Several bills were filed in congress since the term of the late Rep. Vincenzo Sagun until that of Congresswoman Belma Cabilao to this effect. Unfortunately, all their bills remained unacted and were relegated to the recesses of the archives. In 1993, another initiative called the Zamboanga Occidental Movement was started that ushered in a renewed political consciousness among the people of the 3 rd District of Zamboanga del Sur. This movement was that strong that a People’s Initiative was conducted simultaneously with the May 1997 Barangay Elections. Chapter 1GENERAL INFORMATION

1.1 Historical Background: February 24, 2001: R.A. 8973

In early 1960's, there was an attempt to divide Zamboanga del Sur into two Provinces. Several bills were filed in congress since the term of the late Rep. 1.2 Topography

Stretching northward from Zamboanga City in the Southwest and running along the northern boundary of Zamboanga del Norte is a mountainous area except Titay Valley. In the Northeast spreading to Sibuguey valley is flat and slightly rolling. The coastal plains are narrow strips extending regularly from the Southwest, and then spreading into wide flat lands when reaching the coastal plains of Sibuguey Bay area.

1.3 Climate and Temperature

The Province of Zamboanga Sibugay is moderately normal (climate type III) in general climatic condition. The annual rainfall varies from 1,599 mm to 3,500 mm. Temperature is relatively warm and constant throughout the year ranging from 22° C to 35° C. he province is rarely visited by typhoons being outside the typhoon belt. However, severe monsoon rains can cause its major rivers to overflow and bring floods to the lower areas of the province such as those situated in Sibuguey Valley.

1.4 Political Subdivision

There are 16 municipalities comprising the Province. These municipalities are Ipil, Kabasalan, Naga, R.T. Lim, Siay, Titay, Tungawan, Alicia, Buug, Diplahan, Imelda, Mabuhay, Malangas, Olutanga, Payao and Talusan. It has a total of 389 barangays and 127 are coastal barangays out of the total barangays of the province.

1.5 LGU Creation

Kabasalan is the oldest municipality created on February 17, 1937 under Executive Order number 77. The second municipality was Ipil and was taken from Kabasalan in 1949. Malangas and Alicia created from Margosatubig, Zamboanga del Sur in 1951. Other municipality created 1950's; five (5) in 60’s; four (4) in 70’s and one (1) in the 80’s.

NATURAL RESOURCES AND ENVIRONMENT

2.1 Land Areas

Zamboanga Sibugay has an approximate total land area of 360,775 hectares that constitute 43.09 % of the mother province of Zamboanga del Sur, about 22.552% of the Region and 1.203% of the country’s 30 million hectares.

Among the 16 municipalities, Tungawan is the largest in terms of land area (47,328 has.) followed by Titay with (35,044 hectares). The smallest municipality is Talusan with an area of (5,816 hectares).

The Province of Zamboanga Sibugay has the following boundaries:

Beginning at Point 1 with geographic position, longitude 123º 04’ 49.75’’ latitude 7º 42’ 14.89’’ facing Dumanguillas Bays; then due north following the municipal boundary of Buug and Kumalarang until it intersects the common municipal boundary of Buug, and Kumalarang at point 2; then due west following the municipal boundary of Bayog and Buug until the junction of Sibugay River and Depore River at point 3; the following downstream course of Sibugay River passing the municipal boundary of Buug and Diplahan until it intersects the municipal boundary of Bayog and Diplahan at point 4; then following the municipal boundary of Bayog and Diplahan unit it intersects the common boundary of Diplahan, Bayog,

Siay and Kabasalan at point 5; then due North following the municipal boundary of Bayog and Kabasalan until it intersects at the provincial boundary of Zamboanga del Sur and Zamboanga del Norte and at point 6, then following the provincial boundary of Zamboanga del Sur, Zamboanga del Norte and Zamboanga City at point 7; then due east, following the boundary of Zamboanga del Sur and Zamboanga City until the geographic position longitude 22º 20’ 43.8’’, latitude 7º 28’ 06.04’’ at point 8; then following the shape lines including the Olutanga Island back to point 1. This contains an area of 288,033 hectares more or less. All points referred to are indicated on the Plain and are marked on the ground by cyl. conc. mons. 15 x 60 cm. bearing true. Provided however, that the status of quo arrangement on the boundaries of Zamboanga del Sur and Zamboanga del Norte remains.

