Central Project Coordination Unit (CPCU) invites proposals from individual consultants for empanelment under Integrated Livelihood Support Project (ILSP). Based on the level of excellence in qualification & experience, CPCU will empanel the professionals in three distinct categories such as – Expert, Senior& Junior consultant. The project will solicit from time to time the services of professional consultants’ in the identified thematic areas within the project domains of the three project implementation agencies namely Uttarakhand Gramya Vikas Samiti (UGVS), Project Society Watershed Management Directorate(WMD) and Uttarakhand Pravatiya Aajivika Samvardhan Company (UPASaC) in the

fields like Food Security, Farms & Non-Farm Livelihoods, Market Access, Community based institutions building, Natural Resources Management, Integrated Watershed Management, Micro-financing & banking activities, vocational trainings & placement, Information, Education and Communication (IEC) strategy, Copywriters, Translators (Hindi to English and vice-versa) and other field as and when required. The location for services to be rendered would vary based on the emerging demand within the project operational areas currently spread over 44 blocks in 11 districts of Uttarakhand State. Quality of

services from the preferred consultants is utmost to achieving the outcomes and impacts in the project, therefore, engagement of these professionals would need to be proactive, efficient technology driven with its market values, and time assured.

CONDITIONS AND REQUIREMENTS FOR PROPOSAL SUBMISSION

1. Interested individual consultants with five and more years of work experience can apply by

sending a C.V (as per CPCU Template attached)and one page note on “The Suitability for Submitting the Proposal” in line with the subject domains/field selected from Appendix 2given below. If the applicant is applying for more than one subject domain/field, then for every selected subject a separate proposal would need to be prepared. Each proposal would need to be submitted in a sealed envelope marked as “Empanelment of Consultants– Individual and Name of Subject / Field” to be sent by 5pm on or before 10 October 2019 at the address given

below via speed-post/Registered Post/ courier/ or by hand.

2. Interested Institutions having relevant experiences and proficiency in line with the subject domains/fields selected from Table-3 below can apply by sending the ‘Institutional Profile’ as per the attached template. If the institution is applying for more than one subject domain, then for every selected subject, the details would need to be stated on a separate template to enable CPCU to determine the proficiency levels against each of the domain.

3. After the empanelment, at an appropriate time, CPCU will hold interview telephonic/in-person,

before awarding of any assignment;

4. Terms and conditions of the contract with empanelled consultant/institution will be finalised at the time of contracting.

5. Interested women individual consultant and institutions are encouraged to apply following the

instructions.

6. ILSP is an evolving project based on the demand and supply, therefore the project holds the right to revise the thematic components and elements as and when deemed necessary.

7. The technical proposals will be evaluated using the following criteria:

a. Qualifications of consultants (in case of institution- the legal status) b. Experience of the proposed consultants in the related domain (job and consulting) c. Action Research d. Experience of the consultants in studies/work in Uttarakhand/mountain areas e. 3 pertinent assignments/ study reports f. Publications g. Relevant trainings

8. The empanelment of consultants will be done sector specific and consultants empanelled on

more than one sector will be preferred for assignments.

9. It is required that the empanelled consultants, who are offered assignments under ILSP will have their own resources like laptop/ computers and internet connection etc. needed for the execution of the assignment. Project is not bound to provide such resources to the consultants.

10. CPCU is not bound to select any of the consultants/institution submitting the proposals and is not liable to give reasons. Upon evaluation of the proposal, the consultants/institution would be informed of the decision of acceptance/rejection.

11. The individual consultants/institution are required to permit the CPCU to inspect their accounts,

records and documents related to the bid submission and contract performance and to have them audited by the CPCU appointed auditors and investigators. If the bidder, supplier, contractor, sub-contractor or consultant fails to comply with the CPCU’s request, or otherwise obstructs the review of the matter, the CPCU, in its sole discretion, may take appropriate action against the bidder, supplier, sub-contractor or consultant, including the imposition of sanctions in accordance with the CPCU’s administrative procedures.

12. If the technical proposal does not tally to the ToR, it would be considered unsuitable and rejected.

Documentary proof of relevant Works/studies carried out by consultant in past (best three) as synopsis of outcomes achieved/executive summary in about two page per study is to be attached in support of their proposal. If the supporting documents are not attached the proposal will not be awarded any point for this item.

13. The details necessary for preparation of the proposal are given in subsequent pages marked as

Appendices including a format for the CV. PLEASE FOLLOW THE INSTRUCTIONS AND FORMAT TO ENSURE COMPLIANCE. Any non-compliance is deemed to be considered insufficient information and liable for rejection by ILSP.

