Established at the Naval Postgraduate School (NPS) in 1994, the Center for Civil-Military Relations (CCMR) is a DoD organization that:

About this guide:

This catalog displays CCMR’s diverse course offerings, which focus on our core competencies: democratic civil-military relations, defense reform/institution building, defense & security decision-making, educational support to operational commands, peacekeeping & peacebuilding operations & disaster response (HADR), and civil-military responses to terror-ism.

Offerings are divided into sections according to 11 featured programs that fall under the CCMR umbrella. Each section provides a brief description of the program followed by a list of courses. This list includes the title of the course and a MASL number (Military Articles and Services List code, used to identify specific offerings). MASL numbers are arranged into three columns:

1) In Res - In-residence offering, where participants travel to our headquarters in Monterey, California 2) MET - Mobile education team, where CCMR instructor(s) travel to meet participants in their home countries 3) Regional - Where courses are tailored to meet the needs of a specific region*

The CCMR Africa Program delivers civil-military relations education to a broad selection of civilian (governmental and non-governmental) and military participants in Africa. Between 2000 and 2015, CCMR conducted over 100 seminars in 32 African countries, engaging more than 5,000 African participants.

Custom tailored to meet partner nation needs, the Africa Program curriculum typically involves a combination of expert presentations, plenary discussions and small group exercises. Participants conduct risk assessments to identify security challenges then develop action plans—identifying roles and responsibilities, time-lines and metrics for evaluation—to address those challenges. The Africa Program engages with African leaders at the strategic level to promote democratically elected civilian control of the armed forces, effective and efficient militaries, police, courts and governmental institutions to support vibrant, safe and secure societies in Africa.

Civil-Military Relations (CMR)

The Civil-Military Relations education program addresses all aspects of the relationship be-tween elected civilians and security institutions (armed forces, police forces, and intelligence agen-cies) in a democratic context. The program offers courses, seminars, and workshops that address a variety of potential challenges and avenues for success in institutionalizing effective and function-ing civil-military relations.

Combating Terrorism Fellowship Program (CTFP)

CCMR conducts seminars and workshops in support of the Office of the Secretary of Defense’s Combating Terrorism Fellowship Program. The program takes a holistic approach to inves-tigating the most effective government responses to terrorism. CTFP works to address practical questions, such as:

- What can governments do to contain or defeat terrorism without sacrificing the values that bind societies together? - Can terrorist attacks be prevented and how should governments respond to attacks that cannot be prevented? - How can countries think through the challenges of terrorism at the strategic level?

EUROPE Program

The CCMR Europe Program has been designed to meet US policy guidance and priorities for the unique European security environment. The Program assists in the consolidation of democracy in reforming Eastern and Central European countries. Intelligence & Democracy (INTEL)

The Intelligence and Democracy program is designed to explore potential avenues that may en-able the successful reform of intelligence agencies in a democracy. The program assists countries that are working to consolidate their democracies, which includes the institutionalization of trans-parent, accountable, and effective democratic intelligence systems. Key objectives include:

The Global Peace Operations Initiative program helps build sustainable and indigenous peace-keeping training capacities in US partner countries so they can better contribute to United Nations (UN) and other regional peacekeeping operations. GPOI-funded activities particularly concentrate on the establishment and strengthening of partner countries training infrastructures, focusing on both military troops and formed police units, where appropriate.

In addition, the GPOI program helps to enhance coordination and collaboration between various US and other contributor countries’ diplomatic and assistance efforts, to include providing support to deploying units (e.g. technical assistance and pre-deployment training).

International Defense Acquisition & Resource Management (IDARM)

The International Defense Acquisition & Resource Management (IDARM) activities are designed to strengthen defense acquisition processes and decision-making and help nations un-derstand and adopt modern business practices. IDARM offers a wide range of defense acquisition logistics and procurement resource management courses.

IDARM’s programs are developed by NPS faculty and are tailored to the specific government organizational structures, national acquisition statutes and regulations, and defense acquisition ob-jectives of each individual partner nation. Latin America Program (LATAM)

Security Cooperations Studies & Exercises Program (SCSEP)

The Latin America Program brings together military officers and civilian practitioners to focus on real and pressing issues relating to democratic civilian control and military effectiveness. Since the first Latin America Program in Honduras in 1996, CCMR has delivered, on average six semi-nars annually in Central and South America and the Caribbean.

In addition to the seminars and workshops, CCMR faculty also supports the development of civil society organizations including non-governmental organizations (NGOs), think-tanks and univer-sity programs (both military and civilian) that focus on national security.

The Maritime Security program aims to help participants think through the challenges of preventing and responding to maritime security threats with democratic tools at a strategic level, provides multi-dimensional, innovative solutions to maritime security threats, integrates classroom exercises to extend learning, and emphasize interagency (inter-entity) and multi-national approach-es to the topics at hand.

MS addresses tough questions about national, regional and global Maritime Security, including: What can governments do to enhance the security of their maritime domain while also allowing for the efficient movement of people, goods and services? How should governments integrate their military, law enforcement and other civilian agencies with maritime security responsibilities? What collective measures can regional nations take to prevent or minimize transitional maritime threats like terrorism, piracy, illicit trafficking and illegal, unreported and unregulated (IUU) fishing?

The Security Cooperations Studies & Exercises Program (SCSEP) mission is to design and deliver regional educational programs, training events and exercises focused on battalion through division-task force level staffs. The education and training is tailored to support Combatant Com-mands, the National Guard and partner countries through workshops, multinational and intera-gency exericise planning, design, control and evaluation. SCSEP offers both security cooperation exercises and customized regional programs.

Prevention, Relief & Recovery (PR&R)

The core strength of the Prevention, Relief & Recovery (PR&R) program is in the design and delivery of engaging cross-community workshops in the wide domain of conflict prevention/management, disaster preparedness/relief, and conflict recovery. These topics include, but are not limited to:
