(8) Voting, except for the election of Officers, shall be by show of hands, unless aballot is deemed necessary. A motion shall be carried if it receives a majority of thevotes.

(9) In the event of the voting being equal the Chairman may give a casting vote.

The Committee will meet on the first Thursday in each month. No further noticewill be sent of these meetings, but should it be necessary to change the date,

RULES1. Nomenclature and Constitution(A) This Competition shall be designated THE CHESTER & DISTRICTFOOTBALL LEAGUE and shall consist of not more than 48 Clubs who shall be FullMember Clubs. All such Member Clubs must be affiliated to an affiliated County FootballAssociation and their names and particularsshall be returned annually by theappointed date on the Form ‘D’ to the CHESHIRE County Football Association. Thearea covered by the Competition Membership shall be Chester & Districts. The Competition shall apply annually for sanction to the CHESHIRE COUNTYFOOTBALL ASSOCIATION and the constituent teams of Member Clubs may begrouped in divisionsnot exceeding 16 teams in number. No more than one teamfrom the same club can play in the same Division.

Member Clubs shall not enter any of their teams playing in the Competition in any other Competitions (with the exception of FA. and County FA. Competitions) exceptwith the written consent of the Management Committee of the Competition.

(B) At the Annual General Meeting or at a Special General Meeting called for thepurpose, a majority of the delegates present shall have power to decide or adjust thecompilation of the divisions at their discretion. When necessary this Rule shall takeprecedence over Rule 12.

(C) This Competition and its Clubs shall support the F A’s Respect program. As suchit recognises that everyone in football has a collective responsibility to create a fair,safe and enjoyable environment in which the game can take place. A Respect Leaguevalues the contribution of match officials, players and spectators and ensures that theyare treated with courtesy and fairness by opposing players, club officials andspectators. The League and its Clubs will seek to play fixtures in a fair, competitivebut not antagonistic environment.

(D) This Competition shall only permit one team from a Club to participate in thesame division unless there is no viable alternative because of logistical issues and/orreasons linked to participation and geographical boundaries. This Competition willobtain the prior approval of the sanctioning Association in the event of a divisioncomprising of more than one team from the same Club. This Competition will ensurethat, where permission is given, teams from a Club operating in the same division arerun as separate entities with no interchange of players other than via transfers ofregistration in accordance with Competition Rules.

(E) Inclusivity and Non-discrimination

(i) This Competition and each Member Club must be committed to promotinginclusivity and to eliminating all forms of discrimination

(ii) This Competition and each Member Club does not and must not [by its rules orregulations or] in any manner whatsoever unlawfully discriminate against any personwithin the meaning and scope of the Equality Act 2010 or any law, enactment, orderor regulation relating to discrimination (whether by age, gender, gender reassignment,

sexual orientation, marital status, race, nationality, ethnic origin, colour, religion orbelief, ability or disability or otherwise).

(iii) This Competition and each Member Club must make every effort to promoteequality by treating people fairly and with respect, by recognising that inequalitiesmay exist, by taking steps to address them and by providing access and opportunitiesfor all members of the community, irrespective of age, gender, gender reassignment,sexual orientation, marital status, race, nationality, ethnic origin, colour, religion orbelief, ability or disability or otherwise).

(iv) Any alleged breach of the Equality Act 2010 legislation must be referred to theappropriate sanctioning Association for investigation.

2. Entry Fee, Subscription, Deposit(A) ApplicationsbyClubsforadmissiontotheCompetitionortheentryofan additionalteam(s) must be made in writing to the Secretary and must be accompanied by anEntry Fee of £25 per team, which shall be returned in the event of non-election. At the discretion of a majority of the accredited voting members present applications,of which due notice has been given, may be received at the Annual General Meetingor a Special General Meeting. The Entry Fee shall apply.When Rule 12(B) is applied and a team seeks a transfer or is compulsorily transferred to another division no Entry Fee shall be payable.

(B) The Annual Subscription shall be £75 per team payable 7 days prior to the datefixed for the Annual General Meeting. In addition to the Annual Subscription each team will be required to purchase aminimum of Two £10 shares each season. Purchase of these shares will entitle eachteam to participate in nine monthly draws during the season. The total prize moneyduring the season will be not less than 50% of the total revenue derived from theshares, at the discretion of the Management Committee.

(C) Each Club shall within SEVEN days of election pay a Deposit of £20, which shallbe returnable to Clubs on leaving the Competition provided they have fulfilled theirfixtures and complied with all orders of the Management Committee.

(D) A Club shall not participate in the Competition until the Entry Fee, AnnualSubscription and Deposit have been paid.(E) Clubs must advise annually to the Secretary in writing by 1st JULY of itsCheshire County Football Association affiliation number for the forthcoming Seasonfailing which they shall be fined £25, Clubs must advise the Secretary in writing or onthe prescribed form, of details of its Headquarters, Officers and any other informationrequired by the Competition.

3. Officers The Officers of the Competition shall be determined at the Annual General Meetingand elected thereat. (N.B. Auditors / Verifiers are not Officers).

4. Management, Nomination, Election(A) The Competition shall be governed in accordance with the Rules and Regulationsof The Football Association by a Management Committee comprised of the Officersand 14 members who shall be elected at the Annual General Meeting. All participantsshall abide by the Football Association regulations for safeguarding children asdetermined by the Association from time to time.

(B) Retiring Officers shall be eligible to become candidates for re-election withoutnomination. All other candidates for election as Officers or Management Committeeshall be nominated to the Secretary in writing signed by the Secretaries of twoMember Clubs, not later than 30th April in each year. Names of the candidates forelection shall be circulated with the notice of the Annual General Meeting. In theevent of there being no nomination in accordance with the foregoing for any office,nominations may be received at the Annual General Meeting. The Management Committee shall have power to nominate from time to time, Life Members of theLeague, such nominations to be approved by an Annual General Meeting and whenapproved shall have full voting powers.

(C) The Management Committee shall meet as often as is necessary to deal with thebusiness as it arises.On receiving a requisition signed by two-thirds of the Management Committee the Secretary shall convene a meeting of the Committee.

