同一片蓝天下，有人生活在欢声笑语之中，也有人不得不面对贫苦所带来

的生存压力；同一片大地上，有人享受着繁花似锦，也有荒芜之地的人们渴望

喝上一口洁净的水；同一片阳光下，有人欢快雀跃，也有人躲在角落带着身体

的残障和心灵的伤痕。但是有了我们的关注，他们，也可以点燃希望的火炬，

有了我们的感同身受，他们，也可以鼓起面对困境的勇气；有了我们的关怀，

他们，也可以再次扬起前进的风帆……

虽然，那一双双期盼的眼睛与我们素不相识，但是圣经上说，“这些事你

们既作在我这弟兄中一个最小的身上，就是作在我身上了”（太 25:40）。

Preface

About Us

基督教全国两会于 2003 年成立社会服务部，致力于鼓

励和引导各地基层教会开展社会服务事工。通过提供资金和

技术支持，在全国范围内开八大类服务人群的事工，对于服

务对象，我们并不以信仰为区分，只是单纯地着眼于有需要

的人群，以此来将基督徒的信仰践行到实际当中。

关于我们

CCC/TSPM established the Department of Social Services in 2003 which is committed to

encourage and guide grassroots churches to carry out social service ministry. We provide

both financial and technological support in eight categories of service ministries national wide.

We do not distinguish between faiths in those who receive service; we only focus on their

urgent needs. Thus, we apply Christian faith into practice.

Some people live happily while others under the same blue sky have to face pressure to

survive brought on by poverty. Some people enjoy rich resources while others on the same

earth living in badlands are eager to drink clean water. Some people sing and dance in the

sunshine while others hide in the corner with physical or mental defects. However, they can

light the flame of hope with our attention. They can be encouraged to face difficulties with our

empathy. They also can raise their sails forward again with our care.

Although we may never meet with them, Bible says “just as you did it for one of the least of

these brothers or sisters of mine, you did it for me”(Matthew25：40).

少年儿童关怀 Child CareA· 县城里的留守儿童不孤单

Left-behind Children in County Towns Are Not Alone

在河南临颍，教会面向 600 多人次留守儿童开

展包含歌舞教学、手工制作、集体游戏、看电影、话

剧表演、才艺展示等关怀活动；100 多人次四老家长

（祖父母，外祖父母）教育方法普及。

Church in Linying County, Henan Province,

organized activities to 600 left-behind children

including teaching dance, handicrafts, group games,

watching films, drama performances, and talent

shows and introduced education methods to 100

grand-parents of those children.

· 大都市的 “阳光少年，美丽人生”

Open-hearted Youth, Wonderful Life in Metropolis

在上海，教会关注青少年在成长过程中所出现的自私、心理脆弱等问题，

针对他们及家长开设培训课程，提高他们的情绪处理、合作交往、社会责

任感等方面的品格。

A church in Shanghai paid attention to growth problems such as

selfishness and the psychological vulnerability of teenagers, and provided

training courses to the teenagers and their parents to help them build

healthy personalities with emotion management, group counseling, and

social responsibility.

· 大山深处少数民族“娃娃”有人爱

Care for Minority Children Deep in Mountains

· 草原少年业余生活也多彩

Colorful After-school Life of Prairie Juveniles

在内蒙察右前旗，支持青少年活动中心改善硬件设施，让广大青少年可以得到

丰富多彩的课余生活和学习机会，也为家庭困难的 2000 多名学员提供无偿培训，

并针对体残疾学员进行特别关爱。

A church in Banner of Chayouqian, Inner Mongolia supported a Youth’s Activity

Center by improving hardware facilities to enrich after-school lives and learning

opportunities of the youth. They also provided free training to more than 2000 people

from needy families especially disabled learners.

·“特殊的天使”有人懂

‘Special Angels’Are Understood

在中原腹地，教会关注特殊儿童（脑瘫、智力障碍），

组织志愿者开展家庭探访、陪伴孩子们参与户外活动，

并联合河南许昌市、商丘市、焦作市教会，探讨开展

特殊儿童关怀服务的经验和心路。

A church in Middle China concerned with children

with cerebral palsy and mental retardation organized

volunteers to visit families and accompany their children

to participate in outdoor activities. The church also

shared its experiences and feeling about serving these

children together with churches in Xuchang, Shangqiu,

and Jiaozuo.