Appendix 1 ILSP Perspective &Terms of Reference (ToR), Competencies & Other Essential information 1. Project Perspective: 1.1 Rationale

The justification for ILSP is the need to stop the deterioration of the productive infrastructure, make farm labour more productive and farming more remunerative, and hence provide incentives for people to invest their time and resources in agriculture. Despite the disadvantages that agriculture faces in the hill areas, Uttarakhand does have the advantage of cooler temperatures at higher altitudes, allowing production of off-season vegetables (OSV) and temperate fruits. The horticultural sector is less developed in Uttarakhand than in the other hill states, so there is also considerable potential for growth, in other niche products such as spices, medicinal and aromatic plants and fruit nuts. Beside these, tourism is another area with high growth potential. However, more need to be done to ensure that local people fully participate in, and benefit from, these sectors. The population is fairly well educated, but the level of youth unemployment is relatively high. Therefore, proper vocational training will help such people find good quality employment in the growth sectors of the country. 1.2. Overall Objective The overall objective (goal) of ILSP is to reduce poverty in hill districts of Uttarakhand. This would be achieved via the more immediate development objective to “enable rural households to take up sustainable livelihood opportunities integrated with the wider economy”. 1.3 Strategy

The strategy in ILSP is to adopt a two pronged approach to building livelihoods in hill districts. The first of these is to support and develop the food production systems which remain the main means of support for most households. The second main thrust of the project is to generate cash incomes by supporting non-farm livelihoods, especially community involvement in rural tourism, and vocational training. Beneficiaries Targeting Strategy Targeting will have a saturation approach but with all interested households within project areas participating. Better off families have more resources available and have a greater capacity to take risks. Poorer households may take up a new activity once they have seen it working on the land of the richer farmer. It is also important to include as many households as possible in order to scale up production to generate a sufficient volume for marketing purposes and fetch competitive prices for to achieve sustainability. The women are given special attention and to ensure their active participation, 50% of PGs would of women only. Project has set up a target to reach an additional assistance to the poorest and most disadvantaged via Vulnerable Producer Groups. At least 20% of project resources should go to SC and ST households, with VPGs giving maximum coverage to SC and ST households. 1.4 Related Project Components: 1.4.1 Component 1 – Food Security and Livelihood Enhancement(Implemented through

UttarakhandGramyaVikasSamiti - UGVS): Key focus areas of this component are Food Security and livelihood; market infrastructure and linkages; skill development; and innovative livelihood initiatives. The activities under this component are taken up in 37 blocks of nine districts (Almora, Bageshwar, Pithoragarh, Chamoli, Tehri, Uttarkashi, Pauri, Dehradun, and Rudraprayag). 1.4.2 Component 2 – Participatory Watershed Development – (Implemented through Project Society of Watershed Management Directorate - PSWMD): Key focus areas of this component are watershed development through gram panchayat watershed management. The component is being implemented in 22 Micro-Watersheds of 7 blocks of three districts (Nainital, Champawat and PauriGarhwal). 1.4.3 Component 3 – Livelihood Financing (Implemented through UttarakhandParvthiyaAjeevikaSamvardhan Company - UPASAC) - Key focus areas of this component are financial literacy, risk management, bank linkages and rural financing services. The component covers all the 44 blocks of 11 districts.

1.4.4 Component 4 – Project Management (Managed through Central Project Coordination Unit - CPCU) - Key focus areas of this component are Project Coordination, Knowledge Management, Monitoring and Evaluation. CPCU is established within the Rural Development Department and is headed by the Chief Project Director (CPD). CPCU coordinates with all the three Project implementation agencies (PIAs) and takes up areas which are common to all such as Project Management, Knowledge Management, Monitoring and Evaluation etc. Geographical Coverage

These activities will cover approximately more than 1,26,000 households in selected 44 blocks of the 11 districts of Uttarakhand State except Haridwar and US Nagar districts. 1.5. Convergence:

ILSP will interface convergences with various government departments to leverage their resources earmarked in various schemes and also links will be made with the National Rural Livelihoods Mission (NRLM), NREGA, and Formal Financial Institutions etc.

2. Terms of Reference (ToR):

2.1 Central Project Coordination Unit (CPCU) invites proposals from individual consultants and

institution with credible professional skills for empanelment under Integrated Livelihood Support Project (ILSP). Based on the level of excellence, CPCU will empanel the professionals such as – Expert, Senior & Junior consultant.