(D) Except where otherwise mentioned, all communications shall be addressed to theSecretary, who shall conduct the correspondence of the Competition and keep arecord of its proceedings.

(E) All communications received from Clubs must be conducted through theirnominated Officers.

5. Powers of Management(A) The Management Committee may appoint sub-committees and delegate such oftheir powers as they deem necessary. The decisions of all sub- committees shall bereported to the Management Committee for ratification. The Management Committeeshall have power to deal only with matters within the Competition and not for anymatters of misconduct that are under the jurisdiction of the Football Association oraffiliated Association.

(B) Subject to the permission of the Cheshire County Football Association havingbeen obtained the Management Committee may order a match or matches to beplayed each season, the proceeds to be devoted to the funds of the Competition and, ifnecessary, may call upon each Club (including any Club which may have withdrawnduring the season) to contribute equally such sums as may be necessary to meet anydeficiency at the end of the season. (See Rule 6(e)).

(C) Each Member of the Management Committee shall have the right to attend andvote at all Management Committee Meetings and have one vote thereat, but no Member shall be allowed to vote on any matters directly appertaining to such Memberor to the Club so represented or where there may be a conflict of interest. (This shall

apply to the procedure of any sub- committee). In the event of the voting being equal on any matter, the Chairman shall have a second or casting vote.

(D) The Management Committee shall have powers to apply, act upon and enforcethe Rules of the Competition and shall also have jurisdiction over all matters affectingthe Competition, including any not provided for in the Rules. With the exception of Rules 5(i), 6(h), 10(a), 11 and 19, for all breaches of Rule a formal written chargemust be issued. The respondent shall be given seven days from the date of notice toreply to the charge and given the opportunity to:-(i) Accept or deny the charge(ii) Submit in writing a case of mitigation, or(iii) Put their case before the Management Committee. All breaches of the Laws of the Game, Rules and Regulations of The FootballAssociation shall be dealt with in accordance with FA. rules by the appropriateassociation.

With the exception of Clubs playing at Step 7 of the Football Pyramid and the FAWomen’s Premier League, the maximum fine permitted for any breach of aCompetition rule is £250 and, when setting any fine, the Competition must ensure thatthe penalty is proportional to the offence, taking into account any mitigatingcircumstances.

(E) All decisions of the Management Committee shall be binding subject to the rightof appeal in accordance with Rule 16.Decisions of the Management Committee must be notified in writing to thoseconcerned within seven days.

(F) Five Members of the Management Committee shall constitute a quorum for thetransaction of business of the Management Committee and three members shallconstitute a quorum for the transaction of business by any sub-committee of theCompetition.

(G) The Management Committee, as it may deem necessary, shall have power to fillin an acting capacity, any vacancies that may occur amongst their number.

(H) A Club having failed to comply with an order or instruction of the ManagementCommittee, or failing to satisfactorily attend to the business and/or thecorrespondence of the Competition, shall be liable to be fined or otherwise penalizedat the discretion of the Management Committee.

(I) All fines and charges shall be paid within 14 days of the date of posting of thewritten notification. Any Club failing to do so will be fined a maximum of £50. Further failure to pay the fine including the additional sum within 14 days will resultin fixtures being withdrawn until such time as the outstanding payments are settled.

(J) A member of the Management Committee appointed by the Competition to attenda meeting or match may have any expenses incurred refunded by the Competition.

(K) The Management Committee shall have the power to fill any vacancy that mayoccur in the membership of the Competition between the Annual General or Special

General Meeting called to decide the constitution and the commencement of theCompetition season.

(L) The business of the Competition as determined by the Management Committeemay be transacted by electronic mail or facsimile.

6. Annual General Meeting(A) The Annual General Meeting shall be held not later than 30th JUNE in each year.At this meeting the following business shall be transacted provided that at least TENMembers are present and entitled to vote:-(i) To receive and confirm the Minutes of the preceding Annual General Meeting.(ii) To consider and business arising thereupon.(iii) To receive and adopt the Annual Report, Balance Sheet and Statement of Accounts.(iv) Election of Clubs to fill vacancies (as recommended by the Management Committee).(v) Constitution of the Competition for the ensuing season.(vi) Election of Officers and Management Committee.(vii) AppointmentofAuditors(viii) Alteration of Rules, if any (of which notice has been given).(ix) Fix the date for the commencement of the season and kick off times applicable to the competitions.(x) Other business of which due notice shall have been given and accepted as being relevant to an Annual General Meeting.

(B) A copy of the duly audited Balance Sheet, Statement of Accounts and Agendashall be forwarded to each Club at least fourteen days prior to the meeting, and to theCHESHIRE County Football Association.

(C) A signed copy of the duly audited Balance Sheet and the statement of accountsshall be sent to the CHESHIRE County Football Association within fourteen days ofits adoption by the Annual General Meeting.

(D) EachFullMemberClubshallbeempoweredtosendtwodelegatestoan Annual GeneralMeeting. Each Club shall be entitled to one vote only. Fourteen days notice shall begiven of any meeting.

(E) Clubs who have withdrawn their Membership of the Competition during theseason being concluded or who are not continuing Membership shall be entitled toattend but shall vote only on matters relating to the season being concluded.

(F) All voting shall be conducted by a show of voting cards unless a ballot bedemanded by at least six of the delegates qualified to vote or the Chairman so decides.

(G) No individual shall be entitled to vote on behalf of more than one Full MemberClub.

(H) Any continuing Member Club failing to be represented at the Annual GeneralMeeting without satisfactory reason being given shall be fined £25.

(I) Officers and Management Committee members shall be entitled to attend and voteat an Annual General Meeting.

7. Any alteration of the Chairman and/or Secretary on the above Agreement must benotified to the CHESHIRE County Football Association to which the Club isaffiliated and to the Secretary of the Competition.

(Note: The spaces above are intended for the inclusion of the signatures andaddresses of officers and members).

