Figure 4.2 and 4.3 describes the organizational structure in Binus International. In the

figure 4.2, it describes that Binus International is lead by the board of management. The

board of management leads the executive dean. The executive dean has executive

secretary. Executive dean leads corporate connection, international academic partner and

international advisory board, operations manager, students and alumni relations

manager, quality assurance manager, English language services manager, dean of

programs, director of research and development, and director of continuing education.

Figure 4.3 describes the organizational structure for programs. The dean of program lead

the creation of program. The dean of program lead programs support staff, overseas

program coordinator, BI foundation year coordinator, head of schools, and program

director MM executive.

4.1.5 Quality Policy

BINUS University is committed to providing a world class education with international

learning experience that makes positive contributions to the global community [23].

4.1.6 Quality Objectives [23]:

4.1.7 Quality

• ISO-9001 Certification

“. . . BINUS assumed that the quality management application in university is urgent . . .

BINUS achieved ISO 9001 Certificate on November 17th, 1997 because of its

application and contribution of quality management system in the scope of curriculum

design and lecture materials, lecture operational, teaching and research.

Obtaining the award was not an easy matter. BINUS UNIVERSITY underwent six stages

process, -preparation, document compilation, implementation and auditing,

improvement and prevention, and finally the certification itself. The process began with

the forming of Info Plan, which is the information on utilization strategy for institutional

management . . . Furthermore, BINUS UNIVERSITY has successfully upgraded its

Quality Management System to ISO 9001:2000 requirement on November 13th, 2001 . .

. It proved that BINUS UNIVERSITY has been ready to face the era of globalization. The

achievement has made BINUS aware that quality is the most important thing, -its

application, maintenance, and continuous improvement. �It is important to each

university to ´learn´ in order to improve the knowledge and ability of the students. Active

student learning pattern and achievement of serious institutional goals using Balance

Scorecard Approach have been designed in harmony with the development of knowledge

and ability supported by quality management system . . .[24].”

• IT Based Business Process

“In accordance with BINUS UNIVERSITY’ motto, “Building-up the Nation’s Future by

IPTEK”, BINUS UNIVERSITY consistently attempts to improve the quality of graduates

by continuously applying the development of information technology in the curriculum

and subject syllabuses without ignoring the conditions outlined by the government.�It is

evident as in BINUS UNIVERSITY, courses related to computer are not only acquired in

the faculty of computer science, but also in the Literature faculty, MIPA (Mathematics &

Natural Science) faculty, Economic faculty, and Engineering Faculty. Besides, BINUS

UNIVERSITY also works in cooperation with many parties in as well as outside the

country, hence the science and technology taught are always the latest and efficiently

applicable.

As an example, in 1997 was worked out cooperation with PT. Indosat in the supply of

infrastructures related to Internet connection. In 1997 was also signed a cooperation

with Progress and Oracle in the use of their products in BINUS UNIVERSITY

environment. In 1999 was signed a cooperation with CISCO, turning BINUS

UNIVERSITY as the first “Regional Networking Academy” in Indonesia. There is also

cooperation with Lotus International for the development of “illusion campus” concept

[25] ”

• Delivered Onetime Graduation

“As a part of the quality management’s responsibility, BINUS UNIVERSITY has

designated the quality target. One of BINUS UNIVERSITY’ quality targets is the timely

graduation percentage at minimum 90%. To support this, since 1999 has been

announced an orientation program for new students called BINUSIAN. Thus, students

“It is very fortunate as all study fields in BINUS UNIVERSITY are supported by

information technology. Therefore job opportunities for the graduates are always wide

open, including recruitment by the campus that indicates a regularly increasing number.

Job opportunities in the international world are even open for graduates who have

prepared themselves with English language skill. It is evident, as many BINUS

UNIVERSITY graduates have worked in America, Singapore, Holland, Malaysia,

Canada, Australia, New Zealand and other countries. To support all above, BINA

NUSANTARA has a coordinating institution connecting the students and BINUS

UNIVERSITY alumni to the business world called BINUS CAREER [27].”

