provide access to the information in a digital format, often the implementation of digitization does notgain ground. Preservation of materials – both at the software level and the hardware level is difficult sinceit involves dual preservation – that of the technology and also of the content. Also copyright issues are amajor hindrance to implementation of digital preservation. This paper highlights the issues and challengesof digital preservation in select institutions in Mumbai. The findings indicate that preservation of digitalmaterials is not been looked into by library professionals because of the lack of appropriate knowledgeand lack of finance, standards and guidelines. This paper will attempt to suggest some solutions anddescribe the role of the librarian in the current digital scenario.“Where a book can be left on a shelf and in 100 years time, dusted off and read, CD-ROMs will require aplan for immediate attention if they are to be accessible (and useable) after even a decade…. In this sense, digital objects are like artifacts and more like signals – signals that must be continuously refreshed or theydisappear.” -Kelly Russell

E-Content Management in Technological Library: A Case Study in Central Library, IITKharagpur

J N Pusty Tapas Kumar Ghosh Mrityunjoy DeCentral Library, IIT Kharagpur is providing dedicated service to the users’ community for more than 50years. Initially the service was based on the traditional print collection. Subsequently, the growth ofhigher education, emergence of new disciplines, increase of subject area and interdisciplinary researchresulted massive growth of publication which increased the demand from users to enrich the collectiondevelopment of the library. Moreover, the trend in price hike of documents, limitation of library budgetand scarcity of space created an extra pressure on the library management. In the mean time, with thedevelopment of Information Technology and advent of World Wide Web brought a significant change inpublication format and E-content came into existence which has proved to be the convenient alternativeto cope up with the prolonged constrains of the library and opened an avenue to provide efficient andvalue added service to the intellectual users. Adopting the global scenario, Central Library, from thebeginning of this century, initiated rapid transitioning of its collection from print to digital format and atpresent, the library has built up a strong backbone of E-content digitizing the print resources, subscribinge-resources / databases, browsing the open source databases and exploiting the (INDEST-AICTE) consortiaplatform funded by the Ministry of Human Resource Development.About AuthorsMr. J. Electronic Resources has brought drastic changes on the way of operating the all types of libraries. Toequip itself, each and every library should expect to have a congenial environment so that they can easilycope up with the rapid changing scenario in the electronic society. Many library professionals seem thatelectronic resources have changed the selection process radically, while some seems that they will virtuallyeliminate selection process. But, we all admit that the selection of library material (both print and non-print) is an ‘Art’ and still it is a crucial function to the library professionals for the development of his /her library collections at optimum level. The present paper is an attempt to focus mainly two major areasi.e. environment and collection management of the Electronic Resources or Electronic Information Sources. The paper also discusses the Electronic Information Management (EIM), Electronic Collection Managementand Preservation and Archival of Electronic resource.About AuthorsMr. Nimai Chand Saha, Deputy Librarian, Central Library, Visva-Bharati, Santiniketan, W.B.E-mail: [email protected]; [email protected]. Need of Electronic Resource Management System in Libraries: A study.Pratima Rajiv

With the varied facilities of information retrieval through electronic resources, the librarians need tofocus more on the subscription of e-resources to satisfy the information need of the users. Today, librariesare spending major part of the library budget in procuring library databases like electronic journals, citation database, aggregator databases, but finding ways to manage them in an efficient way is a majorchallenge. Strong need was felt to develop a system which can manage the issues like collectionmanagement, license management, usage management, budget management and many more. TheIntegrated library system is found insufficient. So many vendors like serials solutions, TD-Net and theserial subscription agents and aggregators (Ebsco, Swets, OVID) have developed electronic resourcemanagement systems (ERMS) to solve the problem. In this paper, the need of ERMS in the libraries is being discussed. The benefits a library can get is alsoexplained. The need of ERMS in Indian libararies and the problems as well as solution associated withthat is also discussed.About AuthorMs. Pratima Rajiv, Kruti Institute of Technology and Engineering,Raipur(Chattisgarh)E-mail: [email protected]; [email protected]***********************************************************************************************

RSS Feeds and its Application in Library ServicesSatya Brat Shukla

Advances in information technology, networked systems, and especially the advent of the Web havedriven a rapid and vast change in library scenario. Almost every aspect of library work has been dramaticallyimpacted by the Web which enabled greatly enhanced remote access to collections and services and hasprompted innovations such as e-book, e-journal, web log and now RSS feed. Each progressive publishingmodel shortened the length of the content. Using RSS Feeds, an information seeker can find many piecesof content about pre-selected topics with little effort. RSS feeds proactively push information to users andcan be incorporated in web pages or read through and RSS reader.