Bounded on the North along lines 10 to 11 by the Municipality of Baliguian and Gutalac; along lines 11 to 14 by the Municipality of Labason; along lines 14 to 22 by the Municipality of Tampilisan; along lines 22 to 24 by the Municipality of Godod; along lines 24 to 25 by the Municipality of Postigo; along lines 25 to 26 by the Municipality of Siayan all in the province of Zamboanga del Norte.

South

Bounded on the South along line 29 to the point of beginning of Dumanquilas Bay and Sibuguey Bay.

Bounded on the East along lines 26 to 28 by the Municipality of Bayog, along lines 28 to 29 by the Municipality of Kumalarang both in the province of Zamboanga del Sur.

West

2.1.2 Soils

The Province of Zamboanga Sibugay is largely clay. On slopes over 20%, stone content and its soils have low fertility due to leaching and low organic material content. Perennial crops are extensively grown in many areas.

2.1.4 Geology

The province’s soil, geology and geomorphology describe earthformations along with distribution and resultant landforms. It provide the basis for the initial delineation of land mapping units and the parent materials of the soils that identify probable locations of metallic and non-metallic minerals along with the agricultural and non-agricultural significance.

The oldest rocks are found in the province’s higher elevations. A basement consists of schist, marble quartzite, slate, and other metamorphosed rocks.

2.1.5 Mountains and Valleys

The tallest peak in the province is Mount Silingan in Ipil reaching to about 893 meters amsl. Other mountains include others are Mount Lacauwan in R. T. Lim, Mount Sibuguey and Tamaraw Mountains in Payao,

Mount Kabasalan, Diplahan Mountain, and Mount Logona and Mount Kalabis in the Municipality of Alicia. The major valleys in the province are Titay Valley and Sibuguey Valley.

2.2 Forest

Generally, the province is endowed with a good resource-base of primary production materials such as forestry, fishery, mineral and agriculture products. However, the upland portion has been threatened by various economic activities of the people that caused the destruction of the resources in the lowland down to the coastal areas. This ecological degradation and imbalance have to be properly addressed to prevent extreme climatic aberrations now experienced by the Province such as drought and flood.

2.2.1 Watershed

There are five (5) identified major catchments in the municipality of Ipil, all draining directly into the sea. Sanito River catchment of major importance, covering about 40 percent of the municipality (about 5,500 hectares) including the Poblacion and nine central barangays. The entire Sanito catchments extend to north and beyond the municipal boundary into the southern part of Titay that covers a total area of about 9,000 hectares. Other major catchments to the west side that includes Tiayon, Caparan and Buluan Rivers. Its acute profile in its upper reaches including Palina Falls, its partly developed potential as a source of water for the town, and the existing 30-hectare Command Irrigation System it services in Barangay Tomitom makes this catchments the most critical in the municipality of Ipil.

2.3 Mineral Resources

Mineral extractions and other economic activities in the upland areas threatened the marine ecosystem to deplete. Various initiatives and efforts are now beginning to emerge in the area. A notable initiative is the Sibuguey Valley Management Council (SVMC). However, the upland area of R. T. Lim, Tungawan, Ipil and other parts of the province are still to be given attention for Upland Resource management (URM).

The 2003 reports of the Bureau of Mines and Geosciences that claimed the sites for mining and quarrying were the municipalities of Alicia, Buug, Diplahan, Malangas, Payao, R.T. Lim, Titay and Tungawan. The list of mineral production are classified into two areas the Mineral Production Sharing Agreements (MPSA) and the Exploration Permits (EP).

