IntroductionThe Canterbury Hockey Association (CHA) ‘Open Competition Rules & Regulations 2013’, in conjunctionwith the CHA Competitions By-Laws, describe the rules and regulations that apply to the Canterbury OpenCompetition (hereinafter referred to as ‘Competition’) and each of the grades within the Competition. Allfixtures played within the Competition will adhere to these rules and regulations. The administration of theserules and regulations has been delegated by CHA to its Competitions Committee, as is the management of any conflict or dispute that arises from the interpretation of these rules and regulations.

Teams EntriesEntry to the Competition is open to all Affiliated Members of CHA.

Team entries for the Competition must be submitted to CHA by Affiliated Members by the specified due datecommunicated each year on the entry form provided. Failure to submit entries by this date may result in a

team or teams not being accepted into the Competition.

For all grades, including Mid Week and Grass, entries to each grade will be dependent on the AffiliatedMember having the right to enter a team based on rankings from the previous season, the recommendationsof the post-earthquake competitions review and the desire to maintain grades of six or eight teams wherever possible.

In any situation where a team is withdrawn from the Competition, the Affiliated Member to which that teambelongs will be liable for a withdrawal fee as specified in the ‘2013 CHA Season Affiliation Fees’.

Entry is also open to teams from other Hockey New Zealand affiliated associations (e.g. Malvern and Mid

Canterbury), whether those teams are representative teams of an association or affiliates of an association,provided both CHA and the other association endorse the entry. These teams are considered invitationalteams and have no claim to entry in a specific grade within the Competition based on results in a previousyear. If an entry from an invitational team is accepted, the team will be allocated to the grade deemed mostappropriate by the Competitions Committee. An invitational team is in all other regards required to adhere tothe Competition Rules & Regulations (and is from this point forward in these Rules and Regulations deemedto fall under the title ‘Affiliated Member’).

School Premier League

For season 2013 the School Premier League has been extended to include Boys Second Eleven and GirlsFirst and Second eleven teams. All other school teams will be required to play in the CHA designated Youthor U/18 Competitions. The two Divisions of the Boys SPL competition will be played Friday evenings andthe two Divisions of the Girls SPL competition on Wednesdays.  This will be a joint venture between CHAand School Sport Canterbury.

Players registered in this SPL (Schools Premier League) are eligible to play for another Affiliated Club sidein weekend divisions and players registered in school teams playing in the CHA U/18 or Youth gradecompetitions are also eligible to play for another affiliated Club side in CHA weekend divisions.

 As a result of this extension to the School Premier League no school team is eligible to compete in any

divisions of the CHA men’s or women’s competitions above Under 18/Youth.

Registration of Participants Affiliated Members must complete an official CHA Registration Form to register the players for each teamentered in the Competition. CPL and Senior Sunday teams, please send in completed list of player namesby 12 Noon on Friday 12 April. Completed form with all details to be in by 12 Noon Friday 26 April. SPLand U18 Youth teams please send completed list of player names by 12 Noon on Friday 19 April.Competed form with all details to be in by 12 Noon Friday 10 May. Mid Week (MW) teams list of player names by 12 Noon on Monday 15 April and the completed form with all details by 12 Noon Monday 29 April.

The details required to be supplied to the CHA for each player are: grade, full name, address, phonenumber, email address, date of birth, occupation [optional], previous club and where a player is playing bothclub and school, what their other team is.

Failure of an Affiliated Member to forward the completed Registration Form to CHA within the required timedeadline as stated above will result in a $60 fine for each of the teams who’s Registration Form has notbeen received. Registration Forms that have not been received by the CHA at the required time deadline as

stated above may result in team’s competition points being deducted from the points table for each week theregistration is late, together with a further one-off $50 fine. Please note teams can have negative competitionpoints.

 At any time during the season that a team gains a new player, the Affiliated Member is required to submit toCHA a revised Registration Form (preferably electronically to [email protected] ) thatincludes the additional player. This form must be provided prior to the new player participating in anyfixtures.

If the player is transferring from another Affiliated Member within Canterbury or another Association in NewZealand, then it is also necessary to submit to CHA a completed Transfer Form prior to the new player 

participating in any fixtures.

