Changing Driver Behavior Using MaaS – the European Experience 2017 7
THE NETHERLANDS EXAMPLE
Confronted with a high congestion rate of road infrastructures, the Netherlands launched an investment program for a better use of them in 2010:
« for a better use of existing infrastructures »
At that time, the objective was to reduce the congestion by 20% with 300 concrete, coordinated and quantified measures

IT IS IN THIS CONTEXT THAT….
the idea of avoiding rush hours program is born
Changing Driver Behavior Using MaaS – the European Experience 2017 9
BNV Mobility, Egis’ subsidiary, is the operator of rush hours avoidance programs which, on contrary to urban tolls,
reward users who avoid to take their cars during peaks hours

RUSH HOUR AVOIDANCE
I use my car for daily life trips during rush-hours
peaks
My city proposes I
participate in the rush-hours
avoidance program
I accept to participate and
try to use alternative
solutions (new travel time,
telecommuting)
I follow my performances online using a
personal dashboard
I’m rewarded for my eco-
friendly behavior

AND IT WORKS !
≈80% of participants changed durably their habits after the program’s end
40% of registered participants participate every day in this result
-6% traffic in Rotterdam thanks to 12 000 participants

« It allows me to do what I always wanted to do but I was not doing : to take the
train »
« It encourages me to think and to build strategies. I want to have
the maximum level of points (laughs), it is to win (laughs). It is a system which encourages a lot
the use of public transportation. »
« The benefit when I succeed in changing my hours, it to gain
time and to decrease stress. On highways at 20h it is flowing :
less petrol consumption and less
polluted air »
« It transforms traveling into game. The idea of
points. Yes, it is my gamer spirit : to have bad results,
it is difficult to live ! Proportionally speaking, I’m
thinking : damn, for only one minute… »
« I’m really fan of this approach which can have extremely good results. Personal belief and expertise. I was leaving after 19h30 and I changed my hours
in the morning […] 30 minutes of flowing roads. It is the same result for the train: if we are avoiding rush hours, we can have a sit. It is a very good surprise
of the pilot. »