在四川达州，教会关心土家族乡大山深处的少数民族儿童，针对 1700

多名寄宿孩子，进行免费义诊并提供疾病预防与防灾培训。

The church in Dazhou, Sichuan Province was concerned about Tujia

Children deep in the mountains. They provided free clinic, as well as disease

and disaster prevention training to 1700 students in residence.

“甘露”助学 ‘Honeydew’ Schooling SupportB 2015 年，甘露助学项目累计资助全国各地贫困单亲、孤儿家

庭儿童超过 661 人次，其中 2015 年为 108 人次；

向教会办孤儿院、边疆地区、及各地贫困学生赠送圣诞（新年）

礼物 265 套，冬季孩子们虽然穿的很厚实，但是去户外时总会冻

得耳朵和鼻子发疼。收到帽子、围巾、手套三件套，孩子们都立

刻戴起来，开心的笑着。

The project “Honeydew” schooling support benefited more

than 661 children from poor single-parent families and orphans

homes nation-wide until 2015, and 108 children received the

support in 2015.

The project sent 265 sets of Christmas and New Year gifts to

orphanages set up by churches, border areas and poor students

in other places. The children had thick coats in winter, but their

ears and noses always were cold and sore when they went

out. When they got these new hats, scarves and gloves, they

immediately wore up and laughed happily.

2医疗卫生 Medical and Health Care

· 敬老院“爱心门诊”惠及多方

‘Love Clinic’ in Rest Houses Benefited Society

安徽合肥市双七教会创办养老院并开设配套门诊，除为老人服务外，还

为周边人群提供高效平价的医疗服务、开展送医下乡义诊 , 深入贫困县乡农

村、孤儿院、养老院等，为不便就医的农民和社会困难群体提供免费医疗和

健康体检，超过 3000 人次从中受益。

Shuangqi Church in Hefei, Anhui Province set up a rest house and

opened a supporting clinic not only serving the elderly but also providing

efficient and parity medical service to the surrounding society and sending

free clinic services to the countryside. More than 3000 peasants and poor

people benefited from free medical services and health examinations.

· 告别“牙疼不是病，疼起来要人命”

Say Goodbye to Unbearable Toothache

河南省商丘市教会开设有牙科诊所。根据此特点，我们与其合作

开展牙病防护宣传和义诊，向中老年农村居民普及牙齿保护和牙病预

防的知识，培养大家勤刷牙、会刷牙的观念；同时给常年患有牙病的

贫困村民诊断病情、免费发药；对特困患者，进行免费补牙，提高他

们的消化机能，增强体质。该项目帮助贫困村民培养正确的口腔卫生

习惯，也使患者彻底根治困扰他们的牙病问题。

The church in Shangqiu Cicy, Henan Province opened a dental

clinic. We propagated dental protection and provided free clinics,

popularized knowledge of dental care and protection and delivered the

idea of regular brushing and proper brushing to middle-aged villagers.

We diagnosed and dispensed freely to poor villagers perennially

suffering from dental diseases, and filled teeth freely for particularly

difficult patients to help improve their digestive function and enhance

physical fitness. The project helped poor villagers to foster proper oral

health habits and completely relieved their dental diseases.

义诊、医疗健康知识普及、福音戒毒、防艾项目等专业性项目继续在本年度开展。

Professional projects ranging from free clinics, popularizing health knowledge, gospel drug

rehabilitation, and AIDS prevention went on this year.

· 组合拳驱散“艾滋”阴霾

Combination Punches Against AIDS

我们与陕西省西安市东十一道巷聚会点合作，针对艾

滋病高危群体（包括：农民工、同性性行为者、大学生、

中老年男性丧偶、性工作者等），打出了一套行为干预的

组合拳：1、向社会大众普及艾滋病防控知识；2、向艾滋

病高危群体进行安全措施推广和安全套发放，帮助其接受

血样筛查，提供艾滋防控咨询及心理服务；3、开通艾滋

病咨询热线服务，让躲在角落暂未愿意站到阳光下的人群

可以获取有关艾滋病防控知识、相关医疗帮扶政策等。

We carried out a set of behavioral intervention

combination punches together with the gathering point in

Dongshiyidao Lane, Xi’an, Shanxi Province to serve AIDS

high-risk groups including migrant workers, homosexuals,

college students, middle-aged widowed men, and sex

workers: 1. popularizing AIDS prevention knowledge to

the public; 2. popularizing safe measures and handing out

condoms to AIDS high-risk groups, and helping them to

accept blood screening, and providing AIDS prevention

counseling and mental health services; 3. opening a

counseling hotline to make AIDS prevention knowledge

and related medical policies accessible for those hiding in

corners but not standing under the sunshine.

