China Center for International Economic Exchanges (CCIEE) , approved by the government of PRC, is a comprehensive organization dedicated to promoting international economic research and exchanges and providing consulting service. CCIEE attracts experienced economic researchers and has close connections with economic research resources in various fields. CCIEE was founded on Mar. 20th, 2009.

With the purpose of building a world-class new think tank with Chinese characteristics and steadfastly adhering to the philosophy of Originality, Rationality, Objectivity and Compatibility, CCIEE has pulled together social intellectual resources, conducted researches on significant strategic issues, domestic and international issues as well as thorny issues in a proactive stance to serve China’s development needs and has played a unique role in improving the nation’s soft power.

With the cordial care from the Party's Central Committee and strong support of all sectors of society in the past six years since its foundation, CCIEE has experienced rapid growth in terms of all its undertakings. It has organized exchange activities that are internationally influential, expanded its research scope from mere economic studies in the early stage of establishment to researches on international and domestic issues, significant and strategic issues as well as political, social, diplomatic, safety and ecological studies, from which a set of quality research findings that are highly supportive to President Xi Jinping, Premiere Li Keqiang's decision-making have been achieved, thus serving as a beneficial exploration and attempt in the establishment of new think tanks with Chinese characteristics.

CCIEE boasts an expanding research team, whose age structure and specialty structure are being more reasonable. Among the 89 members of CCIEE, 65 of them are researchers, among which 78% owns sub-senior professional titles or above. Among the full-time researchers, 97% own a doctor’s degree.

To provide CPC Central Committee and the State Council with consultative decision-making services has always been the top priority of CCIEE’s research works. CCIEE has conducted multiple pilot researches on the 18th National People’s Congress, and the Third and Fourth Plenary Sessions of the 18th Central Committee of the CPC , hence providing decision makers with significant references. It refers to the researches on prospective, strategic and comprehensive issues which come down to national interests and security, Those researches are conducted in accordance with the development needs of China, so as to provide advices about external environment reviews, strategic planning, decision-making and policy-making.

It refers to the continuous tracking and analysis of international economic situation, the study of global trading, finance, investment, industry, external development and international economic governance as well as the economic cooperation between China and other major countries.

It refers to the continuous monitoring of domestic economic situation, and the study of major issues such as global macro-economic policies, industrial development, re-structuring and system reform.

1. The Proposal of the Establishment of Asian Infrastructure Investment Bank

Major Research Results of CCIEE

In January, 2013, CCIEE put forward the proposal about the establishment of Asian Infrastructure Investment Bank, which has won the attention and approval of President Xi Jinpin and Premier Li Keqiang. At present, CCIEE is conducting on-going and in-depth research on this proposal.

2. Major Research Project on the "Belt and Road" Initiative

CCIEE gathered its best resources to carry out the major research project on the "Belt and Road" Initiative ， which played a supportive role in achieving the vision and actions of building belt and road.

The "Belt and Road Initiative" is the abbreviation of the “Silk Road Economic Belt” and the “21st Century Maritime Silk Road”. The Silk Road Economic Belt and the 21st Century Maritime Silk Road were put forward by Chinese President Xi Jinping during his overseas visits in September and October of 2013.The "Belt and Road Initiative" was put forward by Chinese President Xi with the purpose of rejuvenating the two ancient trading routes and further opening markets in a mutually beneficial manner. The Silk Road Economic Belt is slated to be established along the ancient Silk Road trade route -- which stretched northwest from China's coastal area through Central Asia, the Middle East and on to Europe -- while the maritime Silk Road will run through the country's southern part to Southeast Asia. The Silk Road Economic Belt focuses on bringing together China, Central Asia, Russia and Europe (the Baltic); linking China with the Persian Gulf and the Mediterranean Sea through Central Asia and West Asia; and connecting China with Southeast Asia, South Asia and the Indian Ocean.

3. Research Project on "U.S.-China Economic Relations in the Next Decade"

In 2011, CCIEE carried out the project research on "U.S.-China Economic Relations in the Next Decade", which has played a constructive role in promoting the sound development of Sino-US relations.

On Jun. 4th, 2013, CCIEE hosted the Results Briefing of "U.S.-China Economic Relations in the Next Decade"



4. Research results have been made into major national strategies, major planning, projects and key policies.

CCIEE organized its best resources to conduct over 20 special research projects such as "Talks on Bilateral Investment Treaty(BIT) about Negative List" and "Facilitation of the construction of petroleum reserve system in China". Research results are reported and submitted to CPC Central Committee, State Council, Ministry of Foreign Affairs and National Development and Reform Committee. At present, the research results are being made into major national strategies, major planning, projects and key policies.

5. Over 150 Major Research Projects

Over the last 6 years, CCIEE Foundation for Exchanges has funded over 150 major research projects, which are related to various areas including national economic development strategies, reform, diplomacy, national security, legal system construction, regional development, energy and resources, finance and innovation.