2.4 Water Resources

As of Calendar year 2010, the province household are 98,653. Out of these, 1,247 units are Level I. Level II has 406 units and Level III has a total of 162 units or functional facilities in 16 municipalities of Zamboanga Sibugay.

Likewise, the total populations served with water are 80,277.

This figure was gathered from the respective Municipal Planning and Development Offices in the Province.

2.4.1 Rivers and Bays

There are 13 river channels and seven (7) marine bays or fishing grounds in the Province. Marine water stretched to about 210 kilometers of shorelines. This benefited the 13 coastal municipalities with 113 coastal barangays.

2.4.2 Groundwater

The province of Zamboanga Sibugay is divided into three (3) sub-areas indicating groundwater availability.

2.4.3 Groundwater Availability in the Province

(1) Solo Shallow Well Area

There is a limited area in the province where shallow wells are being tapped. These are mostly found on the western and eastern part. The aquifer being tapped consists of unconsolidated river and coastal deposits mud, silt, sand, gravel and other organic remains.

The risk of shallow wells includes pollution from septic tank. The construction of the future wells should be located up gradient from the existing septic tanks to prevent the contamination of the water pumped from the well. In addition, the law should be follow wherein no septic tank should be constructed within a radius of 25m.

(2) Deep Well Area

Most deep well areas are found at the central and south-southeastern part of the Province. Various Miocene to Pleistocene sedimentary formation like sandstone, conglomerate and limestone underlies these areas. Fractured volcanic rocks may be water bearing as well. Deep well areas can have the occurrence of shallow wells.

(3) Difficult Area

The Province most difficult areas occur where there are impermeable igneous and metamorphic rocks. The water sources in these areas are normally springs. Groundwater may occur in areas where there is a high density and inter-connectivity of fractures and joints.

This area is classified both as deep and shallow well areas. Recent unconsolidated sediments comprise the shallow well areas, while deep well areas are underlain by both clastics and limestone. Productivity of both deep and shallow wells may range from low

to high. Saltwater intrusion is a primary concern of deep we areas near the coast (excessive pumping of wells), especially in urban areas. Spring may occur in the deep well areas (limestone).

Upland, Hill Area This portion is comprised of both deep well and difficult areas. Deep well areas mostly tap clastics and limestone for their aquifer while fractures and faults govern the movement of groundwater in the difficult areas. Spring flow is dependent on the infiltration of rainwater. Springs may be numerous depending on the density and interconnectivity of fractures. Tapping of springs is recommended in the difficult areas.

Elevations range from 100m to 500m.

Highland Area This area is not suitable for well development because of its elevation, although wells may be productive. Springs are recommended instead. Rocks in this portion are mostly consolidated igneous and metamorphic rocks.

Elevations are greater than 500m.

2.5 Drainage/Flood Control

Sibuguey Valley is the major flood prone area in the Province of Zamboanga Sibugay due to the narrow and irregular characteristics of the Sibuguey River. In addition to this, the denuded watershed in the area causes siltation in the drainage and irrigation facilities. A proposal has already been formulated for the Integrated Flood Control Project of Sibuguey Valley to properly manage and control flooding.

2.6 Fishing Grounds

There are nine (9) bays and thirteen (13) coastal municipalities of the province. These are the municipalities of Buug, Mabuhay, Olutanga, Talusan, Malangas, Alicia, Siay, Naga, Kabasalan, Ipil, R. T. Lim, Payao and Tungawan. The long stretches of coastal areas cover Sibugay, Dumanguillas and Sibulon Bays. The island municipalities are Mabuhay, Olutanga and Talusan.

2.7 Solid Waste Disposal System

As of 2004, the data show that of the sixteen (16) municipalities only one (1) has no municipal refuse collection and disposal services. In the Province, thirteen (13) percent of the households are served, while eighty seven (87) percent is unserved. Table 2-9 reflects the manner of solid waste collection and disposal, and service coverage by municipality in 2004.

Municipal dumping sites are still having the open type. The dump refuse is usually burned or left unattended. The respective municipal governments are still in the process of converting the open dumpsites to controlled ones within the immediate term, and to sanitary landfills in the longer term in compliance with the Republic Act 9003 or the Ecological Solid Waste Management Act of 2000.

2.7.1 Current Solid Waste Management Practices

The segregation in the different municipality of the Province of Zamboanga Sibugay is done at household level. Households outside collection area or in the barangay without waste collectors were observed to dump their waste of any kind in individual pit (not burned), burning, composting (later used as fertilizer) burning, composting (later used as fertilizer), burying, feeding to animals, and other manner of garbage disposal.

Chapter 3HUMAN RESOURCES 3.1 Population

The 2010 census reported a total of 575,672 populations for the 16 municipalities of the Province of Zamboanga Sibugay. The annual growth rate was computed at 1.63. Ipil is the highly populated place followed by Titay and Kabasalan. These had a combined population of 152,816. The lowest populated municipalities are Talusan, Imelda and Olutanga with a combined count of 87,078.

3.2 Population Density

The population density increased from 137.83 persons per km2 in 2000 to 162.06 persons per sq. km. in 2010. In the same year, the densely populated municipalities in the area are Talusan, Mabuhay and Imelda with 434.46, 399.43 and 327.81 persons per square kilometer. The less densely populated municipalities are Tungawan, Siay, and Diplahan with 85.68, 121.88 and 122.17 persons per square kilometer area.

3.4 Total Household and Household Size

The total number of households in the Province in 1990 was 73,376. This became 83,674 in 1995 registering an increase of 14.00%. Finally, the number of households totaled to 94,043 in 2000 making an increase of 14.80 percent.

3.4.1 Average Household Size

The province average household size then was 5.18.

3.5 Ethnicity

The most generally dialects used in the Province of Zamboanga Sibugay are Cebuano and Hiligaynon (known as Ilonggo). Other dialects, which are common, are Tagalog, Ilocano and other ethnic dialect

On the other hand, the most common ethno-linguistic group to which Sibugaynons belong to is Tausug, Subanen, Maguinadanao, Samal, Kalibugan, Maranao and Yakan. Those of Tausug ethnicity account for 32,821 or almost seven percent of the household population and are mostly located in the municipality of Mabuhay. Table 3-5 presents the most common ethnicities in the province.

4.2 Family Income and Expenditure

Based on the 2000 Family Income and Expenditure Survey (FIES), the province’s income and employment cannot be determined because there are no desegregated data by municipality.

As reported in 2000 FIES, 59.9 % of the families in the province source their income from entrepreneurial activities, mainly on crop farming, fishing and forestry; 29.8 % from salaries and wages, and 9 % from other sources. Compared to 1991 FIES, 65.2 % were from entrepreneurial activities; 26.2 % from salaries wages, and 8.6 % from other sources.

Chapter 5ECONOMIC SECTOR

5.1 Agriculture

5.1.1 Crops

Agricultural land devoted to major crops constitutes about 52 % of the total land area of the province. The major crops grown are palay, corn, coconut and rubber. One of the leading income producers in the area is rubber that was sold in semi-processed form to final processors in Manila.

Rice and corn are abundant in the locality. These are considered as staple foods of the populace. Sixty five percent of the total population is rice- eating, people while 35% are corn- eating.

5.1.2 Poultry and Livestock

Every household in the rural areas engaged in livestock production as their secondary source of income. As of 2011, chicken had the biggest population with 640,334 followed by swine with 143,847 heads. This is attributed to the ongoing dispersal program of the government. Geese had the lowest population.

The dispersal program in the Office of the Provincial Veterinary is available in the municipalities.

