BACKGROUND NOTE

A National Level Workshop on Capacity Building under Digital India - Collaboration with State Administrative Training

Institutes (ATIs) /Central Training Institutes (CTIs) was organized by National e-Governance Division(NeGD), Department

of Electronics and Information Technology on the 14th December, 2015, at India Habitat Centre, Delhi.

Hon’ble Minister of Communication and Information Technology, Shri. Ravi Shankar Prasad inaugurated the Workshop

along with the launch of the Leadership Skill Enhancement Programme (LSeP) for senior officers of the North Eastern

States under Preparing Northeast under Digital India. The stakeholders included where Directors Generals, Deputy

Director Generals and Directors of Central Training Institutes(CTI) and State Administrative Training Institutes(ATI), IT

Secretaries of States/Heads of State e-Mission Teams and participants of the LSeP etc.

Dr. Ajay Kumar, IAS, Additional Secretary, Deity made the key note address and Smt. Caralyn Khongwar Deshmukh, IAS,

Director Capacity Building, NeGD gave the welcome address in the workshop. The Vote of Thanks was delivered by Mr.

Vinay Thakur, Director of Program Management at NeGD.

The workshop aims to bring the stakeholders together for convergence of efforts on expanding e-governance training s

and capacity building of government officials. Partnering with Apex, State Administrative Training Institutes is a step

towards strengthening these institutes for delivering e-Governance Capacity Building training programmes in for all

Govt. officials at the State level and at Central Training Institute as also expanding the reach of Capacity Building

initiatives. The 114 workshop participants (Annexure), represented 48 participants from ATI/CTI and 42 State

government representatives, in addition to officers from Deity and NeGD.

Digital India program is one of the biggest landmark project that aims to transform India into a knowledge society and to

deliver good governance to citizens by synchronized and coordinated engagement with both the central and the state

governments. This transformation requires considerable enhancement of capacities within different levels of government

officials for visualizing, conceiving and delivering the e-governance projects aimed at transforming the existing systems.

One of the objectives of capacity building scheme within the digital India program is to strengthen the Apex and State

Training Institutions in e governance and this workshop provided a platform to being state officials, SeMTs and heads of

institutes for initiating and conducting e governance programs in institutes and the way forward.

INAUGURATION

The workshop began with the Inaugural programme, where Dr. C V Madhavi, Senior General Manager, Capacity Building

& Knowledge Management welcomed Shri Ravi Shankar Prasad, Honorable Minister for Communications & Information

Technology, Government of India, Dr. Ajay Kumar, IAS, Additional Secretary, Department of Electronics and Information

Technology, Government of India and Mrs. Caralyn Khongwar Deshmukh, IAS, Director, Capacity Building, National e-

Governance Division, delegates of the workshops, heads of training institutions, IT Secretaries, senior officials from the

government, representatives from State e-Mission Teams, participants of the Leadership Skill Enhancement Programme

(LSEP), and members of the media. She extended a warm welcome to collaborative workshop with Apex and State

Administrative Training institutes and the launch of north east capacity building programs.

Key Note by Shri Ravi Shankar Prasad, Honorable Minister for Communications and Information Technology

The Honorable Minister of Communications and Information Technology

delivered the key note address highlighting e-governance as a

nationwide transformational programme. He mentioned than in an era

driven by mobile phones, every Indian must have internet connectivity.

He expressed a sense of obligation towards the poor masses for whom

the e-governance services must be made available soon. He mentioned

that the real success of digital India would be using mobile phone in

pursuit of e services and India is waiting for the change. He stated that

the Central and State Governments must work hand in hand in a close

and coordinated manner and skilling obviously is the key focus of

capacity building.

He shared that forty percent of rail ticketing and sixty percent plane ticketing is e-ticketing. Internet users in rural areas

has increased by seventy seven percent in the last one year. Regardless of all issues of internet (which we must address),

if this is the larger canvas, India must get the much deserved transformation.

The cooperative movement in rural areas, like post offices will be developed on the cutting edge technology. He also

mentioned that Mahadalit women transformation program of forty days has prepared these women to be able to begin

a government service center in their villages – such is the power of rural India. The initiatives that must be adopted

immediately include Change in mindset driven in a top to bottom approach to become digitally trained within

government departments; Skilling (which is the focus of this workshop) as par from capacity building – II and Synergy in

the use of the e-governance services.

Dr. Ajay Kumar, IAS, Additional Secretary delivered his opening remarks,

welcoming the audience on behalf of Deity. He cited that the ATI CTI

Collaboration Workshop will start a new chapter of collaboration

between State Government and Central Government with State and

Central Training Institutions.

Government of India has embarked on an ambitious wide-ranged digital

India program and an important component is ‘enabling’ its people to be

able to meet with the growing requirements of e-governance programs.

