1 INTRODUCTION

1.1 Background

1.1.1 Russell Giles Partnership (RGP) has been commissioned by Central Sussex College to produce a Framework Travel Plan for its Crawley Campus. The College is undergoing planned improvement works in the form of a 4 storey, 2000sqm extension to the existing Longley Phase II Building. The proposed extension will comprise workshops, classrooms, staff accommodation and sanitary facilities.

1.1.2 The proposals would see the built form of the College extend over part of the current car park to the south east of the campus adjacent to the Haslett Avenue East access.

1.1.3 It is anticipated that the requirement for a full Travel Plan will be a condition of the planning consent for the redevelopment of the campus, based upon occupation of the new buildings, a position informally supported by the West Sussex County Council Travel Planning Officer. This Framework Travel Plan seeks to outline the aims and objectives to be incorporated into the full Travel Plan as well as detailing the baseline data collection methods and the accessibility credentials of the site.

1.1.4 In preparing this Travel Plan, RGP has reviewed relevant national guidance including the Department for Transport documents, ‘Good Practice Guidelines: Delivering Travel Plans through the Planning System’, ‘The Essential Guide to Travel Planning’ and ‘Towards a Sustainable Transport System’ as well consulting West Sussex County Council’s ‘Draft Development Travel Plan Policy’. RGP have also informally discussed the principles of the Travel Plan and the Framework Approach with the West Sussex County Council Travel Planning Officer.

1.1.5 Central Sussex College is a further and higher education college which occupies five main campus locations in Central Sussex; Crawley, Sixth Form Haywards Heath, Horsham Training Centre, Burgess Hill and East Grinstead Central. There are more than 11,000 full and part time students studying at the College across the five campuses together with a significant teaching and support staff population.

1.1.6 It is anticipated that in the future the Crawley campus Travel Plan will be part of a wider Central Sussex College Travel Plan which would provide comprehensive and overarching Travel Planning objectives and measures for all the College’s sites, however this Framework Travel Plan and resulting Travel Plan will only cover the Crawley campus for the time being.

1.1.7 The Crawley campus is the largest of the Central Sussex College campuses and its facilities include a training restaurant (Le Cordon Vert), hair and beauty salons (Inutition), Engineering and Construction training workshops and a purpose-built Retail Training Suite as well as other teaching facilities.

1.1.8 The staff and student numbers currently enrolled at/associated with the Crawley campus are as follows:

(i) 1643 full time students;

(ii) 3867 part time students;

(iii) 393 full time staff;

(iv) 314 part time staff;

1.1.9 Further to the numbers above, the staff members total 491 Full Time Equivalent staff members (FTE). While the proposals comprise a significant addition to the floor area and facilities of the College, the proposals are designed to provide improved facilities for the existing staff and student population and therefore student and staff numbers are not anticipated to increase as a result of the redevelopment.

1.1.10 However there are changes to the car parking levels currently provided on-site due to the footprint of the building extending into the current car park. Currently the college provides a total of 345 car parking spaces on the campus (mixed between Student, Staff and Visitor use), together with renting a total of 50 spaces in the adjacent Kings Gate Multi-Storey Car Park (for Staff use).

1.1.11 The area of car park over which the building will extend results in the loss of 50 parking spaces from the campus. However, the proposals will include an element of reconfiguration of the car park and re-provide a total of 10 spaces. Therefore the net reduction in car parking space on the campus is 40 spaces.

1.1.12 The proposed layout and configuration of the car park is shown on the RDJW Architect’s drawings submitted with the proposals (Drawing Number 4070-007 Ref F).

1.1.13 Central Sussex College is dedicated to encouraging sustainable travel for all staff, student and visitor journeys to the Crawley Campus. This Framework Travel Plan will formalise this dedication and will commit to the aims and objectives outlined in Section 3.

1.1.14 While it is intended that the Travel Plan will mitigate against the net reduction of 40 parking spaces as a result of the proposals, it is envisaged that the Travel Plan will bring wider benefits locally and to the College in promoting and achieving a switch to more sustainable travel choices and improve the College’s local footprint and Travel Patterns providing significant benefits beyond mitigating for the loss of parking spaces.