Selecting a Network Media for sharing E- Resources: A Comparative Learning Report

S Ketheeswaren R Prabu S Rosilinmary B Visvanath

Transmission media are the physical pathways (guided or unguided) that connect computers, other devices, and people on a network. Computers and telecommunication devices use signals to represent data. Thesesignals are transmitted from a device to another in the form of electromagnetic energy. Examples ofElectromagnetic energy include power, radio waves, infrared light, visible light, ultraviolet light, and Xand gamma rays. All these electromagnetic signals constitute the electromagnetic spectrum. Each portionof the spectrum requires a particular or unique transmission media for the transfer of data such we call asTwisted Pair, Coaxial cable, Optical fibber, Satellite, and Wireless etc. In the paper, The Guided (TwistedPair, Coaxial cable, Optical fiber) and the Unguided Microwaves (Satellite, wifi, wimax, bluetooth)transmission mediums are compared with help of relative plots in terms of their networking capabilities(e.g., speed, damping length, Bandwidth, Cost and Get connection). Optical fibber in the guided mediaoutperforms other medias in better networking performance but optical fibber cable connection is sensitivethan twisted Pair and Coaxial cable connections and require higher cost that the same. Twisted pairoutperforms coaxial cable. Here it is also notable that coaxial cable can be connected easily without order, but twisted pair not like that. Among Unguided; wimax outperforms other medias in better networkingperformance in long range even though wi-fi is a substitute for providing a greater power of access thanwimax in short range. Here all unguided mediums are better for ease of access than guided.

Information Resource Sharing Through Social Networking – Towards Building of Real SociallyNetworked Community

Shubhau Dan Utpal Pal Saptaparni SamantaUp to now a social network service focuses on building online communities of people who share interestsand activities, or who are interested in exploring the interests and activities of others. Most social networkservices are web based and provide a variety of ways for users to interact, such as e-mail and instantmessaging services. This paper explains a possible system that enables information resource users (personor institution) to connect, collaborate, may interact face-to-face and form not virtual but real community. It tries to explain such a situation where resource sharing could be operated by / through the existingmeans / framework of web-based social networking service. Two vital facets, in this regard, resource sharing and web-based social networking are discussed elaborately. These two facets are intermingled to build up such a system where a socially networked community couldbe developed and of which each member, whether a person or an institution, should be dedicated to sharetheir own information resources, directly (face-to-face) but surfing the union-database and request forinformation resources would be made through web-interface. Thus, the objective of this paper, as presented,is to conceptualize such a socially networked resource sharing service where only the request for informationresources should be placed to the bridge-library but the sharing of information resources could be carried-on directly (hand-to-hand), from institution to institution, institution to user, user to user and also user toinstitution.About AuthorsMr. Shubhau Dan, Central Library, Dr .B .C. Digital Preservation: Strategies, Issues and ChallengesSharma, Ajay Kumar

The introduction of digital technology into the process of production, distribution and storage of informationhas made the libraries to go digital. Libraries all around the globe have responded to various challengesposed by the preservation of digital information and have encountered the technical, organizational, resource and legal issues associated with it. The need for a technologically feasible, financially affordableand widely acceptable strategy for preservation is still there. Developing preservation processes for atrusted digital repository will require the integration of new methods, policies, standards, and technologies. The main challenge in maintaining digital libraries is the digital preservation aspect. The aim of digitalpreservation is to ensure that digital records are filed and are made available throughout time. There aredifferent digital preservation strategies such as migration, emulation, encapsulation etc. One of the importantaspects or key part of any digital preservation activity is the format of the document in which the digitaldocument is created and added in the digital library or repository. With the use of insights from cultural studies and the history and philosophy of science,it is argued that one likely outcome is a change in the acceptable standards for literature reviews, leadingto changes in article contents to reflect a broader academic basis. As a result, researchers should betrained to read and evaluate material from a much wider range of subjects than previously necessary. Electronic Resource Management Systems in UNISWA Library: A StudyThiyam Satyabati Devi

