Through a procedure knownas "backdoor financing", it has been'possible to "jay-walk" some spending'prograrris around the Congressionalappropriations committees. Thesecommittees are the traditional watch-dogs of the public pocketbook,

    The Senate and House of Represen-tatives appropriations committeesnormally receive the myriad spendingproposals dropped into each house ofCongress and screen them before re-;leasing appropriation bills to a floorvote and possible enactment. Throughone of the avenues of "backdoor fi-nancing" procedure, however, Con-gress can permit a government agencyto draw money from the U. S. Treasuryfor sizeable programs without submit-ting them to prior appropriationscommittee scrutiny.

    Over the years, Congressionalspokesmen estimate, more than $100billion has been provided in this man-ner. In the current sessjon of Congressare proposals to provide additionalbillions of dollars through "backdoorfinancing." These would authorizeIOU'S on the Treasury to provide

    money for various programs such aspublic housing, depressed area loans'and others.

    Congressional spokesmen and citizenorganizations, such as the New JerseyTaxpayers Association, concerned withconservation of the Nation's and thetaxpayers' resources repeatedly havewarned of the dangers to- publicwelfare that lie in weakened Congres-sional fiscal controls.