5.1.3 Fishery and Aquatic Resources

There are 13 coastal municipalities of the province. These are the municipalities of Buug, Mabuhay, Olutanga, Talusan, Malangas, Alicia, Siay, Naga, Kabasalan, Ipil, R. T. Lim, Payao and Tungawan. The long stretches of coastal areas cover Sibugay, Dumanguillas and Sibulon Bays. The island municipalities are Mabuhay, Olutanga and Talusan in which seaweeds or “Agar-agar” is vastly found.

5.1.4 Fishponds

The aquaculture accounted that the major species harvested in brackish areas are bangus (milkfish), prawn, tilapia and crabs (mud crab). The area is approximately 8,721 hectares of brackish water fishponds and yielded 268.109 MT of fish in year 2010.

There were also several fish pen and fish cage operations in the province with an average cage size of 0.50 hectare. These are found in the municipalities of Alicia, Kabasalan, Olutanga, Payao and Talusan.

5.1.5 Municipal Commercial Fisheries

The main species of fish caught are bangus (milk fish), soldier fish, lizardfish, crevalle, cavallas, emperor fish, striped mackerel, and big-eyed scads, tread breans and goatfish.

5.2.1 Mining and Quarrying

5.2.1.1 Mining

Mining Business:- Coal- Small Scale Mining (Gold)- Chromites- Manganese- Limestone- Copper- IronMineral extractions and other economic activities in the upland areas

threatened the marine ecosystem to deplete. Various initiatives and efforts are now beginning to emerge in the area. A notable initiative is the Sibuguey Valley Management Council (SVMC). However, the upland area of R. T. Lim, Tungawan, Ipil and other parts of the province are still to be given attention for Upland Resource management (URM).

The 2003 reports of the Bureau of Mines and Geosciences that claimed the sites for mining and quarrying were the municipalities of Alicia, Buug, Diplahan, Malangas, Payao, R.T. Lim, Titay and Tungawan. The list of mineral production are classified into two areas the Mineral Production Sharing Agreements (MPSA) and the Exploration Permits (EP).

The province is endowed with vast natural attraction such as hills and mountains, beaches in Naga, Ipil, Alicia, Payao, Malangas, Mabuhay and Buug, Tunnel and Bat Cave of Olutanga and Mabuhay, Sea snake sanctuary in Pulo Laum Olutanga, and hot springs in Siay, Diplahan and Mabuhay. Some of these attractions are developed as economic enterprises by the Municipal Government Units or by some private groups. However, many of these remained untapped due to inaccessibility and funding constraints.

5.3.2 Tourism Facilities

The tourism facilities available in the province include hotels, tourist inns, and pension houses, resorts and lodging houses. Ipil has the greater number of accommodation and facilities.

In Ipil alone, "Between" 2001 to 2011, hotel establishments increased. Consequently, the number of available air-conditioned rooms increased.

5.4 Economic Services

The banking groups, credit institution, insurance companies and pawnshop all throughout the Province, gives and extending services to its clients. Lending activities in the urban areas are particularly in the capital town and the urban areas in other municipalities because, unlike banks, private lending institution does not require several legal evidences and collateral. They usually required for the loan to be released is a guarantor who is known to knew owner.

There are about ten (10) banking institutions operating in the Province. The most banks are notably located in the capital town of Ipil. Land Bank of the Philippines (LBP), Rizal Commercial Banking Corporation (RCBC), Allied Bank and Kapatagan Valley Bank has also its branches.

6.1 Education

6.1.1 Formal

The Schools Division of Zamboanga Sibugay is located in the municipality of Ipil. The Province of Sibugay covers 16 school districts, which grouped into three (3) Schools Development Center (SDCs) for both elementary and secondary levels. Each SDC has a center, centrally located and are accessible to all its satellite districts especially to the island activities.

DepEd, Sibugay Division is trying to organize and strengthen the Pre-School Program. However, as of now, not all districts have been organized, considering it is a newly established division. There are 16 Pre-schools have submitted their reports in SY 2010-2011 with the total number of 13,411 pupils, 7,309 are males and 7,143 are females. There are 418 public schools with 2,477 monograde classes and 297 multigrade classes offering elementary education. Private elementary schools are also available. Most of these schools are located in the different municipalities of the province.