8. Qualification of Players(A) Contract players as defined in Football Association Rules are not permitted in thisCompetitionwith the exception of those Players who are registered under Contractwith the same Club who have a team operating at Steps 1 to 6 of the National LeagueSystem.It is the responsibility of each Club to ensure that any Player signing a registration form for that Club has, where necessary, the required International TransferCertificate. Clearance is required for any Player aged 12 and over crossing bordersincluding Wales, Scotland and Ireland.While serving in any branch of Her Majesty’s Regular Forces, a player must firstobtain the consent of his Association Secretary before signing a registration form toplay for a Club.

(B) A registered playing member of a Club is one who, being in all other respectseligible has:- Signed a fully and correctly completed Competition registration form in ink, countersigned by an Officer of the Club, and who has been registered with theRegistration Secretary one day prior to playing and whose completed registrationcounterfoil has been received by the Club prior to playing.

(C) A player having taken part in matches for any Club affiliated to any CountyFootball Association shall not be allowed to join, be transferred to, or sign for a Clubin the Competition without first proving to the officials of the intended Club that theplayer has discharged all reasonable financial liabilities to the previous Club or Clubs,and a Club official may not accept such player’s signature without first ascertainingwhether such claims have been discharged to the satisfaction of the Club, or Clubs,for which the player last played.

(D) Afeeof£1shallbepaidforeachplayerregistered. Registration forms shall be obtained from the Registration Secretary on prepayment of £1 per form for the first 15forms.The costs for other forms will be paid for by a further 2 installments throughthe season. Registrations are valid for one season only. A Stamped Self-Addressed Envelope (SAE) must be included with all registration forms for the return of thecounterfoils. Failure to do so will result in a fine of £2 per failure. All clubs mustregister at least 14 players per team, 14 days prior to the start of the season. Failure tocomply will render the club unable to play and be liable to a £25 fine.

(E) The Management Committee shall decide all registration disputes. In the event of a player signing a registration form or having a registration submitted for morethan one Club, priority of registration shall decide for which Club the player shall beregistered. The Registration Secretary shall notify the Club last applying to registerthe player of the fact of the previous registration.

(F) It shall be deemed misconduct for a player to:-(i) Play for more than one Club in the Competition in the same season without first being transferred.(ii) Having signed for one Club in the Competition, sign for another Club in the Competition in that season except for the purpose of a transfer. (iii) Submit a signed registration form for registration that the player had willfullyneglected to accurately or fully complete.

(G) (i)The Management Committee shall have power to accept the registration of anyplayer subject to the provisions of clauses (ii) & (iii) below.(ii) The Management Committee shall have power to refuse, cancel or suspend theregistration of any player or may fine any player at their discretion who has beencharged and found guilty of registration irregularities. (Subject to Rule 16).(iii) The Management Committee shall have power to make application to refuse orcancel the registration of any player charged and found guilty of undesirable conduct(Subject to Rule 16) subject to the right of appeal to the FA or the relevant CountyFootball Association. Undesirable conduct shall mean an incident of repeated provenmisconduct, which may deter a participant from being involved in this competition.Application should be made to the parent County of the Club the player is registeredor intending to be registered with.(iv) For a player who has previously had a registration removed in accordance withclause (iii) but has a registration accepted at the expiry of exclusion will beconsidered to be under a probationary period of 12 months. Whilst under aprobationary period, should the player commit a further act of proven misconductunder the jurisdiction of the Competition, (excluding standard dismissals), theCompetition would be empowered to consider a further charge of bringing theCompetition into disrepute.

(Note: Action under clause (iii) shall not be taken against a player for misconductuntil the matter has been dealt with by the appropriate Association, and then only incases of the player bringing the competition into disrepute and will in any case besubject to an Appeal to the Football Association. All decisions must include theperiod of restriction. For the purpose of this rule, bringing the competition intodisrepute can only be considered where the player has received in excess of 112 days

suspension or 10 match based discipline, in a period of two years or less from the dateof the first offence for any team playing in this competition.)

(H) SubjecttoFA Rule C 2(A),dealingwithplayerswithouta written contract when aplayer desires a transfer, the Club the player wishes to transfer to shall submit atransfer form to the Registration Secretary accompanied by a fee of £5. Such transfersshall be referred by the Registration Secretary to the Club for which the player isregistered. Should the Club object to the transfer it should state its objections inwriting to the Registration Secretary and to the player concerned within seven days ofreceipt of the transfer form. Upon receipt of the Club’s consent, or upon its failure togive written objection within seven days, the Registration Secretary may, on behalf ofthe Management Committee, transfer the player who shall be deemed eligible to playfor the new Club from such date or even days after receipt of such transfer. In the event of an objection to a transfer the matter shall be referred to the ManagementCommittee for a decision.

(I) A player may not be registered for a Club nor transferred to another Club in theCompetition after 31st March except by special permission of the ManagementCommittee.

(J) A Club shall keep a list of the players it registers and a record of the games inwhich they have played, and shall produce such records upon demand by theManagement Committee.

(K) A register containing the names of all players registered for each Club, with thedate of registration, shall be kept by the Registration Secretary and shall be open tothe inspection of any duly appointed Member Club representative at all ManagementCommittee meeting or at other times mutually arranged.In the event of a player without a written contract changing his status to that of acontract player with the same club, another club in the competition or with a club inanother competition his registration as a player without a written contract willautomatically be cancelled and declared voidunless the Club conforms to theexception detailed in Rule 8 (A)

(L) A player shall not be eligible to play for a team in any special championship,promotion or relegation-deciding match (as specified in Rule 12(A)) unless the playerhas played four games for that team in the Competition in the current season.

(M) (i)Any team playing an unregistered or otherwise ineligible player or playersshall have the points gained in the match deducted from its total and may be finedand/or otherwise dealt with at the discretion of the Management Committee.(ii) In addition the team may have Three points deducted from its total at thediscretion of the Management Committee and may be dealt with an any furthermanner which is thought to be fit. (iii) The Management Committee may, at its discretion, award the points available inthe match in question to the opponents, subject to the match not being ordered to bereplayed.(The following Clause applies to Competitions involving players in full- timesecondary education):-

(M) For players under the age of 18 Football Association rules will apply. To playopen age football the player must have achieved the age of 16.

