    Confronted with a high congestion rate of road infrastructures, the Netherlands launched an investment program for a better use of them in 2010:

    « for a better use of existing infrastructures »

    At that time, the objective was to reduce the congestion by 20% with 300 concrete, coordinated and quantified measures

    in the morning […] 30 minutes of flowing roads. It is the same result for the train: if we are avoiding rush hours, we can have a sit. It is a very good surprise

    of the pilot. »