Both public and private schools offer secondary education in the province. National high schools were established all over the province, while private high schools are more concentrated in the Poblacions.

For SY 2010-2011, the numbers of schools, classrooms, and teachers in government secondary schools have increased to serve the increasing number of high school age population.

Private secondary on the other hand experienced minimal decrease in its enrolment and teachers due to the improved delivery of teaching services in government high schools.

6.2 Health Services, Nutrition and Family Planning

6.2.1 Provincial Birth and Death Rate

Health services were devolved to the LGU’s pursuant to the implementation of RA 7160. It has 2 components; the preventive, which is being served by the RHU’s in the municipalities, and the curative component, which is being taken, cared of by government and private hospitals.

The 16 municipalities covering Zamboanga Sibugay registered a total of 13,845 live births. The Crude Birth Rate (CBR) registered at 24.01.

The pattern of the 10 leading causes of morbidity had registered URTI as the highest number of cases. Pneumonia ranked next.

6.2.3 Mortality Indicators

A total of 1,780 deaths with an average crude death rate of 3.1 per 1,000 populations were reported. Ipil District got the highest (4.0) mortality followed by GIDA District Alicia District (2.7) and GIDA District (1.3).

All municipalities in the province recorded a total of 42 infant deaths. The highest Infant Mortality Rate (IMR) is in Ipil District Hospital, followed by GIDA District Hospital and Alicia District Hospital.

6.2.4 Vital Health Statistics

The 5-year average vital indicators for the province differed slightly from the total. The Province death and maternal rates are much than the provincial figures.

6.2.5 Location and Bed Capacity of Hospitals in Zamboanga Sibugay

In terms of hospital service capacity, the major public hospitals include Zamboanga Sibugay Provincial Hospital in Ipil, Alicia District Hospital, Olutanga Municipal Hospital and Payao Municipal Hospital. There were 230 hospital beds in the province resulting to a bed: population ratio of 1:2,162. Other public health facilities include 16 health centers and 12 private hospitals.

6.2.7 Manpower and Health Facilities

The government health programs of the Province are carried by the manpower and facilities both public and private practitioners. The rural physicians, nurses, dentist, rural health midwives, medical technologies and sanitary inspectors. Of sixteen (16) municipalities there are only five (5) public hospitals and seven (14) private hospitals.

In addition to the regular health personnel, there are 1,335 active Barangay Health Workers (BHWs) employ the basic health care services at the grassroots level.

6.3 Peaces and Public Safety

The Philippine National Police (PNP) to prevent and control crimes maintain peace and order and ensure public safety and internal security with the active support with the community. In spite of the neutralization of the notorious syndicate and wanted individuals, the police have to double their efforts against criminality in the province.

6.3.1 Crime VolumeThe Provincial headquarters of the Philippine National Police indicate

that there were 1,489 reported crimes in the province in 2009. There was an increase of 265 reported in 2010. The table shows a decrease in 2011 with a total crimes of 700.

Data from the Provincial Headquarter of the Philippine National Police reported seventy eight (78) domestic violence in 2009 while seventy-one (71) domestic violence were reported in 2010, zero (0) means LGUs might have very rare incidence of domestic violence.

The land transportation is categorized into public utility/for hire, government and private vehicles. The transportation system in public utility or for hire is composed of buses, vans, jeepneys and motorcycles.

The 16 municipalities in Sibugay Province cover about total road lengths of 348.600 kilometers. The Provincial roads are classified into 3 type of construction of which 6.900 km., are concrete; 335.700 km., gravel and 6.000 km. are earth.

The Province is accessible by land transportation from the capital municipality (Ipil) to the different municipalities. The distance from the capital municipality is utilizing the usual routes and land transportation system. (Table 7-2)

7.1.2 Air Transportation

There are 3 airports in Sibugay Province, one (1) is public and the other two (2) are privately owned. Public airport is located in Ipil while the other 2 are located in R.T. Lim owed by the Zambowood Product and the Philippine National Oil Company airport in Malangas.