In situations where it is not possible to submit the revised Registration Form electronically prior to the firstfixture, typically because the player is only identified immediately prior to the start of a fixture, a teamrepresentative should approach the CHA staff member on duty at the venue to obtain a hard copy of thecurrent form for the team, add the required details for the additional player and return to the same CHA staff member prior to the commencement of the fixture. An electronic version of the updates must then besubmitted to CHA as stated above, within two full business days of the completion of the fixture. However, if the player also requires a Transfer Form, then this form must also be completed and submitted to the sameCHA staff member prior to the commencement of the fixture.

When a player is being re-registered from one team to another (as opposed to a new player), the advice tobe received by the CHA office is to include both:

a new registration form for the player’s new team (including details of the new player), and a new registration form for the player’s old team (deleting reference to the player concerned)

Each team will register a minimum of twelve (12) players. A team can register as many ‘unique’ names asdesired (unique means the name cannot be included in any other team registration).

Secondary Club Participant Release

There are three situations where a player may play for a second Affiliated Member in the same season

1.  Where a player wishes to play in both the Grass competition and the artificial surface-basedcompetition (i.e. weekend divisions and Mid Week) for two different Affiliated Members.

2.  Players wishing to play in the CHA Open Competition for a different Affiliated Member to that whichthey play in any other CHA competition (e.g. Junior Competition) play-up rules as specified in this

document will apply

3.  Registered players in all School teams are eligible to be registered in another Affiliated Club for weekend games. They are then considered a full member of that affiliated club and therefore play-up opportunities will exist for them.

Requests for such consideration, supported by a completed CHA Temporary Transfer Form, are to besubmitted to the CHA office five (5) working days prior to the first instance of the player concerned playingfor the secondary club. Players under point three are not required to fill in a CHA Temporary Transfer Formbut they must be clearly identified on both their team registration forms. Decisions will be issued by theCompetitions Committee.

Participant EligibilityNote: A player is deemed to have played in a fixture if their name is included on the scorecard at the start of the match. The only circumstances under which it is permitted to remove a player’s name from thescorecard at the conclusion of the match is at Canterbury Premier League level if a player did not take thefield at all and the following process has been followed:

1. The coach (or equivalent) informs both umpires and the opposition coach (or equivalent) that aplayer has been listed on the scorecard that is unlikely to be used during the fixture;2. If the player takes no part in the fixture then at the completion of the match the coach (or equivalent) must request of the umpires that the player’s name is clearly deleted (i.e. definite lineput through the player’s name on the scorecard) and both umpires initial beside the player ’s name. 3. The umpires point out to both team captains prior to the captains signing the scorecard at the endof the fixture that the deletion has occurred. If either captain believes the player took the field andshould therefore not have been deleted they are to record this in the ‘Comments’ section of thescorecard.

 All divisions designated as being for ‘Men’ are for male players only and all divisions designated as being for ‘Women’ are for female players only. 

The rules with regard to Player Eligibility take effect from the start of the Championship rounds of thecompetition and if it is identified when Registration Forms are submitted that a player has been playing in the

wrong division, the Affiliated Member will be given the option of: Adjusting the Registration Forms for the two relevant teams to align with what has occurred to datein terms of which team(s) a player may have played for; or Keeping the player in the team for which they were registered and have the team for which theyillegally played and the player themselves incur the relevant penalties.

No registered player is permitted to play in any division below that in which the team for which they areregistered is playing. In addition, if an Affiliated Member has multiple teams in the same division, no player in a higher seeded team, as determined by the rankings earned the previous season, is permitted to play ina lower seeded team of that Affiliated Member.

Under parameters outlined below, any player may play a set number of fixtures for either (a) the next highestteam that the Affiliated Member to which they are registered has entered in the Competition, or (b) for a

higher ranked team of another Affiliated Member after acceptance by the Competitions Committee of arequest generated by the completion of a CHA Temporary Transfer Form.

Goalkeepers will be treated as per the wording stated under this section of the Rules & Regulations,however, the Competitions Committee may consider requests for dispensation for additional fixtures.

Once the threshold is broken, the player will automatically become a member of that team for the remainder of the season and therefore no longer be eligible to play for the team to which he/she was previouslyregistered.

It is not possible for a player to be re-graded back down to his/her original team once they have broken thethreshold. If a team cannot afford to lose a player, then it is the responsibility of Affiliated Member representatives and team officials to ensure the player does not break the threshold that will make them nolonger eligible to play for a team.

