34 Attendance Board Policy 204 Attendance The Board requires that school age students enrolled in district schools attend school regularly, in accordance with state laws. The educational program offered by the district is predicated upon the presence of the student and requires continuity of instruction and classroom participation in order for students to achieve academic standards and consistent educational progress. Please reference the website www.cdschools.org for the complete attendance policy or contact a school or the district office for a paper copy. Absences: Excused and Unlawful/Unexcused Parents are encouraged to call the school office when their child will be absent from school but you must still send a written note as well. Excused absence includes the absence of a pupil for any one of the following reasons: illness, quarantine, death in immediate family or a prior approved educational trip. Unlawful/Unexcused (unlawful are for 16 years or young- er based on compulsory school age per School Code and unexcused are for 17 years or older) absence is the absence of a pupil for any reason other than those classified above or failure to turn in a written excuse in a timely manner (see Required Notes below). Students will not receive credit for any school work assigned on unlawful/unexcused absences, unless within 3 school days that student voluntarily attends a staff determined make-up session and completes and submits the assignment at the end of the make-up session for a class they missed. In addition to measure taken based on district atten- dance policy and the PA School Code, other punitive measures will result when unexcused/unlawful absences accumulate. An accumulation of 18 unlawful/unexcused absences may result in a loss of credit for the year. Required Notes - After each absence a student is given three (3) days to turn in a written excuse to the office upon their return. If note(s) are submitted after three days, the absence becomes unexcused or unlawful. Although a phone call is encouraged to the school for each absence, a written excuse within 3 school days is still required. A doctor’s certifi- cate shall be required for absence due to illness, for three (3) or more consecutive days, or for a shorter period if requested by the school. After three (3) days of unexcused/unlawful absence, an official three (3) day notice as required by Pennsylvania law, is served to the parents/guardians. This constitutes a first offense. This first offense notice is considered a warning. After the first offense, any half (.5) days or more consti- tutes an additional offense. If additional offenses occur, the parent/guardian is subject to a fine or imprisonment in accor- dance with the compulsory attendance laws of Pennsylvania. An accumulation of unexcused/unlawful absences may also result in other disciplinary measures. After a student has accumulated a number of absences that exceeds the ten (10) absences for the current school year, the district shall require the student to submit a doctor’s note for each subsequent absence within three (3) school days, or that day will be recorded as unlawful/unexcused. Any absences from school (tardy or early dismissal) that are not accounted for by an appropriate note are accumulated as unlawful/unexcused attendance. Tardiness Tardiness is the late arrival (signed-in) to school without proper cause on or before 10:30 AM for secondary or 11:45 AM for elementary. A pupil is tardy if not in the homeroom/class- room when the bell signal for the opening of school session is given. In case of tardiness, the pupil must report to the office before going to homeroom or class. Any early dismissal that is unexcused will be recorded as a p.m. tardy. At both the secondary and elementary levels, unexcused tardy time is considered unlawful absence time from school. Therefore, accumulated tardy time may be pursued in Truancy Court under compulsory education violations. At the Elementary Level After the third (3rd) unexcused tardy, a “Building Principal’s Letter” will be sent to the parents/ guardians. After the fifth (5th) unexcused tardy, a “District Official Tardy Letter” will be sent to the parents/guardians and a parent/guardian meeting will be scheduled with the school counselor. After the eighth (8th) unexcused tardy, parent contact will be made through a tardy letter, a parent/guardian meeting will be scheduled with the school principal to discuss possible interventions to address the tardy situation, and a counselor-student meeting will be scheduled. At the Secondary Level – After the fourth (4th) unexcused tardy, a detention is issued. After the fifth (5th) unexcused tardy, an information letter is sent to the parents/guardians. Continued unexcused tardies will result in further disciplinary action. Accumulated/Habitual tardiness to school will result in disciplinary measures up to and including suspension and parent/guardian notification. Early Dismissal Requests At the Elementary Level – Physician/dental appoint- ments may be considered an excused absence. Written notice Central Dauphin School District Handbook from parent/guardian is required to permit the early dismiss- al. A written excuse is required upon the return of the student. This excuse may be provided by the physician/dentist or the parent/guardian. If a student has been placed on doctor’s notice, a parent note will not be accepted. At the Secondary Level – Physician/dentist appoint- ments, college placement and job interviews may be consid- ered an excused absence provided a written parent/guardian request, prior to the appointment, is approved by building principal or designee. The request should state the reason for the visit, the name of the physician, dentist, college represen- tative or potential employer, date and time of the appointment and how and by whom the pupil will be transported. A written excuse is required upon the return of the student. This excuse may be provided by the physician/dentist or the parent/ guardian, college representative or prospective employer. If a student has been placed on doctor’s notice, a parent note will not be accepted. Early dismissal for any other reason other than those listed above will be considered a tardy unless special arrange- ments are made and approved by the building principal. Observance of Religious Holidays Pupils may be excused from school to observe major reli- gious holidays. For the full or part-time excusal of a pupil from school or a session of school to observe a religious holiday, it is necessary that the pupil present a written request by the parent/guardian to the school office prior to the date of the absence. Educational Trips/Activities Policy – Pupils will be permitted to take an educational trip and/or participate in educational activities, in accordance with district procedures. Parents must obtain and submit the proper district request form to the school office prior to the planned trip or activity. Students must submit an educational trip form prior to “Take Your Child to Work Day” in order for the day to be excused. If students have already utilized their educational trip days then it will be an unexcused absence. TRIPS: No educational trips will be approved the days PSSA tests are scheduled. Educational Trips must be educational in nature and the student must be supervised by one or more adult family members. Total number of days will not exceed more than five (5) days total for the year.

