Public Administration and Policy Ph.D. From 1995-2003, I was a member of the PAP Ph.D executive

committee. During the 1997-98 academic year, I was an active participant in a comprehensive, year-long strategic planning process to revise the doctoral curriculum. The curriculum and materials we developed remained in place until 2003 when the curriculum was again revised.

Community development major: I was part of a core team of faculty who have guided and revised this

major since its inception in 1996. I developed the first methods course and have continued to teach it until 2013 when the new curriculum was instituted. The number of majors increased from 25 to 65 annually during the years the curriculum was in effect.

Sustainable development minor: In 1999, I created the first course on campus to address the issue of

sustainable development. Green Economics and Sustainable Development was very popular from its inception and has continued to attract 25-30 upper level undergraduates, post bacs, and graduate students from our program and others on campus. Since that time, the university has adopted sustainable development as one of it core initiatives, and recently, an interdisciplinary minor was approved with my course as one of the core requirements.

Community service actions and accomplishments

Facilitation training for neighborhood organizations: I conducted facilitation trainings for Portland Neighborhood Revitalization team February, 1999 and for City Repair January 2004. Measure 26-29: I organized six faculty members to write a letter to be placed in the voter pamphlets in favor of Measure 26-29 and solicited several hundred dollars from these faculty members to pay the publication fee. Measure 26-29 passed. National Community Land Trust Conference: The Portland Community Land Trust became the center of a grassroots effort to take over planning the 2005 National Community Land Trust conference when the national organization dropped the ball and proposed canceling the conference. Through a former student and current PCLT staffer, I was contacted to see if USP would co-sponsor. I facilitated conversations with our Director and support staff, and they pulled together proposals on facility cost and availability. Despite a limited budget and short timeline, the conference was, according to their note of thanks to us, “very well attended and successful on all accounts.” Friends of the Reservoirs: As a founding member and core activist, I was intensely engaged for over two years in the Friend’s successful effort to save Portland’s historic water reservoirs. During that time, I contributed between 15-20 hours per week to the effort (see below for record of public testimony and media outreach). The Friends exerted intense public pressure with techniques such as Hands Around the Reservoirs and successful legal challenges, and forced the city council to reverse a previous decision to destroy the reservoirs. Election of a new mayor and city council member who supported the Friends’ position has resulted in a change in administration and attitude in the water bureau. In 2004, the Friends of the Reservoirs received the Mayor’s Spirit of Portland Award. Mayoral and Council elections: The reservoir and other neighborhood issues helped make public process one of the defining issues in the 2004 mayoral and city commissioner elections. I actively supported a slate of candidates who collectively challenged a council incumbent. I campaigned for the victorious mayoral candidate Tom Potter and co-organized of a Meet the Candidate night for faculty and staff at Portland State University. SEUL: I represented the Mt. Tabor Neighborhood Association on the Southeast Uplift Neighborhood Coalition (SEUL) board of directors. I joined both boards to build institutional support for the resistance to the burial of the Mt. Tabor reservoirs. I was successful in advocating this position but I also participated on other neighborhood efforts such as the “Time, Place and Manner” ordinance, limitations on infill development on “skinny lots”, and the purchase the unused Washington Monroe high school building for a new community center. Café au Play: I am a founding board member of Café au Play, a social enterprise reflecting the ideas of Ray Oldenburg on “third places.” Café au Play was inspired by mothers who found few public places comfortable for both children and adults where informal conversation can lead to lasting friendships. The solution: a nonprofit coffeehouse with play areas and activities for children and support services for caregivers. Café au Play opened fall 2010.