1.2 What is a Travel Plan?

1.2.1 A Travel Plan is a strategy through which an organisation is able to manage journeys related to the operation of its business. It comprises a package of measures tailored to the needs of an individual site and aimed at promoting greener, cleaner travel choices by reducing reliance on the private car. The development of such measures can reduce the impact of travel and transport whilst also bringing a range of benefits to individuals and the local community.

1.2.2 Travel Plans help to raise awareness of the impacts of travel decisions amongst businesses, schools, hospitals and other organisations.

1.2.3 In some instances it is not practical to achieve modal shift from single occupancy car to a more sustainable mode, however by promoting existing transport options and providing a range of alternatives, there are opportunities for individuals to contribute to improving the local environment and their own personal health and well-being.

1.2.4 For staff and students a Travel Plan can:

improve access to essential services and jobs;

help provide less stressful options for travel;

present opportunities to build healthy exercise into daily life; and

reduce the cost of travel.

1.2.5 For the local community a Travel Plan can:

make local streets less congested, less dangerous, less noisy and less polluted;

enhance public transport;

improve the environment and the routes available for walking and cycling; and

help create a place which is better to live in, work in and visit, which in turn can attract investment.

1.2.6 For employers a Travel Plan can:

satisfy the requirements of local planning and highway authorities, permitting development;

enhance an establishment’s image (‘green credentials’), offering an advantage in the recruitment marketplace;

lead to increased morale and productivity levels as a consequence of a healthier workforce; and

offer financial savings, to include reduced expenditure on car park maintenance and sick leave.

1.3 The “Life Cycle” of a Travel Plan

1.3.1 A Travel Plan is never complete; it is an evolving document and process which requires continuous input and monitoring, as well as on-going commitment from all occupiers of the site and the developer. Figure 1 illustrates the “life cycle” of a Travel Plan from its inception, through to the implementation and monitoring stages.

1.3.2 The formulation of a Travel Plan Working Group comprising college management, staff, students, governors, residents, police and council representatives can be effective in maintaining the impetus of the Travel Plan and informing its progression and implementation.

2 SITE DESCRIPTION AND ACCESSIBILITY CREDENTIALS

2.1 Site Description

2.1.1 The Crawley Campus is located to the east of Crawley town centre and is bounded by A2004 College Road in the east, A2004 Northgate Avenue in the north and A2220 Haslett Avenue East in the south. These routes continue south and east providing access to M23 at junctions 10 and 11 as well as A23 facilitating access to Brighton in the south.

2.1.2 Plan 01 attached identifies the site location in relation to the local highway and transport network and also identifies the key sustainable travel options that the site benefits from.

2.1.3 There are three main vehicle accesses to the campus as follows:

(i) Northgate Avenue;

(ii) College Road;

(iii) Haslett Avenue (east).

2.1.4 The local roads bordering the site are subject to a 30mph speed limit, and, with the exception of Northgate Avenue, comprise dual carriageway.

2.1.5 The college has on-site car parking which amounts to 345 spaces of which 50 are student bays, 25 are disabled and 10 are visitor spaces. There are also 50 car parking spaces which are rented in the nearby Kings Gate multi storey car park to supplement the on-site car parking supply, these off-site parking spaces are provided for staff.

2.1.6 The 50 student car parking spaces, which are pay and display and occupied on a first come first served basis, are accessed from Haslett Avenue (east). The visitor car parking has a similar pay and display operation for the 10 allocated visitor spaces. The staff car parking (circa 310 spaces) is currently managed via a permit system.

2.1.7 There are currently 88 covered cycle parking spaces (staff 5, students 83) and a further 15 motorcycle bays (staff 5, student 10) on site.

2.2 Total Travel Demand

2.2.1 As detailed previously, the development proposals seek to provide improved facilities for existing staff and students and will not result in any increase in the staff or student population. While the total travel demand will remain the same, through the Travel Planning measures and the net reduction in car parking spaces on site, the over all vehicle traffic generated by the site will be reduced.

2.2.2 The reduction in car parking spaces on site will remove a number of vehicle movements from the immediate highway network and the College’s access junctions. While there may be some potential for any parking demand to divert to nearby areas, this potential is limited as the local highway network is governed by Controlled Parking Zones, restricting parking for those without a permit. Additionally, any off-street parking provision will be governed by parking charges so it is considered unlikely that the reduced parking provision on the campus would result in an increased demand for local on-street or off-street parking particularly given its town centre location.