ACTIVITIES: No educational activities will be approved thedaysPSSAtestsarescheduled. Three(3)excusedabsences(occasions) will be permitted for educational experiencesthat are through a district program or a district recognizededucational program that provide enrichment, placementopportunitiesoraccelerationinthoseareasidentifiedwithintheschoolcurriculumand/orencourageorrewardindividualachievement or special skills. The pupil must be an active participantintheeventandprovidedocumentationofhis/herinvolvementuponreturningtoschool. Parentsmustsubmitthe appropriate documentation before the trip and receiveapprovalfromtheprincipalpriortoattendingtheeducationalactivity.REQUEST: Request for Educational Trips or Activities formsmustbesubmittedpriortothetrip. Atotalnumberofdaysmissedcannotexceed5daystotal,separatelyorincombina-tionforbothEducationalTripsorEducationalActivitiesinanyoneschoolyear.

Leaving School Property Nopupilwillbepermitted to leave theschoolpropertyduring the school day without the permission of either theschoolprincipalortheschoolnurse.Leavingschoolpropertywithout permission may result in severe disciplinary mea-sures.

Public Announcements Publicannouncementsofschoolclosings,delayedschoolopenings or early school dismissals will be made over thefollowing stations. Television: WHP 21, UPN 15. AM Radio:WHP 580. FM Radio: WRBT 94.9, WHKF 99.3, WRVV 97.3.Announcements also will be made using the BlackboardNotification System, posted on the district website (www.cdschools.org)orbycallingthePatriot-News Inside Lineat255-1201,mailbox#2901.

School Closing Shouldtherebeanoccasionwhenweatherorsomeotheremergency necessitates a school closing, the BlackboardNotificationSystemwillbeactivatedandtheguidelinesbelowwillbefollowed: 1. Noticeofaschoolclosingwillbeannouncedoverlocal

radioand televisionstations (see “PublicAnnounce-ments”section)andpostedonthedistrict’swebsite.

2. It is important in an emergency situation to keeptelephonelinesopen.

Please do not call the school office, homes of schoolofficialsortheTransportationCenter.

Delayed School Opening On occasion when weather or some other emergencynecessitatesadelayedopeningofschool,thefollowingproce-dureswillbeused: 1. Noticeofadelayedschoolopeningwillbeannounced overlocalradioandtelevisionstations,postedonthe

districtwebsiteatwww.cdschools.organdrelayedvia thedistrict-wideparentnotificationsystem.Pleasedo notcalltheschoolofficeortheTransportationDepartment.

2. Theannouncementthat“theopeningoftheCentral DauphinSchoolDistrict”willbedelayedbytwo(2) hours,indicatesthattheschoolstaffandallpupils (bothtransportedandwalkers)aretoarriveatschool two(2)hourslaterthantheusualstarttime. Afternoondismissalwilloccurattheregulartime.

3. In the event of a two (2)-hour delay, the follow-ing Modified Kindergarten Schedule will be ineffect:

AMKindergarten–Arrive10:45-11a.m.Dismissed12:45p.m.

PMKindergarten–Arrive1:45-2p.m.Dismissed3:45p.m.

No lunches will be served to kindergarten students. Please do not call the school office or the Transportation Center.

Early Dismissal from School Should there be an occasion when weather or someotheremergencynecessitatesanearlydismissalfromschool,theBlackboardNotificationSystemwillbeactivatedandthefollowingguidelineswillbefollowed: 1. Notice of an early dismissal from school will be

announced over local radio and television stations(see“PublicAnnouncements”section)andpostedonthedistrict’swebsite.

2. Theannouncementthat“theCentralDauphinSchoolDistrict will have an early dismissal” indicates thatyourchild’sdismissalwillbeearlierthannormal,andthathe/shecouldbearrivinghomeearly.Theactualtimeofarrivalmayvaryduetoweatherconditions.

3. “Busriders”willbetakentotheirregulardesignatedbusstops.

4. If parents or guardians are not at home at the timeof an early dismissal, they are responsible to makeprovisionsforthecareoftheirchildrenwith friendsorneighbors.

5. Latchkeyprogramsdonotoperateintheeventofanearlydismissal.

After-School Activity Cancellations Intheeventofanearlydismissal,orifschoolsarecloseddue to inclement weather, or any other emergency, it is thenormal proceduretocancelalleveningactivities.Theremayoccasionallybeanexceptiontothisrule,however,itissafetoassumethatafter-schoolactivitieswillbecancelled.

RegistrationGeneral Registration Parents or legal guardians may register a child.RegistrationiscompletedintheAdministrationBuilding,cen-tral registration office. Parents/legal guardians are requiredto furnish a birth certificate, immunization records, a copyoftheirrealestatetaxbillorleaseasproofofresidenceandphotoidentification.Parents/legalguardiansmovingintothedistrictafterJuly1maysubstituteacopyoftheirrentalleaseorresidentialdeedforthetaxbill. Transfers from other districts also should present atransfercardorreportcardfromtheirformerdistrictatthetimeofregistration,ifonehasbeenfurnished. Registrationforfirstgraderswhohavenotattendedkin-dergartenareencouragedtodoso inthespringto facilitateassignmentsforthenextschoolterm. RegistrationandenrollmentcanbemadeatanytimeintheAdministrationBuilding.Parentsshouldcall toscheduleanappointment.