本项目每年受益人群超过一万人次，涵盖了西安市每

年艾滋病高危群体行为干预服务量的绝大部分。不仅受到

服务对象的欢迎和信赖，也得到当地政府的肯定，是区域

性的项目示范单位。

The project benefited more than 10,000 people

each year covering the vast majority of AIDS high-risk

behavioral intervention services of Xi’an. As a regional

project model supplier, it was not only welcomed and

trusted by the recipients, but also affirmed by local

government.

· 福音戒毒边境线在建设

Gospel Detoxification Border was Building

云南省多处与缅甸交界，属于毒品泛滥的金三角黄金通道。我

们资助云南多个地区教会开展禁毒、戒毒、防艾工作。


培养各聚会点中的禁毒防艾宣传骨干，在本地区增强行为干预

力度；

Lincang church trained grassroots volunteers to propagate

anti-drug and AIDS prevention and strengthened behavioral

intervention in local area.

Yunnan Province has common borders with Myanmar in many places which is the Golden Triangle pathway for drug trade. We funded many churches in Yunnan

to carry out anti-drug, drug rehab, and AIDS prevention work.

为 40 逾位自愿戒毒人员提供福音戒毒课程 ;

Baoshan church provided gospel drug rehab

course to more than 40 drug addicts who initiatively to

give up drugs.

成立吸毒人员和艾滋病感染者关怀小组，目前有逾 50 人

长期参加活动。内容涵盖卫生健康知识学习、诗歌教唱、户

外郊游、团队拓展，集体生日等；并对潜在对象，提供心理

辅导；

Dali church set up groups to care drug addicts and t AIDS-

infectors, more than 50 participants involved in long-term

activities including learning health knowledge, teaching singing,

outdoor picnics, team building and birthday parties as well as

counseling services.

此外，我们还在云南边境的陇川、瑞丽、澜沧、沧源地区，推

广吸毒人员行为干预和艾滋病感染者关怀服务的小组活动模式，

建起教会禁毒防艾工作强有力的边境线。

This activity model of caring groups was popularized in

Longchuan, Ruili, Lancang, and Cangyuan. As a result, a border

church anti-drug and AIDS prevention ministry has being built up.

Brother ZHAO, 42 years old, is a workmate of Baoshan Gospel Rehabilitation Center. No one knows that he had

ever been addicted in drugs for more than 20 years. He states testimony about his rehabilitation from drugs as follows:

“When I was sixteen, I received drugs with the temptation from friends and the ignorance of myself, which was

an unforgettable experience towards drugs for me. It is really looked like a nightmare today. At that time, I neglected

both my parents’ discipline and persuasion from my relatives and friends. In order to afford the expense of drugs, I did

some things that were illegal, harmful to society, and even cutting off other’s nose to spite my own face. Thus, I was

controlled by drugs for many years.

I tried to get rid of drugs for many times repeatedly, however, I did not make it for I just controlled my body, my

mind was still attracted by drugs. As a result, I took drugs after rehabilitation again and again.

Thank God, when I despaired, Pastor XU found me and introduced the gospel rehabilitation center to me. I accepted

the management model since I never knew and wanted to try it. And my parents would also feel consolation regardless of

the effect.

Under the conduction and help both of teachers and of brothers, I gradually adapted in the rehabilitation center.

There were lots of differences between here and other rehabilitation institutions for it was full of love, the brothers got

well with each other and helped each other. They gave us so much encouragement with equal attitude though they were

teachers.

Thank God, I completely got rid of drug addiction after the therapy in the gospel rehabilitation center. They gave me

a new life. I have got married and had a child of our warm family.”

