1.0 Introduction TZ Engineering (TZE) has prepared this Characterization Report and Work Plan Addendum on behalf of Delta Western (DW) to document the November 2016 characterization of soils along the path of proposed storm drain improvements at the Delta Western Warehouse Drainage Project (the Project) in Dutch Harbor, Alaska. The purpose of the characterization was to delineate if any potential contamination existed in the top 5-feet (below ground surface) bgs of soil along the storm drain improvement route. Previously, TZE submitted a Work Plan to the Alaska Department of Environmental Conservation (ADEC) for the Project entitled “Soil Work Plan for Delta Western Warehouse Drainage Improvements” dated October 26, 2016. ADEC approved the Work Plan on November 3, 2016 and field work sampling took place on November 4th and 5th. TZ Engineering requests ADECs written review and approval or review and approval with comments of this report and work plan addendum.
2.0 Work Plan Field Screening Narrative On November 1, 2016 TZE marked out the proposed test pit locations along the storm drain route using GPS-RTK surveying equipment. On November 2, 2016 the City of Unalaska and TelAlaska were onsite locating and marking subsurface utilities at the Project site. Utility locations were surveyed using GPS-RTK equipment and the paint marks were pinned with PK nails and utility appropriate colored wiskers. On November 3, 2016 TZE and Northern Alaska Contractors (NAC) mobilized to the site and advanced seven test pits to 5-feet bgs. A field screen was collected at 2.5-feet and 5-feet bgs from each test pit. Confirmation samples were collected from each test pit at the location with the highest PID reading. Soil samples were identified by the pit ID and approximate depth of collection; i.e. TP1-2 is the soil sample from test pit 1 and was collected at approximately 2 feet bgs. No groundwater or free product was encountered during the excavation. Test pits were backfilled with the excavator bucket immediately following sampling. Confirmation samples were stored in a refrigerator at the TZE office. Weather was generally acceptable during excavation activities with intermittent light rain. Work was stopped when the weather deteriorated and heavy rain began. The following test pits were excavated and sampled; TP2, TP3, TP4, TP5, TP6, TP7 and TP8. On November 4, 2016 TZE and NAC returned to the site and excavated the remaining three test pits to 5-feet bgs. A field screen was collected at 2.5-feet and 5-feet bgs from each test pit. Confirmation samples were collected from each test pit at the location with the highest PID reading. No groundwater or free product was encountered during the excavation. Test pits were backfilled with the excavator bucket immediately following sampling. Weather was generally acceptable during excavation activities with intermittent light rain. Confirmation samples were packaged and delivered to PenAir Cargo for shipment to SGS labs in Anchorage. Field notes and a photolog are included in Attachment B.
3.0 Field Screening Results Confirmation soil samples were analyzed for gasoline range organics (GRO) by method AK101, BTEX by US Environmental Protection Agency (EPA) method 8021, polynuclear aromatic hydrocarbons (PAHs) by EPA method 8270D, diesel range organics (DRO) by method AK102, and residential range organics (RRO) by method AK103 and polychlorinated biphenyls (PCB’s) by EPA Method 8082(a) by SGS Labs in Anchorage, Alaska. The laboratory analytical results, chain of custody (CoC) documentation and sample map are presented in Attachment A. The Rocky Point Management Area (RPMA) has the following cleanup levels: 8250 milligrams per kilograms (mg/kg) for DRO, 8300 mg/kg for RRO, 1400 mg/kg for GRO, 0.2 mg/kg for benzene, 48 mg/kg for toluene, 50 mg/kg for ethylbenzene, 81 for mg/kg xylene, and for PCB’s 1 mg/kg Field duplicates were collected simultaneously from the same sampling locations. One laboratory prepared trip blank was submitted to the laboratory.

The City owns the public rights of way including East Point Loop Road and has also established public utility easements through privately owned land adjacent to these rights of way. The path of the storm drain improvements are within these public rights of way and in other areas designated as utility easements. These areas are contiguous to the Rocky Point Management Area (the RPMA) and the World War Two Tank Farm FUDS Site No. F10AK084103 on Amaknak Island (the FUDS Site). The RPMA and the FUDS Site have been used as bulk petroleum storage and distribution facilities for the fueling of marine vessels and loading of tanker trucks for over 70 years. The Department of Defense initially operated fueling facilities through the conclusion of World War II. Standard Oil of California, a corporate predecessor to Chevron, subsequently leased portions of the facilities until 1986. Since 1986, DW has leased and operated portions of the facility for fueling operations. Surface rights to most of the land on Amaknak Island, including the RPMA and the FUDS Site, were transferred to Ounalashka Corporation in response to the Alaska Native Claims Act of 1971. The storm drain will run through or in a right of way which adjoins land zoned Marine Related/Industrial. These zoning descriptions are per City of Unalaska Code of Ordinances 8.12.060. With the exception East Point Road right of way, all of these properties are owned by the Ounalashka Corporation. Various reports written by the responsible parties for area wide soil and groundwater total petroleum hydrocarbon contamination attribute it to fueling operations which have historical extent from the 1920’s to ongoing operations in the present day. This area-wide contamination is not the result of any activities conducted by DW, and they have not contributed to the contamination that will be encountered during project implementation. Due to the wide-spread nature of the soil and groundwater contamination in the project vicinity and anecdotal evidence, DW has assumed that soil impacts could be present in any location excavated along the drain’s route. The results of the field screening demonstrated that this was indeed the case. This work plan focuses on proper management of wastes derived from the project (which will be minimized) and not on remediation of historic contamination for which DW is not responsible. Nonetheless, any soils removed from the excavation that are anticipated to exceed the cleanup
criteria for the RPMA will be stockpiled to determine whether they should be hauled off site as waste and disposed of at a licensed landfill. Sampling of the potential waste stockpiles will be performed in accord with ADEC guidance. One additional consideration is the water building in the work area that presents a risk to workers when ice forms and saturated soils damage the roadbed leading to failures in the driving surface. This project will reduce that risk by draining water away and providing a safer work environment, while not altering the environmental risk posed by contamination soils. These safety benefits should be considered as an element of project implementation.