Kindergarten Registration Kindergartenclassesareheldineachelementarybuildingforeligiblechildrenofthedistrict.Enrollmentislimitedtothefirstten(10)daysofschool. Kindergarten pupils must be five (5) years old beforeSeptember 1. Children entering first grade must be six (6)yearsoldbeforeSeptember1. RegistrationwillbeconductedforkindergarteninMarchandApril(seetheFebruaryandMarchcalendarsforspecificdates). Advancenoticewillbegiventoparentsvianewsreleasenoticesfromthebuildingsandthedistrictwebsite.Assignmenttoakindergartensessionshallbebasedongeographicalareadependingupontheneedsorpeculiaritiesasdeterminedbytheschoolprincipal.

Pupils Moving Within the District Pupils whose parents move from one attendance areato another within the district will be permitted to finishthe school year in which the move takes place in thebuilding to which they were originally assigned. If in thefollowingyearthepupilwouldbeinthehighestgradeinthebuilding, he/she would be permitted to remain for that oneadditional year. Parents would be responsible for providingtransportation.

Withdrawal Procedure Elementary –PupilsmovingfromCentralDauphinSchoolDistrictshould informtheir teacherandtheschoolofficeatleast three (3) days in advance.Test data, report cards andotherinformationkeptbytheschoolsystemwillbemailedtothepupil’snewschoolwhenarequestforthereleaseoftheserecords (which includes the parent’s signature) is receivedfromtheschooltowhichthepupiltransferred.

physician,dateofprescription,nameandtelephonenumber of the pharmacy, name of medication, dos-ageandfrequencyofadministration.

Emergency Care and Illness Thereisahealthroomineachschool.Theschoolnurseor thehealthroomaideprovidesemergencycare for illnessandinjuriesoccurringinschoolwhilethepupilisunderjuris-dictionoftheschool. Treatment of injuries or illnesses occurring at home isnottheresponsibilityoftheteacherorschoolnurse. Please do not send a child to school if he/she is ill. Ifhe/shehashada fever,he/sheshould remainathomeuntilhis/ her temperature has been normal for twenty-four (24)hours. The school should always be notified of any change inhomeorworktelephonenumbers.Ifanemergencysituationshould arise, valuable time can be lost in trying to locate aparent.Itishighlyrecommendedthatyouhaveafamilyphysi-cianandlisthis/hertelephonenumberaswell. Automated External Defibrillators are available in allelementary and secondary buildings, the AdministrationBuilding and the Transportation Center. School nurses andselectedstaffaretrainedintheadministrationofthedefibril-latorsandincardiopulmonaryresuscitation(CPR)ateachoftheselocations.

Required Medical Examinations Amedicalexaminationisrequiredforallstudentsuponoriginal entry to school (kindergarten or first grade), sixthgrade and eleventh grade. Parents are encouraged to havethephysicaldonebytheirfamilyphysicianbecausehe/sheisfamiliarwiththestudent’smedicalhistory.Privatephysicianreportformsareprovidedattheappropriatetimes. Pupils not examined by the family physician will bescheduledforanexaminationbytheschoolphysician.Timesfortheseexaminationswillbescheduledinadvanceandpar-entsarewelcometobepresentduringtheexamination. Physicalproblemsdiscoveredorsuspectedbytheexam-ining physician or a private physician are reported to theparents.Feesincurredforexaminationsbyprivatephysiciansaretheresponsibilityoftheparent/guardian. Schoolphysiciansareprovidedforexaminationofcandi-datesforathleticsquads.Accordingtoschooldistrictpolicy,eachstudentmusthaveaphysicalexaminationbytheschoolphysicianoraprivatephysicianforeachsport inwhichhe/shewishestoparticipate.Thephysicalexaminationmustbedone before the student may attend practice. Fees incurredforexaminationsbyprivatephysiciansaretheresponsibilityoftheathlete.

Communicable Diseases The policy for recommended length of absence forspecificdiseasesandinfectiousconditionsisasfollows: 1.Acute contagious conjunctivitis (pink eye):Twenty-

four (24) hours from institution of appropriatetherapy.

2.Chickenpox: Six (6) days from the last crop ofvesicles.

3. Impetigo: Until judged noninfective by the nurse inschool,orbychild’sphysician.

4. Measles:Four(4)daysfromtheonsetofrash. 5. Mumps: Nine (9) days from the onset or until

subsidenceofswelling. 6.Pediculosis capitis:Untiljudgednoninfectiveandnit

freebythenurseinschool,orbyachild’sphysician. 7. Pediculosis corpora: Until judged noninfective by

thenurseinschool,orbychild’sphysician. 8. Respiratory streptococcal infections, including

scarlet fever:Notlessthenseven(7)daysfromtheonset if no physician is in attendance or twenty-four(24)hoursfrominstitutionofappropriatether-apy.

9. Ringworm (all types):Until judgednoninfectivebythenurseinschool,orchild’sphysician.

10. Rubella (German measles):Four(4)daysfromtheonsetofrash.

11. Scabies: Until judged noninfective by the nurse inschool,orbychild’sphysician.

12. Tonsillitis:Twenty-four(24)hoursfrominstitutionofappropriatetherapy.

Written excuses by parents are acceptable followinguncomplicatedchildhoodillnesses.Adoctor’sexcusewillberequiredinunusualcases. Childrenshowingsymptomsofacommunicablediseaseorcondition transmissible toothers (redeyes,unusualskineruptions,headlice,etc.)arenotpermittedtoattendschooland will be excluded. No child shall be readmitted until thenurse in theschool is satisfied that thecondition forwhichhe/shewasexcluded isnotcommunicableoruntil thechildpresents a physician’s certificate of recovery or noninfec-tiousness.