4.1.8 Binus JWC Core Culture

The JWC core culture is what Binus JWC thinks as the key behavior that every

stakeholder in Binus JWC needs to have. There are 5 key behaviors in JWC core culture

that are integrity, teamwork, creativity, professionalism, and respect. The table 4.4

describes the Binus JWC core culture based on interview with dean of programs.

4.1.9 Binus International Achievement

Binus JWC needs to maintain and improve the quality of their stakeholder. In order to be

recognized as a quality university, Binus JWC took ISO certification for application and

contribution of quality management system. At 1997 Binus JWC achieved ISO 9001

certification from SGS. The ISO is a quality assurance for management system how Binus JWC

manage processes. For example, if Binus JWC stated that student will get the exam score 2

weeks after exams, the ISO is to ensure that Binus JWC keeps their promises by distributing

exam score not more than 2 weeks. Binus JWC as an education institution has to follow the

national accreditation from the higher education consulate general (dikti). For example to

contribute to community and to have a jenjang jabatan akademik (JJA). Binus JWC want to be a

world class university so Binus not only follows the national accreditation but also the

international accreditation. International accreditation will help Binus JWC to be acknowledged

as a world class university. Binus International is targeted to be in the top ten universities in

ASEAN by 2020. In 2013 Binus International is targeted to have overseas students

In order to achieve top ten universities in ASEAN, Binus JWC has milestone to be achieved. At

2015, Binus JWC is targeted to be The European Quality Improvement System (EQUIS)

accredited so Binus JWC becomes truly international. Accordng to Mr. Minaldi Loeis, the

reason Binus JWC has to achieve EQUIS is the popular university like NUS and NTU are

EQUIS accredited so Binus JWC will be recognized also to have the same quality as those

universities. It also targeted at 2015, Binus JWC will have 2 home grown professor. 3 years after

that, Binus JWC is expected to have 5 home grown professor. At 2018 also The Association to

Advance Collegiate Schools of Business (AACSB) and Accreditation Board for Engineering and

Technology (ABET) are targetted to be accredited by Binus JWC. Then with all of the milestone

successfully be done, Binus JWC can achieve the Top 10 University in Asean.Binus JWC has to

cultivate outstanding people, by cultivating people the quality of Binus JWC will be improve

also.Giving training to people can be done to cultivate people. The example for this is Binus

JWC lecture join international conference. Then in every year all staff include the lecturer are

reviews based on the KPI of each individual.

4.2. Business Architecture

The business architecture component based on IASA ITABOK consists of strategy

business plan, value chain, strategy IT plan and IT architecture.

4.2.1. Binus JWC Strategy Business Plan

This section discusses the Binus JWC Strategy and how IT strategy helps the business

strategy. The data in this section is gathered from Mr. Minaldi Loeis and Mr. Huibert

Andi Wenas. The summary of the interview is in the appendix. The appendix C is Mr.

Minaldi Loeis interview summary and the appendix D is Mr. Huibert Andi Wenas

interview summary. A strategy map is a diagram that describes how an organization

creates value by connecting strategic objectives in explicit cause-and-effect relationship

with each other in the balance scorecard objectives (financial, customer, processes,

organizational design and learning with one another in one graphical representation.

With the strategy map the implementation of the strategy will be easier.

Binus JWC wants to measure key performance to achieve the goals of Binus JWC. In

order to achieve the goal, it is important to know approaches to take. The approach to

take to achieve the goal is in the strategy JWC map. The measurement will be based on

the strategy JWC map. The KPI of each staff is different according to their job role but

the entire KPI of staff in Binus JWC is to achieve the Binus JWC KPI or Mr. Firdaus

KPI. Mr. Firdaus KPI is based on the Binus JWC Strategy Map align with Binus CEO

KPI and it is reviewed by the Binus CEO KPI. For more detail of how the KPI is

breakdown, it based on the organizational structure. The organization is included in this

thesis in the Appendix F and Appendix G. The JWC Strategy Map enables to measure

the performance of staff and lecturer in Binus JWC.