In the current scenario, there is acute shortage of people who can

comprehend and deliver the results in e-governance programs.

Therefore, an integral part of Digital India exercise is capacity building of its stakeholders – within and outside the

government. The rural masses must be made digitally literate and empowered to be able to reap advantages of this

program. He emphasized on the importance of keeping up with the pace of rapidly changing technology. IT departments

of the e-government teams must develop their own capacities as well the direct users of the e-governance programs

must be trained. In order to be able to leverage the Cloud or Mobile Technology, the right vendor must be hired, for

which the e-governance technical teams must be qualified in the first place. He also highlighted that social media is a

major tool for empowering people and MyGov is a key example which has increased its capacity to handle 18 lakh users.

Local language computing is a prime demand to be able to truly connect with the citizens and enable them to use the

digital India services. The development of linguistic corpora in local language context is very important. The states of

India have a huge role to play in the success of e-governance programs and for the states to be able to support, these

must be empowered with the right capacity. Mobile wallets and e-payments were the examples laid by him.

Thus, states must work towards building their own capacities in capacity building scheme-II and State ATIs must change

the overall portfolio of their training programs to seek huge amount of synergy with the Central government and State

government and a strategy must be built with a large focus on IT programs and enablement.

The honorable minister released the summary report of activities and achievements of capacity building initiatives, the

implementation strategy for capacity building phase -2 and brochures for capacity building programs.

Introductory Address by Ms. Caralyn Khongwar Deshmukh, IAS, Director, Capacity Building, National e-Governance Division

For successful implementation of e-Governance programs, it is important to address the challenges of skills gaps and

develop the specialized skills and knowledge in the officers of the e-governance teams and cultivate service orientation

amongst them. She highlighted that more government officials need to be trained in order to enhance skills of

government officials and achieve the objectives of digital India. Knowledge Management System (KMS) and Learning

management system (LMS) are the initiatives to support capacity building of the government officials across India. A

bigger role is envisaged for the ATIs and CTIs to be equipped not only with the infrastructure, but also the human

capabilities to prepare the government officials for e-governance.

Ms. C. K. Deshmukh welcomed the Honorable Minister of

Communications and Information Technology and all other

participants of the workshop. She mentioned that Digital India is a

large and ambitious program of the Government of India to prepare

India for a knowledge based transformation.

As part of Capacity Building scheme, NeGD has conceptualized courses

to address the gaps in skills and capacities of people in government

within departments at Central and State government levels.

She thanked the institutes for their interest in partnering with NeGD and cited that ATIs and CTIs have a major role to

play in the implementation plan of capacity building. One of the ways to deliver the e-governance trainings in Central

and State training institutes is to embed the e-governance training modules in induction, refresher and mid-career

training programs run in the institutes.

It is also envisaged that Central and State training institutes must develop their own capacities to be able to respond to e

governance queries received from various teams and must be up-to-date with the infrastructure and human resources

required for training government officials.

Mr. Vinay Thakur presented a vote of thanks. He acknowledged

everyone in the workshop and extended special thanks the honorable

minster and emphasized that implementation of digital India under the

stewardship of Dr. Ajay Kumar is a highly motivations factor. He placed

thanks for deity team for making workshop a huge success.

He also appreciated the honorable chief guest, Shri Ravi Shankar Prasad

for gracing the event and envisaging the digital India transformation and

for reviving the telecommunication services in India.

WORKSHOP PROCEEDINGS

The participants from the workshop including Heads of Training Institutions, IT Secretaries, senior officials from the

government and representatives from State e-Mission Team (SeMTs) were appraised that they are playing a key role in

the e-governance empowerment for the citizens of India through these channels - Provisioning Infrastructure as a Utility

to Every Citizen; Governance & Services On Demand & Digital Empowerment of Citizens.

Under ‘Infrastructure as a Utility to Every Citizen’ track, the group deliberations established that the emerging needs of

the e-governance transformation can be met with high speed internet as a core utility, empowering the citizens with a

unique, lifelong, online and authenticable digital identity, mobile phone & Bank account enabling participation in digital

& financial space, provisioning easy access to a common service center and shareable private space on a public cloud.

Under ‘Governance and Services on Demand’, government officials must focus on seamlessly integrating governance

across departments or jurisdictions, providing services available in real time from online & mobile platform making

financial transactions electronic & cashless, leveraging GIS decision support systems & development, making it easy for

the citizens to do business and all the documents of citizens to be available on the cloud so that they are not required to

provide copies etc.