4.0 Work Plan Addendum The work has been planned in general accordance with ADEC’s March 2014 Technical Memorandum entitled Managing Petroleum-Contaminated Soil, Water, or Free Product during Public Utility and Right-of-Way Construction and Maintenance Projects. The area has been developed over the years and many feet of aggregate and silty fill material must be assumed to have replaced and/or overlaid native bedrock or soils (USACE 2009 estimates 4 to 6-feet within in the FUDS Site). During test pit excavation it was confirmed that a minimum of the top 2.5’ of soil along the length of the proposed storm drain route consisted of imported crushed rock surfacing material. As previously discussed with ADEC, the top 2.0’ of soil may be excavated, and beneficially reused as clean fill on or offsite (figure 2). Excavated soils located within 25’ of TP7 and TP11 exhibited higher levels of PCB contamination during field screening (Section 3.0). These soils will be excavated and reused in the trench from 2-5’ bgs from CB2 to CB3 as space allows (figure 1). Geotextile fabric for soil separation will be placed in the trench prior to backfilling to act a delineator during future work on the trench (if needed) and ensure that soils which have been field screened are not mixed with contaminated soils. The top 2’ of trench backfill will consist of the previously removed clean material, and surfacing material will consist of imported crushed rock from an established quarry. The material excavated outside of the TP7 and TP11 area and deeper than 2’ bgs will be reused as backfill in the proposed storm drain trench. If there is a greater volume of excavated material then will fit back into the trench it will be temporarily stockpiled within the RPMA on DW property. The stockpile will be screened per ADEC guidance and disposed of in an approved manner. Bentonite/sand seals will be installed along the storm drain system. The bentonite/sand seals will be installed downstream of catch basin two (CB-2) and catch basin one (CB-1). The final bentonite/sand seals will be a minimum of 1-foot hydrated thickness and will extend for a minimum of the width of the trench, and from the base of the trench to at least 6-inches above the top of pipe. Following ADEC approval of this work plan all storm drain improvements will begin to be installed per the Plans and this document. Following completion of this project, the record keeping documents and any results of soil characterization will be submitted to ADEC along with the follow-up reporting that was required in the Work Plan.

5.0 Conclusions & Recommendations The original work plan desired to beneficially reuse all soil offsite or within the excavated trench. As noted in Sections 3.0 and 4.0 of this plan, soils from the vicinity of TP11, TP7 and TP6 will remain in the trench and covered with landscape cloth. Other soils will be stockpiled and characterized for either on site reuse of disposal offsite as waste. Review of the laboratory data indicated that matrix interference did not cause any of the sample results to exceed the applicable RPMA cleanup criteria. Hence, even though the detection limits varied, in no case did the detection limit of a non-detect compound result in a false negative result. In all cases, detection limits were two orders of magnitude less than the applicable RPMA cleanup criteria. Variances in the matrix spike and matrix spike duplicate results noted by the laboratory do not indicate problems in the sample data. This data set is considered usable for this work. Delta Western requests ADEC’s consideration, review and approval of this characterization report and work plan addendum. Attachment C includes agency review documentation.
6.0 Limitations This characterization report and work plan addendum was prepared in accordance with 18 AAC 75 and with generally accepted professional engineering and environmental management practices existing at the time this report was prepared and which are applicable to the location of the Site. It was prepared for the exclusive use of ADEC and DW for the express purpose stated above. Any re-use of this report for a different purpose or by others not identified above shall be at the user’s sole risk without liability to TZE. To the extent that this work plan is based on information provided to TZE by third parties, TZE may have made efforts to verify this third party information, but TZE cannot guarantee the completeness or accuracy of this information. The opinions expressed and data collected are based on the conditions of the Site existing at the time of the proposed field investigation. No other warranties, expressed or implied are made by TZE.