9. Club Colours, Club Name(A) Every Club must register the colour of the shirts and shorts with the Secretary bythe date of the Annual General Meeting, who shall decide as to their suitability.Goalkeepers must wear colours, which distinguish them from other players and the referee. No player, including the goalkeeper, shall be permitted to wear black or very dark shirts. Any team not being able to play in its normal colours as registered with the Competition shall notify the colours in which they will play to its opponentsat least THREE days before the match. If in the opinion of the referee, two Clubs have the same or similar colours, the away team shall make the change. Any team nothaving a change of colours or delaying the kick off by not having a change shall befined £25. The Secretary of the Competition may request shirts to be submitted if complaints are received as to lack of distinguishing colours and the ManagementCommittee may refuse to permit any shirts or shorts as they think fit. Shirts must benumbered. Team captains must be identifiable by the wearing of an armband whilst on the field of play.

(B) Any Club wishing to change its name and/or colours must seek permission fromits affiliated County Association and from the Management Committee.

PLAYING SEASON, CONDITIONS OF PLAY

10. Times of Kick-off, Postponements, Substitutes(A) The Annual General Meeting shall determine the date for the commencement ofthe season in accordance with Football Association Rules. Original fixtures arrangedby the Fixtures Secretary, or at a meeting specially convened for that purpose, to beheld no later than 25th March, must not be arranged for a date later than seven dayspreceding the concluding date.

(B) All matches shall be played in accordance with the Laws of the Game asdetermined by the International Football Board. Clubs must take all reasonable precautions to keep their grounds in a playable condition. All matches shall be playedon pitches deemed suitable by the Management Committee. If through any fault of thehome team a match has to be replayed, the Management Committee shall have powerto order the venue to be changed. The Management Committee shall have power to decide whether a pitch and/or facilities are suitable for matches in the Competitionand to order the Club concerned to play its fixtures on another ground. Football Turfpitches (3G) are allowed in this Competition providing they meet the requiredperformance standards and are listed on the FA’s Register of Football Turf pitches.For clubs playing at Step 7 and below a pitch must be tested (by a FIFA accreditedtest institute) every three years and the results passed to the FA. The FA will give adecision on the suitability for use and add the pitch to the Register.The home Club is also responsible for advising participants of footwear requirementswhen confirming match arrangements in accordance with Rule 10(D).All matches shall have a duration of 90 minutes unless a shorter time (not less than 60 minutes) is mutually arranged by the two captains in consultation with the refereeprior to the commencement of the match, and in any event shall be of equal halves.The times of kick-off shall be fixed by the AGM Any Club failing to commence at

the appointed time shall be fined a sum not exceeding 50p per minute or be dealt withas the Management Committee may determine. Referees must order matches to commence at the appointed time and must report all late starts to the Competition.The home team must provide at least two footballs fit for play and the referee shall make a report to the Competition if the footballs are unsuitable. Goal nets must beused.

(C) Except by permission of the Management Committee all matches must be playedon the dates originally fixed but priority shall be given to The Football Associationand parentCounty Association Cup Competitions. All other matches must beconsidered secondary. Clubs may mutually agree to bring forward a match with theconsent of the Fixtures Secretary.

(D) The Secretary of the home Club must give notice in writing of full particulars ofthe location of, and access to, the ground and time of kick- off to the Secretary of theopposing Club at least THREE clear days prior to the playing of the match. The awayClub shall seek and acknowledge receipt of such particulars.Any Club failing to comply with this Rule shall be liable to a fine of £25.

(E) Every Club shall play its best available qualified team or teams in all matches inthe Competition. In the event of a Club playing in a match with less than 11 players they may be fined £5 for each missing player. A minimum of 7 players will constitutea team for a Competition match.

(F) (i)Home and away matches shall be played. In the event of a Club failing to keepits engagement the Management Committee shall have power to inflict a fine, deductpoints from the defaulting Club, award points from the match in question to theopponents, order the defaulting Club to pay any expenses incurred by the opponentsor otherwise deal with them except the award of goals. Notwithstanding the foregoing home and away provision, the Management Committee shall have power toorder amatch to be played on a neutral ground or on the opponent’s ground if they aresatisfied that such action is warranted by the circumstances.

(ii)Any Club with more than one team in the Competition shall always fulfill itsfixture within the Competition, in the following order of precedence:- First Team,Reserve Team, A Team. Clubs in breach of this requirement shall be fined a sum notexceeding £25 or otherwise dealt with by the Management Committee.

(iii)Any Club unable to fulfill a fixture or where a fixture has been postponed for anyreason, must, without delay, give notice to the League Secretary, Fixture Secretary,the Referee Appointments Secretary, the Secretary of the opposing Club and theMatch Officials. Any Club failing to comply, shall be dealt with by the ManagementCommittee who may inflict a fine.

(iv)In the event of a match not being played or abandoned owing to causes over which neither Club has control, it shall be played in its entirety on a date to bemutually agreed by the two Clubs and approved by the Management Committee.Failing such agreement and notification to the Fixtures Secretary within 7 days the

Management Committee shall have power to order the match to be played on a nameddate or on or before a given date.

(v)The Management Committee shall review all matches abandoned in cases where it is consequent upon the conduct of either or both Teams. Where it is to theadvantage of the Competition and does no injustice to either Club, the ManagementCommittee shall be empowered to order the score at the time of the abandonment tostand. In all cases where the Management Committee are satisfied that a match wasabandoned owing to the conduct of one team or its Club member(s) they shall beempowered to award the points for the match to the opponent. In cases where amatch has been abandoned owing to the conduct of both teams, or their Clubmember(s), the Management Committee shall rule all points for the match as void. Nofine(s) can be applied by the Management Committee for an abandoned match.