The presence of feeder airport located in Ipil is one important potential factor in Zamboanga Sibugay Province. For the past years, a six-seater plane used to fly the route; but, for some business failure, the aero service corporation has ceased operation resulting to the closure of the said airport for business. But today, there are some private planes that use the airport for carrying prawn fry deliveries to some fishpond operators in the municipality.

7.1.3 Water Transportation

There are 10 existing ports in 13 coastal municipalities in Sibugay Province that are considered national ports, and 8 are municipal ports.

7.2 Power

7.2.1 Generating Plant

The Province is served by the National Power Corporation (NPC) Hydroelectric Plants (Agus I-VII) with Agus River and Maria Christina Falls in Iligan City as its sources.

The major substations in the Province are operated and maintained by the NPC, thru ZAMSURECO II-NPC substations that are located in Naga, Ipil and Kabasalan. ZAMSURECO II sub-station is found in Ipil. The two (2) major transmission lines of NPC are the 138 KV and 69 KV, which are made up of steel towers and wood poles.

ZAMSURECO II with main office located in the municipality of Ipil, covers 16 municipalities of Zamboanga Sibugay, 3 municipalities of Zamboanga del Sur, 4 municipalities of Zamboanga del Norte and 4 barangays of Zamboanga City. There are 389 energized Barangays with 74,281 houses connected in Zamboanga Sibugay alone, which is 100% of potential barangays served over the total province wide.

The telephone system in Sibugay Province is provided by the Philippine Long Distance Telephone Co. (PLDT) to enable two-way domestic and overseas long distance calls to and from Ipil, Kabasalan, Malangas and Buug. Other telephone providers cater long distance via PLDT. Mobile Phone Systems also available such as SMART, GLOBE, Touch Mobile and Talk & Text and others are strategically located in the municipalities.

7.3.2 Public Calling Offices and Telephone Toll Stations

There are Public Calling Office installed in the municipalities of Imelda, Ipil and Malangas. On the other hand, the PT & T, RCPI, and BAYANTEL are serving radio and telegraphic services.

7.3.3 Radio Telegraphic Stations

The Bureau of Telecommunications (BUTEL) provides telegraphic services to some of the municipalities of the Province.

7.3.4 Telex/Facsimiles

Presently, there are several units in the Provincial and National agencies as well as the private offices in the Province of Zamboanga Sibugay.

7.3.5 Postal Communications

The Philippine Postal Corporation is handling mail services in all the municipalities of the province. This corporation has branches in all the municipalities of the province. Likewise, private companies like JRS, LBC, DHL, and others also handle the delivery of mails and packages all throughout the province.

7.3.6 Provincial Communication System

The Provincial Communication System (PCS) based at the Provincial Capitol in Ipil Heights, with its repeater situated at the Provincial Site, links all the municipalities and of the barangays of Zamboanga Sibugay.

7.3.7 Tri – Media Facilities

The province has Five FM stations, a cable TV company and VHF radio clubs. Zamboanga Sibugay Province is also on the World Wide Web (www.moscom.ph.com).

7.4 Water Supply

As of Calendar year 2010, the province has a total of 98,653 number of households served (Table 30). Out of these, 1,815 units or 69% are Level I. Level II has 406 units or 22% and Level III has a total of 162 units or 9% of functional facilities in 16 municipalities of Zamboanga Sibugay.

Likewise, the total populations served with water are 584,685.

7.5 Irrigation

The total irrigated areas in Zamboanga Sibugay are 11,890.50 hectares with a total production of 156,238.40 metric tones. The irrigation in the province is classified as Communal Irrigation System (CIS), Pump Irrigation System (PIS) and Rehabilitation of Ground Water Irrigation Project (Pumps-REGIP).