(Note: Porritt Cup competition fixtures, and Youth Under 18 Pre-Season fixtures [if any], are excluded from

the calculation of the number of fixtures that a player has played for the higher ranked team. This allowsteams to use an unlimited number of players from any lower graded team within the Affiliated Member’sCHA Open and Mid-Week Competition teams.

To assist in determining eligibility, competition rankings for the weekend divisions are, from highest tolowest:

CPL Eligibility 

 As Canterbury Premier League teams all now have a Division 1 team to call on for substitutes or replacements when required their replacement player must come from this division. There is no restrictionon the number of times a Division 1 player can fill in for a CPL team. However if the number of “play up”occasions exceeds 7 [seven] i.e. 8 [eight] or more that player forfeits their right to play in their club’s Division1 finals series of games.

Weekend Open Divisions Eligibility 

Where the next highest team is in Open Divisions 1 - 4 any player may play a combined total of five (5)championship fixtures for that team. On the week the threshold is broken, the 6th game up, you are noteligible to play in the lower ranked team. Penalties for being an illegal participant may apply to the lower ranked team.

Where the team being played up into is a Senior Mid Week division any player may play five (5) fixtures for that team in any round robin, the threshold being broken on the sixth occasion. (Note: a player in Division 2,and below has the option to play either Mid-Week or in the next highest weekend division team of their 

 Affiliated Member or a team he/she has been granted rights to play for following completion of the CHATemporary Transfer Form. Upon breaking the threshold as described earlier in this section of the Rules the

player’s ability to play up will alter in accordance with these Rules and Regulations and the player will beineligible to play for the original team or any team beneath that team for the remainder of the season.)

Mid-Week Eligibility 

 Any player registered in the Mid Week divisions may play for any team of their Affiliated Member in theweekend division except CPL, or as applies should he/she be granted rights following the completion of theCHA Temporary Transfer Form, playing in the weekend (i.e. Saturday and Sunday) divisions. However aplayer can only play for one weekend team and this team is determined for the season as soon as a player plays for any weekend team. Whichever team the player played for will be the only team they are permittedto play with for the season. (Note: Threshold limits, and their conditions when broken, as described earlier in this section of the Rules & Regulations, apply. Breaking the threshold means the player is only eligible toplay for the higher ranked team for the remainder of the season. )

 Again in the case where an Affiliated Member has multiple teams in Mid-Week, no player in a higher seededteam, as determined by the rankings earned the previous season, is permitted to play in a lower seededteam of that Affiliated Member. Where a new team is entered into Mid-Week it must be made clear tocompetitions which is the higher ranked team and why.

Only players registered in Division 2 and below teams (excluding junior grade members) may be used toprovide cover for Mid-Week teams. Threshold limits, and their conditions when broken, as described earlier in this section of the Rules & Regulations, apply. Breaking the threshold means the player is only eligible to

play for the higher ranked team for the remainder of the season.

(Note: a player in MW, has the option to play either Weekend open or in the next highest mid-week team of their Affiliated Member or a team he/she has been granted rights to play for following completion of the CHATemporary Transfer Form. Upon breaking the threshold as described earlier in this section of the Rules theplayer’s ability to play up will alter in accordance with these Rules and Regulations and the player will beineligible to play for the original team or any team beneath that team for the remainder of the season.)

 Schools Premier League Eligibility 

Players registered in the SPL (School Premier League) are eligible to play for another Affiliated Club side

and players registered in school teams playing in the CHA U/18 or Youth grade competitions are alsoeligible to play for another affiliated Club side.

There is unlimited play up from SPL Division Two to SPL Division One. However there is no play down fromDivision one to two. If for any reason a player is to be dropped from division one, a dispensation request isrequired for them to play down.

Under 18/Youth Eligibility 

 Any player registered in the Affiliated Members top under 18/Youth division team may play up into the lowestweekend division team of an Affiliated Member. Threshold limits and their conditions when broken, as

described earlier in this section of the Rules & Regulations apply. Breaking the threshold means the player is only eligible to play for the higher ranked team for the remainder of the season.

Exceptions

There will be no break in the competition (except where applicable to the Schools Premier League andYouth U18 grades) for the weekends effected by Under 21 warm up games and / or the National Under 21tournament, or school holidays. Apart from the CPL competition the Porritt Cup component of thecompetition in all weekend grades will be played at the commencement of the championship. This effectivelygives clubs a further 3 weeks to finalise their team playing roster.

There will be no mid-season association to association, or international to domestic transfers for short termtransfers accepted, they must be permanent. Failure to comply may result in individual and team penalties.Player registrations rules apply.

