Dear friend and supporter of Defence Anglican Chaplaincy

Thank you for your continuing support for the work and ministry of our Anglican Defence Chaplains.

The ministry of the Defence Chaplain is a unique one with its own complexities and dangers. A Chaplain’s ministry often involves long periods of absence from families, whether in training or on operational deployment. And it is the prayer of the faithful that sustains our Chaplains in these times. I bid you pray for the spiritual well-being of the Chaplains, who often find themselves isolated from regular Christian encouragement and support, and of course be praying for ‘workers for the harvest’, additional Chaplains to help share the load of ministry. I hope that you find the Prayer Diary section of this document to be a useful guide for your daily prayers.

This edition of ‘Support to Defence Anglican Chaplaincy’ (previously the ‘Prayer Diary’) includes information on Defence Chaplaincy and details of Chaplaincy training. If you believe you are called to Chaplaincy, I invite you to read the front sections in this document and get in touch with my Office.

Is God Calling You to Defence Chaplaincy?

The Australian Defence Force Anglican chaplain is a ‘missionary’ sent out from the Church to minister in the name of Jesus wherever and whenever opportunities arise. It can be an adventurous ministry testing the chaplain’s spiritual, emotional, intellectual and physical resources.

The chaplain aims to be a bridge between both individuals and Jesus, and the Anglican Church and the enveloping society. Anglican Defence Force chaplaincy is a ministry encompassing sacramental, pastoral, evangelistic, vocational, instructional and administrative duties, in which the chaplain lives with and shares the hardships and privileges of uniformed people posted around the country and abroad. Anglican Defence Force Chaplaincy is a vital work among the nation’s youth, a significant national ministry, and an important outreach to Australia’s regional neighbours.

Australian Defence Force chaplains have been employed by the Australian Government on either a full-time or a part-time basis to meet the spiritual and welfare needs of uniformed people serving in the armed forces since the Boer War (1899–1902). The Anglican Church of Australia (ACA) has made available clergy for ministry as chaplains in the permanent and reserve elements of the Australian Defence Force.

Since 2000, they have ministered in East Timor, Bougainville, the Solomon Islands, Malaysia, the Middle East and at sea in the Persian Gulf.

●● Naval chaplains serve both ashore and at sea.

●● Army chaplains minister in barracks and in the field.

●● Air Force chaplains are highly expeditionary and serve where required in the world as well as at bases in Australia.

ChaplaincyA day in the life of a chaplain includes activities such as:

●● Pastoral care and advocacy for ADF members and their families.

●● Advice to commanders on pastoral, religious, ethical and cultural issues as they affect the performance, morale, morals, welfare, and spiritual needs of ADF members and their families

●● Leadership and ethics training

●● Worship and ceremonial services, occasional services (eg weddings), bible studies etc.

Chaplains also play an integral support role with members on overseas deployments. While this can mean being away from home for some considerable time, ministry opportunities are usually significantly enhanced with ADF members in higher stress environments while separated from family and friends.

Good for Parishes – Good for the ADFIn a period where some parishes have work for more than one clergy, there is an opportunity for parishes to utilise the services of a local reserve (part-time) Defence chaplain. For example, a chaplain could supplement a part-time stipend for three days per week with their tax-free reserve pay.

Of the clergy who will enter Defence chaplaincy on a full-time basis, many will choose to return to parish work after four to eight years of Defence employment. This is necessary in order to keep the chaplaincy young and fresh. Those clergy who have served as chaplains will return to their diocese better able to communicate the Gospel in a secular environment and better equipped pastorally and administratively.

Defence wants chaplains and they are prepared to pay for them and listen to their advice. Chaplains make a difference in the lives of young men and women who are serving the nation, as well as influencing ADF commanders through the provision of sound ethical advice and raising moral issues that help commanders make the right choices.

Benefits to your ChurchYour church can receive substantial benefit through the training and experience that your minister, pastor or priest will receive in the ADF.

Through initial training with the ADF and the Defence Force Chaplains’ College, chaplains emerge with a considerable sharpening of ministry skills.

Chaplains are immersed in a secular workplace. This mission experience offers unique opportunities to exercise a gospel ministry in a pluralistic environment.

More generally, reserve (or part-time) service provides substantial Church benefits:

●● Development of leadership skills on par with managers and executives in the broader community

●● Development of teamwork skills

●● Development of personal skills including self- discipline, initiative, punctuality, self-reliance and acceptance of responsibility

●● Trained assistance to the community during times of natural disasters

●● Annual mandatory training in security, ethics and fraud awareness, equity and diversity, and drug and alcohol and suicide awareness

●● Enhancement of Christian pastoral leadership and management skills in a secular environment

●● Enhancement of ability to speak on issues from a pastoral viewpoint in a secular environment

Employer Support PaymentThe Employer Support Payment Scheme (ESPS) provides financial assistance to eligible employers of reservists, when the reservist is engaged on eligible periods of Defence service.

For reservists on temporary full-time service after an initial qualifying period, ESPS payments are made to an employer at a set weekly rate (in the FY 2018/2019) of $1567.90

General Eligibility Criteria

In general, applicants must be in good health and physically fit, be ordained, have completed a three-year Bachelor of Theology degree or equivalent, and have completed a minimum of two years full-time pastoral experience or post-ordination appointment as a Minister of Religion.

