Regular readers of our reports will have noticed that we are now a Centre rather than a Flagship.

During 2009 the Flagship for Creative and Authentic Leadership was judged to have met the stringent University requirements which allowed it to be recognised as a University Priority Research Centre, to be known as Centre for Creative and Authentic Leadership. This recognition was welcome, not only because of the esteem which it implied, but because it carried with it a commitment to the provision of much needed University funding for the next three years.

Our 2009 report reflects the continued diversity of the work of the Centre. The two big DEEWR projects Leading Aligned Numeracy Development (LAND) and Principals as Literacy Leaders (PALL) got off to a great start in a number of centres across the country. Our ARC Linkage project Linking Worlds, came to a conclusion with the launch of the final report in Darwin. We were successful in gaining a Teaching Australia contract in partnership with the Hay Group and University of Wollongong to advise on the design of an aspiring principals' program. We concluded our AusAID Leadership program with a conference in Phnom Penh. The long running Leaders Transforming Learning and Learners (LTLL) project saw the conclusion of phase 2, with a wonderful presentation by school teams, and the commencement of a new phase in working within the National Partnerships framework in NSW. One of our Honorary Fellows, Leoni Degenhardt partnered with us in commencing the delivery of an accompanied change leadership model for school teams. Our work with Lutheran Education Australia saw the next stage in refinement of an online capability profiling tool.

On the personnel front, we have been able to confirm the Centre Manager's role as a continuing one, after Soma Nagappan had worked for many years on short term contracts. This recognises the broader expectations of the Centre in the Faculty under the new structures. As part of a move to work more closely with the Centre for Indigenous Educational research, our Senior Research Fellow, Jack Frawley will now work half time in each Centre. The distinguished Executive Director Emeritus of Sydney CEO, Brother Kelvin Canavan, has been welcomed into the Centre as a Visiting Professor, and our valued colleague, Dr Toni Noble has joined us as an Adjunct Professor.

2009 saw the retirement of Professor Tony d’Arbon after 32 years at ACU, for a number of which he held key roles in the Centre and its projects. Tony will not be lost to us as he has been made an Emeritus Professor and will continue to be involved with the Centre.

Looking ahead, the Centre anticipates making a contribution to the new research regime in the university, under the leadership of Professor Thomas Martin, the Pro Vice Chancellor with responsibility for research. This will require us to develop a stronger focus on ARC and competitive research, within the resource capacities of the Centre. A key element of this will be to establish a strong external advisory group and clear governance structures as the University’s own requirements become clearer.

All that remains now is to thank all those whose hard work and inspiration continues to keep the wheels of the Centre turning: Centre staff, members of the School of Educational Leadership, our adjunct, emeritus, honorary and visiting colleagues, members of the Education Faculty more widely and other University staff from Centres and Institutes with shared interests. Their contributions provide the foundations on which we build.

Aims

The aims of the Centre for Creative and Authentic Leadership are to:

a) promote and support a creative research agenda developed in partnership with key stakeholders in educational leadership at all levels b) conduct quality and high-impact research and scholarship in educational leadership which is nationally and internationally competitive c) facilitate organisations to analyse their leadership challenges using values-based and ethical frameworks in order to integrate values and culture into future policy and decision making d) provide a forum for timely and informed comment on critical leadership issues e) assist educational organisations in particular, to develop improved leadership practices for mission effectiveness f ) design and deliver short course and renewal programs on leadership g) provide review and evaluation services in support of educational leadershiph) act as a clearinghouse for the development, collection, evaluation and dissemination of contextual examples of theory and best practice in educational leadership i) Create a focus within ACU which is recognised nationally and internationally for critical research and debate about educational leadership.

RESEARCH PROJECTS

Australian Research Council (ARC) Linkage Project

Linking Worlds Project (2005-2009) $318,000 from the ARC and $174,000 in cash and kind from Industry Partners; Linking Worlds investigated cultural influence on educational leadership in remote Aboriginal communities, and how it could assist in strengthening the capacity of educational leaders. DEEWR Projects

Scoping Study into Approaches to Student Wellbeing (2008) $35,000 Undertaken for the Department of Education Employment and Workplace Relations (DEEWR) by Erebus International, Dr Toni Noble and the Centre, the study illustrated the relationship between student wellbeing and learning outcomes in order to more effectively address academic potential and improve life outcomes. Aspiring Principals Project (2009-2010) $24,000The Centre worked with the Hay Group and University of Wollongong to develop a set of parameters for a National Aspiring Principals Project for Teaching Australia.Staff involved: Associate Professors Michael Bezzina, Charles Burford, Dr Chris Branson.Partner organizations: Hay Group, University of Wollongong.