见证 Testimony

今年 42 岁的赵弟兄，是保山福音戒毒中心的一名同工，可谁能想到在这之前，

他是有 20 多年吸毒史的瘾君子。以下是他自述的戒毒见证：

“记得十六岁那年，因朋友的引诱和自己的无知与好奇，我向毒品迈出了终生

难忘的一步。现在想来，恍如噩梦。父母的管教不当回事，亲朋好友的劝说也当作

耳边风。为了毒资不惜一切代价做些违法乱纪、危害社会、损人也不利己的事，就

这样我被毒品辖制奴役多年。

我也曾反反复复的戒过很多次，可是都只能戒掉我的身而无法戒掉我的心，屡戒屡吸。

感谢上帝，当我感到绝望的时候，我有幸认识了徐牧师，他给我介绍了福音戒毒中心的管理模式，

我心想既然我以前从未尝试过这种方法，何不试一下，即便仍然无效，也了却了父母的心愿。

到了戒毒中心后，经过老师、弟兄的开导和帮助，使我慢慢安定下来。在这里我看到很多和别的

戒毒场所不同的地方——这里到处充满着爱，弟兄之间的和睦相处，互相帮助。他们没有以老师的身

份抬高自己，给了我们很多的鼓励。

感谢上帝，经过福音戒毒中心的治疗，我彻底摆脱了毒瘾，是他们又一次给了我新的生命。如今

我也娶妻生子，有了一个完整的家庭。”

3养老服务 Elderly Service

2015 年分别举办了第五、第六、第七届的教会养老服务研讨会，每届

都有来自全国约 50 家教会养老服务机构的 70 余名代表参加。

We organized the 5th, 6th, and 7th church elderly service workshops in 2015,

and more than 70 delegates from about 50 church elderly service institutions

nation-wide attended the forum each time.

· 以人为本，专业评估

Human Oriented, Professional Assessment

4 月，在河南省郑州市，学员们向养老行业不同

领域的五位专家（管理者、建筑师、治疗康复师、护

理主管、社工）学习了不同类别的评估工具，共同探

讨基于“以人为本”的理念为老人制定个性化的照顾

计划。

The learners learned different assessment tools

from five experts (manager, architect, treatment

and rehabilitation physician, nursing supervisor,

social worker) from different areas of senior care in

Zhengzhou, Henan in April. They discussed how to

make client-centered personal care plans for the

elderly.

· 经验借鉴，政策解读

Experience Reference, Policy Interpretation

6 月，在山东省济南市，与澳大利亚联合教会合作，研讨内容涵盖：澳大利

亚养老服务的发展历史和优秀经验、中国养老服务发展的政策解读、卧床老人

照顾、脑退化症照顾等。

养老服务 Elderly Service

We jointly organized a workshop with Australian United Church in Jinan, Shandong in

June. The workshop topics included the development of case history and best practises of

elderly services in Australia, the policy interpretation of Chinese senior services development,

bedridden elderly care, dementia care, etc.

· 特殊需求，特色建筑

Special Needs, Characteristic Architecture

9 月，在黑龙江省哈尔滨市，91 名基督教、天

主教的机构代表，与来自英国、香港和内地的养老

服务专业人才和养老院优秀建筑设计师，分享了养

老服务的基本理念与建筑设计的融合，为当前教会

养老机构新建、扩建或装修养老院拓宽视野。

architects from England, Hongkong and Mainland

China, which widened the horizon of church

rest home building, expansion/renovation and

decorating.

· 技能培训及资格鉴定储人才

Skills Training and Qualification Appraisal of Personnel

教会养老护理员培训形成了南北两个项目点，分别以浙

江及山东为中心向周边区域辐射。

5 月在浙江上虞市谢崧大家庭福乐园，举办了第六期全

国教会养老护理员技能培训和中级职业资格鉴定班，共有来

自全国 19 家教会养老服务机构的 59 名护理员参加此次培训。

这是继前五期初级培训后的首期中级培训和资格鉴定。56 名

学员通过考试，获得了国家中级护理员职业资格证书。

9 月在山东潍坊市护理职业学院，开展了第七期全国教会养老护理员国家职业技能培训和中级资格鉴定

班。来自全国 40 多家教会的基督教、天主教养老服务机构的 102 名护理人员参加了本次培训。

Two project bases of church nursing care training have formed in South China and in North China,

respectively around Zhejiang and Shandong as the centers to radiate to the surrounding areas.

The 6th National Church Nursing Care Skills Training and Middle-level Professional Qualification Class

was held in Xiesong Big Family Fule Garden, Shangyu, Zhejiang Province in May. 59 nurses from 19 church-

run elderly service organizations nation-wide attended the training. It was the first time to train and identify

the middle-level professional qualification. 56 learners passed the test and were issued the Certification of

National Middle-level Nursing Care Professional Qualification.

The 7th National Church Nursing Care Skills Training and Middle-level Professional Qualification Class

was held in Weifang Nursing Care Professional College, Shandong in September. 102 nurses from 40 church

elderly service organizations nation-wide attended the training.