AIDS To safeguard the school community from the spread ofcertain communicable diseases, including Acquired ImmuneDeficiencySyndrome(AIDS),theschooldistricthasadoptedprocedures consistent with those recommended by theDepartment of Education and guidelines promulgated bythe Centers for Disease Control. Cases reported/suspectedas being HIV positive or having AIDS will be referred to thedirectorofpupilserviceswhoshallrefertoamedicaladvisornamedbythesuperintendent. Attendanceatschoolshallbeconsideredonanindividu-albasisandinaccordancewithmedicalandlegalpracticeandfindings. Instruction about the AIDS disease is a part of the dis-trict’shealthcurriculum ingrades5, 6, 7and11.Parentsofstudents in those grades will receive information about theprogrampriortotheinstruction.

Secondary – Any pupil who plans to withdraw fromschool shall discuss this matter with a School Counselor assoonaspossible. School HealthProgramsIntroduction Healthservicesare providedbycertifiedschoolnurses,health room aides, dentists and physicians. These servicesinclude: •Healtheducation/counseling •Annualscreenings •Referralservice •Emergencycare

The school health program consists of certain requiredscreeningssuchasvision,hearing,growthandweightmeasure-ments of all students. The nurse maintains the student’spermanenthealthrecord,recordingtheresultsofallscreeningandmedicalinformation.Interpretationoftheresultsismadeto both parent and teacher, as necessary. Other services,including emergency care of students and medical guidanceforstudentsandparents,areavailableduringschoolhours.

Medication Policy and Procedure Parents may request that the school district administermedication to their childrenWHEN IT ISNECESSARY for themedicationtobeadministeredduringtheschoolday:

1.Awrittenphysician’sorderlistingmedicaldiagnosismust accompany each medication to be dispensed.NO MEDICATION IS ADMINISTERED BY SCHOOLPERSONNELWITHOUTSPECIFICWRITTENINSTRUC-TIONSFROMAPHYSICIAN.

Annual Screening Everypupilisweighed,measuredandscreenedforvisualacuityonceeachyear.Allstudentsinkindergarten,grades1,2,3,7and11aregivenahearingtest.Pupilsinothergradeswhoareknowntohavehearinglossorshowevidenceofhear-ingdifficultywillbetested.Pupilswhodemonstratevisionorhearingproblemsarereferredforfurtherfollow-up. All sixth and seventh grade students are screened forscoliosisbytheschoolnurse.Asecondscreeningofstudentsidentified by the school nurse is performed by the schoolphysician.Parentsarenotifiediftheschoolphysiciandetectsacurvatureofthespine. Physicalexaminationsareprovidedforstudentsinkinder-garten,andgrades6and11byaschoolphysicianforstudentswhodonothaveoneperformedbytheirfamilyphysician. Parents of children who do not meet or exceed theDepartmentofHealthguidelinesfortheBasalMetabolicIndex(BMI)willreceivenotificationfromtheschoolnurse.

Parent-Nurse Conference Parents are urged to report any health problem to theschoolnurse.Everyconsiderationwillbegiventothehealthneeds of each child. Certain information may be sharedwith other staff members when the school nurse deems itnecessary for the health and safety of the pupil. Otherwise,informationsharedwiththeschoolnursewillbeconsideredconfidential.

Counseling and Health Teaching The school nurse provides counseling for pupils onmatters of health. The school nurse also serves as a healthresourcepersonintheclassroom.

Immunizations Pennsylvania law requires that every child attendinganyschoolkindergartenthroughtwelfthgrademustbeprop-erlyimmunized.PleaserefertothePADepartmentofHealthWebsite: http://www.health.pa.gov. These requirementsallowformedicalreasonsandreligiousbeliefs. Ifyourchildisexemptfromimmunizations,he/shemayberemovedfromschoolduringanoutbreak.

Dental Health Program Dental examinations are state mandated for studentsuponoriginalentrytoschool,inthirdgradeandseventhgrade.Dentalrecordsaremaintainedonstudentseveryyeartheyarein attendance in the public school system. The dental healthprogram is coordinated by the office of pupil services and isdirectedbytheschoolnurseineachbuilding.

Student ServicesProtected Handicapped Services (Section 504 Compliance) In compliance with state and federal law, the CentralDauphin School District provides to each protected handi-cappedstudentwithoutdiscriminationorcosttothestudentor family, those related aids, services or accommodationswhichareneededtoprovideequalopportunitytoparticipatein and obtain the benefits of the school program and extra-curricular activities to the maximum extent appropriateto the student’s abilities. In order to qualify as a protectedhandicapped student, the child must be of school age witha physical or mental disability that substantially limits orprohibitsparticipationinoraccesstoanaspectoftheschoolprogram. Directory Information Directory information includes a pupil’s name, address,telephone number, date and place of birth, major field ofstudy, participation in officially recognized activities andsports,weightsandheightsofthemembersofathleticteams,datesof attendance,degreesandawards received, themostrecentorpreviouseducationalagencyorinstitutionattendedbythepupilandothersimilarinformation. Directory information may be made available to autho-rized representatives of governmental agencies, health andsafety officials, and other school officials responsible forobtainingsuch information in theperformanceof theirduty.Thepurposeofprovidingdirectoryinformationistohelpthepupilorprotectothers.Requestsforsuchinformationbythegeneralpublicmaybegrantedif,intheopinionoftheschoolofficialinchargeofmaintainingrecords,thereisaclearindi-cation that the informationrequested is tobeusedtoserve