The strategy map of Binus JWC is enabled by IT and non IT. The main IT system of this

strategy map is the ABIOS but currently some part of ABIOS is switched to a new

system called Binus Enterprise Education System (BEES) that is still on going in

Business Process Reengineering Project. BEES system enables to enhance customer

management process and also help in providing operation and service excellence.

The strategy map follows the Kaplan Norton Strategy Map, which consists of 4 core

components. The components are learning and growth, internal process, customer and

finance. The strategy map reads from the bottom to top.

4.2.1.1. Learning and Growth

In Binus JWC learning and growth, it consists of 3 processes. The processes are

cultivating outstanding people, enhancing information capital and increasing

organizational capital. This process is concerned in people. People include all staff

including the full time lecturer and part time lecturer. The people are important to be

cultivated to produce outstanding people and to maintain the outstanding people. By

cultivate outstanding people, it will effect in enhance information capital and increase

organizational capital. A system called BEES enables to cultivate outstanding people by

providing a knowledge material like library. Enhance information capital will increase

Binus JWC competitive advantage and increase value. Increase organizational capital

will give Binus JWC an effective and efficient process. Beside people in Binus JWC

have to be cultivated, they also needs to behave according to the JWC culture such as the

integrity, team work, creativity, professionalism, and respect.

4.2.1.2. Internal Process

The result of learning and growth will affect the internal process. Internal process is a

day to day activity. This internaal process is improved by the system called Binus

Enterprise Education System (BEES) that is still on working by the Business Project

Reengineering (BPR) project. The detail of the BPR is on the enhance customer

management process. The internal process consist of develop high quality research and

knowledge, enhance customer management processes, create leading academic

programs, improve contribution to community, and provide operations and service

excellence. These 5 processes are the key processess in Binus JWC that Binus JWC

needs to measure.

4.2.1.2.1. Develop High Quality Research and Knowledge

To develop high quality research and knowledge, Binus JWC have Research and

development division that handle all research needed for Binus JWC. For example

survey to student, survey to lecturer and staff and analyze the survey result. The survey

is conducted with the help of IT, for example student fill the survey from the accessbi

website, usually after the exam period when student want to know their exam score.

Then the result of the survey will be analyzed and then will be used to improve Binus

JWC. The research also means the Binus faculty should do research according to their

expertise. For example the research from computer study lecturer is developing new

software. Through research, it will develop a new knowledge that can contribute to

university or to community.

4.2.1.2.2. Enhance Customer Management Processes

Another process is enhancing customer management processes. The customer in Binus

JWC is students. Enhance management processes are having an improvement in

business process which is called the business process reenginneering (BPR). The

information system (IS). IT must be involved the whole system to support the new

process because IT is the business enabler.

In the figure 4.6 is not only describing the processes but it also describes the system that

supports the processes such as the student service management, student activity

management, lecturer quality management, lecturer & student’s research, library and

knowledge management, honor, student finance, and executive dashboard. Student

service management is the student service who helps and gives information to student.

For example, if there is cancel class, student service will inform student by sending text

message to the students in that class. If there is enquiry from student, the student service

will help well. The student activity management helps to manage academic activities for

example the scheduling, enrollment system, and attendance system. Part of the BPR

result is enrollment (new system support it) although the interface to the end user may

not show signicant changes but in the background there is significant changes to the

system. Lecturer and quality management are maintaining the lecturer and the quality of

Binus JWC. For example give training to lecturer to improve their skills. Lecturer and

student research is a system that can calculate the point of the lecturer base on their

experience, expertise and qualification. It is based on Jenjang Jabatan Akademik (JJA)

from the higher education institution that lecturer needs to research to find a new

knowledge or to deeper their knowledge. The research can be different between

lecturers, it can be a case study research or for computer study discipline the research

can be developing new software. Library and knowledge management is a system that

contains all the knowledge needed for the students. The system will enable student to get

lecture material, books, e-books, sharing information and etc. Currently, Binus JWC

schedule of lecturer, lecture schedule and it also includes arrangement of classroom.