The Province of Zamboanga Sibugay is comprised of 16 municipalities. The Governor as the Chief Executive, heads the Provincial Government, and the Vice-Governor heads the legislative body. 8.1.1 Personnel

The Provincial Government of Zamboanga Sibugay has 725 personnel. There are 22 major offices that serve as the primary engines of the province’s bureaucracy. The province has 16 elected officials, 16 Department Heads and 9 Assistant Department Heads who tasked to supervise their respective offices in the delivery of prescribed services. 8.1.2 Special Bodies

The 1991 Local Government Code organized and maintained the Provincial Development Council (PDC), Provincial Health Board (PHB), the Provincial School Board (PSB), and the Provincial Peace and Order Council (PPOC). These structures which are all chaired by the Provincial Governor which provide the system of institutionalized planning and comments and served as instrument to facilitate private sector’s greater participation to the development of the province.

8.2 Financial and Fiscal Administration

8.2.1 Income

The Provincial Government of Zamboanga Sibugay had a source of income from the property taxes, other local taxes, permits and licenses,

8.2.2 Expenditures

The greatest bulk of the province’s expenditures are allocated for personal services, which is more than 50 percent of the expenditures. Three percent of increased of the expenditure from 2009 to 2010 and twelve percent increase in 2010 to 2011.

8.3 LGU Income Classification, Date of Creation, Laws of Creation and Source

Zamboanga Sibugay is classified as third class Province. Among the sixteen (16) municipalities, one (1) is classified as first, four (4)are classified as second-class municipalities, seven (7) as third-class municipalities, three (3) are classified as fourth-class municipalities, and one (1) municipality are classified as fifth class.

THE SEAL – This is the insignia of Zamboanga Sibugay showing the strands of its life and history which are the essence of its being.

THE NAME – In circle form, the name of the province of Zamboanga Sibugay, is a visual symbol of the people’s pride of its birth thus its emergence canopies its pedestal sprung from Republic Act No. 8973 and from its founding in 2001.

THE TAMBULI – Signifies the hearing of dawn of the province of Sibugay with the map of the province distinctly inscribed in the pearl inside it, to indicate that

Sibugaynons of all its faiths, Muslims, Subanens, Christians and all other ethnics are under one God the Divine Providence of all men.

THE PEARL – Represents the emergence of Sibugay as the newest province of the Southern Seas whose pearlascence will become a dazzling ray of hope for Mindanao development and progress.

THE NATURAL PRODUCTS – Represents the major agricultural products; coconut, rubber, rice and corn and marine products (shrimps, milkfish & crabs) which will catapult the province into a significant food basin of the country.

THE SIXTEEN (16) RAYS OF THE SUN – The articulate rays of the sun, symbolizes the 16 municipalities comprising the new province of Zamboanga Sibugay. For the hope and dreams of the people in the new leadership that will beam the light, whom they are commissioned to serve.

THE NATIVE COLORFUL VINTA – Represents the presence of the decade-long Muslim and other cultural influence in the province. It likewise symbolizes goodwill, hospitality, and a decade-long means of transportation in the province.

THE RIVER OF SIBUGAY – Represents the might of the Sibugay River symbolizing the flow of life’s blessings abundantly relished by the people as divine enablement from the River Maker.

THE MINING PRODUCTS – The images of manganese, marbles and coral represents the flaming prospect of Sibugay as mining capital of the industry if given technological backing. Along with rubber, these will propel the province as leader in agri-industrial development in Mindanao.

THE COLORS – Yellow, signifies the sun and its life-giving energy; Blue, signifies the seas and waters that provide adequate habitat to marine resources; Red, signifies courage, tenacity, and innovativeness; Green, signifies environment and nature; and Gray, best symbolizes the infrastructure, mineral deposits, and other related natural resources in the province.

The Official Seal of the Province of Zamboanga Sibugay was adopted through the Sangguniang Panlalawigan Resolution No. 219-2001, authored by Hon. Edgar C. Gonzales, Board Member of 2nd District.