thegeneralwelfareofthepupil.Undernocircumstanceswilldirectoryinformationofthistypebereleasedormadeavail-able for the purpose of creating lists for any other purposethan those deemed necessary for the operation of schoolbusiness. Pupil Records Pupil records are an inherent part of one’s education.Reasons for collecting information vary from pupilidentification and accounting purposes required by statelaws for reimbursement and tax purposes, to providingparents,pupilsandprofessionalsappropriatedatainwhichtomonitorand/or,whennecessary,definemoreclearlycausesforindividualproblems. Therefore,thepupil’srecordmayinclude,butisnotlimitedto,personallyidentifiableinformation(suchasname,address,phone numbers of parents), pupil’s school grades, date ofbirth, attendance record, test results and evaluation reports,progressreports,healthanddentalrecords.Allinformationiscollectedandmaintainedundersuchconfinementsofprivacyasmaybeobtainedthroughinformedconsent,verificationofaccuracy,limitedaccessandappropriateuse. Shouldyourchildtransfertoanotherschooldistrict,his/herpermanentrecord,cumulativefolderinformation,testingrecordandhealthrecordwillbeforwardedtothenewschooldistrictuponreceiptofwrittennotificationofadmission.

Transfer of Disciplinary Records TheFamily Educational Rights and Privacy Act(FERPA)pro-vides specifically that Central Dauphin School District as aneducational agencymaydiscloseeducation records,withoutparent consent, to a school in which the student intends toenroll,subjecttoconditionsinFERPA.FERPAallowsdisclosureof appropriate information regarding specified disciplinaryactions to teachers and school officials, including those inotherschools,whohavelegitimateeducationalinterestsinthebehaviorofthestudent. CentralDauphinSchoolDistricthasprocedures inplacetofacilitatethetransferofdisciplinaryrecords,withrespecttoasuspensionorexpulsion,byCentralDauphinSchoolDistrict,to any private or public elementary school or secondaryschoolforanystudentwhoisenrolledorseeks,intendsorisinstructedtoenroll,onafullorpart-timebasisintheschool.

Employment Certificates (Working Papers) General/vacationemploymentcertificatesmaybeobtainedfrom the school office. Parents must apply in person forPromise of Employment papers. No employment certificatesmaybeissueduntilthepupilhasfurnishedlegalproofofage. General/vacation employment certificates will besecured from the administration office only in unusualcircumstances. Anyminoroftheageofseventeen(17)whoisahighschoolgraduate need not apply for an employment certificate uponfurnishingproofofgraduationtohis/heremployer.

Guidance and Counseling Elementary – Counselors assist pupils, teachers, otherrelated support staff and parents by helping to identify andprovide appropriate programs designed to meet individualpupil needs. This is accomplished through developmental

programs,assessment,intervention,consultationandcoordi-nationofservices. Counselors work with parents and teachers to helpchildrenacquirebehaviorpatternsandsocial/personalskillsnecessaryfordevelopingtohis/herpotential.Thecounselor’sefforts are directed toward helping pupils be successful inschool by developing decision-making skills and assistingthepupilsindealingwitheverydayproblemsthatarepartofhumangrowthanddevelopment. Secondary – Guidance and counseling services are anintegral part of the school program. The goal of guidanceandcounselingistoprovidesupportservicesthataffordeachpupiltheopportunitytoachievemaximumgrowthanddevel-opment in obtaining self-realization, social/personal skills,economicefficiency,academicexcellenceandcivicresponsi-bility.Counselorsassistpupils in identifyingand implement-ing educational and vocational decision making. Informationservices, scheduling and placement, individual and groupevaluations,orientationprograms,pupil/parentconsultation,and group guidance activities are available at appropriatetimesthroughouttheschoolyear.Middleandhighpupilsareassignedtocounselorsbygradeleveland/oralphabetically. Home Schooling Central Dauphin School District authorizes a HomeEducationProgramafterthedistrictsuperintendentorhis/herdesigneereceivesappropriatedocumentationandassurancethat a Home Education Program will occur/is occurring inaccordancewiththePublicSchoolCode1949,24P.S.Section13-1327.1(Act169of1988).

Homebound Instruction Intheeventyourchildneedstobeoutofschoolbecauseof illness or physical incapacitation for an extended period[twenty(20)consecutiveschooldays],arrangementscanbemadeforhomeboundinstructionatnoexpensetotheparents.Instructorswillbeprovidedforonlythosesubjectsrequiredfor graduation and/or promotion. Homebound instruction isonlyprovidedonthefavorablerecommendationoftheattend-ingphysician.Studentsrequestinghomeboundinstructionformorethanfour(4)consecutiveweeksarerequiredtosubmitanadditionalrequestfromtheattendingphysician.Themaxi-mum hours of homebound instruction are three (3)-five (5)hours/week.

Home and School Visitors Home and school visitors are employed by the CentralDauphin School District to work with pupils, parents andagencypersonnelinareasofattendance,employment,home-boundinstructionandresidencyrequirements.

Home and school visitors are responsible for verifyingresidency regulations, notifying and addressing poor atten-dance patterns that disrupt a child’s educational progress.Thiswill includenotificationofunlawfulunexcusedabsencetotheDistrictJustice.