Managing of electronic resources is one of the most challenging and daunting task facing in the academiclibraries today. This is largely due to the demand for and increases in the number of available onlineresources. For many years the print version was the only option available for any given serial title. Printsubscriptions were purchased individually and processed by a subscription agent for the library. To keepthe library informed of the status of their subscriptions and to make claims, libraries utilized a relativelystraight forward management system provided by the subscription agent. The work is still done and at thesame time the management of print and microfilm serials in the integrated library system remainsproblematic at times. Perfection with titles, ISSNs, frequency, etc. is nearly impossible. However, difficultyin the management of subscriptions really increased with the introduction of the electronic version. Todayuser demand electronic access to library resources and they want it delivered right to their fingertips(desktop, laptop, etc.) In addition this demand continues to increase at an accelerating rate. The scope ofthis user demand really hit home. The acquisition and management of online subscriptions becomesincreasingly complicated due to more choices such as the combination of online + print or only onlinepricing, consortia pricing models, various title package configurations and linking options to full text toname a few. Current subscription management systems and the acquisitions modules of integrated librarysystems have been found to be lacking and do not have the flexibility to include many of these particulars. The proliferation of electronic content continues, the need to get better handle on how we communicateabout the management of these resources has grown. Integrated library systems are often unable to managethese resources using existing architecture, but many vendors and individuals are developing systems as

Library 2.0: Service for the Next Generation LibraryM Prabu S Ketheeswaran R Vasanthi J Annalakshmi

The development in ICT has facilitated the accessing, transmitting and storing information. Researcherwill focus and explore some of the Web 2.0 activities that developed and changed the libraries environmentand caused the shifting to what is currently known by the Library 2.0 (L2.0). The information environmentwithin which libraries find themselves is changing, probably faster than ever before. These changes offergreat opportunities for progressive libraries to reach out far beyond the boundaries of their buildings andweb sites, and to engage with an increasingly literate body of information consumers Similarly, thetechniques and technologies that have enabled these new organizations are also suitable for deploymentwithin our libraries, to enhance the ways in which we make our own data work for ourselves and ourvisitors. Library 2.0 is a concept of a very different library service, geared towards the needs and expectationsof today’s library users. In this vision, the library makes information available wherever and wheneverthe user requires it, and seeks to ensure that barriers to use and reuse are removed. Digital Right Management in E- Publications AgePratibha G Taksande Ravindra M Mendhe Vinay Patil Shamkant Deshmukh

This paper tries to discuss the concept of Digital Rights Management (DRM) thoroughly on the basis ofBenefits, system, components, IPR, Copyright, etc. Also discuss the relationship of DRM and libraries, inan exhaustive manner. Managing intellectual property rights (IPR) especially copyrights in contentindustries has became very difficult with the advances in IT and thus Digital Right Management (DRM)is being applied in the publishing information industries.Recently the law makers handled problems presented by technology without break down of legal resources.Convergence of computers and internet posed a much graver problem which legal policy makers find itdifficult to address.About AuthorsDr. Pratibha G Taksande, Librarian, Priyadarshani Mahila Mahavidyalaya, Wardha- 442001,(M S)Email: [email protected]

Digital Libraries: Definitions, Issues and ChallengesNaresh Chandra Verma

After a decade of research and development, digital libraries are becoming operational systems and services. This paper summarizes some of the challenges required for that transition. Digital libraries as systems areconverging with digital libraries as institutions, particularly as we consider the service aspects. They areenabling technologies for applications such as classroom instruction, information retrieval, and electroniccommerce. Because usability depends heavily upon context, research on uses and users of digital librariesneeds to be conducted in a wide array of environments. Interoperability and scaling continue to be majorissues, but the problems are better understood. While technical work on interoperability and scalingcontinues, institutional collaboration is an emerging focus. Concerns for an information infrastructure tosupport digital libraries are moving toward the concept of “cyber infrastructure,” now that distributednetworks are widely deployed and access is becoming ubiquitous. Appropriate evaluation methods andmetrics are requirements for sustainable digital libraries that have received little attention until recently. We need to know what works and in what contexts. Evaluation has many aspects and can address avariety of goals, such as usability, maintainability, interoperability, scalability, and economic viability.Lastly, two areas that have received considerable discussion elsewhere are noted -digital preservation and the role of information institutions such as libraries and archives.

E-Resources: Types of e-ResourcesShikha Jaiswal

In the last 10 years Internet has become one of the most powerful and fastest growing segments in libraryand information system and services. The impact of Internet is immense in the processing, storage, organization and dissemination of information, which are the main functions of the libraries. The internet has established itself as the most widely used information resource by all kinds of people fora variety of reasons. There are all kinds and types of information resources available on the internet.