2.2 The project will solicit from time to time the services of professional consultants’ in the identified

thematic areas within the project domains of the three project implementation agencies namely UttarakhandGramyaVikasSamiti (UGVS), Project Society Watershed Management Directorate(WMD) and UttarakhandPravatiyaAajivikaSamvardhan Company (UPSaC) in

2.4 The consultant would team up with the Sector Managers in the Project Management Unit’s (PMU’s) of UGVS, WMD and UPASaC, located in Dehradun, Divisional Management Unit (DMU) located at the district, and other stakeholders identified in the specific Scope of Work (SoW). It is pertinent to note that the ultimate focus of SoW is on the specific beneficiaries.

2.5 The CPCU, Concerning Sector Heads & DPMU’s (UGVS, WMD, UPASaC),shall liaise with the

consultants to organize the work plans including field visits as per the assignment.

2.6 The consultants will be provided with all the relevant documents and available information on the project. The individual consultants are supported to use online MIS date extensively for the purpose.

2.7 The availability of the consultant to carry the assignment during the time frame is to be clearly indicated in the application.

2.8 Subject Domain& Elements for Expertise required in the project but not limited to the details

provided in Appendix 2.

3. Essential Competencies of Individual Consultant &Institutions Core Skills: 3.1 Subject knowledge and skills that match the prevailing applications in the working domain by

various stakeholders; 3.2 Skilful in the application of various tools pertaining to analysis and trends, infusion of inputs,

measurement of outputs, outcomes and impact. Since the project has adopted a number of“Value Chains” both in farm and non-farm sectors/subsectors, therefore, it is essential to have complete practical skills;

3.3 Sound in the critical components and elements of product life cycle; 3.4 Research/Action, Research skills would be valuable but if the proposal is on research/action

SoW then it is a primary requirement; 3.5 Sound in detailing processes that enable in planning, optimal infusion of various types of

inputs both tangible and intangible by stages; 3.6 Knowledge and practical experiences in working with the range of ‘Community Based

Organisations’ such as SHGs, Producer Groups, Kissan Clubs, Federations, Livelihood Collectives, Van Panchayats, Producer Company etc.;

Support Skills 3.7 Ability to prepare quality analytical reports and PPTs (quantitative & qualitative) in the given

frequency and time frame 3.8 Computers using skills in Word documents, Spread sheets, Power-point presentation etc. 3.9 Sound communication skills pertaining to the range of stakeholders from field level to upward 3.10 Should be fluent in English and Hindi language – Speaking, Reading and writing. S/he shall be

acquainted with local language, culture and gender sensitivity 4. Monitoring and Performance Measurement of the Consulting Assignment:

4.3 Project will provide a frame work of monitoring and performance measurement in relation to specific SoW. Consultant inputs to the framework would be solicited to ensure compatibility

4.4 Performance measurement of all the inputs given by the consultant will be measured by a defined frequency and as per the ‘Performance Measurement Indicators’ which will be based on the SoW that the consultant has been selected for and will form a part of the MoU.

4.5 Submission of Report on field visits covering the above aspects on formats adopted by CPCU and reviewed from time to time.

4.6 Any other outputs as may be required by the CPCU.

5. Timing of Consulting: 5.1 The period of the consultancy will be determined by the management of CPCU based on

multiple variables such as the volume of work defined in SoW including intensity of outputs, outcomes and impact on clients and its scalability for the financial year 2019-20.

5.2 The continuance of the consulting assignment would depend upon satisfactory performance of

the consultant.

6 Financial proposal: 6.1 For ‘Financial Proposal’ (Refer to item no. 6.5) please send in separate sealed envelope

marked as “Empanelment of Consultants and Name of Subject Domain (s) – Financial Proposal”

6.2 After the evaluation of technical proposals, financial bids will be opened and evaluated from the shortlisted consultants.

6.3 In view of project requirements and based on the qualifications, experiences and skills of the applicant, the empanelment will be done in three categories (Expert/ Senior/ Junior) and consulting fee and other entitlements will be finalised.

6.4 In view of project requirements and based on the institutions’ profile including the qualifications, experiences and skills of the Directors/staff.

6.5 Payment would be made on completion of the assignment with all reports and documentation submitted and accepted by the management. The consultant would then raise an invoice on a prescribed format along with the requested attachments based on the number of work days and travel time.

Note: Consulting fee for each professional be quoted separately in separate analogue In case of large number of proposal and found a huge variation in consulting fees, the

consulting fee offered by CPCU will be decided on basis of average rated method and consultant having low consulting rate than the average one will be offered actual rate they quote in their financial proposal.CPCU reserves the rights to adopt average rated method for calculation of entitlement as per requirement.