 Any player who is selected in a Canterbury representative team for 2013 is permitted to play for their recognised Canterbury club. The player must be noted as a Player of Origin on the team’s registration for mprior to taking the field.

There are no player eligibility restrictions with regard to the Senior Grass competitions. This applies both toplayers registered in Senior Grass competitions teams playing in a team at another Senior or Under 18division level and with regard to players registered in a team at another Senior or Under 18 division levelplaying in the Grass competition.

For Finals

For a player to be eligible to play in any fixture designated as a Championship final (e.g. semi-final, final,classification playoff) for a team in the Competition, that player must have participated in at least three non-final fixtures (e.g. round robin fixtures) for that team during the current season and in the case of the Division1 competition must not have played up into CPL 8 [eight] or more times.

Dispensation can be applied for in writing to CHA competitions committee for allowing registered playersreturning from injury or lower grade players from the same Affiliated Member that have not achieved thethree (3) fixture threshold to be declared eligible to play in Championships finals fixtures if the teamotherwise will have insufficient players.

Fixtures played in Championship finals do not count towards the fixture threshold that requires a player toautomatically become a player of the higher ranked team and no longer eligible for the lower team within the

 Affiliated Member. This allows players to potentially be eligible for two teams during the Championshipfinals fixtures.

Penalties for Using Ineligible Participants Any ineligible player found to have participated in a fixture will be deemed an illegal player and the penaltiesapplied will be in accordance with the CHA Competitions By-Laws. However, the Competitions Committeereserves the right not to enforce player suspension in the first occurrence by an Affiliated Member of usingan ineligible player in each season.

There is no time restriction in relation to identifying and penalising the use of an ineligible player by a teamand can therefore be dealt with at any time during the Competition or even after the conclusion of theCompetition.

UniformsCanterbury Premier League, Division 1 and Division 2 and Schools Premier League 1 teams must wear player numbers, as recorded on the scorecard. The playing number for each player in a team must beunique for that team for the entire duration of the fixture.

Captains must wear a distinctive arm band or ribbon. If the captain is substituted or suspended thearmband or ribbon must be transferred to another player in the team who remains in the field of play.

UmpiresWhere it is possible, registered accredited umpires will be appointed to fixtures. Where it is not possible toappoint registered accredited umpires, the draw will specify the Affiliated Members responsible for providingumpires for a fixture.

Each Affiliated Member will be asked at the start of the season to advise who their umpire coordinator is andthis person will be sent information each week identifying the fixtures for which the Affiliated Member is

required to provide an umpire.

 Any non-appearance of an Affiliated Member appointed umpire will be indicated on the scorecard. Fines willbe imposed on the Affiliated Member concerned as per the ‘2013 CHA Season Affiliation Fees’. 

If an umpire belonging to one Affiliated Member fills in for the absence of the appointed umpire of another  Affiliated Member, this must be noted on the scorecard if credit, including financial benefit, is to be given tothe Affiliated Member that actually provided the umpire.

Where named umpires or their appointed substitutes do not arrive by the appointed commencement time of the fixture, the rules of hockey shall be applied as per the FIH Rule Book - “Where Umpires do not arrive,each team shall be responsible for supplying someone to umpire”. Where only one official umpire isavailable, the two teams will share the second duty by arrangement. Failure to comply with this requirementwill result in the offending Affiliated Members defaulting the fixture concerned.

Where possible, all Canterbury Premier League fixtures will have a match referee appointed to policesidelines and dugouts during fixtures. Where match referees are not appointed to fixtures the respectiveCHA staff member on duty will assume this role.

Umpires will be sole arbiters of each fixture and they will be responsible for the completion of the officialscorecard.

Team Demerit Points and PenaltiesShould a team accumulate 45 penalty points from warning cards received then they will incur a fine of $300and further increments of $300 for each additional 10 points accumulated.

For CPL games only this season [2013] the two minute temporary suspension for a green card infringementwill be introduced on a trial basis. As neither CHA nor CHUC has the manpower available to allocate atechnical director or timekeeper to every CPL game the timing of this two minute spell will be self-regulatoryand up to team managements to police or arrange. The two minutes commences from the time the offendingplayer is seated. Neither the Umpires of the game, the CHA Competitions Committee, CHUC or the ParkManagers of the day will become involved in any dispute should it occur. If any dissension becomes

apparent the trial will be cancelled immediately. Please note for CPL fixtures a green card will not incur penalty points.