· 中澳访问交流拓视野 China-Australia Exchange Visit to Widen Horizons

3 月，组织澳大利亚联合教会代表团一行 7 人访问了山东以及江苏两地的教会养老院，

并与当地民政部门、教会养老院管理层和服务层进行了深入交流。

In March, we organized an Australian United Church Delegation consisting of seven people

to visit church rest homes in Shandong Province and Jiangsu Province, and communicated

with local civil administration, managers and staff of church-run elderly homes.

· 少数民族边疆地区跨宗教、跨民族只为老人

Inter-religious and Multi-ethnic training

in Minority Border Areas for Senior Services

7 月，在乌鲁木齐开办养老服务能力培训班，以失智

症长者照顾为主题。来自基督教、天主教和伊斯兰教养老

院的 30 名学员共同学习了失智症长者照顾的基本理念，

身心灵及社交需求的活动设计等。在边疆地区，不同宗教

背景的养老服务机构和服侍者走到一起，在交流中增进了

对彼此的了解，携手共筑老人安详晚年。


The church in Urumqi organized a dementia elderly care-themed senior service skills training class in

July. 30 number of learners from Elderly Home run by Christians, Catholics and Muslims learned the basic

idea of dementia elderly care and activities designed towards physical, mental and social needs. In border

areas, elderly service organizations and staff of different religious backgrounds worked together to learn

from each other through communication to help the elderly live peacefully in their old age.

· 竞赛当中出能手

Competition Generated Experts

6 月，在山东济南组织了第一次全国基督教养老

护理员护理技能竞赛，来自全国 29 家基督教、天主

教养老服务机构的 32 名护理员参加了此次比赛，邀

请具有护理员培训鉴定资质的专家组成评审组，评选

出一、二、三等奖获奖者，通过这样的形式选拔和进

一步激发培养教会养老服务人才。

The first National Christian Senior Nursing Care

Skills Contest was organized in Jinan, Shandong

Province in June, and 32 nurses from 29 Christian

and Catholic rest homes attended the contest.

The judging group was composed of experts with

qualification in nurse training who identified and

selected the first prize, the second prize and the third

prize. The contest aimed at choosing and further

training church senior service experts.

· 环境改善老人享舒适

Improved Environment Made

the Elderly Comfortable

资助河南新郑市基督教敬老院添置了护栏床，

减轻老人睡眠时怕翻滚下来的心理压力；添置电

梯，满足了行动不便老人能够下楼活动的需求，

也为将来能够收住其他的半自理、无自理能力老

人做好准备；

支持新疆乌鲁木齐爱德老年公寓进行消防改

建，进一步消除老人居住的安全隐患，同时维修

年久老化的水、电、暖设施，消除隐患，进一步

提升老人的生活环境。

We sponsored Xinzheng Christian Elderly

Home, Henan by equipping with hospital beds

with rails to help relax the elderly when they slept,

and to equip the home with an elevator to make

movement more convenient.

We supported Urumqi Amity Elderly Home to

reconstruct firefighting equipment and maintain

water, electricity and steam facilities, thus the

security risks could be eliminated and the living

environment could be obviously improved.

· 中美院长交流提水平

China-America

CEO Exchange Raises Level of Care

10 月，在安丘福乐托老院开启第二期中美

教会养老院院长交流，美国门诺会健康服务联

盟具有 40 年养老院管理的院长，进入养老院

进行全方位工作指导，根据养老院发展的需求，

为驻院专家制定详细的每日工作计划，通过深

入并且细化地交流，为该养老院的发展提供了

一个完美推动力。

The second round of exchange between the

CEO’s of elderly homes of both China and

America was held in Anqiu Fule Elderly Home

in October. The CEO of American Mennonite

Health Services Alliance who managed nursing

homes for 40 years came to deliver all-round

work instructions, and made detailed daily work

plans for residential experts according to the

development needs of nursing homes. Through

in-depth and detailed communication, the CEO

offered a perfect impetus to the development of

the nursing home.