Enrollment includes the pre-enrollment and enrollment system. Pre-enrollment enable

operation department have data of the classes that need to be offered in the next

semester. Enrollment enables the student to choose the class for the particular subject

base on their preference time. After registration and scheduling is the academic progress.

There are 2 modules inside the academic progress. The academic progress is the day to

day academic activities. The modules are lecturing and examination. The lecturing and

examination help in record the attendance of the student in class to calculate whether the

student can conduct the examination or not and also help record the attendance of

student in the examination. After checking the attendance, it comes to the evaluation

process. Evaluation process is the process that deals with score. There are 2 modules in

the evaluation process which are grading and thesis. The grading module is module that

grades the student score that will be used to calculate the GPS and GPA. Thesis module

is module that manages thesis process that contains of thesis submission and the

schedule of thesis defense. The last process is the graduation process and the process is

yudisium. Yudisium process is a process that select student who has fulfill criteria to

graduate by counting the SCU and also the GPA to the graduation ceremony. The

yudisium process is still in manual process only part of it has done automatically.

During the development the BPR has been analyzed but through out the time the

business process need to be evaluated again. Since environment is growing and the new

system will create some new issues. The BPR project is still being worked by the BPR

team, there are some unfinish modules.

In order for Binus JWC to be a Top 10 university in ASEAN, there is milestone that is

needed to be achieved. The milestone is also considered to be a leading program. The

milestone is achieving accreditation like EQUIS, EPAS, AACSB, ABET and other than

accreditation, home grown professors is important. With those programs Binus JWC will

have more value compare to other university, get recognition from community, and will

attract overseas student.

4.2.1.2.4. Improve Contribution to Community

Improve contribution to community is also considered the key process. It is because

international accreditation and also the national accreditation proclaim that education

organization had to contribute to community. Besides to fullfill the accreditation

requirement Binus is not only searched for profit but Binus also wants to give back to

community by having a program called Teaching for Indonesia (TFI). Teach for

Indonesia program is a group of lecturer that teach to village with free of charge. TFI

also helps the victims of Yogyakarta earthquake by sending a donation. In the pantry of

Binus JWC, Binus JWC is collecting coffee waste to be given to orphanage that can use

the coffee waste to create a bag.

4.2.1.2.5. Provide Operations and Service Excellence

Binus JWC wants to serve student with good operation and service excellence. In every

semester, students have to fill questionnaires. The question will be measured to know

whether Binus JWC have doing a good service excellence or not. This process will

affect to the productivity strategy in the finance part. This process is also enabled by the

BEES system.

4.2.1.3. Customer

The result of those 5 key processes in Binus JWC will affect to the customer. If the

processes are good then the impact to the customer will be good also. With a good 5 key

processes, Binus JWC can meet and manage stakeholder expectation better. If Binus

JWC meet and manage stakeholder expectation, it will improve relationship value and

develop and promote brand image.

4.2.1.4. Finance

Finance is the last part of the strategy map. It is the critical part in organization to decide

whether the organization can continue to run or not. From the learning and growth,

internal process and customer, the end is the revenue growth. The processes in the

customer part are directly affecting the revenue growth. The revenue growth result is

sustaining the profitable growth. The productivity strategy will also affect to the

sustained profitable growth.

The strategy map is used by Binus JWC to compose the balance scorecard. The balance

scorecard is used to form the key performance indicator (KPI) for the employee so in the

KPI there will be learning and growth, internal process, customer and finance part. The

KPI is to score the performance of employees that will indicates the employee

performance is good or not. KPI is different from one employee to another. For example,

KPI for lecturer or head of school will not focus on the finance but the score will be

based on the learning and growth, internal process and customer. Demming cycle is used

for the balance scorecard in the Binus JWC.In 1950 Edward Demming suggested that to

ensure a good product that satisfied the customer requirements, business processes

should be analyzed and measured [30].

