Supply of gas to consumers through

NO PERSON SHALL SUPPLY GAS THROUGH ANY PIPELINE UNLESS SUCH PERSON IS LICENSED

THE DIRECTOR GENERAL, WITH THE APPROVAL OF THE MINISTER, MAY GRANT A LICENCE FOR SUPPLY OF GAS THROUGH PIPELINES

LICENCE MAY AT ANY TIME BE SUSPENDED OR REVOKED BY THE DIRECTOR GENERAL UPON BREACH OF ANY CONDITIONS

GAS UTILITY LICENSEEGAS UTILITY LICENSEE

Means -

A PERSON SUPPLYING GAS THROUGH A GAS PIPELINE TO A PERSON OTHER THAN THE PRIVATE GAS LICENSEE

CURRENT LICENSEES:GAS MALAYSIA SDN BHDSABAH ENERGY CORPORATION

PRIVATE GAS LICENSEEPRIVATE GAS LICENSEE Means -A PERSON SUPPLYING AND USING GASTHROUGH A GAS PIPELINE ON HIS OWNPROPERTY OR PREMISES OR THE PROPERTY OR PREMISES OF THE OWNER OR OCCUPIER

Examples -Examples -Hotel , Restaurant, Hospital.

DOES NOT INCLUDE A PERSON OBTAINING THE SUPPLY OF GAS FROM A GAS UTILITY LICENSEE

maintenance and safety of distribution system

Establish and implement codes and performance standards

for customer service

• Approval To Install (ATI)Before commencing work on a new installation or gas extension.

•Approval To Operate (ATO)Upon completion of a new gas installation work. Submit Form B (Certificate of Completion) and Form C (Test Certificate).

APPROVAL TO INSTALLAPPROVAL TO INSTALL BEFORE COMMENCING WORK ON A NEW

GAS INSTALLATION OR EXTENSION, A PERSON SHALL APPLY FOR AN APPROVAL TO INSTALL (ATI)

EVERY WORK ON GAS INSTALLATION SHALL BE DONE IN ACCORDANCE WITH REGULATIONS AND ANY CONDITION OF ENERGY COMMISSION

DRAWINGS ENDORSED BY RELEVANT COMPETENT PERSON TO BE SUBMITTED TO THE DIRECTOR GENERAL FOR APPROVAL

EXCAVATION WORKEXCAVATION WORK

• A person who intends to carry out excavation work in the vicinity of gas installation shall: Notify the licensee, and Request in writing the location of

underground gas installation

• Excavation work shall be carried out under the supervision of the relevant competent person

means:

a person who holds a certificate of competency issued by the Director General or any other equivalent certificate issued by any government body to perform work in accordance with the restrictions, if any, stated in the certificate

“Responsible person” in relation to any premises means:

the licensee or consumer, or an occupier of the premises, or where there is no consumer or occupier, the owner of the premises or any person authorised by the consumer or occupier to be in charge of the gas pipeline or gas installation in the premises.

• No person shall install appliance without:

– Pressure testing connection for gas

tightness

– Ensuring all controls are working

– Ensuring operating pressure is as

recommended by manufacturer

– Ensuring adequate ventilation

No gas shall be taken from the gas main pipe until –

• Agreement has to be entered into between the parties

• Installation has been inspected and tested and found to be safe by a competent person

• Installation shall be maintained in good and efficient working order to ensure safety

• Competent person shall check, test and certify : Domestic gas installations once every three

years Other gas installations once every two

years.

• Inspection and test may be made by director general before licence renewal

REPAIRSREPAIRS

• Competent person shall carry out or supervise repair and maintenance works

• Work procedure approved by competent person shall be submitted to director general or licensee for approval

• Where gas is leaking, competent person may make necessary emergency repairs