“亲爱的中国姊妹，我非常高兴能认识你。……我今年 70 岁了，我喜欢阅读、缝纫、帮助

别人，也喜欢认识新的朋友。我非常期待能与你见面或者通过书信交流……”。

在春天里，溢福园老年公寓的两位姊妹收到了来自美国 Schowalter Villa 养老院的两位姊妹

的问候书信、贺卡和照片。两地养老院，相隔千山万水；四位姐妹，素未谋面。但信件中真挚

的问候、真实的介绍、真诚的期盼，无不透露出基督徒灵里相通、主内团契之爱。上帝的爱，

使所有基督徒成为一家人，海内外各项教会事工的交流，使“家人”能有更好认识、了解，彼

此间有更好的扶持、帮助。

信件所带来的问候、期盼，将会使这几位姐妹有更深入、更欢快的交通。对于养老院中老

人来说，这样的交流将会给她们生命中留下美好的见证。或许，对于彼此双方而言，这封信，

“Dear sisters in China, I am very glad to see you.……I’m 70 years old, and I like reading, sewing, helping

others, and making new friends. And I’m eagerly looking forward to talking with you face to face or through

letters.”

Two sisters living in Yifuyuan Elderly Apartment received greeting letters, cards and photos from two

sisters of Schowalter Villa Rest Home in America in spring season. The two rest homes are far away from each

other with thousands of mountains and rivers between them. And the four sisters never know each. However, the

sincere greetings, the authentic introductions and the honest expectations in the letter tell the Christians’ Love

of the communication in Holy Spirit and the fellowship in the Lord. The love from God makes all Christians one

family. And the communication about church ministries both of national and of international makes ‘the family

members’ know more and learn more, and support and help each other in deed.

Greetings and expectations brought by the letter will lead deeper and happier communications between the

four sisters. For the elder in rest homes, such communications are wonderful testimonies in their lives. Maybe, the

letter itself is the love from God.

· 跟喝污染水的日子说再见

Say Goodbye to Days Drinking Polluted Water

吉林省扶余市得胜镇再兴村是一个偏远的贫困村。因地下没有水层 , 祖辈饮用的是铁、镍、

铬、锰严重超标的地表水，全村 70% 的人群患有肝病，50% 的人群患有肝吸虫病。患者全

身皮肤发黄，四肢无力，丧失劳动能力，并且全村无力改善现状。在以家庭为单位安装了 76

台净水器净化水质后，村民的生活有翻天覆地的变化。

Zaixing Village, Desheng Town, Fuyu, Jilin Province is a remote poor village. 70% villagers

had liver diseases, and 50% suffered from liver fluke. Because of the lack of groundwater, they

had to drink surface water with excessive iron, nickel, chromium and manganese generation

by generation. The patients were very weak with yellow body skin and they were unable

to work. The entire village could not improve the situation. We installed water purifier for 76

families, and their lives experienced enormous changes.

· 河道重现清澈心情畅

River Cleaning Increases Comfort

与青海省基督教两会合作，在西宁市湟源县清水河和药水河的主要河段，组织信徒

及周边居民进行河道清理，从 6 月到 10 月总共历时 5 个月。由于当地农牧民缺乏环保

意识，经常乱扔垃圾到河里，不仅影响正常水路，也对水质和周边环境造成了恶劣的影

响。被活动气氛所感染，一些佛教的居士也参与到清理活动当中，还有单位主动帮助租

借挖掘设备进行较为困难的部分；整个项目清理河段长度达到 18 公里，肉眼可见的水

体改善情况十分明显，更重要的是，周边居民也有了爱护河道、保护水源的环保意识。

We organized believers and surrounding residents to clean the main river of

Qingshuihe River and Yaoshuihe River, Huangyuan County, Xi’ning together with

Qinghai Provincial Christian Council and TSPM for five months (from June to October).

Some Buddhist lay workers also attended the cleaning action. The project cleaned 18

kilometers river and the water was significantly improved. What’s more, the surrounding

residents developed environmental awareness.

社会福利主要在助残帮困方面开展，包括筹集资金、为行动

不便的残障人士免费发放轮椅为主；考虑到需要肢体不便人群

的康复需求，尝试在社区中援建康复中心。2015 年共发放轮椅

6600 台，建设 4 个康复室，其中与上海市基督教国际堂海外联

谊团契合作发放 1000 台轮椅；与中国残疾人福利基金会合作，

在河南、吉林、重庆等地免费发放轮椅计 1200 台，在河南和湖

北各建成 2 个社区康复室，为肢体不便人群提供康复训练。为了

回应更多在需求，2015 年社会服务部正式启动面向信徒大众的

轮椅捐赠筹款活动，希望能够将热心信徒捐赠的轮椅送到有需要

的肢残人士手中。

Social welfare focused on

helping the disabled and the poor

through raising funds and issuing

free wheel-chairs to the them. We made a new try to set up rehabilitation centers in the community in response to the rehabilitation needs of

people with mobility issues. We issued 6600 wheel chairs (among those 1000 wheel chairs were issued jointly

by the Overseas Fellowship of Shanghai Community Church) and set up 4 rehabilitation centers in 2015. We

issued 1200 free wheel chairs in Henan, Jilin, and Chongqing and set up 2 community rehabilitation rooms in

