INTRODUCTION & CHALLENGES
As we know, technology devices such as computers,
printers and photocopiers, servers, mobile phones have
significantly transformed our world;
Unfortunately, as these devices reach their end-of-life or
become obsolete or unwanted due to advancement in
technology and changes in consumer behavior, they
become “e-waste”
E-waste is an acronym for electronic waste;
Two (2) major challenges emerge when electronic and
electrical devices reach their end-of-life and become e-
waste: 1) ECO-FRIENDLY E-WASTE HANDLING AND DISPOSAL

• ACCORDING TO UNITED NATIONS
INDUSTRIAL DEVELOPMENT
ORGANIZATION (UNIDO) ABOUT 1.1
MILLION TONNES OF E-WASTE IS
GENERATED IN NIGERIA ANNUALLY
(about 40% WITHIN LAGOS);
• MOST END UP WITH
UNPROFESSIONALS (informal sector
operators);
• HENCE DANGEROUSLY TOXIC
MATERIAL HANDLING;
• DUMPING, BURYING, BURNING OF E-
WASTE TO EXTRACT PRECIOUS
METALS;
• LARGE SCALE LANDFILL DISPOSAL
AND INCINERATION;
• CONFIDENTIAL DATA THEFT FROM
COMPUTER SCAVENGING.
E-Terra’s study 2016, revealed that a considerable number of electronic waste
is stored at homes, workplaces and dumpsites within Nigeria (with inhabitants
grossly ignorant of the toxicity of such items);
Disposal of unwanted I.T Assets by Nigerian businesses and government
institutions are executed majorly through auction with little interest in the
material handling and recycling ability of bidders. Unlike in developed
countries where such decommissioned ICT assets are strictly managed by e-
waste recycling companies to ensure they do not harm man and the
environment;
Studies carried out by foreign and domestic EPAs reveal that large parts of
ground water in Nigeria have become polluted and unsafe for human
consumption and farming due to indiscriminate disposal of e-waste;
A publication in Guardian, 2015, revealed that about 200,000 cancer cases are
being diagnosed every year in Nigeria, while 10,000 people die annually (10
people every hour);
United Nation Environmental Programme (UNEP) and the World Health
Organization (WHO) reports, 2016 links cancer, kidney and liver diseases in
developing countries like Nigeria to environmental pollution mainly due to
industrialization and the improper handling and disposal of electronic waste.

Financial Loss)
DATA PROTECTION LEGISLATION (NIGERIA)
Financially, legislation is put in place by governments
worldwide to prevent classified information from leaking to the
public/unauthorized persons;
Compared to developed countries like UK and US, there are
currently limited data protection laws in Nigeria;
However, the National Information Technology Development
Agency (NITDA) recently submitted a guideline for data
protection to the national assembly to protect government
institutions, businesses and consumer information from
getting into the wrong hands;
The agency also specified punishment for negligent
institutions;
The national assembly, through NITDA will soon commence full
enforcement of Nigerian data protection law;
NITDA will start imposing fines for defaulting institutions in line
with international best practice.

Fiscally, 2014 Annual report of the Nigeria Deposit Insurance
Corporation (NDIC), shows that, between year 2013 and 2014, fraud
on e-payment platform of the Nigerian banking sector increased by
183 per cent;
Also, report published in 2014 by the Centre for Strategic and
International Studies, UK, estimated the annual cost of cybercrime to
Nigeria at about 0.08 per cent of our GDP, representing about N127
billion;
Furthermore, according to Reuters findings in 2013, Cyber criminals
in Nigeria have move beyond traditional “419” phishing attacks to
now target business and government institutions;
Global tracking of cyber-attacks indicate that Nigeria is among
countries with the highest cases of software piracy, identity &
intellectual property theft and malware attacks;
Unfortunately, a lot of emphases have been on internet security,
while neglecting a vital loose end in I.T security i.e. how we store and
dispose information technology devices that contain sensitive data.

SOME GLOBAL DATA BREACH CASES
In 2015, Computing Magazine recovered 22,000 "deleted" files from eight
computers which it bought from the auction site eBay – demonstrating
that basic formatting and degaussing is insufficient to remove data;
In 2010, the UK’s Information Commissioner imposed £325,000 fine on
Brighton and Sussex University Hospitals NHS Trust after confidential
patient data of thousands was discovered on hard drives sold on eBay.
Investigations discovered at least 232 de-commissioned drives that
should have been deep cleaned and destroyed ended up being sold
second hand on eBay;
In 2006, a disused laptop was stolen from a Nationwide Building Society
putting at risk confidential data of 11 million savers. Nationwide was fined
£980,000 by the Financial Services Authority. This is a clear warning to all
business and government institutions on the importance of effective data
destruction;
In summary, according to computing magazine, the only sure way to stop
data breach from obsolete electronic waste e.g. computers is to
destroy/shred the hard drive and other storage devices entirely.

contains confidential information. These devices must be properly
erased for reuse, or degaussed and permanently destroyed if
unwanted to prevent confidential information leakages;
Data leakages can lead to serious financial, intellectual property
and security breach;
Unfortunately, most business and government institutions in
Nigeria maintain a high volume of these obsolete and unwanted
electronic devices with unsecured storage component hence are
vulnerable to data breach.