(vi) The Management Committee shall review any match that has taken place whereeither or both teams were under a suspension imposed upon them by the Associationor Affiliated Association. In each case the team that was under suspension would bedealt with in the same manner as if they had participated with ineligible players inaccordance with Rule 8(O) above. Where both teams were under suspension the gamemust be declared null and void.

(G) A Club may at its discretion and in accordance with the Laws of the Game use 3substitute players in any match in this Competition who may be selected from 5players. The referee shall be informed of the names of the substitutes not later than TEN minutes before the start of the match. A player who has been selected, appointed or named as a substitute before the start of the match but does not actuallyplay in the game shall not be considered to have been a player in that game within themeaning of Rule 8 of this Competition.

(H) The half-time interval shall be of TEN minutes duration, but it shall not exceedfifteen minutes. The half-time interval may only be altered with the consent of thereferee.(I) All Clubs must be available to play on any Chester & District Football Leagueday, i.e. Saturday, Monday, Wednesday or Friday even though they may not have afixture listed. All Clubs will be informed of any additional fixtures by 21.00hours onthe Tuesday prior to the Saturday. A minimum of 48hours notice will be given formidweek games.

(J) All Clubs must display the full postal address of their grounds with post codes andtelephone numbers in their changing rooms, so as to assist the emergency services inthe event of an accident.

(K) Clubsmustbepreparedto fulfill allfixtures.If,duetoinclementweatherconditions, thehome club considers their pitch is unfit for use, they must call upon any registeredreferee to do a pitch inspection whose decision shall be final. If a game is postponeddue to ground problems, where practical, every effort must be made to play the fixtureon the opponents pitch if it is fit and available. (Especially in cup games.) Theexecutive committee shall have power to rearrange the game on a ground of itschoice. The home club shall remain responsible for all its original expenses upto itsusual outlay. Clubs failing to comply with this rule shall be fined £25.

(L) The Competition shall require all players and club officials to have signed theFA’s Respect Codes of Conduct and produce these if so requested by the LeagueManagement Committee.

11. Reporting Results(A) The Registration Secretary must receive via email within 2 days of the dateplayed, the result of each Competition match in the prescribed manner. Thismust include forename(s) and surname of the team players and also the Refereemarkings required by Rule 13 and a Respect mark out of 100 for thesportsmanship of their opponents. Plus any other information required by theCompetition. Failure to do so will incur a fine of £10 and/or the Club being dealtwith as the Management Committee decides.

(B) The Home Club shall telephone the result of each match to the MediaSecretary by 5 pm or by 9 pm for evening games. A fine of £10 will be imposedfor failure to comply.

(C) The match result notifications, correctly completed, shall be emailed by arecognised member of the Club, to [email protected]. This will then besent to the League Registration Secretary at the e-mail address given. Teams willexchange the yellow copies with their opponents 10 minutes prior to Kick Off inthe presence of the Match Official and this will be kept for the current season.This must be submitted to the Management Committee upon request. The top(White copy) will be given to the Match Official prior to kick off, who will retainthis for his records for the current season and will present it to the ManagementCommittee upon request. The Management Committee shall have power to takesuch action, as they deem suitable against a Club, which submits an incompleteform or one with incorrect information on it.

(D) Each Club shall provide a list of names of players taking part in the game(including the names of nominated substitutes) to the Referee and arepresentative of their opponents in the presence of the Referee and at least TENminutes before the scheduled time of the kick off. Players named on the list mustwear the corresponding numbered shirt in the game, and also be namedcorrectly on the Match Report Form required under paragraph (A). Each part ofthe triplicate form must be distributed as instructed on the sheets and inaccordance with the rules. Clubs who turn up on match day without their resultbook will be fined £25. Any lost or stolen books must be replaced at a cost of £25.In the event that a club attends a fixture without their result book they must usea triplicate form from the back of their opponents book and direct the copies inthe prescribed manner.

12. Determining Championship(A) Team rankings within the Competition shall be decided by points, with threepoints awarded for a win and one point for a drawn match. The teams gaining thehighest number of points in their respective Divisions at the conclusion shall beadjudged the winners. Matches must not be played for double points.

In circumstances where two or more teams are equal on points team rankings shall bedetermined by goal difference where the goals scored against by each team shall bededucted from the goals scored by that team and the largest positive difference shallbe placed the highest. In the event of the goal difference being equal the highestplaced team shall be the team, which has scored the most goals. In the event that twoor more teams have the same goal difference and have scored the same number ofgoals then the highest placed team shall be the team, which has won the mostmatches.

In the event of the two teams still being equal the team which has the better playingrecord against the other team in their head to head Competition matches during theSeason will be the highest placed team.

If the records of two or more teams are still equal and it is necessary for any reason todetermine the position of each then the teams affected shall play a deciding match ormatches as determined by the Management Committee.

(B) Automatic promotion and relegation shall be applied for the first Two and lastTwo teams in each Division except as provided for hereunder, subject to theprovisions of Rule 1(B).(i) Should one or more teams withdraw from any one Division after the fixtures havecommenced an equal number of teams to those withdrawing in that Division shall notbe automatically relegated.(ii) Vacancies occurring after the conclusion of the season may be filled in any of thefollowing ways:-(a) Retention of otherwise relegated team(s)(b) additional promotion of the next ranked team(s) from theDivision below (c) election(iii) The last two teams in the lowest Division shall retire, but be eligible for re-election except as below, and be subject to the conditions of paragraph (B)(i) above.(iv) When a senior team is relegated to a lower Division of which its reserve team is amember, or entitled to be a member, such reserve team must accept relegation to, orretain its position in the next lower Division; and should the senior team be relegatedto the lowest Division its reserve team automatically retires from the Competition.(v) Should either or both of the leading teams in any Division have its senior team inthe next higher Division, promotion shall fall, at the discretion of the GeneralMeeting, to the next highest team or teams in the Divisions concerned.

(C) In the event of a team not competing 75% of its fixtures for the season all pointsobtained by or recorded against such defaulting team shall be expunged from theCompetition table.

13. Referees(A) Registered Referees (and Assistant Referee’s where approved by the FA orCounty FA) for all matches shall be appointed in a manner approved by theManagement Committee and by the sanctioning Association(s).

