According to an analysisof data from the NationalHighway TransportationSafety Administrationabout alcohol-related fatalcrashes around NewYears between 2000 and2009, deaths rise sharplyover the holidays com-pared to the same day ofthe week during otherweeks of the holiday sea-son. Theanalysis was con-ducted by the AAAFoundation for TrafficSafety.
On average, 80 peoplewere killed in crashes onNew Years Day with atleast one driver who hadsome alcohol in his or her

Many restaurant ownerswere upset by the proce-dural change and subse-quent restaurant closingslast year.
Health Officer LarryLeitch, of the CarrollCounty Health Depart-ment, said according toMaryland state law, a foodservice facility cannot op-
erate without a license.It should be obvious to
the owners why theirrestaurant was temporarilyclosed down, he said.
If you dont know all ofthis, then you shouldnt bein the food service busi-ness, Leitch said.
After some specific com-plaints that arose last year,he said the department istweaking certain aspects ofthe procedure.
The wording of the sign
placed on the door ofclosed down restaurantsmay be changed to make itabsolutely clear that theclosing is only related tofood licensing renewal, hesaid.
Some business ownerscomplained that the signplaced on the door lastyear might lead people to
believe the closure was be-cause of sanitation rea-sons.
I think thats whatcaused some stir last year,Leitch said.
The most significantchange that has been madefrom last year is that a su-pervisor will be availablein the office to immedi-ately review applicationsbeing brought in Monday,the day non-compliantrestaurants are scheduled
to be closed down.Hanley said the supervi-
sor will be able to addressquestions and concernswith the application.Though restaurant ownerswill not instantly receive alicense, they can leave withapproval to re-open, shesaid.