Instructional Support Team The purpose of the Instructional Support Team is toprovide each student with the opportunity for a success-ful school experience. The IST utilizes the Response ToIntervention(RTI)modelofservicedelivery.Thisprocess isbeingimplementedthroughouttheelementaryschoolsinthedistrict. Through progress monitoring data, the team isconstantly checking to ensure that students are reachingbenchmarklevelsofperformanceinreadingandmath.Whenstudents do not make benchmark, the IST works to provideadditional levels of intervention services to meet the stu-dent’sneed.TheISTutilizesresearch-basedinterventionstomeettheneedsofthestudent.Anincreaseinthefrequencyorintensitylevelofinterventionmayoccurifachilddoesnotmakeexpectedprogress.Onceastudentmeetstheirexpect-edprogressgoal,theyaredismissedfromtheISTprocess. The team also receives requests for assistance for aca-demic, emotionaland/orbehavioral concerns. This requestcan be made by parents, classroom or itinerant teachers,thecounselor,theprincipal,orthenurse. Parentsmayalsorequestaspecialeducationevaluationatanytime.

Student Assistance Program TheStudentAssistanceProgramisastatewideinitiativeoperatinginallsecondaryschoolsandisadministeredbytheDepartment of Education in collaboration with the depart-ments of Health and Public Welfare. Student assistance isdesignedtohelpeducatorsidentifystudentswhoshowsignsof experiencing mental health or drug and/or alcohol prob-lems which interfere with the student’s learning and schoolsuccess. Through a systematic process, students are identi-fied,interviewed,and,ifappropriate,referredforaninformalassessmentbyanoutsideagency. Itistheparent’srighttobeinvolvedinthestudentassis-tance process. Involvement of parents in all phases of theStudentAssistanceProgramemphasizestheparent’sroleandresponsibility in the decision-making process affecting theirstudent’seducationandasuccessfulresolutionofproblems. Theprogramisanidentificationandreferralprocess,notatreatmentprogram.ThecoreoftheprogramistheStudentAssistanceTeamcomprisedofschoolandagencypersonnelspeciallytrainedtoworkwithat-riskstudents.Studentassis-tanceteammembersaretrainedtoidentifyproblems,deter-mine whether or not the presenting problem lies within theresponsibility of the school, and make recommendations toassistthestudentandtheparent.Therearepresentlyteamsoperatinginbothhighschoolsandallfourmiddleschools.

Social Work Services Theprimaryroleoftheschoolsocialworkeristoassisteligible students in resolving personal, social and/or emo-tionalproblemsthatinterferewiththeiradjustmenttoschoolandtheircapacitytoenjoyandexperiencethefullestbenefitsof the educational process. The school social worker’s roleandfunctionencompassarangeofdutiesandresponsibilitiesto the overall education, health and welfare of exceptionalstudents. Services may be provided to parents or guardians ofeligiblestudentstoincreasetheirknowledgeandutilizationofcommunityresources.Theschoolsocialworkercanfacilitatethe referralofexceptionalstudents tooutsideagencies, i.e.,Children and Youth, MH/ID, Juvenile Probation, residentialtreatment facilities, etc. The responsibility of tracking allstudents who are hospitalized or residentially placed formentalhealthand/ordrugandalcoholissues,studentsplacedintofostercare,andcourt-orderedplacementsisalsopartoftheschoolsocialworker’srole.

Standardized Testing Program1.TheCentralDauphinSchoolDistrictshallprovideatest-

ingprogramthatmeetsbothstudentanddistrictneeds,inaccordancewiththefollowingdesign:

Pennsylvania State System of Assessment (PSSA)PennsylvaniaschooldistrictsarerequiredtoadministerthePSSAingrades3through8(EnglishLanguargeArtsandMath)andgrades4and8(Science).Pennsylvania Alternate System of Assessment (PASA)ThePASA,orPennsylvaniaAlternateSystemofAssess-ment,measurestheattainmentofknowledgeandskillsof children with significant cognitive disabilities. Like thestate-widestandardizedtest(thePennsylvaniaSys-temofSchoolAssessmentorPSSA),thepurposeofthePASA is to provide information to school districts andother educational service providers that will aid themin improving instruction. The PASA was developed inresponse to the 1997 amendments to the Individualswith Disabilities Education Act (IDEA ’97). States arerequired by IDEA ’97 to develop alternate assessmentsystems for students who cannot participate in theregularstateassessment,eitherwithorwithoutaccom-modations.

Early Admission to College Pupils granted early admission to college and whosuccessfully complete the year may substitute collegefreshmancreditsearnedinadegreeprogramforhighschoolsenioryearcreditsandgraduatewiththeirclass.Twenty-four(24) college credits (or equivalent) including a minimum ofthree (3) credits in English, three (3) credits in Math, andthe equivalent of one-half (0.5) credit in Phys. Semester Examinations Semester examinations shall be administered to highschool students 9-12, in English, Mathematics, Science andSocialStudies.Thecontentoftheexaminationshallincludearepresentativesummaryofmaterialstaughtduringthesemes-terasrequiredbythecourseofstudy.

High School Weighted Grade Point Average Certainsubjectsinthehighschoolprogramrequiremorespecialization, preparation and skill than others. Because ofthesefactorsandthedegreeofdifficultyforcertainsubjects,weightedpointvalue forclass rankinghasbeenassigned toselectedsubjects. The weight assigned to individual subjects on eachstudent’sschedulewillbeindicatedonthereportcard.Also,thecurrentyearweightedgradepointaverageandtheaccu-mulated weighted grade point average will appear on thestudent’sreportcard.