Significance of Semantic Web in Digital Information RetrievalPraveenkumar Vaidya

Towards Semantic Web:Tim-Berners-Lee envisioned Semantic Web as a new form of web content that is meaningful to computers, which will unleash a revolution of new possibilities in information retrieval. World Wide Web (WWW),which can be assumed to be the biggest global database, is large disjointed reservoir of informationcomposed of systematically interrelated repositories, also lacks the existence of a semantic structure whichis mainly designed for human use and comprehension. The Semantic Web content is for computer use andunderstanding to manipulate it meaningfully. The Semantic Web will bring structure to the meaningful content of web pages. The Semantic Web is nota separate web but an extension of the current one, in which information is given well defined meaning, better enabling computers and people to work in cooperation. [1]The World Wide Web Consortium (W3C) gives the following definition for the Semantic Web “TheSemantic Web is the representation of data on the World Wide Web. It is a collaborative effort led by W3Cwith participation from a large number of researchers and industrial partners. It is based on the ResourceDescription Framework (RDF), which integrates a variety of applications using XML for syntax andURIs (Uniform Resource Identifiers) for naming” [2]Thus, Semantic Web promises to provide a model for machines to understand by connecting differentsources of information like webpages and databases to draw some conclusion from that information. Thisalso means creation of a common framework that allows data to be shared, reused and integrated acrossapplication to be processed automatically by tools revealing new relationships among pieces of data.About AuthorMr. Praveenkumar Vaidya, Tolani Maritime Institute, Talegaon, Pune. Preservation of Digital Resources: OAIS Reference Model and OAIS Information ModelRakesh D .Parmar Chetan D. Parmar

Modern libraries maintain collections that include not only printed materials such as, books, periodicals, newspapers, and magazines, but also art reproductions, films, sound and video recordings, maps, photographs, microfiches, microfilms, CD-ROMs, computer software, online databases, and other media. In addition to maintaining collections within library buildings, modern libraries often featuretelecommunications links that provide users with access to information at remote sites.Digitization of analogue materials is, despite its revolutionary nature, usually treated as just aservice—a service that provides new forms of access to analogue materials. Digitization isessentially a superior form of copying—one without loss or, as whimsically, say, loss-less’. Itdefies the physical constraints of time and distance, and provides the chance to look at manydisparate collections at a time and place convenient to the researcher. It can also significantlyenhance information retrieval from small, damaged, or poorly preserved items through varioustypes of image manipulation. Given the as-yet unsolved problem of digital longevity, digitizationis not accepted as a form of preservation reformatting, as microfilming is. Digitization servespreservation goals only to the extent that a digitized copy of an item can be served in lieu of anoriginal and, hence, can reduce the stresses of physical handling—not an inconsiderable boon torare book collections and photo archives.Nevertheless, there are cases where the availability of an item through a digital surrogate actuallyincreases demand for an original because digitization is, it turns out, also a form of advertising.Among the unintended consequences of digitization is the creation of additional collection items, that is, more items in the collections to care for. A digitized item is a surrogate but more than asurrogate, a copy but more than a copy. Therefore, a digital copy is a radically different thing thanthe analogue Preservation planning, the process of selecting the appropriate preservation strategy againstorganizational requirements and collection characteristics, for example, remains a manual one in practice. In addition, tools available for identifying file formats and extracting metadata only cover a limited rangeof specific formats and are often not specifically developed for preservation purposes. A fundamentalproblem with the current tools, including specific preservation tools which migrate digital objects tonewer formats or emulate their original environments, is that they usually exist as stand-alone applications

and are not geared to preserve a collection of digital objects, which can include embedded, complexobjects in multiple formats. Open Source SoftwareShakuntala Lomte Shaista Muqueem Veena Kamble

The history of OSS concept can be traced back to January 1984 when Richard Stallman founded FreeSoftware Foundation (FSF). Stallman was an enthusiastic programmer at Massachusetts Institute ofTechnology (MIT) at Cambridge in USA. He had a strong habit of sharing the source code of his programswith fellow programmers. Suddenly there was a change in University’s policy which disallowed sharingof the source code. In order to restore that freedom Stallman founded FSF, a platform where programmerscan share the source code of their programs. ‘Open Source’ is a marketing name for free software coinedin 1998 as an attempt to overcome confusion over the world ‘free’ in the English Language (Free SoftwareOpen Source) http://www.free-soft.org (Suman, 2004).