Demming cycle is continuous processes of plan, do, check and act as shown in figure

4.9. Plan process is the first process which the employee formulate the balance

scorecard. After plan, the employees do their job according to the plan. Then what the

employee did is measured and evaluated according to the plan. The result of evaluation

will influence the action to take. For example if the employee has set to achieve

minimum 80% but the result is only 75%, the employee might get a warning.

4.2.2. Value Chain

The value stream in the components of business architecture is ddescribed using the

value chain. Value chain is collection of process of how company brings their value to

the customer. The creation of value stream is based on the Michael Porter value chain.

Based on Michael Porter value chain Binus JWC analyze their key activities in order to

give value to customer according to their strategy. Figure 4.10 shows Binus JWC value

chain.

The supporting activities are Binus system infrastructure, lecturer development, teaching

and learning process development, research and research centers. Binus system

infrastructure is the IT that supports Binus operation. Lecturer development is the

activites to develop the lecture. Teaching and learning process development is activities

that are required to develop the process of teaching and learning. The last supporting

activity is research and research centers. It is activities that required an investigation

based on the lecturer preferences.

4.2.3. Binus JWC Strategy IT Plan

This section discusses the strategy IT plan in Binus JWC. Starting with discusses the

current IT state in Binus JWC, then the IT plan of Binus JWC and last is the IT

architecture. The IT position in the value chain is in the Binus System Infrastructure.

The following discussion refers to the Binus System Infrastructure.

According to Mr. Diyur, IT in Binus JWC is used to support operation activities by

using hardware, software, network, internet and troubleshooting service. It also provides

a training to staff that is not familiar using IT. With using IT, it creates an innovation to

support the operational and to achieve an automated system that is more efficiency and

low cost.

4.2.3.1. Current IT in Binus JWC

4.2.3.1.1. Binus JWC Application Architecture

According to Mr. Minaldi Loeis, the strength of Binus is in IT. In fact, Binus has used IT

to support the operation and service by having the data and information more accurate.

Binus has established IT department to develop and maintain the information systems,

network intranet or internet, operational support, and teaching and learning support.

Almost all operation processes in Binus JWC is supported by information systems.

Information systems in Binus act to support the business because without information

systems the business can still operate manually.

According to Mr. Diyur, most systems in Binus JWC are developed in house by IT

department except the finance system. The finance system uses SAP product because

Binus wants to be a world class university so it needs to use a world class IT solution

that people know it. The summary of interview with Mr. Diyur is on appendix B. In the

table 4.11, it describes systems that are in the Binus JWC.

Binus operation and services is enabled by ABIOS. ABIOS is a system that is used by

the internal staff to do lecture scheduling, examination scheduling, syllabus, enrollment,

and grading. Those are the core in the ABIOS system, the research did not get the full

detail of ABIOS due to Mr. Diyurman only gave the key activities. ABIOS system is a

desktop system which means these systems are not integrated with each other.

4.2.3.1.2. IT Infrastructure

In order to support the information system in Binus JWC, it needs a suitable backbone

system. The backbone system consists of network, server, and database. The network

uses fiber optic cable. The internet bandwith in Binus is 30MB for international and

unlimited for local but for Binus JWC is 5MB for international and unlimited for local.

Some of the systems like library, accessbi and finance, the data are centralized in Binus

Syahdan. Other systems are centralized in Binus JWC. Only systems that open to public

are centralized in Binus Syahdan but systems that for academic in Binus JWC operation,

the server is centralized in Binus JWC.

According to the head of IT department, for the server, Binus still uses old server and

has not planned yet to be improved. It is because of the current server still can perform

well with the current operation. Currently, Binus does not use virtualization for the

server because virtuliazation is a new technology. The server that Binus have at the

moment does not support the virtualization. If Binus changes the server that enables

virtualization, the cost will be equal.