(B) In the event of the non-appearance of the appointed Referee the senior AssistantReferee shall take charge. In cases where there are no officially appointed AssistantReferees, the Clubs shall agree upon a Referee. An individual thus agreed upon shall,for that game, have the full powers, status and authority of a registered Referee.Individuals under the age of 16 must not participate either as a Referee or AssistantReferee in any open age competition.

(C) The Management Committee may, if they consider it desirable, or uponapplication by the two competing Clubs, appoint Assistant Referees, if available, toany match. Where Assistant Referees are not appointed each team shall provide aClub Assistant Referee. Failure to do so will result in a fine of £25 being imposed on the defaulting team.

(D) TheappointedRefereeshallhavepowertodecideastothefitnessofthe ground in allmatches and the decision shall be final subject to either in the case of a ground of aLocal Authority or the owners of the ground, the Representative of that body is thesole arbiter and whose decision must be accepted unless the ground is declared fit forplay.

(E) Subject to any limits/provisions laid down by the sanctioning Association, MatchOfficials appointed under this rule shall be paid: Referees £24 plus £6 expenses,Registered Referees appointed by the Management Committee as Assistant Referees£15. Both teams shall pay the referee their fee on a 50/50 basis before the match. It isthe responsibility of the clubs to ensure that the officials are paid in this way. Failureto comply will result in a £25 fine.

(F) In the event of a match not being played because of circumstances over which theClubs have no control, the Match Officials, if present, shall be entitled to half fee.Where a match is not played owing to one Club being in default that Club shall beordered to pay the Officials, if they attend the ground, their full fee.

(G) A referee not keeping his or her engagement, and failing to give a satisfactoryexplanation as to their non-attendance, may be reported to the Association with whichhe or she is registered.

(H) EachClubshall,inamannerprescribedfromtimetotimebytheFootball Association,award marks to the Referee for each match and the name of the Referee and the marksawarded shall be submitted to the Competition on the prescribed Form provided.Clubs failing to comply with this Rule shall be liable to be fined or dealt with, as theManagement Committee shall determine.

(I) The competition shall keep a record of the markings and, on the form provided bythe prescribed date each season, shall submit a summary to the Football Association /County Association.

(J) Referees and Assistant Referees shall be supplied, each season, with a copy of theCompetition Rules free of charge.

14. Continuation of Membership or Withdrawal of a Club(A) After31stDecemberinthecurrentSeasonaClubintending,orhavinga provisionalintention, to withdraw from the Competition on completion of its fixtures andfulfillment of all other obligations to the Competition must notify the Secretary inwriting by 31st March each Season or be liable to a fine not exceeding £75.

(B) A club shall not be allowed to withdraw any or all of its teams from theCompetition after the Annual General Meeting / arrangement of fixtures, for thefollowing Season.

(i) Any Club infringing this Rule after the fixtures have commenced shall be liable to a fine not exceeding £25per team and shall also be liable for its share of any callwhich may be made under Rule 5(D).

(ii) AnyClubinfringingthisRuleandnotdisbandingbeforethefixtures have commencedshall be liable to a fine not exceeding £25 per team and shall also be liable for itsshare of any call which may be made under Rule 5(D).

(iii) Any Club infringing this Rule and disbanding before the fixtures havecommenced cannot be fined but will be liable for their financial commitments prior todisbanding.

(C) The Membership for the coming Season having been decided at the AnnualGeneral Meeting held not later than the 30th JUNE the Competition shall have theright, irrespective of other provisions in the Rule, to refuse to permit a Club towithdraw its team(s) in order to join another Competition and may hold the Club to itsengagements.

(D)In the event of a Member Club, which, is in an un-incorporated associationwithdrawing and/or disbanding, it shall be immediately liable to discharge all itsfinancial and other obligations to the Competition. In the event that any such obligations remain un-discharged after a period of twenty-one (21) days, then,suchobligation shall be met by the then current Club Members, excluding those under thestatutory school leaving age. Until a Member’s pro rata obligation is discharged infull the Member shall not be allowed to participate in the Competition, which mayapply to the Clubs Parent County Association for a suspension order.If the debt remains unpaid after eighty-four (84) days the Competition may apply tothe Club’s parent County Association for the debt to be recovered in accordance withthe FA Football Debt Recovery System. Once the matter has been passed to theClub’s parent County Association the debt can only be cleared by payment to thatCounty Association.

15. Protests and Complaints(A) (i) All questions of eligibility, qualifications of players or interpretations of theRules shall be referred to the Management Committee.(ii) Objections relevant to the dimensions of the pitch, goals, flag posts or otherfacilities of the venue will not be entertained by the Management Committee unless aprotest is lodged with the Referee before the commencement of the match. Any Clublodging such protest and not proceeding with it shall be deemed guilty of a breach ofthis Rule and shall be dealt with by the Management Committee.

(B) Except in cases where the Management Committee decides that there are specialcircumstances, protests and complaints (which must contain full particulars of thegrounds upon which they are founded) must be lodged in duplicate with the Secretarywithin Five days (excluding Sundays) of the match or occurrence to which they refer.A protest or complaint shall not be withdrawn except by permission of themanagement committee. A Member of the Management Committee who is a memberof any Club involved shall not be present (except as a witness or representative of hisClub) when such protest or complaint is being determined.

(C) Any dispute occurring between Clubs in the Competition shall be referred fordetermination by the Management Committee, whose decision shall be binding uponall parties subject to Rule 16.

(D) No protest of whatever kind shall be considered by the Management Committeeunless the complaining Club shall have deposited with the Secretary a sum of £25.This may be forfeited in whole or in part in the event of the complaining or protestingClub losing its case. The Competition shall have power to order the defaulting Club orthe Club making a losing or frivolous protest or complaint to pay the expenses of theenquiry or to order the costs to be shared by parties.