Hebei and Hubei together with China Foundation for Disabled Persons. In order to serve more disabled people

who needed wheel chairs, we started to raise funds for free wheel chair issuing ministry in 2015.

今年自然灾害情况较往年稍许缓和。年中时，台风对

沿海地区造成较大破坏，我们与福建省基督教两会合作，

分别在该省清流和连城两县发放紧急救援的粮食和被褥

等物资，解决百余户家庭、300 多人的温饱问题，得到

当地受灾群众交口称赞。

There were fewer disasters this year. In the middle of

the year, the typhoon caused great damage to coastal

areas. We issued emergency rescue food and bedding

and other supplies to more than 300 people from about

100 families in Qingliu County and Liancheng County

together with Fujian Provincial Christian Council/TSPM

which was highly spoken by the affected people.

借着自然灾害较少的契机，我们与美国联合基督教会合作，

举办了教会参与防灾减灾研讨会，邀请灾害发生较为频繁的

省份，汇集了 10 余省的负责牧长，与美国专家共同探讨防灾

减灾各周期的工作重点、以及如何评估本地灾后需求等。会

中，大家期待建立教会防灾减灾的应急机制（以及应急基金），

从而更加紧密地与省内省外联接在一起，为将来突发的灾害

一同奉献教会的力量。

在山东省高密市和曹县两个地区，利用

已有的医疗资源，分别开展义诊活动和老

人健康档案建立，将 2014 年社会服务能

力建设（山东地区）所学知识运用到实际

当中，有 1500 多人次的周边社区民众享

受到了教会提供的医疗义诊和建立健康档

案的服务，获得了社区大众的热烈欢迎。

In Gaomi and Cao County of Shandong Province, the

church organized free clinical services and established

health archives for the elderly, and applied the knowledge

of social services into the practice. And 1500 residents

living in surrounding communities received the service

and they warmly welcomed us.

进行了对神学院校、培训中心的援助，以及对边远贫困地区

教会堂点的援建。

We helped theological seminaries and training centers, and

assisted the construction of churches in remote poor areas.

云南宁洱县东门山基督教会自 2007 年当地发生 6.3 级地震

之后，信徒们长期在破损危房中进行礼拜，2013 年经由当地政

府协调，启动教堂搬迁以及新划地块的教堂建设。但是，新建教

堂资金缺口大，信徒们不得不在外租借场地或使用临时场地进行

礼拜。基督教全国两会此次资助该教会人民币 10 万元，用于推

动其教堂重建工程。

Dongmenshan Church, Ning’er County, Yunnan Province

was severely damaged in 6.3 earth quake in 2007. Believers

worshiped in a decrepit house for a long time. In 2013, the

local government helped to relocate and rebuild the church on

new land. Because of the huge lack of construction fund, they

worshiped in rented places or other temporary sites. CCC/TSPM

funded 100,000 RMB to support the reconstruction of the church.

云南宁洱县东门山基督教会自 2007 年当地发生 6.3 级地震

之后，信徒们长期在黑龙江省，为基督教橄榄山教育基地添置设

备，通过完善电教室设备，使该校与先进办学水平接轨，为培养

与世界接轨、与时代接轨的教会人才提供硬件上的保障。

In Heilongjiang, we helped to equip the Christian Olive

Education Base to improve the teaching conditions, and provided

hardware support and educate church personnel to keep pace

with changes in the world and the era.

·In this year's Emergency Support to Teachers of Heilongjiang Theological Seminary (who suffered in the traffic accident), the income of 627,556.50 RMB was from individuals' and churches' donation, the expense of 600,000 RMB was CCC&TSPM's own money; afterwards, in the January 2016, we kept receiving donation of 18,766 RMB. Persist in that the money should be used exclusively for its designated purpose, we transferred money to Heilongjiang Theological Seminary in 2 times in the first 2 months of 2016, respectively in 630,456.50 RMB and 15,866 RMB, finishing all the donation transerence.