Review of the Australian Government’s National Safe Schools Framework (2009-2010)DEEWR contracted Adjunct Professor Toni Noble to develop guidelines for the development of policy and practices to make Australian schools safe with a particular focus on cyber safety.Staff involved: Adjunct Professor Toni NoblePartner organisations: Erebus International.

Trialling Cybersafety Teacher Education Resources for Australian Government’s Communications & Media Authority (ACMA) (2009-2010)Adjunct Professor Toni Noble undertook a trial of new teacher education materials on cyber safety.Staff involved: Adjunct Professor Toni Noble.

ACU Teaching Development Research Grant (2009-2010)Adjunct Professor Toni Noble was principal investigator on an ACU Teaching Development research grant titled Evaluating Webquests as online scaffolds to enhance University students’ understand-ings and skills in key course outcomes. Staff involved: Dr Joyce Martin and Dr Cath Laws in the School of Education NSW.

PROFESSIONAL DEVELOPMENT PROGRAMS

Anglicare Leadership Development ProgramThis is a Leadership Development Program offered to Anglicare (Sydney) by the Centre as a partner in the Australian Leadership Consortium(ALC) with University of Wollongong and Moore Theological College. Twenty-nine Anglicare managers commenced the program. This significant venture for ACU with the Sydney Anglican Church brings to 54 the number of Anglicare managers and leaders who have completed this program.

The program concluded with a Conference in June. Fourteen of 29 participants were eligible to receive credit recognition from ACU and University of Wollongong. An independent evaluation concluded that participant needs were “well met by the Program. This was associated with a range of reported outcomes, in terms of increased knowledge and understanding, networking, self awareness and confidence, and positive perceptions of Anglicare. Post-Program workplace outcomes have also been reported in terms of a direct flow-on into everyday activities, and participants being keen to be involved in wider leadership roles within the organization.”

Australian Leadership Awards (ALA) Fellowship ProgramIn 2008 the Centre was again successful, for the second year in a row, in hosting the ALA Program with funding amounting to $490,000 from AusAID. Fourteen ALA Fellows from India, Nepal, Cambodia, Laos, Vietnam, PNG and the Philippines concluded a three-stage professional development program at the Centre for Creative and Authentic Leadership at the Strathfield Campus. The goal of the ALA Fellowships Program is to develop appropriately trained current and aspiring leaders who, in the short-to-medium term will be in a position to advance key regional policy issues. This program came to a conclusion with a conference in Phnom Penh in January 2009.

Leading School-Wide Change ProgramLast November saw the commencement of Leading School-wide Change, a program of coached or accompanied change, tailored to the needs of participating school teams, as they work on an area of school-wide change of their choosing within their own school. It is an intensive program of six days, spread across two school years, and limited to eight schools. The Facilitator is Dr Leoni Degenhardt. The program has three main aims:

Collegial, theoretical and mentoring support for school-wide change in schools•Inter-school learning and evaluation links•Improved quality of schooling for students.•

Initial feedback from participants has been positive. Planning is underway to offer the program in Melbourne, and again in Sydney, in 2010.

Lutheran Leadership Development ProgramThis is a professional development program delivered by the Centre which runs from August 2009 to December 2011. It includes for the next generation of leaders of Lutheran schools, an individualised capabilities profile, ongoing mentoring and an academic program which leads to the Post Graduate Certificate of Educational Leadership, inclusive of one unit to be provided by the Lutheran sector. The program will also have the capacity to engage experienced leaders in renewal through engagement with an opening conference and as mentors of the new generation leaders.

The delivery of the program will also constitute an opportunity for research into the development and use of an online leadership capabilities tool, and its articulation with a tailored leadership development program.

PARTNERSHIPS

UCEA Joint Centre for the Study Of Leadership And EthicsThe University Council for Educational Administration has established an International Centre for the Study of Leadership and Ethics including as foundation members seven centres from the USA, Canada, Hong Kong and Sweden. The international centre will continue to sponsor the longstanding values and leadership conference, moving it out of the USA in years to come. Linkages have already started in teaching and research possibilities will be explored. Chris Branson of Australian Catholic University is the Centre’s online journal editor.

Centre for Wellbeing and Confidence - ScotlandAdjunct Professor Toni Noble has established a partnership with the Scottish Centre for Wellbeing and Confidence funded by Scottish Government to work with educators and others working with children and youth. The Bounce Back resiliency program is now in over 60% of primary schools in Perth-Kinross district, in Glasgow city council schools and in the Midlothian Edinburgh schools.
