I am pleased that the council is liaising with key stakeholders and allowing our company to be part of the “Vision and value.” In my professional opinion there are certain goals and values which the council should implement to enable them to be better customer centric and respond to “2.4 To provide, upgrade or optimize facilities at cemeteries in response to the needs of users.” And “3.3 To explore opportunities for partners ships in the provision of the cemeteries services.” This underpins the “Level and types of service.”

In our opinion the council provides bare minimum service and is almost an antithesis to their own vision and values and in doing so the cemetery services do not meet their “Stakeholders or user-friendly objectives.” This is due to the inconsistent timings of grave not being completely opened at a time convenient to the customer and the full interment equipment not being provided and set up as part of the overall delivery to “To provide, upgrade or optimize facilities at cemeteries.”

To bring the MDC in line with other cemetery authorities the council should provide Grave Mats, Lowering Device and a receptacle with soil for mourners. We believe that this is the total service that should be delivered to more than adequately meet the customer needs. It is not inadmissible to think that the council can make this viable and that the cost can be recuperated by way of user pays as a legitimate expense to the customer. William Cotton and Sons would also be willing to provide initial training free of charge on how to set up the graves.We have also investigated the costings for the above and would be happy to elaborate on this at the submission hearing.

We have investigated cemeteries outside the MDC jurisdiction. In conclusion the cemetery services we had investigated all provided the aforementioned. It was also alarming that one such authority provides every aspect t at a dramatically less cost making the service and provision efficacious to the bereaved they served.

Please could you build a memorial Wall at FG Cemetery for plaques of people whose ashes are scattered in the cemetery garden in stead of the plaques that are around the edge of the garden that keep falling off. Like the one at FG Anglican church So much tidier thank you.

Living cemetery a joining Kaikawaka Reserve; environmental solutions to funerals,

regeneration/ growing our local reserves

local resilience, employment in willow casket making

McKinnons Reserve ajoining 2467 Te Whare Oho; Natural Play development by REACT. Low key

adaption within natural reserve to engage children and adults ‘differently’ within local bush. Picnic

spots. Long drop in far corner. Potential for sculptural inclusions. See work done at Ahimate,

Palmerston North for idea.

2467 Rangiwahia Rd Te Whare Oho (or similar) Artists in residence space with focus on

collaborative individuals/groups coming together to produce March – November. Dec – Feb

Summer programme to include;

Gathering, Summer camps – den making etc, summer courses accommodation, and intermittent Air

BnB listings over peak periods for top up revenue

Tiny housing: solution to housing needs, smaller, independent, mobile. Again DIY. Off grid

environmental solutions. Workforce for gardens/cafe etc. Artists need homes too.

Annual Festival of Light around REACT grounds – potentially weekend of Kim Sculpt. fest. Bring

all the bits out to play at home. Annual fundraiser. Would need local volunteer support.

Cafe from local and self produced nutritious foods – Atrium at back of Dairy Factory overlooking

bush, eating produce from the land. Again local employment and resilience. DIY attitude.

What we need from you the council

A Better focus with regard environmental solutions and resilience in the further reaches of the

district.

Rangiwahia Reserve to become a Living Cemetery, or at least allowance for such, bordering the

reserve working back towards current traditional cemetery.

With regard long term housing solutions, assurances people can try to find solutions for themselves

in low/no impact ways. Without enormous gratuitous charges from council.

Support – financial and legal – for adaptions of McKinnons Reserve. Longdrop.

Oho Residencies at 2467, Tiny housing.

What we have done to date

Established ourselves as the go-to for quality environmentally focused community led events in the

lower North Island, with links to Councils, Museums and Event organisers from Wellington through

Porirua into Kapiti coast, Manawatu and up to Whanganui. Alongside involvement in events from

Whangarei to Nelson.

Hosted visiting artists from abroad and locally at 2467 and 2489 Rangiwahia Rd.

Establishing green corridors between the 3 neighbouring reserves

Created Natural play area at Ahimate, PNCC https://www.rangienviroartscentre.org/ahimate-

reserve.html

Although the Halcombe Cemetery looks to have a large amount of unutilized land, it is however fully utlized by the community. The HCDG runs a flock of sheep there and the income from the sheep is used to contribute to the running of the Halcombe Memorial Hall. A portion is also gifted to the Halcombe Community Fund each year to go towards community projects, hardship grants and representation grants.
