The Certificate of Multilingual Proficiency

• The Indiana Certificate of Multilingual Proficiency is an award made by a participating school corporation, charter school or accredited nonpublic high school designating on a student’s transcript that the student has attained a high level of proficiency, sufficient for meaningful use in college and a career, in one or more languages in addition to English.

Certificate v. Seal

• Indiana opted to change the name of their Seal of Biliteracyduring the legislation process.

• Indiana is utilizing a “certificate” rather than a “seal” in order to allow schools to utilize a broader list of assessments and celebrate students at any point after meeting the eligibility requirements.

• Indiana opted to use the term “multilingual proficiency” rather than “biliteracy” to honor and promote the idea of multiple languages rather than only two.

Certificate Design

• A HUGE thank you to Brian Atkinson, Visual Arts teacher at Lawrence North High School, for the design of the Certificate of Multilingual Proficiency logo that will be featured opposite the Indiana State Seal on the certificates awarded to students beginning with our 2017 cohort!

Importance for Students• The Certificate of Multilingual Proficiency is a

formal validation of an Intermediate High level of proficiency that benefits BOTH world language and English Learner students.

• This will serve students entering the workforce as a confirmation of their linguistic skillset.

• For university-bound students, the Certificate will be noted on a student’s transcript.

* If a student enrolls in school already proficient in a world language, a score of Intermediate High or beyond on the World Language assessment can serve as a demonstration of proficiency to allow a school to award the 6 world language credits to a student in lieu of coursework.

Student Responsibilities • Opt in to participate with local high school

• Earn 8 credits in English Language Arts

• Pass the English Language Arts assessment required for graduation

• Pass a world language assessment at an Intermediate High level or beyond in all language domains

• Earn 6 credits of a world language either though course study or through a demonstration of proficiency with a world language assessment (see bullet point above)

• Utilize language skills both in and beyond the school setting

Language Teacher Responsibilities• Utilize instructional methods that build students’ proficiency

(not focusing primarily on language mechanics)

• Utilize HIGH percentages of the target language in the classroom with students and expect the same in return from students

• Teach students to be self-reflective about their language skills and growth so they know their proficiency levels from level I and beyond

• Promote the Certificate as a validation of students’ hard work, an incentive to take higher levels of world language coursework and as tangible evidence of the language proficiency toward their next steps

School & District Responsibilities • Opt in to participate with IDOE

• Promote this opportunity to ALL eligible students (English Learners and World Language Students)

• Arrange for assessments to be taken by students and proctored by school staff.

• Maintain records and data of students who earn the Certificate.

• Celebrate ALL students who have met the requirements for the Certificate

• Submit data to IDOE upon completion of each year’s cohort.

• The Indiana State Board of Education has approved a list of assessments for the Certificate of Multilingual Proficiency. It can be found online here.

Assessing for Proficiency• Schools may utilize any combination of the assessments from the

list of approved assessments as there is not necessarily one assessment that will encompass every language spoken in that school.

• Schools must abide by the minimum score requirements as prescribed in the Assessment List.

Assessing for Proficiency• For some assessments, such as the AAPPL and the STAMP 4S,

students’ proficiency in each language domain is assessed separately. In these situations, a student’s lowest score of all language domains must be the score utilized to determine eligibility. • For example, if Student A earns the following scores:

• Reading 6, Writing 5, Listening 6, Speaking 5

• Then the student’s overall score is a 5. You must NOT average these numbers or round.

• Students are allowed to retake the assessments and/or portions of an assessment in an attempt to demonstrate the required level of proficiency.

Record Keeping - Data

• It is the responsibility of the school to establish a record-keeping protocol to ensure that students have met all 4 (3) requirements to earn the Certificate.

• It is the responsibility of the school to maintain a record of the students who earn the Certificate along with the accompanying data such as language(s), tests utilized, score(s) and so on.

• IDOE will request the above information from schools in mid-summer.*

*If there is success in transcript data collection, a mid-summer data collection may not be required.

Record Keeping - Transcripts

• It should be evident on a student’s transcript that he/she has earned all of the required elements of the Certificate. • 8 Credits of English Language Arts

• Passing the Graduation Qualifying Exam for English Language Arts (ISTEP+ 10 or English 10 ECA)

• Passing the external World Language Assessment at an Intermediate High Level (see Assessment List on the website for cutoff scores)

• 6 Credits of a single World Language• These can be put on the transcript after a student reaches the Intermediate High

Level of proficiency on the world language assessment if this is a student who has acquired their language proficiency outside of the typical world language track in your school.

Record Keeping - Transcripts• According to Indiana Code 20-30-14.5, the student’s transcript MUST

have the notation that the Certificate of Multilingual Proficiency has been received.

• Indiana’s e-transcript instructions• Ensure that the students’ STNs are CORRECTLY entered. • Use the “Licensure” data element as “Certificates of Achievement”. This field (50)

already prints on the transcript so it won’t require a modification to the transcript. (See image below)

• Use “Awarded Certificate of Multilingual Proficiency”• Use the date that the Certificate was awarded to students following the

prescribed format.

Celebrating Student Achievement• IDOE will send out a press release in mid- to late-May.

• It will indicate the participating schools for 2017

• Basic information about anticipated numbers

• Schools may be contacted by local media regarding participation

• IDOE will send a copy of the press release to all participating schools.• Schools may use this as a model to draft their own

• Schools may use this and add their students’ names

Celebrating Student Achievement• IDOE will e-mail the digital certificate to the individual listed as

“Primary Contact” on the participation form for the school district.

• The school will then add the following to the Certificate:• Student name;

• Language(s) assessed other than English; and

• Administrator name (who will be signing the Certificate).

• The school is not allowed to share this Certificate template with any other schools or with unauthorized individuals.

• The school should not put a copy of the actual Certificate on their website or social media.

Celebrating Student Achievement• Each local school has the flexibility to celebrate this student

achievement in a manner that fits their community. Some examples of this include:• Students being acknowledged at a School Board meeting

• Seniors wearing cords at graduation

• The Certificate is presented at Senior Awards Night

• Social Media acknowledgements

• Scrolling announcement on electronic message board

• Group photo being taken and displayed

• Certificates mailed to students’ homes

• Acknowledgement at end-of-year pep rally