While focusing on the digital identity of the citizens, it is crucial to provide the following to the citizens:

• Universal Digital Literacy

• Universally accessible digital resources

• Availability of digital resources / services in Indian languages

• Collaborative digital platforms for participative governance

• Portability of all entitlements through cloud

COLLABORATION WITH ATI’S AND CTI’S

In March 2015, when NeGD approached the ATIs and CTIs across the country for partnering to roll out training programs

in their respective institutions, the response from institutes was highly enthusiastic. Besides, the infrastructure, NeGD is

ascertaining the willingness and availability of infrastructure and readiness of faculty at the ATIs. It was emphasized that

the structure of the e-governance programs is mainly user or practitioner-oriented hence including field visits and study

tour sessions.

NeGD will support the ATIs in faculty identification and hand-hold through any content customization requirements that

may emerge while implementing Mission Model Projects (MMPs). The participants confirmed their willingness to

provide the infrastructure as well as the human resource for e-governance programs.

TRAINING FRAMEWORK

A training framework is being developed by NeGD which when completed, will be shared with State/UT Governments.

The content for different training programmes will also be made available to the State Governments. Additionally, a

resource pool of trainers is being developed. Also, there will a process of continuously developing additional resources

through a scheme of ‘Train the Trainers’ programs, the list of which will be hosted on Deity/NeGD/NISG websites and

the State/UT Governments would be encouraged to use the resource pool for their training.

It was also confirmed that the online training programmes are contemplated in the next phase of the Scheme and upon

stabilization, the States/UTs will be encouraged to use such online programmes without any handholding support from

Deity. Additionally, some of the States have formulated proposals for setting up their own training framework. With

these frameworks, a large number of the training initiatives can be taken over by the State Governments.

E-Governance Academy is proposed to be established as an Institute of National importance in the area of e-

Governance. The Academy will provide support to the States to meet their Training related issues and would also have

the mandate of empanelling institutes for delivery of programmes and would also be developing content for use by the

empanelled institutions. The State/UT Governments would be encouraged to avail the facilities thus created.

However, some of the more specialized training programmes such as CIO programmes, Thematic Workshops, Leadership

Meets, Foreign Exposure visits would need to be conducted by Deity /NeGD since (i) Specialized resources and up-to-

date content would be available; AND (ii) there is a need for participation across States for exchange of ideas and

experiences. International visits can be better arranged through the Ministry as it would be beneficial to have diverse

level of participation.

A Knowledge Management System is being conceptualized, which will be a repository of content on capacity building

and e-governance. This will be managed by the Deity.

WORKSHOP FOCUS-GROUP DISCUSSION OUTCOME

The objective of the group discussions was to discuss the capacity of the institutes to be able manage and deliver various

e-governance training programmes and/or their respective modules. The groups were divided as Group A- CTIs, Group

B- ATI (States A-G), Group C-ATI (States H-U), and Group D -ATI (States M-W).

As a result of group discussions, the following points were drawn:

1. Out of the 20 ATIs, 13 ATIs have shown willingness to incorporate the 45 training programs in Jan2016 – Mar2016

2. Out of the 20 ATIs, 17 ATIs have shown willingness to incorporate 345 training programs in Apr2016 – Mar2017

Rest of the ATIs will confirm their plan post deliberation with respective state governments.

The total number of participants that is expected to be trained is 15000 approx.

1. ATIs expressed the desire to create an exclusive e-governance pool of faculties to conduct state specific/NeGD programs on e-governance. Currently, the group has confirmed that there are only 12 certified master trainers.

2. All the ATIs accentuated faculty development as one of the key issues and solicited support from NeGD in availing the services of already available pool of master trainers. Going forward they have committed to nominate 85 faculties n total for the Train the Trainer programs.

Training Programs

Standalone e-Governance Programmes

Modules that can be embedded in regular calendar (Induction, Mid-Term, Refresher, Management Trainings etc).

1. All ATIs broadly agreed to conduct all training programmes proposed under Digital India and suggestive embedding in ongoing ATI programs are

I. For 2 days to 5 days courses - 1 session on e-governance (2 hrs suggested)

II. For 1 week and above courses- ½ day module on e-governanceIII. Foundation courses- 2/3 days module on e-governance

2. ATIs recommended NeGD to conduct one thematic workshop per state so as to create awareness and develop competencies on:

In addition to the above discussion points there was also a felt need for Central and State governments to mandate e-

governance trainings for their officials and linking the trainings to Annual Performance Appraisal Report for

assignments/posting.

The key issues highlighted by the participants were insufficient nominations for the trainings, lack of funds for the

trainings and ad-hoc (unplanned) need of faculty.