2.2.3 The Travel Plan would promote the opportunities and viability of walking, cycling, public transport and car sharing to staff and students with the intention of diverting any private vehicle trips and parking demand, to more sustainable modes.

2.2.4 Any journeys diverted onto more sustainable modes are likely to be spread across increased pedestrian and cycle use, increased uptake of public transport and increased levels of car sharing.

2.2.5 The extent to which these alternative modes will be targeted through the Travel Plan will be dependent upon the outputs of the Staff and Student Travel Survey, however, given the flexible travel patterns of staff and students, it is considered unlikely that the Travel Plan would result in an impact on the capacity of local public transport.

2.3 Accessibility Credentials

2.3.1 It is important to understand the accessibility of the site by modes other than the private car before establishing which aims and objectives are necessary to realistically achieve modal shift to more sustainable travel modes.

2.3.2 The extent to which the site is demonstrated to be accessible by sustainable modes of travel (pedestrian, cycle and public transport) will form a basis for the targets for modal shift away from single occupancy car journeys.

2.3.3 Subject to an appropriate Planning Condition, the detailed travel surveys of both staff and students will be undertaken, which will include post code data which will detail where people are travelling from, which can be related to the range of pedestrian, cycle and public transport opportunities. Additionally, the data will provide for potential car sharing opportunities.

2.4 Pedestrian and Cycle Accessibility

2.4.1 There are numerous pedestrian access points into the Campus along Northgate Avenue and College Road facilitating access to various parts of the College.

2.4.2 The main pedestrian access is taken from College Road, which is provided with signalised pedestrian crossing points at both its southern and northern extent linking the site into the wider pedestrian network through Crawley.

2.4.3 In addition to the main College Road access, there are a number of secondary access points both on Northgate Avenue and Haslett Avenue. Again, these access points are supported by wide, street lit footways with suitable crossing points linking into the wider Crawley pedestrian network.

2.4.4 As illustrated in Plan 01, the campus is located in a predominantly residential area and adjacent to a range of town centre facilities making the site highly accessible for local trips, for example lunch breaks or those residing within a reasonable walking distance of the site, and allows both staff and students to access day to day needs without being reliant on the private car.

2.4.5 There are a number of local on and off road cycle routes in the vicinity of the College including a segregated foot/cycleway to the northern side of Northgate Avenue as shown on Plan 01 and further detailed in the Crawley Cycle Network Map appended to this report at Appendix A.

2.4.6 Signed cycle routes and / or cycle tracks are in place on Northgate Avenue, Southgate Avenue and Haslett Avenue, all of which link in with the wider Crawley Cycle Network and the National Cycle Network, which in turn link in with the networks of quiet residential streets.

2.4.7 The topography through the wider Crawley area, including links to the cycle network within a reasonable cycling distance, is relatively flat making the area conducive to cycling.

2.4.8 It is considered that the site benefits from its location relative to the pedestrian and cycle network and, as has widely been accepted through PPG13 (though superseded by the NPPF), the site is accessible to the wider catchment area within a walking distance of 2km and cycling distance of 5km making walking and cycling a real alternative to travel by the private car.

2.5 Accessibility by Bus

2.5.1 The College is approximately an 8 minute walk (circa 640m walk distance) from Crawley bus station. Crawley Bus station is located on Station Way, and it provides access to a wide range of services to many local towns and villages surrounding Crawley where students and staff are likely to travel from such as East Grinstead, Haywards Heath and Oxted.

2.5.2 The nearest bus stop to the site (Crawley, opposite Town Centre East) is located on Southgate Street between 150m and 200m walk distance from the College to depending on the location within the campus. This stop benefits from shelters and seating as well as real time passenger information.

2.5.3 The route between the College and the Bus Station comprises a relatively flat topography with wide, street lit footways linking the two sites. At all major junctions, appropriate signalised crossings are available.

2.5.4 The pedestrian route between the bus station and the College also provides an element of route choice including a route through part of Crawley Town Centre and parkland providing a pleasant pedestrian environment.

2.5.5 The services summarised in Table 1 show that the College campus has excellent accessibility by bus from Crawley Bus station as well as the nearer stop on Southgate Street. These buses provide a comprehensive range of destinations which offers a realistic alternative to car travel.

2.5.6 Crawley Bus Station and a number of local routes, as shown on Plan 01 include the Crawley Fastway Service. This is a high frequency bus service which links key destinations (Town Centre, Manor Royal Business District, Gatwick Airport etc.) to residential areas through Crawley and the surrounding area. In part, the Fastway Service comprises a guided bus-way and includes bus priority at key junctions and links. The current Fastway route map is appended to this Travel Plan at Appendix B.

2.5.7 Typical journey fares on the Fastway Route would be considered to be comparable or less that the cost of running a vehicle, including parking charges incurred either at the College or other car parks.

2.5.8 This level and quality of this bus route makes the opportunities to replace single occupancy car journeys with local bus journeys a viable alternative.

2.6 Accessibility by Rail

2.6.1 Crawley Railway Station is located circa 700m (approx. 9 minutes’ walk) from the Crawley Campus. This station, served and managed by Southern Trains, is located on the Redhill and Mainline West routes which serve destinations such as Horsham, London Victoria, Gatwick Airport, Portsmouth and Southampton.

2.6.2 The routes shown in Table 2 above detail that Crawley rail station provides good services to and from local stations as well as to London and the south coast.

2.6.3 In the same manner, the pedestrian route between the College and the Bus Station and Rail Station comprises a relatively flat topography with wide, street lit footways linking the two sites. At all major junctions, appropriate signalised crossings are available.

2.7 Summary

2.7.1 It is considered that the sustainable transport facilities in Crawley provide good opportunities for staff and students to travel to and from the Crawley Campus by non-car means.

2.7.2 There is a comprehensive pedestrian and cycle network which links the College with the wider residential and commercial areas making walking and cycling a suitable and safe alternative to the private car.

2.7.3 For longer distance journeys, the site benefits from its location in relation to Crawley Rail and Bus Stations, both a short walk from the site and both providing fast and frequent services to local and wider destinations.

2.7.4 There are real and viable alternatives to the private car for travel related to the College for both staff and students and the opportunity will be provided through the Travel Plan to also encourage visitors to the College to access the site via sustainable modes of transport where suitable.

3 AIMS AND OBJECTIVES

3.1 Aims and Objectives

3.1.1 This section outlines the main aims and objectives of the Crawley Campus Travel Plan, however since this is a Framework it does not contain specific measures and targets yet.

3.1.2 The overall aim of this Travel Plan is to reduce the reliance on the private car by effecting a change in travel behaviour and attitudes whilst also increasing awareness of alternative modes of transport.

3.1.3 Following this aim, the objectives of the Travel Plan can be summarised as follows:

(i) Establish existing staff and student visitor travel behaviour and recognise barriers to change;

(ii) Develop good urban design of the redevelopment plans for the campus to ensure permeability of the development for pedestrians and cyclists;

(iii) Identify measures to reduce reliance on the private car and enable the college to secure a long term reduction in traffic generation arising from the campus;

(iv) Reduce the requirement for renting off-site car parking spaces for staff;

(v) To foster awareness of, and buy-in to, the Travel Plan amongst staff and students; and

3.2 Baseline Data

3.2.1 To ensure that the Travel Plan is specific to the travel habits of the staff and students at the College, it is necessary to establish baseline travel mode data. From this data it will be possible to establish patterns and travel habits as well as providing a useful base from which the Travel Plan’s progress can be measured in the future.

3.2.2 It is suggested that a travel mode survey is carried out prior to commencement of the redevelopment to establish what the current travel patterns are. This will allow the potential for interim measures to be developed during the construction period where car parking availability may be affected as well as the main Travel Plan targets and measures which will be necessary following completion of the redevelopment.

3.2.3 A sample survey has been attached hereto as Appendix C. This survey could be setup via an online survey as well as a paper copy option so that as many responses are collected as possible to ensure a robust baseline level of data.

3.3 Targets

3.3.1 As previously discussed, specific targets and measures will be determined based on baseline travel mode information collected from existing staff and students. As an example for the purposes of this Framework Travel Plan, the following measures could be implemented.