Fixtures All fixtures within the Competition shall be under the control of the CHA.

The Competitions Committee shall decide dates, times and grounds for all fixtures in the Competition tocreate a suitable draw. This will include the provision to rearrange fixtures for any reason for the overallbenefit of the Competition.

Due to constraints on available fields it is not possible to play full length fixtures for all divisions. Thereforethe following time allocations have been established:35 minute halves: Canterbury Premier League & Division 1- 4, Senior Grass and Mid-Week30 minute halves: U18/Youth Division One Boys and Girls and Two Boys and School Premier League25 minute halves: Under 18/Youth Divisions Two Girls and Three Boys

Rescheduling Of FixturesNo team has the right to request the deferment of a fixture. If a team considers itself to be unable to field asuitable team in a particular fixture that team has the right to request of its scheduled opponent the ability toreschedule the fixture at a mutually agreed alternate date and time. The following conditions apply withregard to rescheduling a fixture:

The team wishing to reschedule a fixture must first establish, from CHA (typically from theCompetition Draw Convenor), what timeslots are available. The rescheduled fixture, if it is to berescheduled, must be identified and played prior to the original scheduled date and can only beplayed in one of the timeslots identified as available.The team wishing to reschedule a fixture must then obtain written approval for the proposedrescheduling from the opposing team, with the written approval to include agreement as to the

rescheduled date and time of the fixture and the match officials to be used.The team wishing to reschedule a fixture must submit to CHA written notification of the intendedrescheduling of the fixture, including a copy of the written approval of the opposing team.Each team will receive written notice that CHA has given approval for the rescheduling and willupdate the Competition draw accordingly.Rescheduled matches may need to be played at the Ashburton Turf (Derlen Park)

If conditions for the rescheduling of the fixture cannot be agreed, then the fixture is to take place as originallyscheduled.The Competitions Committee does have the right to determine that a rescheduling should occur and instruct

both teams to identify an agreed alternate date and time to play a particular fixture.

Draw Requests

The draw for all Competition fixtures that are known is produced prior to the commencement of eachcompetition with each division. As a result, should a team wish to alter the time of its fixture on a particular date, it is the responsibility of the team to arrange with any and all teams that may be a part of the desiredsolution to agree to the alterations to the draw. Written agreement from all teams concerned must beprovided to CHA at least fourteen days (14) prior to the date of the altered fixtures for approval. If CHAapproves the proposed alterations, each team concerned will receive written notification that CHA has givenapproval and will update the Competition draw accordingly.

Defaults

In instances where a team elects to default a fixture (see also the second paragraph of this section), theintention to default must be communicated in writing to CHA at least seven (7) days prior to the fixture to bedefaulted. The defaulting team must then also advise the appointed umpires and the opposing team of thefixture. Failure to comply with any portion of this rule will result in a fine as per the ‘2013 CHA Season

 Affiliation Fees’.

Defaults are not permitted in the Canterbury Premier League and Divisions 1 and 2 competitions, with itexpected that teams in these divisions will fulfill their obligations to field a team for all scheduled fixtures.

 Any violation will result in penalties being imposed that reflect the severity of the infringement. This willinclude a minimum fine of $300 and the possible deduction of competition points.

The recorded result for a default will be as stated in the CHA Competitions By-Laws.

Fixture Protocols

 All fixtures shall commence at the time laid down in the Official Draw or at alternative times advised by theCompetitions Committee. If for any reason play has not commenced within 5 minutes of that time, the teamunwilling or unable to proceed will be deemed to have defaulted the fixture.

CHA shall provide official scorecards for all Competition fixtures. Scorecards for CHA fixtures can becollected from the respective CHA staff member on duty at the venue on the day of the fixture. CHA willdistribute scorecards to teams entered in the Grass competition before the commencement of the seasonand it is the responsibility of teams to ensure a scorecard is available for each fixture.

Prior to the commencement of a fixture, both teams are required to list the details of all players expected toplay in the fixture for their respective teams, listing the full given name and surname for each player and

shall be signed by a suitable team representative (i.e. captain, coach or manager) as a correct list of playersexpected to play in the fixture. (Note: Players listed do not necessarily have to take the field, but theminimum requirement is for the player to have been physically present on the bench at some stage duringthe fixture.) In the case of Canterbury Premier League, Division 1 and Division 2, and School Premier League 1 each player’s shirt number is to correspond to the number of the player as recorded on thescorecard.

