Steven A. Loomis, O.D., was first elected to the American Optometric Asso-ciation Board of Trustees in 2007, and elected President at the 118th Annual AOA Congress & 45th Annual AOSA Conference: Optometry’s Meeting® in June 2015.
Before his election as president, Dr. Loomis served as the secretary-treasurer, vice president and president-elect of the AOA. Prior to serving on the AOA Board of Trustees, he was the chairman of the AOA State Government Rela-tions Center and the AOA Health Care Legislative Committee. He has also chaired the AOA Health Care Legislation Committee, the AOA Legal De-fense Fund Oversight Committee, and the Resolutions Committee.
Dr. Loomis grew up in Butte, Montana and attended Montana State Universi-ty. He received his Doctor of Optometry degree from Pacific University Col-lege of Optometry. Shortly after graduation, he opened a private practice in Littleton, Colorado, now known as Mountain Vista EyeCare, where he con-tinues to practice with his two partners, Kent Yount, O.D. and Tara DeRose, O.D., and associates Mark Kruchen, O.D. and Suzette Place, O.D.
He is a Diplomate of the American Board of Optometry. Dr. Loomis has also served as president of the Colorado Optometric Association and as president of the six state regional Southwest Council of Optometry. He was awarded both Optometrist of the Year and the Distinguished Service Award by the Colorado Optometric Association. He is a past president and board member of the Denver Southwest Rotary Club and a Paul Harris Fellow.
In addition to his duties as President, Dr. Loomis is chair of the AOA Build-ing, Agenda, and Executive Committees and serves as a member of the AOA Personnel Committee. He also serves as board liaison to the American Acad-emy of Optometry, Great Western Council of Optometry, Mountain West Council of Optometrists, North Central Council of Optometrists, East/ West, Southern Council of Optometrists, and Universidad InterAmericana.
He and his wife, Kathy, have three grown children and three granddaughters and two grandsons. They live in Roxborough Park, Colorado.

Past Legislative History
• In 1988 Alaska was the last (50th) legislature in the nation to vote to authorize optometrists to use topical diagnostic drugs. Maryland got a veto so Alaska was the 49th state to enact DPA.
• In 1992 the Alaska Legislature passed, and Governor Hickel signed, our legislation to become the 32nd TPA state authorizing optometrists to prescribe “topical” therapeutic drugs.
• In 2000, our full scope enhancement bill, SB 78, passed both house 57-2, but Governor Tony Knowles vetoed it with no override opportunity.
• In 2001-2002, HB 215 passed the House but died in Senate HES Committee.
• In 2003-2004. HB 142 was introduced to restrict optometry from surgery co-management, but the bill was killed.
• In 2005-2006, HB 204 for orals was introduced, but died. Another co-management restrictive bill was killed.
• In 2007, HB 113 passed the Senate 17-3 and the House 38-2, and was signed into law by Governor Sarah Palin September 28, which enhanced our law to include orals and injections including Schedule 3,4,5 controlled substances.
• In 2014, SB 162 , ensuring hydrocodone was included in our authority, was passed unanimously and signed into law by Governor Sean Parnell.
• In 2015 SB 55 was introduced, to set up a self-governing Board of Optometry. The bill passed the Senate, but did not receive a vote in the House.

LIFE WITHOUT AOA/ALPA• Organized Medicine, Insurers and Internet contact lens sellers would control
how ee practice and provide care for our patients and how we get paid• Our scope of practice would look as it did in the 1950’s and we would not be
providing any medical eye care.• ODs would not be recognized in Federal law as “physicians” and would not be
receiving $1.1 billion in Medicare payments this year.• Pediatric eye care would not be recognized in Federal law and regulation as
essential.
So what will you do when advancing technology makes your scope of practice obsolete? (increased use of lasers, varied routes of pharmaceutical administration, broader utilization of technicians by MD’s, nanotechnology, (disruptive technology)
• What if organized medicine reverses our scope of practice (Don’t laugh, it has already happened in Virginia and Idaho)
• What if contact lenses and eyeglasses lose their FDA status and can be purchased without a prescription?
• Can you make a living on just the services you provide and not the products you sell?