(i) Production of travel information packs for new staff and students to inform them of the Travel Plan’s aims and objectives as well as information relating to sustainable travel to the college;

(ii) Greater promotion of West Sussex County Council travel planning tools to all staff and students such as the Cycle Journey Planner;

(iii) Promotion and involvement with car sharing websites such as wesussexcarshare.com to create private groups for those staff or student members travelling from the same area to the college including provision of ‘car sharing’ parking bays;

(iv) Investigation into the introduction of the Cycle to Work scheme for staff and Bikeability training for staff and students to increase confidence on bicycles and provision of secure lockers for cycle equipment and suitable changing facilities;

(v) Involvement in the easitCRAWLEY network which involves major employers in Crawley working together to reduce traffic congestion and pollution, membership also has benefits such as 20% discount on public transport amongst others;

(vi) Promotion of the West Sussex County Council ‘3 in 1’ card initiative to students under 19 which allows discounted bus and rail travel within West Sussex;

(vii) Car park management techniques such as permits issued to those eligible to park on site based on a points basis for example;

(viii) Sharing of pool cars between West Sussex County Council, Crawley Borough Council and Central Sussex College to allow upgrade of current fleet;

(ix) Provision of additional covered cycle and motorcycle spaces around the campus.

3.3.2 The measures and initiatives which would best suit the staff and students of the College will be determined from the baseline data and upon further discussions and information provided by the College during the process of compiling the Travel Plan.

3.3.3 A recent review undertaken by RGP of Universities and Colleges with established Travel Plans demonstrated that modal shifts from car drivers to alternative modes of transport of between 5% and 27% are realistic and achievable, with higher modal shift possible in city centre locations where the availability of alternative transport modes is greatest.

3.3.4 Due to the opportunity for bus, train and car sharing available to staff and students at the College it is expected that the Travel Plan could achieve reductions in private car use in the order of 10% and above. Targets will be agreed with West Sussex County Council together with methodologies for monitoring performance against agreed targets.

3.3.5 The performance of the College in relation to the Travel Planning targets will be monitored regularly, including reviews of the use of facilities such as cycle parking,car share parking bays and overall performance will be monitored through annual Staff and Student Travel Surveys.

4 IMPLEMENTATION, MANAGEMENT AND REVIEW

4.1 Implementation/Management/Reviews

4.1.1 The Travel Plan will require management and review on a regular basis which are within the remit of the Travel Plan Co-ordinator role. It is envisaged that the management of the Travel Plan will take 1-2 hours per week and could be incorporated into the role of the administration team at the College.

4.1.2 The Detailed Travel Plan will provide all contact details for the Travel Plan Co-ordinator.

4.1.3 The Travel Plan Coordinator will manage the Travel Plan on a daily basis as well as preparing annual review reports and monitoring data detailing progress on targets and measures and previous baseline surveys.

4.1.4 It is recommended that annual travel mode surveys are carried out to aid the compilation of monitoring data and to establish which Travel Plan measures are particularly effective. The annual review of measures will ensure that the Travel Plan Coordinator allocates their time to the most effective methods of effecting mode shift from the private car.

5 SUMMARY

5.1.1 This Framework Travel Plan provides an outline of the Travel Plan process and measures for Central Sussex College. The intention is to produce a full Travel Plan in accordance with any planning conditions attached to planning consent for the redevelopment of the Crawley campus to provide a comprehensive and effective tool for managing travel to Central College Sussex (Crawley Campus).

5.1.2 The site benefits from its location relative to the existing pedestrian and cycle infrastructure linking the site with local residential catchments and wider town centre facilities and is within a reasonable walking and cycling distance of a significant population.

5.1.3 The site also benefits from its proximity to both Crawley Rail and Bus stations, both of which are served by a rage of fast and frequent services linking the site with the wider areas, with high quality pedestrian infrastructure linking the College with public transport hubs.

5.1.4 This Framework Travel Plan has set out a range of measures which will be achievable within the context of the proposed development and the current College facilities. Subject to the detailed Travel Plan, these measures will be expanded upon in order to address specific targets for modal shift in travel behaviour for both staff and students.

5.1.5 The detailed Travel Plan will be developed in line with staff and student travel surveys in order to provide the relevant baseline data and the College will undertake the co-ordination and monitoring of the measures in order to ensure targets for reduction in single occupancy car travel are met.