Major research results of CCIEE publications such as "Key Facts" ,"Research Report" and "Think-tanks' Voice" are directly delivered to the decision makers. Altogether there are over 1600 suggestions and reports submitted to CPC Central Committee, the State Council and related departments, some winning the approval of comrades from CPC Central Committee and the State Council, others being important references for decision makers.

As what president Xi Jinpin has pointed out in the 2013 Annual Meeting of Boao Forum for Asia, China will facilitate the connectivity work with neighboring countries, take a proactive stance to build a regional financing platform, promote intra-regional economic integration and increase regional competitiveness. With respect to this issue, CCIEE organized a seminar and invited relevant units and experts from the Ministry of Foreign Affairs, National Development and Reform Commission, China Banking Regulatory Commission, State Administration of Foreign Exchange, National Council for Social Security Fund, China Development Bank and China Investment Corporation, and reached a consensus.


We believe that infrastructure construction and connectivity serve as the new growth points of Asian economy, as well as the significant ground of Asian economic integration. CCIEE holds the “Annual Meeting of China’s Economy” on a yearly basis. During the meeting, discussions mainly center on focus, thorny and hot issues about national development, reform and construction. 1. Global Think Tank Summit

On the evening of July 2, 2009, the First Global Think Tank Summit, organized by the CCIEE , was opened, on the theme of “Sharing Human Wisdom, Exploring Global Development”, with representatives form more than 30 top Think Tank around the world, more than 100 former politicians, Nobel Laureate and CEOs form top 500 global companies . The discussion is on the “ The Out look of Global Financial Crisis and World economy”. The Summit was a great success. In 2011 and 20013, the second and third Global Think Tank Summit was held with the theme of “Global Economic Governance: Common Responsibility” and “New Pattern, New Cooperation and New Development” respectively. CCIEE held the fouth Global Think Tank Summit under the theme of "Global Sustainable Development: New Path After 2015" in June, 2015.


On July 2nd 2009, CCIEE held the first Global Think Tank Summit. The then vice premier of State Council attended the summit and made remarks.

2. US-China CEO and Former Senior Officials' Dialogue

The US-China CEO and Former Senior Officials' Dialogue is co-hosted by CCIEE and US Chamber of Commerce. It aims to promote mutual understanding and cooperation among US-China business leaders, and to play constructive role in the robust and stable development of US-China economic relations. The 1st rounddialogue was held in mid-March of 2011.

The High-Level Policy Forum on Global Governance, co-hosted by China Center for International Economic Exchanges and United Nations Development Programme, was held on December 17th ,2012, in Beijing. The participants discussed on the Global Governance, research reform and global governance regime, to search for an effective way of human development. Mr. Zeng Peiyan, the chairman of CCIEE, and Rebecca Greenspan, deputy director of the United Nations Development Programme, both addressed on the opening ceremoney. 4. CEO Committee of Sustainable Urbanization

CCIEE and Mr. Paulson’s foundation of the United States jointly announced to build the first CEO Committee of Sustainable Development which is formed by the top CEOs form both China and abroad. The member enterprises of the Committee will carry out pragmatic cooperation and programs that can be duplicated and promoted in China and around the world . They also propose the policy making and implementation of the sustainable development standard. The committee with its leading members, will make the great contribution to the sustainable development. The committee is made of eight Chinese companies, including Alibaba, TCL, as well as eight international companies, including GM and Wal-Mart. The annual income of these 16 founding members reached 1.4 trillion dollars.

On November 10th, CCIEE and Mr. Paulson’s foundation of the United States jointly set up the first CEO Committee of Sustainable Development



5. The New Zealand-China Partnership Forum

The New Zealand-China Partnership Forum was held in Beijing on April 12th , 2013. China and New zealand pay great attention to the Sino-New Zealand Trade Treaty, and continued to carry on the economic and trade cooperation in all fields, for a brand new level.

7. Cross-Strait Entrepreneurs' Summit

The Inaugural meeting of the Cross-Strait Entrepreneurs' Summit was first held in Nanjing on July 11th , 2003. The meeting deliberated and passed the Regulations of the Cross-Strait Entrepreneurs' Summit, and elected the first council and executive council. Mr. Zeng Peiyan, the Chairman of CCIEE was elected as the Chairman of the Summit. Mr. Wei Jianguo, the Vice Chairman of CCIEE, was elected as the secretary general of the Summit. The Cross-Strait Entrepreneurs' Summit Council in Taiwan was founded on July 25th , 2013, with Mr. Hsian Wan-chang as the Chairman.

★ In June, 2011, Strategic Planning and Master Planning of Boao Lecheng came into being, devised by CCIEE and CECC Hainan provincial government and entrusted with by Hainan Provincial Government.

★ On August 14, 2012, the National Development and Reform Commission, together with Hainan Provincial Government presented the report to the State Council.

★ On February 28, 2013, the pilot project on establishing International Medical Tourism Zone in Boao Lecheng was officially approved by the State Council.
