelines was issued in April 2012. In the past four years, there have been completed and on-going roadway construction projects in the NoVA District, such as I-495 and I-95 express lanes and the I-66 spot improvements. As these guidelines are applied and implemented, modifications and updates to these guidelines have become necessary. Same as the previous version, the modifications were made based on traffic volume; roadway characteristics; comments from staff; and considering the public tolerance for the lane closure during certain time periods of the day.

It should be noted that these guidelines must be used as a starting point for discussion at the project level. On large scale projects with robust community outreach and a Traffic Management Plan, these hours could be extended. If project staff would like to modify these hours for interstate or major arterials, they must work with NRO Traffic Operations staff for recommendations and obtain final approval from their functional Assistant District Administrator (ADA).

Please review the existing contracts and discuss the deviations from these hours with your functional ADA.

Restriction of Operations:

In addition to the allowable lane closure hours specified in the tables, the restrictions listed below shall be followed.

1. Peak Hours Lane ClosuresAny lane reductions (temporary or permanent) during the peak periods (Monday toFriday, 6:00AM to 9:00AM and 3:30PM to 6:30PM) on roads with an AADT above orequal to 10,000 vehicles requires consultation with the Regional Operations Director(ROD) and Public Affairs Manager.

2. Complete Roadway Closures

If there are complete road closures on any road for construction or maintenance work,the ROD and Public Affairs Manager must be consulted.

Complete Roadway Closures shall be limited to 20 to 30 minutes intermittent stoppagefor some specific work activities.

If the closure duration is above 30 minutes, it shall be approved separately with fullMaintenance of Traffic and Traffic Management Plans.

3. Construction in Residential Subdivisions

Road work within residential subdivisions and/or cul-de-sac streets should be conductedduring daytime hours to avoid night time noise issues.

4. Express Lanes (I-95 & I-495)

All I-95 and I-495 Express Lane closures shall be coordinated with the Express LanesOperations Center at least 5 business days in advance using their Authorization to Workform (available from the Express Lanes Operations Center at (571) 419-6046. Completeroad closures on the I-95 Express Lanes and I-495 Express Lanes will be limited to 30minutes or less

5. Holiday

In addition to the Sunday or Holiday work limitations, mobile, short duration, short-termstationary or intermediate-term stationary temporary traffic control zone lane closures onmainline lanes, shoulders or ramps shall not be performed during the following Holidaytime periods without the written permission of the Engineer. Additionally, long-termstationary temporary traffic control zones shall not be initially put in place, adjusted, orremoved during the following Holiday time periods without the written permission of theEngineer (VDOT 2016 Standard Specifications, updated 7/2016):

• January 1: From Noon on the preceding day until Noon on the following day, except asindicated below.

• Martin Luther King, Jr. Day and Lee Jackson Day*: From Noon on the precedingThursday to Noon on the following Tuesday.

• Presidents Day*: As indicated below.• Easter*: As indicated below.• Memorial Day: As indicated below.• July 4: From Noon on the preceding day until Noon on the following day, except as

indicated below.• Labor Day: As indicated below.• Columbus Day*: As indicated below.• Veterans Day*: From Noon on the preceding day until Noon on the following day,

except as indicated below.• Thanksgiving Day: From Noon on the Wednesday proceeding Thanksgiving Day until

Noon on the Monday following Thanksgiving Day.• Christmas Day: From Noon on the preceding day until Noon on the following day,

except as indicated below.

If the Holiday occurs on a Friday or Saturday: From Noon on the preceding Thursday to Noon on the following Monday. If the Holiday occurs on a Sunday or Monday: From Noon on the preceding Friday to Noon on the following Tuesday.

*Note:

For low volume roadways (minor arterial), lane closures will not be allowed during the holidays; however, there will be no restriction to the preceding day and the following day.