Server that Binus used is server from IBM, ASUS and also there is blade server. For the

operating system of the server Binus use Linux for the main server and for the

application use windows 2008 server. Binus uses SQL server for the database. Every day

Binus JWC data is synchronized to Binus Syahdan. It is a one way interaction that Binus

JWC acts as the source. Binus JWC also back up their data to a computer then from the

computer the data is stored in the tape storage. The tape backup is chosen because tape is

durable and the size is also big. The disadvantage of tape is slow when restoring and

According to head of IT department, figure 4.13 shows the network diagram of Binus

International. The connection to Binus Syahdan is through router and firewall. Binus

Syahdan is responsible to distribute internet for Binus International.

4.2.3.1.3. Integration Architecture

The username of accessbi, library, and magister are integrated. The integrations is using

web service so students can have the same id and password to login to the application.

The web service is linking the login account in form of XML. The web service is

developed by Binus. Figure 4.14 describes the web service relation to applications.

4.2.3.1.4. Binus JWC IT Policy

Beside quality of people, the system qualities that enable the business process also have to be

improved and maintained. The security quality attribute of the existing system needs to be given

an attention. In order to ensure the security, IT of Binus JWC develop IT policy. The IT policies

are :

• Staff does not using internet for not working related purpose

• Staff does not access bit torrent

• Staff does not use Binus Email to post not working related purpose

• Maximum 10mb – 15mb per download, after work hours the internet is unlimited

• Use DHCP server to obtain IP address

All computer staff is using Kaspersky total solution to protect computer from viruses. IT also

controls lab class so there is a lab policy to maintain the computer lab. Besides that IT also

monitor Internet activity. If there is any unordinary behavior, the staff can block it. Other than

the security quality attribute, the reliability of the system is also important. In order to achieve

reliability and availability, the system is tested, reviewed and backup. There is testing and

implementation to the system before the system is launched. After the system is launching, it is

still monitored until the system is matured.

4.2.3.2. Binus JWC IT Plan

The current IT plan in Binus JWC is integrating all of the systems and adding system

BEES, Binus JWC will have an integrated web based system to support Binus JWC

operations. The reason to develop BEES on a web based system is because Binus JWC

need to change the framework if there is additional. There are several modules inside

BEES. Table 4.15 describes the BEES modules with their status for year 2011.

The status of the BEES modules means the current state of BPR project in Binus JWC.

The finished status means that the module has been finished develop. The finished

module will be planned again, if there is additional requirement or weaknesses. The on

going status means that the module currently is running. The planning status is the

module currently is being planned. The pending status means that the development of

the module is postpone. Not yet plan status means that, it has not planned in 2011. The

interviewee who was Mr.Diyurman did not want to give the detail of the module.

During the development of BEES according to Mr. Diyur and Mr. Andi, they have a

problem in the human resource. The problem occurs because of the team member come

out and it is hard to find a suitable person to replace. It is because of Binus requirements

does not match with the candidate skill or because of the salary.

The design of the system is important to follow a framework. The framework will enable

to have a better design of system. Frameworks that Binus currently use are the CMMI

framework and .NET framework. Binus uses the CMMI framework for the logical

design. For example the file naming, table naming, and procedure. The .NET framework

is used for the programming/coding of the system. The reason for choosing .NET

framework is because the plarform of the OS is windows and quick development. The

.NET framework is a future programming then it will be a web based to support internet

platform. BEES system is based on .NET framework. Some of previous system in Binus

is not used .NET framework but it will shift to the .NET framework. Before .NET, Binus

used vibi and foxpro before year 2000. Binus uses SDLC methodology for problem

For data processing, Binus JWC uses centralized and decentralized that mean for

finance, accesbi, and library system it is centralized with Binus Syahdan and centralized

in Binus JWC for academic purposes. At the end of the day, the data related to the

academic will be copied to Syahdan.

4.2.3.3. IT Architecture

Figure 4.16 shows the IT architecture in Binus International. The IT architecture is

created based on the current IT and the IT plan in Binus international. The IT

architecture describes the current systems that are ABIOS and OprJWC. The figure also

describes the IT plan in Binus International that is the BEES system and the application

integration.