(E) All parties to a protest or complaint must receive a copy of the submission andmust be afforded an opportunity to make a statement at least 7 days prior to theprotest or complaint being heard.(i) All parties must have received 7 days’ notice of the Hearing should they beinstructed to attend.(ii) Should a Club elect to state its case in person then they should forward a depositof £35 and indicate such when forwarding the written response.

16. Board of AppealWithin 14 days of the posting of written notification of any decision of theManagement Committee of the Competition, a Club Official or Player againstwhom action is taken may appeal against such decision by lodging particulars induplicate with the Secretary of the CHESHIRE COUNTY Football Association,including a fee of £35, for adjudication of a Board of Appeal. The grounds ofappeal shall be in accordance with FA Rules. The Board of Appeal may order theappeal fee to be forfeited and shall decide by whom the costs of the appeal shallbe borne. The decision of the Board of Appeal is final and binding on all partiesconcerned.

EXCLUSION OF CLUBS OR TEAMS

17. Misconduct, Clubs, Officials, Players(A) AttheAnnualGeneralMeeting,orSpecialGeneralMeetingcalledforthe purpose,Notice of Motion having been duly circulated on the Agenda, the accredited delegatespresent shall have the power to exclude any Club or Team from further membershipupon a majority of two-thirds of the votes cast which must be supported by (morethan) two thirds (2/3) of those present and voting. Voting on this point shall beconducted by ballot.

(B) At the Annual General Meeting, or at a Special General Meeting called for thepurpose, in accordance with Rule 19, the accredited delegates present shall have thepower to exclude from further participation in the Competition any Club whoseconduct has in their opinion, been undesirable upon a majority of two-thirds of thevotes cast. Voting on this point shall be by ballot. A Club whose conduct is thesubject of the vote being taken shall be excluded from voting.

(C) Any official or member of a Club proved guilty of either misconduct, other thanfield offences, or of inducing or attempting to induce a player or players of anotherClub in the Competition to join them shall be liable to expulsion or such penalty as aGeneral Meeting or Management Committee may decide, and their Club shall also beliable to expulsion in accordance with the provision of Clause (A) and (B) of thisRule.

(D) Any Club or Team failing to complete all of its fixtures in any season shall(unless the conditions are beyond their control, or the accredited delegates present atthe Annual General Meeting or a Special General Meeting decide otherwise by amajority of two-thirds of the votes cast) be debarred from membership for thefollowing season.

TROPHY: LEGAL OWNERS, CONDITIONS OF TAKING OVER.

18. Agreement to be signed – Awards(A) A Competition Cup or Trophy shall be vested in the Association sanctioning theCompetition as Trustees. If a Competition be discontinued for any cause the Cup orTrophy shall be returned to the Donor, if the condition attached to it so provide, orotherwise dealt with as the Association may decide. At the close of each competitionawards may be made to the winners and runners-up if the funds of the Competitionpermit.The following agreement shall be signed on behalf of the winners of the Cup orTrophy:-‘We A ...................................... and B .........................................., the Chairman andSecretary of ........................................................... FC, members representing theClub, having been declared winners of......................................................... Cup or Trophy, and it having been delivered to usby the Competition, do hereby on behalf of the Clubjointly and severally agree toreturn the Cup or Trophy to the Com- petition Secretary on or before 31st March. Ifthe Cup or Trophy is lost or damaged whilst under our care we agree to refund to theCompetition the amount of its current value or the cost of its thorough repair.’

The winners of all cups and shields shall be required to pay an equal share of theannual cost of insurance for each cup and shield won within seven days of thepresentation of the said cup or shield.

(B) At the close of each Competition awards may/shall be made to the winners andrunners-up if the funds of the Competition permit.

19. Special General MeetingsUpon receiving a requisition signed by two-thirds of the Clubs in membership theSecretary shall call a Special General Meeting.

The Management Committee may call a Special General Meeting at any time.At least seven days notice shall be given of either meeting under this Rule, togetherwith an agenda of the business to be transacted at such meeting. Each Full MemberClub shall be empowered to send two delegates to all Special General Meetings. EachClub shall be entitled to one vote only, as will members of the managementcommittee. Any continuing Member Club failing to be represented at a SpecialGeneral Meeting without satisfactory reason being given shall be fined £25.Officers and Management Committee members shall be entitled to attend and vote atall Special General Meetings. All amendment of rules can only be implemented onceapproved by the appropriate sanctioning authority.

20. Alteration to RulesAlterations, for which consent has been given by the sanctioning Association, shall be made to these Rules only at the Annual General Meeting or at a Special GeneralMeeting specially convened for the purpose called in accordance with Rule 19. Anyalteration made during the playing season to the Rule relating to the qualification ofplayers shall not take effect until the following season. Notice of proposed alterations to be considered at the Annual General Meeting shall be submitted to theSecretary by 31st March in each year. The proposals, together with any proposals bythe Management Committee, shall be circulated to the Clubs by 14th April and anyamendments thereto shall be submitted to the Secretary by 30th April. The proposalsand proposed amendments thereto shall be circulated to Clubs with the notice of theAnnual General Meeting. A proposal to change a Rule shall be carried if two thirds [amajority] of those present and entitled to vote and voting are in favour. A copy of the proposed alterations to Rules to be considered at the Annual General Meeting orSpecial General Meeting shall be submitted to the sanctioning Football Associationtwenty eight days prior to the date of the meeting.

21. Rules Binding on ClubsEach Member Club shall be deemed to have given its assent to the foregoing Rules and agreed to abide by the decisions of the Management Committee subject to Rule16. Each Member Club must abide by any issued Football Association Code ofConduct.

22. Finance(A) The Management Committee shall determine with which bank or other financialinstitution the funds of the Competition will be lodged.

(B) All expenditure in excess of £100 shall be approved by the ManagementCommittee. Cheques shall be signed by at least two Officers nominated by theManagement Committee. All payments may be paid and received by the BACSmethod.

(C) The financial year of the Competition will end on 31st December.

(D) The books, or a certified balance sheet, of a Competition shall be prepared andshall be audited annually by some suitable person(s) who shall be appointed at theAnnual General Meeting.