7. Selection Process

The project will evaluate the proposal (Individual consultant / institutional) suitability basedon two level process and both of these processes are considered important in the empanelment as well as final awarding of the assignment; 7.1 Evaluation of submitted credentials will be conducted using Score Cardsin two Parts: (1) review of CV / institutional profile; and (2) In-person interview. 7.1.1 The consultant scoring 85 % or above points in the score card after the review of CV/

Institutional Profile (Score -1) would qualify as “Expert Consultant”, score of 75 % or

above but below 85 % would qualify as ‘Senior Consultant”, and consultant scoring 65 % or above and below 75 % would qualify as Junior Consultant. Candidates scoring < 65% will not qualify.

7.1.2 Empanelment of consultants will be done Sector Wise. In each sector top three ranking

consultants in each category (Expert Consultant/ Senior Consultant/ Junior Consultant) will be shortlisted and their financial proposals will be evaluated for financial score (Score – 2). The final scoring will be a combination of Score 1 and Score-2 with 80%

weightage for Score-1 and 20% weightage for Score-2 following the QCBS methodology. The lowest evaluated Financial Proposal will be given the maximum Score-2 i.e. 20 points. The financial proposal of the consultant achieving the highest combined Score-1 and Score-2(L-1) will be offered to other shortlisted consultants for harmonisation of cost

and final empanelment in that category.

7.1.3 The qualified consultants who are not among the top three in a category will be preferred to offer the empanelment in the next lower level of category. However, in such cases L-1 will be determined from among the top three scorers of that category.

7.2 Empanelled consultant/ institution may be called for an in-person interview conducted by

a panel to complete the selection process. Such interview will only be arranged as and when an empanelled consultant is considered for a potential assignment. The process too will have a score card and it does not form a part of this template.

Project support services relating to soil to market including upgrading related infrastructures for up scaling traditional and market driven crops value chains and enhanced competitiveness for better returns and food security.

4 Integrated Horticulture

Project support services relating to soil to market including upgrading related infrastructures for up scaling variety of fruits and vegetable value chains and enhanced competitiveness for better returns and food security.

5 Animal Husbandry

Project support services relating to various categories of animals (dairy, non- dairy, small stocks of different species), related varieties of infrastructures requirements, linkages with market systems aimed at enhanced productivity to promote better livelihoods and strengthen food security for its target groups

6 Rural Commodity Marketing Access Improve access to markets through a value chain approach and the provision of physical infrastructure for market access. The value chain approach involves market/sub-sector studies, introduction of new technologies, market linkage, skill development, promotion, and physical infrastructure for market access.

7 Product Development for Feasible Business Development

The project is to promote sustainable livelihoods and food security by identifying and developing ‘Value Chains’ based on the demand and supply trajectories. The project mandate is to develop feasible products in the integrated farm sector, non-farm sector and products that enable participation of women, vulnerable people, people in the disaster zones, and people with physical disabilities.

8 Knowledge Management & Dissemination

Knowledge Management is to capture and disseminate qualitative and quantitative information stemming from the project interventions along the pathways of project implementation. The knowledge captured, stored and accessible through efficient channels is critical to reach out to stakeholders -

9 Mass Communication and Documentation (English & Hindi): To capture knowledge created during the project life through multiple interventions anddisseminate among the project beneficiaries, stakeholders and people at large using efficient and effective media.

10 MIS Monitoring&Evaluation and Project Appraisal Monitor performance of community based organizations such as PG, VPG and LCs/federations to gather the compliances and the change resulting out of interventions at varied stages of the project life cycle, Random data verification and validation, Preparation of EOI, RFP for Evaluation/Studies, other areas.

11 Vocational training and Placements The project targets20,000 youth to enhance knowledge and skills in trades having market value to improve their access to employment (self- employment with multiple employers representing public and private sector in the state of Uttarakhand and elsewhere.

This intervention is placed in component 3 of the ILSP and is implemented by a dedicated registered company named UPASAC. The primary purposeis to mainstream financial instruments linkages between the target groups and the banking sector to stimulate livelihoods and food security of rural households

13 Sustainable Natural Resources Management (Watershed Management) Under Micro watershed development, 190 Water and Watershed Management Committees (WWMC) executing Gram Panchayat Watershed Development Plan (GPWDP) within 22 Micro-watersheds (70194 hectare area).Watershed Development activities are being implemented on the basis of GPWDP.The plan includes various activities i.e. soil and moisture conservation Measures, water harvesting structures, plantations, pasture development, livestock support and encourage use of alternate energy sources.