The support requested by the ATIs/CTIs include:

1. Obtaining Funds for carrying out various trainings

2. Faculty and Content Support

3. Need for Faculty Development Programme

4. Standardization of budget per course

5. Workshops on case study development

6. One time grants for building infrastructure

The key takeaway’s from the workshop include assessment of readiness of training institutions to become key

stakeholders in Digital India Capacity Building programs; ways of Collaboration of Training Institutions with Central and

State/UT Governments to implement CB initiatives in e-Governance &Utilize the centrally sponsored funds of National e-

Governance Program 2.0 and Capacity Building funds of NeGD. As an outcome of the workshops, the following training

No permanent Faculty present on campus. The staff members keep changing on a periodic basis. Embedding can be done in existing programs. This initiative can be taken forward and stressed upon in further

ANNEXURE – I TRAINING INITIATIVES UNDER CB

Apex/Policy level Sensitization and awareness workshops

The reports of the Expert committee and the Working Group have highlighted the importance of sensitizing the political

and bureaucratic leadership on e-Governance. The Leadership meets which have been organized in CB Phase I have

been very positively received by the political and policy leadership in the States and have helped in giving an impetus to

the implementation of NeGP. Many meets resulted in immediate steps by the political leaders to take up e-Governance

projects and replicate best practices. Therefore, similar meets/workshops are proposed to be conducted in CB Phase II

to accelerate the implementation of NeGP.

Programme for Mission Leaders, CIOs and e-Governance Champions

These programmes were conceptualized in order to create a talent pool of CIOs throughout the country who can assume

lead or second-in-command role in the implementation of e-Gov. projects. The main objective of the CIO’s Training

Programme is to train carefully selected in-house resources from within Departments/Line Ministries who are leading or

identified to lead e-Governance MMPs and other projects in the departments in a mission mode by giving those National

& International best practices and exposure.

Specialized Training in e-Governance Programmes

Specialized programmes developed under CB Phase I, such as Government Process Re-engineering, ness models and

PPP, Project Management etc. have been found to be very useful by the State/UT Governments in building capacities of

their officers to conceptualize and implement e-Governance projects. The demand for the programmes has increased

over the years showing the growing needs of the State/UT Governments for such programmes. Specialized training of

Government officers and others working closely with the Government has to be continuous effort. Hence the training

programmes would need to be updated and more modules added to the existing basket of programmes in line with

emerging needs.

Orientation programmes for SeMT Members, PeMT members

These programmes have been beneficial for orienting resources drawn from the open market into the Government

system and to familiarize them with the tasks under NeGP. The Expert Committee and the Working Committee have

both recommended such orientation programmes.

Professional courses available in the market would be identified from time to time and selected for training programmes

based on the TNA. For this, it will be necessary to develop Training Quality Standards based on the content and

effectiveness of the courses.

Development of Online and Web Based Training and Learning Management System

This will include using online training modules available off the shelf for generic courses such as Project Management

and development of online content for specialized programmes. It is also proposed to put in place a Learning

Management system to cater to the enormous needs which cannot be met only through face to face programmes.

Formulate a Monitoring and Evaluation Framework

The Monitoring and evaluation framework of training would be strengthened to evaluate effectiveness of the training in

the work environment.

Devise a policy for Incentives for Training

Currently, participation in training programmes is largely supply driven rather than being demand driven. To make the

participation in programmes more attractive, such participation would be incentivized through recognized certification

impacting on career progression, bringing trainees and trainers into a community of practice, etc.

Mandatory certification programmes for specialized/key roles

A competency framework would be developed for different e-Governance positions along with the corresponding

knowledge and skills required for such positions. Based on such mapping, appropriate certification programmes will be

devised and guidelines formulated to ensure mandatory certification for specialized/key positions.

Development of Case Studies

The current initiative for development of case studies will be strengthened to ensure that a rich bank of case studies is

built which will be an aid to practitioners and for training programmes. The initiative will include inviting practitioners

and also private institutions to support this initiative.

Thematic workshops

Responding to the needs felt by the State/UT Governments for specialized programmes on specific themes, programmes

on special themes such as preparation of DPR, RFPs, trends in technology etc. are organized. Such knowledge sharing

workshops are proposed to be organized on a regular basis in CB II.

Training of Government employees and those providing mediated service

To ensure success of public delivery systems under e-Governance it is necessary to develop the capacities of officials

actually providing the services. Suitable training modules for such programmes would be developed and the

programmes would be conducted in a decentralized mode through partner institutions.

Other training initiatives

Periodical assessment of training needs will be undertaken to assess capacity gaps to develop appropriate training

programmes for addressing the capacity needs. The Training Needs Assessments (TNA) will be part of the CB Scheme.

Developing a pool of certified trainers

To meet the large requirement of resources for training of officials of the State/UT and the Central Line Ministries, there

is a need to enlarge the pool of trainers duly recognized through a certification process. Training of Trainers programmes

would be conducted on an ongoing basis for developing a pool of trainers. The process of identifying the potential

trainers and developing them into trainers shall be undertaken in a structured manner. Detailed guidelines for the

development of trainers as well as the terms and conditions for their certification will need to be formulated. State

Governments would be encouraged to use the resources in the Pool for their training programmes.