Further details of eligibility criteria can be obtained from the points of contact (see page 10).

Initial Training on Appointment as an Officer

After being appointed as officers into the ADF, chaplains will undertake both initial single-service (ie Navy, Army or Air Force) officer training followed by common ADF chaplaincy training at the Defence Force Chaplains College.

Single-Service Officer Initial Training for ChaplainsOfficers who have been appointed to specialist roles such as chaplains, doctors, dentists, psychologists and lawyers must undertake generic initial training officer courses. The courses vary according to service (ie, Navy, Army, Air Force) and service type (ie, full-time or reserve (part-time)).

Army●● Full-time and part-time. The Specialist Service Officer First Appointment

Course (SSO FAC) prepares specialist full- and part-time officers to perform their role within the Army. The course is conducted at the Royal Military College (RMC) Duntroon in Canberra and comprises two 16day modules: Foundation Skills and Basic Officer Skills.

Navy●● Full-time. Initial entry officer training is conducted at the Royal Australian

Naval College (RANC), HMAS CRESWELL at Jervis Bay in NSW. The New Entry Officer Course (NEOC) is 22 weeks in duration.

●● Part-time. The Reserve Entry Officers Course (REOC) comprises four phases of training to accommodate the shorter-term availability of Navy Reserve (NR) officers:

(1) Initial officer training (two weeks residential) conducted at HMAS CRESWELL.

(2) Initial officer training (distance learning over 6-12 months).

(3) Pre-sea training (two weeks residential).

(4) Sea-training deployment (two weeks residential).

Air Force●● Full-time. Immediately upon joining the RAAF, full-time chaplains will normally

undertake the 18-week Initial Officer Course, a residential course at RAAF Base East Sale in Victoria.

●● Part-time. Part-time chaplains undergo the Specialist Reserve Officer Familiarisation Course which must be completed within two years of appointment. This course is currently of six-days duration undertaken at Officers’ Training School (OTS), at RAAF Base East Sale.

Initial ADF Chaplaincy TrainingInitial ADF Chaplaincy Training is conducted for chaplains from all services at the Defence Force Chaplains’ College in Canberra. There are two residential modules:

●● Module 1 (two weeks) is designed to enable newly commissioned chaplains to contextualise their ministry skills in the ADF environment.

●● Module 2 (one week) comprises:

(1) Living Works Applied Suicide Intervention Skills Training (ASIST), and

(2) Critical Incident Mental Health Support (CIMHS) training.

Clergy in Training and Second Curacy Opportunities

We are developing an initiative to engage with interested young women and men while they are still at theological college and thinking about ministry directions. Our concept is to offer them reserve service over the course of their first curacy, preparing them for the possibility of a ‘second curacy’ as a Defence chaplain for a period of two to four years, with the possibility of an extension if they wish and if their Bishop is agreeable. Theology students may also be eligible for a Chaplaincy Undergraduate Scheme. We would be happy to explore with you flexible paths for entry into chaplaincy.

O Lord God of infinite mercy, we ask you to look in compassion on our nation.

Pardon our offences, our pride and our arrogance, our self-sufficiency and our forgetfulness of you.

Give wisdom to our elected and appointed leaders, skill and discernment to our officers, courage and endurance to our sailors, soldiers and airmen and women, especially those serving in and around the Middle East, and all who guard our shores.

Look in mercy on those immediately exposed to danger, conflict, sickness, and death, and all prisoners of war.

Be with the dying; give to them true repentance and complete trust in you; and in the day of judgement, good Lord, deliver them.

DEFENCE ANGLICANS MISSION AND VISION

Mission Statement:“We are Anglican clergy called to minister, proclaim and witness to the gospel of Jesus Christ within the ADF community;”

Vision:As Anglican Chaplains we desire that all may know the reign of God (Mt 28: 19, Col 1: 28).

The Mitre symbolises that our denomination is both Catholic and Episcopal.The Shield is divided into two:The Upper Portion of the shield is the cross of St George, symbolising our heritage in the Church of England. The cross is underimposed by the Australian Southern Cross. The stars were originally heraldically applied to the Broughton Grant and became incorporated in the Sydney crest and thence into that of General Synod. The open Bible and Chalice symbolise our Ministry of Word and Sacrament as Priests and Prophets of God.

The Lower Portion of the shield symbolises our ministry as members of the Defence Force albeit subordinate to the former.

The three Services are represented by three lines:• The Wavy Line represents the Navy serving at sea.• The Straight Line represents the Army serving on land.• The Line with the Dip represents the Air Force serving in the air,

and who land only to take to the air again.

The Symbols Beneath the LinesThe first is a stylised person with arms raised. This symbolises humankind in conflict reaching to God for help. The other is a wattle branch stained with blood. This symbolises the sacrifice many Australians have made for our country both in peace and war.

The crest hangs as a banner above the Bishop’s chair in the ANZAC Memorial Chapel of St Paul, Duntroon, Royal Military College of Australia.
