Introduction

Context One of the main challenges facing Scottish education is to build on existing strength to create an excellent educational experience and successful outcomes for learners of all ages. Developing leadership is not just about honing the skills of those in the most senior positions, important though that undoubtedly is. It is also about releasing the energies of every member of staff and every learner and about giving each of them a sense that their contributions are valued. The development of such a culture is important in its own right and as response to the pressing requirement to build leadership capacity and to develop the leaders of tomorrow. It is essential that we build a leadership culture in Scottish education which encourages initiative, tackles difficult problems directly and is genuinely aspirational. Graham Donaldson Leadership for Learning: The challenges of leading in a time of change May 2007 Aims The Central Scotland Partnership Leadership and Development Programme 2010/11 aims to support the delivery of CfE by:

provide high quality leadership and management courses aligned to the Standard for Headship

offering opportunities at various stages of a professional leadership development

meet the needs of individuals

share good practice across the five partnership authorities of Clackmannanshire, Falkirk, Perth & Kinross, Stirling and West Lothian

Rationale The purpose of the Central Scotland Partnership is to:

respond to the national agenda in leadership and management

have a shared responsibility for resourcing and appropriate training

share good practice across five authorities

monitor and evaluate the programme to secure best value Benefits The benefits are:

developments which support achievement and maintenance of the Standard for Headship

a coherent approach to succession planning across the local authorities

opportunities to network and for cross fertilisation of ideas

economy of scale to meet target audience needs

Applications for places on any course in the brochure should be made directly to your own council in line with usual procedures. The closing date for all applications is 18th June 2010 and confirmation of places will be sent directly to

applicants by the Central Scotland Partnership administration team based in Clackmannanshire. You are asked to note that the partnership arrangements provide a minimum of 5 places per authority on every course. Unsuccessful applicants will be notified by their local administrator.
