LICENSING OF GAS SUPPLIERSLICENSING OF GAS SUPPLIERS

NO PERSON SHALL SUPPLY GAS THROUGH ANY PIPELINE UNLESS SUCH PERSON IS LICENSED

THE DIRECTOR GENERAL, WITH THE APPROVAL OF THE MINISTER, MAY GRANT A LICENCE FOR SUPPLY OF GAS THROUGH PIPELINES

LICENCE MAY AT ANY TIME BE SUSPENDED OR REVOKED BY THE DIRECTOR GENERAL UPON BREACH OF ANY CONDITIONS

maintenance and safety of distribution system

• A person who intends to carry out excavation work in the vicinity of gas installation shall: Notify the licensee, and Request in writing the location of

underground gas installation

• Excavation work shall be carried out under the supervision of the relevant competent person

“Competent person”

means:

a person who holds a certificate of competency issued by the Director General or any other equivalent certificate issued by any government body to perform work in accordance with the restrictions, if any, stated in the certificate

orInstallation with manifolded cylinders exceeding 2.5 kl aggregate water capacity(vapour withdrawal or liquid withdrawal with vaporizer);

and

pipeline with maximum operating pressure exceeding 5 psig but not exceeding 20 psigafter first stage regulator.

Installation with manifolded cylinders not exceeding 2.5 kl aggregate water capacity(vapour withdrawal only) ;

and

pipeline with maximum operating pressure not exceeding 5 psig after first stage regulator

ROLE OF RESPONSIBLE PERSON

“Responsible person” in relation to any premises means:

the licensee or consumer, or an occupier of the premises, or where there is no consumer or occupier, the owner of the premises or any person authorised by the consumer or occupier to be in charge of the gas pipeline or gas installation in the premises.