 As stated in the section “Participant Eligibility’ it is possible to delete a player from the scorecard at thecompletion of a CPL fixture if the player did not take the field at all during the fixture, provided the processoutlined is followed precisely.

The maximum number of players that may be listed on the scorecard per team is sixteen (16).

The minimum number of players on the field of play per team for at least some component of the remainder of a fixture is eight (8). If a team is unable to field at least eight players at any stage of a fixture for theremainder of the fixture, the fixture is concluded immediately and awarded to the opposing team by way of forfeit. For the sake of clarity, if a team falls below eight players as a result of a player being off the fieldtemporarily due to injury or as a result of a card issued by the umpires, then that team is not deemed to beat less than eight players for the remainder of the fixture and the fixture is to continue.

On completion of a fixture, the following protocols are to be completed in the order listed:Coaches (or equivalent) are to make requests of the umpires for any players that did not participateat all in the fixture to be deleted from the scorecard (full process outlined in the section ‘ParticipantEligibility’). The umpires will ensure the final score is correctly recorded on the scorecard;

Both captains are to sign the scorecard as correct with regard to the final score and the players thatparticipated in the fixture as noted by the umpires;

 Any protest, complaints and/or comments concerning the fixture should be recorded in theappropriate section of the scorecard (or on a separate piece of paper and attached to thescorecard). This is to include any discrepancy with the players that have been deleted from thescorecard if it is believed they did participate in the fixture and therefore should not have beendeleted.

 Any injuries that may require treatment funded by ACC should be recorded in the appropriatesection of the scorecard;Both umpires sign the scorecard, having added any comments of their own pertaining to the fixture,ensuring that the score and any cards issued, including any disciplinary points allocated as per theCHA Competitions By-Laws, are clearly indicated;In instances where a red card is issued the umpires are to complete a ‘Red Card Report’ formobtained from the CHA staff member on duty at the venue or from the CHA website and submit thecompleted report to CHA before the conclusion of the next business day.

 All reports of transgression of these rules, or on misconduct, by players and/or managers, coaches andspectators, must be noted on the scorecard and/or complaints report. All such reports, no matter whatmedium is used, must be received by the CHA office by 5.00pm on the first business day following thefixture. The CHA Chief Executive Officer will determine, depending on the nature of the complaint, if theJudicial or Competitions Committee will hear, and decide on, the issue. If the report is received by the CHA

office later than the specified deadline, then it is at the discretion of the CHA Chief Executive Officer whether the alleged transgression or misconduct is subject to any review.

The completed scorecard can either be handed to the CHA staff member on duty at the venue or placed inthe result drop box at the venue. For Grass competition matches, the winning team of each fixture (in theevent of a draw it is asked that agreement is reached that one team take responsibility for the scorecard) willensure the scorecard is either delivered to the CHA staff member on duty or the venue result drop box or isforwarded to the CHA office within 48 hours of the fixture to ensure points are credited.

Postponement 

In the event a fixture is unable to be completed due to natural causes once underway, the following are valid

conditions in which to call off or postpone a game of turf hockey. These apply across all age groups with thedecision being the responsibility of the following personnel.

1. The Grounds Manager 2. Appointed Umpires (with a phone call to a neutral CHA third party in event of indecision e.g. NunweekGrounds Manager for a Marist game)3. Team captains are able to mutually agree citing one of the below conditions, BOTH captains would haveto agree, otherwise it falls back to the above.

Valid conditions for postponement are:

1. The overhead conditions mean the full field can’t be seen from one end to the other e.g.: fog or smoke

2. The overhead conditions present a strong possibility of exposure. CHA recommended guideline will apply.

Players must take a reasonable level of responsibility to ensure they are 'suitably attired' to withstand coldtemperatures.

3. The ground conditions are deemed 'unplayable' due to flooding or surface water. Recommend guideline isif more than 20% of the field is affected, including goal mouths or the distribution of flooded area is unfairlybias to one team, then the surface is unplayable.

4. The ground conditions are deemed 'unplayable' due to ice. If ice exists at any part of the field a matchshould not proceed. If a thaw is highly likely then the match may be deferred for a short time without undulydisrupting the day's schedule.