23. Insurance(A) All clubs must have public liability insurance cover of at least £10,000,000. (TenMillion GBP.).

All Clubs shall be members of a Players’ personal accident scheme. The policy covershall be at least equal to the minimum recommended cover determined from time totime by the sanctioning Association. In instances where The Football Association isthe sanctioning Association, the minimum recommended cover will be the coverrequired by the Affiliated Association to which a Club affiliates.

DISSOLUTION(A)Dissolution of the Competition shall be by resolution approved at a SpecialGeneral Meeting by a majority of three quarters (3/4) of the members present andshall take effect from the date of the relevant Special General Meeting.(B)In the event of the dissolution of the Competition, the members of theManagement Committee are responsible for the winding up of the assets andliabilities of the Competition.(C)The Management Committee shall deal with any surplus assets as follows:

(i)Any surplus assets, save for a Trophy or any other presentation, remaining after thedischarge of the debts and liabilities of the Competition shall be transferred only toanother Competition or Affiliated Association or The Football AssociationBenevolent Fund or to such other charitable or benevolent object in the locality of theCompetition as determined by resolution at or before the time of winding up, andapproved in writing by the sanctioning Association.

(ii) If a Competition is discontinued for any reason a Trophy or any other presentationshall be returned to the Donor if the conditions attached to it so provide or, if not,dealt with as the sanctioning Association may decide.

RULES OF THE LEAGUE CUP, CAYZER SHIELD AND TOMGERRAGHTY MEMORIAL TROPHY COMPETITIONS

1. Control and Management(A) The competitions called ‘The Chester & District League Cup Competition’ and‘Cayzer Shield Competition’ shall be competed for each season. All CDFL teamsshall play for The TGMT. The entrance fee of £25 is payable at the start of theseason along with the registration fees. Failure to pay by the due date will resultin the team being omitted from the TGMT during that season.

(B) Entry to The League Cup shall be confined to teams in the Premier Division andFirst Division of the League and entry to The Cayzer Shield to teams in the remainingDivisions of the League. All teams will be required to enter the appropriatecompetition.

(C) The entire control and management of the competition shall be vested in theManagement Committee of the Chester and District League.

(D) All Chester & District Football League Cup competitions may, at the discretion ofthe Management Committee, be played on a group or knock-out basis.

(E) In all rounds of the competition, if the scores are level after 90 minutes, extra timeof 15 minutes each way shall be played (the Referee may reduce this time if localcircumstances dictate, and in such cases both team captains must be informed beforethe commencement of extra time. Both halves must be equal). When a match hasresulted in a draw after extra time, kicks from the penalty mark shall be taken todetermine the winner, in accordance with the procedure adopted by The InternationalFootball Association Board.

(F) In the Semi-Final and Final ties the Management Committee shall fix grounds andtake gate receipts. No Club shall be allowed to protest against a ground appointed bythe Committee.

(G) Teams in the Semi-Final of the competitions shall provide a suitable football foruse in the game and shall share the cost of the match officials and ground hire equally.In the Semi-Finals and Finals in the event of colours being alike, both teams shallchange unless being mutually agreed.

(H) In Semi-Final and Final ties, Clubs shall exchange and submit to the LeagueSecretary seven days prior to the match, a list of players from which their team will beselected. The list must include a minimum of four qualifying dates as defined in CupRule 2(B), together with your opponents on those dates. Failure to comply with thisRule will incur a fine not exceeding £25.

2. Qualification of Players(A) A player for the purposes of these competitions must have been duly registeredseven days previous to playing in either competition. All such registration must havebeen on or before the 31st March in the current season.

(B) In addition to 2(A) in Semi-Final and Final ties all players must have played innot less than four Chester & District League or Chester &District League competitionmatches, for the participating club, by the 31st March in the current season.

(C) The Management Committee, upon an application from a club, shall have powerto rescind Rule 2(B). The concession would only apply in the case of an injuredgoalkeeper for whom the club had no qualified replacement. A condition ofapplication must be that the replacement goalkeeper must have played for his club inthat position during the current season.

(D) A player can only play for one team in these competitions during the currentseason.

(E) A player who has played in the League Cup competition during the current seasonis not eligible to play in the Cayzer Shield competition.

(F) In the case of postponed, drawn, abandoned or re-played matches, only thoseplayers shall be allowed to play who were eligible on the day fixed for the original tie.

(G) Any club playing a player who is not qualified as above shall be removed fromthe competition, fined and the Management Committee may also take such furtheraction as they deem necessary.

(H) Where a cup tie has been postponed due to the state of the pitch, the managementcommittee has the power to order the match to be played at the ground of theopponents or an alternative venue if fit.

3. Protests(A) Protests, except in respect of Semi-Final and Final ties, shall be lodged inaccordance with League Rule 15(ii).

(B) In Semi-Final and Final ties all protests as to the eligibility of any player includedon the club’s list of players (see Rule 1(i)), must be made in writing to the LeagueSecretary accompanied by a fee of £25, to reach him not less than 24 hours prior tothe scheduled time of kick-off in the tie.

4. General RulesExcept where otherwise stated in the above rules, the Rules of the Chester & DistrictFootball League shall apply.

Players tell us they want a referee for every match, yet 7,000 match officials drop outeach season because of the abuse and intimidation they receive on and off the pitch.Respect your referee today and you may just get one for every match this season.

We all have a responsibility to promote high standards of behaviour in the game.

In The FA's survey of over 37,000 grassroots participants, behaviour was the biggestconcern in the game. This included both the abuse of match officials and theunacceptable behaviour by over competitive spectators and coaches on thesidelines.

The FA's Respect program is aimed at tackling unacceptable behaviour across thewhole game.

Play your part and observe The FA's Respect Code of Conduct for coaches, team managers and club officials at all times. I will:

. Show respect to others involved in the game including match officials, oppositionplayers, coaches, managers, officials and spectators

. Adhere to the Laws of the Game

. Display and promote high standards of behaviour

When officiating I will:

. Be honest and completely impartial at all times, irrespective of the teams, playersor team officials involved in the match
