EXECUTIVE DIRECTOR Message from the
This year is a special one for Lackey Clinic in so many ways. It is first of all our 20th
year of providing free quality health care to low income and uninsured patients
who’ve come to our door seeking help and hope.
This Anniversary is certainly a time for reflection. We’ve included a pictorial timeline
in this report that reminds us of how far Lackey Clinic has come from that little
walk-in clinic of 1995 to the comprehensive healthcare center we are today.
Though 2015 is a year to celebrate (and that we did in fine style with our Gala),
it’s also a year to contemplate and to address the challenges and opportunities
that the future will bring. Our Board and staff are busy developing the long-term
strategies to respond to the changes in the way healthcare will be delivered and
paid for in the coming years.
Lackey is truly a grassroots movement when it comes to the delivery of healthcare.
We are the community’s response to its own healthcare needs. We are neighbors
helping neighbors. For that reason and so many others, it is my joy, privilege, and
passion to serve as Executive Director of Lackey Clinic.

TEAM OF VOLUNTEERS Our dedicated
Besides marking our 20th Anniversary of giving help, health and hope to
those in need, 2015 was a year of growth and progress in a variety of ways.
Lackey Clinic became the first free and charitable clinic in Virginia to be
recognized as a Patient-Centered Medical Home by the National Committee
for Quality Assurance (NCQA), the nation’s leading proponent for quality
standards in healthcare.
The number of patients served surpassed 1,600 in fiscal year 2015 and total
patient visits increased to more than 12,500. At the same time, our ability to
deliver comprehensive medical, dental, ocular, mental health, spiritual care
and other services continued to expand with additional staff and equipment.
An expanded development effort proved successful in bringing both more
dollars and more donors. Highlights included a $300,000 Anniversary
Challenge Matching Campaign and designation by The Kiwanis Club of
Williamsburg as one of two “Headliner Award” recipients for 2015-2016.
We completed several major communication initiatives, the most notable
being the launching of a completely redesigned, bi-lingual website to better
serve our patients, volunteers and donors.
HIGHLIGHTS Year-in-review
Without our incredible team of more than 400
volunteers, both professional and laypersons,
Lackey Clinic could not provide the quality
and compassionate care we do. In 2015, these
remarkable individuals gave some 23,000 hours
of their time (valued at about $761,000) to
help staff with everything from the front desk
to our 14 specialty services and clinics. They are
truly Lackey’s heart and soul. They make our
Clinic the unique place it is.

Although our mission first and foremost is caring
for the needs of our patients, we strive to be
good financial stewards and use every dollar we
receive wisely and well—especially because nearly
100 percent of our funding comes from foundation
grants, individual donors and corporate partners.
We’re pleased to report that in fiscal year 2015 (July 1, 2014–
June 30, 2015), for every dollar we received from our benefactors we were
able to turn that into $6.00 in quality health care for our patients.
Here are a few facts. With our annual operating budget of $1.9 million this
year, we were able to provide:

Memories and MILESTONES
1996The clinic moves from
Rising Sun to Charles
Brown Community Center.
1997Jim receives diagnosis
of bone marrow cancer
in the cervical spine—
the Clinic is closed.
1998Jim and Cooka reopen
the Clinic with Mrs. Lockley.
After 3 months, the first
volunteer nurse starts.
Clinic volunteers meet to
form the first board.
2000Maryann McKee hired
as the first Executive
Director.
Second clinic session
on Monday mornings
is opened by Christina
Swenson, M.D. Clinic now

1995Weekly Thursday night clinic sessions begin at
Rising Sun Baptist Church with volunteers Jim
Shaw MD, Cooka Shaw, and Mrs. Russell Lockley.
2000Clinics at the Charles Brown center are run like a
“MASH” unit, setting up and taking down, tables
and chairs and seeing patients in one exam and
one assesment room.
2002Ground breaking for the Lackey Free Clinic
building takes place, attended by York County
Supervisors.

2006Parking lot expansion
increases the parking
lot by one-third.
2007Lackey purchases adjacent
property at 1610 Old
Williamsburg Road for
future site.

2006York County planning division supports zoning
changes for a 1,000 sq. ft. building addition to
the rear of the Clinic. The addition will house
administrative staff.
2013The F. Dewey Gottwald, Sr. 6000 sq. ft. addition is completed—
increased the four exam rooms to 10, added two group rooms
for patient education and five dental operatories.
201520th Anniversary Gala honors the vision, mission
and faith of Jim and Cooka Shaw, while celebrating
the achievements of all those who’ve given of their
time, charity and devotion to help our patients.

Dedication
For more than 20 years, Dr. Jim Shaw and his
wife Cooka have provided guidance, inspiration
and leadership to everyone connected with
Lackey Clinic. On July 29, 2015, Jim Shaw passed
away after a long and valiant battle with cancer.
His faith, love and wisdom will be missed. In
honor of Jim and Cooka, we dedicate this report.