It is the opinion that once a game is started all effort should be made to complete it. However in theuncommon situation where a match is suspended part way through due to significant change in conditions;the result, requirement to replay and point allocation will be dealt with on a case by case basis in a fair andreasonable manner by the competitions committee. If fixtures are postponed and it is not practical toreschedule the fixture then teams will receive 2 points each.

In the event a fixture is abandoned/cancelled then the section of the CHA Competitions By-Laws identifyinghow to determine placings of teams when an unequal number of fixtures has been played by each team willbe applied. Similarly, if the fixture was one that required a result to allow one team to progress to the nextstage of a competition the CHA Competitions By-Laws will direct the process for achieving this outcome.

Determining Competition OutcomesThe Competition will apply the processes outlined in the CHA Competitions By-Laws to determine outcomesin the Competition.

The Committee can, for any reason, including the issue of time constraints, recommend to the CHA Chief Executive Officer that alternative rules are applied to determine outcomes. This may include allowing theresult of the fixture to be a draw, whereby the two teams will be declared joint-winners.

 Allocation of Titles

In the Canterbury Premier League divisions four titles are on offer during the season. These titles are:Winners of the Canterbury Premier League Championship finalsWinners of the Canterbury Premier League Championship round robinWinners of the Canterbury Premier League Porritt CupEnd of season holders of the Canterbury Premier League Championship challenge trophy (notcontested on Porritt Cup fixtures and Championship finals)

In all other divisions there are at most two titles on offer during the season. These titles are:Winners of the Division finalsWinners of the Division Porritt Cup (only where a Porritt Cup has been scheduled).

Best Performed Club.

Competition points will be accumulated in every match by every team from within a club (3 for a win and 1for a draw) and then at the end of the season the grand total will be divided by the number of club teams inthe open competition and Premier Grass Grade to determine which club has the most points. Should a clubonly have one or two teams then the grand total will be divided by three to obtain their score.

Bonus points will be awarded for a championship round win (5 points) and the winner of the championshipfinal (5 points). Points will be deducted for red cards received (5 points) or when individual players haveaccumulated twelve warning / penalty points (5 points)

 Allocation to DivisionsThe entry process invites Affiliated Members to enter teams in the level of competition earned by way of results (as determined by CHA) in the previous year by each of their teams and Affiliated Members arerequired to confirm their entries in each division in writing.

No Affiliated Member may have more than one (1) team playing in either of the Canterbury Premier Leaguedivisions or Senior Division One competitions (i.e. no more than one team in Men’s and one team inWomen’s).

Below Canterbury Premier League level all entries received are ranked according to finishing positions theprevious year from the championship round robin, with this information used by the Committee to distributethe entries received across the various divisions in such a manner as to encourage the delivery of aneffective competition within all divisions, both in terms of grouping teams of a similar ability and a meaningfulcompetition structure.

Where an Affiliated Member requests to enter a new team(s), this team will only be accepted into the lowestdivision offered that meets the teams playing requirements (e.g. lowest weekend division depending on agerestrictions, Mid Week division or Grass division). This is however dependent on the ability of theCompetition to accept additional teams, with this dependent on the availability of playing fields. Wheremultiple Affiliated Members enter new teams in any year, their respective ranking into the Competition will bedependent on the order in which entries were received.

The Committee also reserves the right to require grading fixtures to be held at the end of a season or thestart of a new season. An example of when this may be required is when entries received exceed availableplaying field resources and it is necessary to have teams play each other to determine which is accepted

into the Competition.

 Adult Open – Divisions 2 - 3(men), 3 - 4(women)

 All teams will be seeded into an appropriate number of pools for grading prior to championship round. New team entries will be entered at the bottom. One round of three games in each pool will be played and a final [4 weeks] to help determine what teams will be sorted into which division. Should the Competitions

Committee require two particular teams to play against each other to determine the best fit for the mainChampionship, the final’s week games may be adjusted provided it does not affect a Porritt Cup trophy match. Should there be teams on equal points at the end of the grading round and a decision required toascertain the ranking for grade placement the following criteria shall be used.

Committee DiscretionThe Competitions Committee shall have the authority to administer and interpret these Rules andRegulations. The Committee will also have the authority to decide the outcome of any matter not covered

within either the CHA Competitions By-Laws or these Rules and Regulations, with the ‘spirit of the game’ tobe the guiding principle applied by the Committee. However, in any situation where the interpretation is incontradiction to the intent of the CHA Competitions By-Laws the matter will be referred to the CHA Chief Executive Officer to determine.