National Honor Society The National Honor Society creates enthusiasm forscholarship,stimulatesadesiretorenderservice,promotesworthyleadership,andencouragesthedevelopmentofchar-acter in pupils of the Central Dauphin and Central DauphinEasthighschools. Candidates eligible for election to this Chapter musthaveatleastan89average,andatleasttwo(2)semestersinhigh school. In addition, membership is based upon furtherevidencesofserviceandleadershiprenderedtotheschoolaswellasgoodcharactertraitsdisplayedinthepast. The election of members is made by a teachers’council which includes principals and School Counselors.After induction into the organization, members areexpected to maintain the minimum standards to continueaffiliationintheNationalHonorSociety.

Inaddition, teachersmayusecheck-listsandnarrativestoreflectstudents’progress. Pupils in grades 11and12maytakeamaximumof2creditsintheirhighschoolcareer through the Keystone Credit Recovery Program. Forpupils in grades 7 and 8, a summer school program isprovidedintheCentralDauphinSchoolDistrict.Registrationforms, subjects offered and other information regarding

Student Council Middle School – Thepurposeofthestudentcouncilistoworktowardthebettermentoftheschoolbyimprovingcoop-erationbetweenpupils,facultyandtheprincipal.Thecouncilmakes suggestions to the principal on ways to improve theschool.Theyalsoareinchargeofcertainall-schoolactivitiessuch as dances, parties, hall patrol, etc. All decisions of thecouncilaresubjecttothefinalapprovaloftheprincipal. High School – Themainpurposesoftheorganizationareasfollows:

Instrumental Music Music,aswellasotherformsofart,isanimportantcom-ponent of each child’s education. The district begins instru-mentalinstructioningrade4andcontinuesthroughgrade12.Instructionisprovidedinbothbandandstringinstruments.

Library Service The secondary level library program is under thedirection of a certified librarian in each school. Librarymaterials are selected for the use of pupils in connectionwith curriculum and for leisure reading. Collectionsinclude Reference materials, fiction and non-fiction books,magazines, newspapers, as well as up-to-date internet

resources. Books may be checked out at any time and areexpectedtobereturnedbythedatedue.Daily,secondarylibrariesarebusyplacesasteachersandlibrariansactivilyengagestudents in their learning.Projectsthat coincide with classroom instruction are completedin a variety of ways. Payment for Industrial Technology Material Shop projects become the property of the pupils uponpaymentofthecostofthematerials.Pupils,whoaremakingspecialprojectsforthemselves,shallpayforthematerialsasit isremovedfromstock.Thecostofallsupplieswillbethesameasthecosttotheschooldistrict.

Student Transcripts Upon request of parents/students, student transcriptswill be sent free while the student is registered within thedistrictand/orbeing transferred toanotherunitoutside thedistrict. TransportationRegular TransportationTheCentralDauphinSchoolDistrictprovidestransportationforstudentsthroughDurhamSchoolServicesasdeterminedbytheSchoolBoard.Thebuildingassignmentofallpupilsingradeskindergartenthroughtwelveshallbeaccordingtothelegalresidenceof the parentor legalguardianandtranspor-tationshallbeprovidedaccordingly. If the legalresidence islocatedwithinadesignatedwalkingarea, transportationwillnotbeprovided,unlessthepupilattendsalatchkeyprogramrecognized by the school district and whose facilities arelocatedintheareathatqualifiesfortransportationservice.

Transportation Changes One change in transportation, for reason(s) other thana residence change, shall be permitted in a school termprovidingthechangeispermanent,seatingspaceisavailable,the new stop lies within the same building attendance areaandnoadditionalmileageisaddedtothebusroute.Theper-manentchangewillbefortransportationtoandfromthesamelocationa.m.and/orp.m.,MondaythroughFriday;provided,however, that thea.m. locationneednotbethesameasthep.m.location.

Bus-Riding Conduct Any pupils involved in an act of misconduct whichmaybedetrimentaltothehealthorsafetyofotherpupils,busdriver,vehicleorperson(s)outside thevehicleshallhavetheirridingprivilegesuspendedorremovedperma-nently. Please refer to the Student Code of Conduct forspecificpenaltieswithrespecttoschoolbusmisconduct. In July 1982, the Pennsylvania EmergencyPlanning Agency verbally approved the CentralDauphin School District’s Radiological EmergencyResponse Plan for Incidents at TMI Nuclear Station.This outline summarizes concepts and action thatwillbe takenbytheCentralDauphinSchoolDistrictshouldanincidentoccuratthefacility.

ThefollowingsummarizesconceptsandactionthatwillbetakenbytheCentralDauphinSchoolDistrictshouldan incident occur at the nuclear facility, Three MileIsland.

TheEmergencyPlanningZone(EPZ)consistsofanareaofaboutten(10)milesinradiusaroundthefixednuclearfacilityatTMI.Thisarea includes:ConewagoTownship,Derry Township, Highspire Borough, HummelstownBorough, Londonderry Township, Lower SwataraTownship, Middletown Borough, Paxtang Borough,Royalton Borough, South Hanover Township, SteeltonBorough, Swatara Township and the city of Harrisburgsouth of I-83, Lower Paxton Township as far north asUnionDepositRoadandNyesRoadtoandincludingRedTopRoadtothetownshipline.

Public and nonpublic schools within the EmergencyPlanning Zone included in the Central Dauphin SchoolDistrict Response Plan are: Chambers Hill Elementary,Lawnton Elementary, Paxtang Elementary, RutherfordElementary, South Side Elementary, Swatara MiddleSchool,Tri-CommunityElementary,CircleSchool,Phase4,andSt.Catherine’sLaboure.ItistheresponsibilityoftheCentralDauphinSchoolDistricttoevacuateeachofthesebuildingstoalocationoutsideoftheten(10)mileEPZ.

Allstudentsattendingtheaboveschoolswillbeevacuat-edtoCentralDauphinMiddleSchool,4600LocustLane,Harrisburg,exceptforstudentsfromSt.Catherine’swhowill be evacuated to E. H. Phillips Elementary School,100OakmontRoad,Harrisburg.Studentswill remainatthese two host schools until released to their parents/guardians through proper release procedures as estab-lishedbytheirrespectiveschools.AllstudentsattendingCentral Dauphin East Middle and Central Dauphin EastHigh School will remain sheltered in their school untilreleasedtotheirparents/guardians.Studentsthatdriveto school will remain in the building until released totheir parents/guardians.; they will not be permitted toleaveintheircars.

Parents are urged to listen for public announcementsreleased through the Emergency Broadcast System bytheDauphinCountyEmergencyManagementAgency.IntheeventofaThreeMileIslandincident,parentsshouldturn their radios toTheCumulusMediaandTheClearChannelStationsandtelevisionstations8,21,27,Fox43and WITF. Additionally, the district will use the parentnotificationsystemtoprovideinformationonthestatusof the incident and the steps being taken to complywiththedirectivesfromtheDauphinCountyEmergencyManagement Agency or the Pennsylvania EmergencyManagementAgency.

IncidentAnincidentisaneventforaconditionatanuclearpowerplatwhichcould result in impactonpublichealthandsafely. Five incident classes have been identified fromtheleastserioustothemostserious:

Event of Potential Public Interest- An event thatoccursthatmaybeofsignificancetothepublicsuchas medical emergencies and other non- radiologicalrelatedevents.

Unusual Event-Unusualeventsareinprocessorhaveoccurred which indicate a potential degradation ofthe levelofsafetyof theplantor indicateasecuritythreattofacilityprotection.Noreleasesofradioactivematerialrequiringoff–siteresponseormonitoringareexpectedunlessfurtherdegradationofsafetysystemoccurs.

Alert-Eventsare inprocessorhaveoccurredwhichinvolve an actual or potential substantial degrada-tion of the level of safety of the plant or a securityevent that involves probable life threatening risk tositepersonnelordamagetositeequipmentbecauseof HOSTILE ACTION. Any releases are expected tobe limited to small fractions of the EnvironmentalProtection Agency (EPA) Protective Action Guideexposurelevels.

Accident Insurance Thereisnoreductionofpremiumforcoverageduringpartoftheyear.Whileitisrecommendedthatallpupilsbeprotectedbythisaccidentcoverage, it isaschoolrequire-mentthatapupilmusthavepurchasedthisprotection,becoveredbyequivalentinsurance,orsignawaiverbeforehe/shemayparticipateinanyextracurricularactivity. The Central Dauphin School District Board hasapproved the following policy regarding school insuranceandparticipationinextracurricularactivities.

“Allpupils, inorder toparticipate inanyof theextra-curricularactivitiesoftheschoolprogram,mustbecoveredby pupil insurance or parents must certify to equivalentcoverageunderprivateinsurancepolicies,orsignawaiver.”Aformwillbeprovideduponrequesttocertifythiscover-age. Appearance and Dress1.Standards for personal grooming and dress shall

Admission to the Elementary School Building Childrenareadmittedtotheschoolbuildingfifteen(15)minutespriortothebeginningofclasses.Parentsareaskedto cooperate in having their children arrive during thisfifteen(15)-minuteperiod.Pupilstransportedbyschoolbuswillbeadmittedtothebuildinguponarrival.Kindergartenchildren who ride in private cars should be picked uppromptlyatdismissaltime.

Asbestos Hazard Emergency Response Act (AHERA) Notification In the past, asbestos was used extensively in buildingmaterials because of its insulating, sound absorbing, andfireretardingcapabilities.Virtuallyanybuildingconstructedbefore the late 1970s contained some asbestos. Intact andundisturbedasbestosmaterialsgenerallydonotposeahealthrisk. Asbestos materials, however, can become hazardouswhen,duetodamageordeteriorationovertime,theyreleasefibers. If the fibers are inhaled, they can lead to healthproblems,suchascancerandasbestosis. In 1986, Congress passed the Asbestos HazardEmergency Response Act (AHERA) which requires schoolstobe inspected to identifyanyasbestoscontainingbuildingmaterials. Suspected asbestos-containing building materialswere located,sampled(orassumed)andratedaccording toconditionandpotentialhazard.Everythreeyears,theCentralDauphin School District (CDSD) conducts a reinspection bya Pennsylvania Department of Labor and Industry licensedasbestosinspectortodeterminewhethertheconditionoftheknown or assumed asbestos containing building materials(ACBM) has changed and to make recommendations onmanaging or removing the ACBM. The last full inspectionwas done July 2019. Periodic surveillance of all asbestoscontainingmaterialsoccurseverysixmonths. ThelawfurtherrequiresanasbestosmanagementplantobeinplacebyJuly1989.CDSDdevelopedaplan,asrequired,which has been continually updated. The plan has severalongoingrequirements:publishanotificationonmanagementplanavailabilityandthestatusofasbestosactivities;educateand train its employees about asbestos and how to dealwith it; notify short-term or temporary workers on thelocationsoftheasbestoscontainingbuildingmaterials;postwarning labels inroutinemaintenanceareaswhereasbestoswas previously identified or assumed; follow set plans andproceduresdesignedtominimizethedisturbanceofasbestoscontaining building materials; and survey the condition ofthesematerialseverysixmonthstoassurethattheyremainingoodcondition.