- 645 -

7th International CALIBER 2009 ABSTRACT

The term Open Source refers to software in which the source code is freely available for others to viewaimed and adapt. Typically it is created and maintained by an international team of developers who haveno institutional and national boundaries. As such open source software cannot be appropriated by onelarge proprietary vendor. Additionally, open-source software is considered to be more stable than proprietarysoftware (Harru, 2004). Open Source is Software create by programmers who want so share their sourcecode, which is part of program that is readable by anyone who might find the program or a variation ofprogram.Open Source is development method for software that harnesses the power of distributed peer review andtransparency of process. Open Source initiative is a non profits of open source and to build bridges amongdifferent constituencies in the Open Source community (http://www.opensource.org/doc/osd).Open Source can be defined as computer software for which the human readable source code is madeavailable under a copyright license that meets the open source definition. This permits users to use chequeand improve the software, and to redistribute it in modified or unmodified form (http://en.wikipedia.org/wiki/open_source_software).About AuthorsDr. (Mrs.) Shakuntala Lomte, Librarian, Dr. Babasaheb Ambedkar Marathwada University,Aurangabad.Email ID: [email protected]. Web 2.0 Tools : Librarian’s supportShreyasi K. Parikh

Within last several years Web has grown into a global information space with billion users – may be more!!! Web is entering towards more social and participatory phrase and these new trends is forcing Web toenter in a second phase, i.e. a new and improved. According to Davis3 “ It is an attitude not a technology.”The library has also not escaped from this potential change. Today library is not the natural place toundertake learning and research, but it is now Internet and further MySpace to create web content.New technologies associated with Web 2.0 allows everyone to participate in exploring, creating, spreadingand commenting on information. Today web 2.0 is deeply associated with the term: blogs, wikis, podcasts,RSS feeds etc., which facilitate a more socially connected Web where everyone is able to add to and editthe information space.

E-Publishing and E-Resource Acquisition Method with Special Reference to E-Journals inUniversity Libraries Subodh Gopal Nandi

Libraries are the store house of recorded human knowledge, which are of different types i.e. books, manuscripts, maps, reports, patents, microfiches, microfilms, etc. These physical objects of recordedhuman knowledge are of different subjects, different times, different ages, different lingual, differentcountries, and that have different medium of recording but arranged scientifically. It is true that men areusing different items in different times for their recording of knowledge. It is also true that men are usingdifferent medium for their knowledge recording. All these changes have a history, which is always beremembered by the librarians as the organization and management of libraries have always been influencedby this change. The library which has several items of human knowledge is beyond the traditional libraryand should be handled in different way and in complex manner (Nandi 2004).Now-a-days most of the modern university libraries have all the items together in its collection. So it is agreat challenge to the university librarian how efficiently he / she could manage his / her library wherephysical objects of the library collection are heterogeneous and library users are of varied interests. Recentlyuniversity libraries have entered in an age where flow of information or searching of information have nolonger been definable in geographical area or terms; but rather have global phenomena based on increaseduse of Information Technology and its applications and also in publications. Publishers are usingcommunication technologies for their information products at a very increasing rate. Thus the newopportunities have been created in the field of library and information system which influences for takingsome positive changes in pattern of providing library services in universities.About AuthorDr. Subodh Gopal Nandi, Librarian, Visva-Bharati (A Central University), Santiniketan, West BengalE-mail: [email protected] ; [email protected]

Towards Cohesive Consortia And Smart Partnerships in Academic and Research Libraries inZimbabwe

Ronald Muntatsi

The pervasive electronic culture in the web 2.0 digital environment has significantly changed the face oflibrary cooperation and networking. The paper focuses on library linkages, sharing and collaborativeinitiatives of university, college and research libraries in Zimbabwe in their endeavour to enable sustainableand effective utilization of global electronic information resources. The writer seeks to establish synergiesamong libraries, research and development institutions, among other stakeholders, locally, regionallyand internationally. The diverse, complex and demanding range of activities associated with access, management and utilization of e-resources amount to ‘grandiose challenges’ that in turn call for ‘grandioseinitiatives’. This therefore calls for a paradigm shift of approach to library co-operation from the traditional“inter-library lending” relationships to more cohesive consortia organization characterized by robustlinkages, strategic smart partnerships and vibrant support groups. The writer also seeks to explore mitigatingfactors for these initiatives, identify challenges and opportunities, and to make recommendations.
