CCMR Leads Army Civil Affairs Training at Joint Base Lewis-McChord

A team from the CCMR Multinational Exercises program led a training workshop for the 84th Civil-Affairs Battalion from 18-21 August at the AmericanLake conference center at Joint Base Lewis-McChord. The event, sponsored by US Army Pacific, aimed to prepare Civil Affairs personnel betterunderstand and support the Army’s security cooperation initiatives in the Pacific. The learning focused on principles, models, and mechanisms for foreigndisaster assistance and United Nations peacekeeping operations.

Crisis response is a common theme for security cooperation exercises, especially in Asia-Pacific countries that are prone to major disasters such asearthquakes, typhoons, and even volcanoes. Lessons learned from recent US military disaster assistance efforts in Haiti, Indonesia, and Thailand shapedmuch of the discussion. As CCMR team member Colleen Ruru observed, “There was a clear hunger for information. These participants understand theimportance of civil-military coordination and the relevance of this type of training to their Civil Affairs tasks.”

Peacekeeping also resounds as a military-to-military exchange focus in Pacific Command’s area of operations. Asia-Pacific security partners represent threeof the top ten troop contributing countries for United Nations missions. CCMR’s Scott Moreland reminded the audience that although US troops rarely donthe blue peacekeeper helmet, “UN Peacekeeping missions enhance our security partners’ capacity to conduct sustained expeditionary operations to stabilizesome of the world’s toughest conflict zones.”

The program was based on a combination of classroom instruction, scenario-based practical exercises, and interactive discussion panels. Practical exercisework and panel discussions were particularly fruitful, and the 84th Civil Affairs battalion participants were very pro-active and responsive to facilitated self-discovery. The practical exercises were also an opportunity for the CA teams to plan and train together, strengthening cohesion within the units. LieutenantColonel Dominic Y. Kusumoto and Command Sergeant Major Ryan Robert of the 84th CA battalion command group recognized the CCMR team at the endof the training. In his closing remarks, LTC Kusomoto noted, “This event has greatly benefitted our Soldiers as they prepare to conduct HumanitarianAssistance and disaster relief missions in the Pacific area of operations. We appreciate your willingness to conduct this training and thank you for yourcommitment.”
