LATEST NEWS Updated Timeline for the Mandatory Transition to ACE for Electronic Entry and Entry Summary Filing Working in close coordination with the Department of Homeland Security (DHS), the Border Interagency Executive Council (BIEC), and the White House, U.S. Customs and Border Protection (CBP) has been actively tracking and assessing stakeholder readiness for the mandatory filing of all electronic entry and entry summaries in the Automated Commercial Environment (ACE). While significant capabilities have been deployed to date, concerns about stakeholder readiness have necessitated a reassessment of the current timelines. CBP appreciates the input from the trade community and has adjusted the mandatory transition to ACE for electronic entry and entry summary filing as follows: Nov 1, 2015 - Beginning of a transition period for electronic entry and entry summary filings in ACE to allow industry and
Partner Government Agencies (PGAs) more time to test and provide feedback as they fully transition into the new system. Use of ACE is allowed and encouraged for electronic entry and corresponding entry summary filings for Consumption, Antidumping/Countervailing (AD/CVD), Informal, Defense Control Administration Service Region (DCASR) and Government Agency entry/entry summary types (entry types 01, 03, 11, 51, and 52) with or without PGA data.
Feb 28, 2016 - At this time, filers will only be permitted to file in ACE, and no longer permitted to file in the Automated
Commercial System (ACS), all electronic entries and entry summaries. In addition, electronic data for the following agencies must be filed in ACE and ACS will no longer be available for this data: Food and Drug Administration (FDA), National Highway Traffic Safety Administration (NHTSA), and Animal and Plant Health Inspection Service (APHIS) Lacey data.
July 2016: Upon publication of the Final Rule, ACE must be used for filing data for Agricultural Marketing Services (AMS),
APHIS Core, Alcohol, Tobacco, Firearms and Explosives Bureau (ATF), Centers for Disease Control (CDC), Defense Contracts Management Agency (DCMA), Directorate of Defense Trade Controls (DDTC), Drug Enforcement Administration (DEA), Enforcement & Compliance (E&C), Environmental Protection Agency (EPA), Food Safety Inspection Services (FSIS), Fish and Wildlife Services (FWS), National Marine Fisheries Service (NMFS) and Alcohol and Tobacco Tax and Trade Bureau (TTB). Hybrid submissions will no longer be allowed.
CBP would like to reiterate that the transition period initiated on November 1, 2015 does not impact our December 2016 deadline for full implementation of the Single Window via ACE. CBP appreciates all efforts from the trade community to prepare for this transition and encourages all ACE Stakeholders to continue working toward the full transition to ACE. On August 8, 2015, CBP delivered the last set of features for ACE Deployment E. This release completes the fifth of seven deployments that are scheduled for the implementation of core trade processing capabilities in ACE by December 2016, allowing CBP to decommission corresponding capabilities in legacy ACS. With the implementation of ACE Deployment E, the following capabilities are available for the trade community:
Exporter accounts and trade export reports in the ACE Secure Data Portal Expansion of Modes of Transportation (MOTs) 50 (Mail), 60 (passenger hand carried) and 70 (pipeline) in ACE Cargo
Release Remote Location Filing for ACE Cargo Release certified from ACE Entry Summary, also allowing for single transaction
bonds to be submitted electronically via eBond Expansion of Cargo Release for entry type 52 and ACE Entry Summary for entry types 51 and 52 Refactored Entry Summary Types 01, 03, and 11 Quota Validations Single payment option for ACE Entry Summary For more information on the newly deployed ACE capabilities, please visit the “ACE and Automated Systems” page of CBP.gov/ACE, and review the Information Notice for Trade - ACE Deployment E posted to the “What’s New With ACE” section of the page. On August 19, 2015, CBP initiated the first phase (I) of the ACE PGA Pilots at 12 ports of entry. CBP is working with the PGAs to test their transaction processing capabilities for electronic PGA data transmitted by the trade community, at time of entry and entry summary filing, using ACE’s PGA Message Set. FDA, NHTSA and EPA were three of the fourteen agencies that par-ticipated in the initial phase 1 testing with CBP and the Trade community. Twenty PGA Message Set transactions were suc-cessfully transmitted, accepted and processed during Phase (I) of the pilot. CBP will be expanding the PGA Pilots using the following schedule: Phase 2 - September 2, 2015, to 75 additional ports Phase 3 - September 16, 2015, to 120 additional ports with cross agency pilots Phase 4 - September 23, 2015, to all ports ready for filings Phase 5 - October 1, 2015, for all PGA programs For more information on the PGA Pilots, please review the ACE/ITDS PGA Pilot Rollout Plan and Schedule posted to the “PGA Integration” tab on the “ACE Features” page of CBP.gov/ACE.

RECENTLY PUBLISHED FEDERAL REGISTER NOTICES (FRN)
During August 2015, CBP and PGAs published several Federal Register Notices (FRNs) impacting ACE export manifest and the PGA Pilots. The FRN’s include:
80 FR 47558, dated August 7, 2015 - TTB announced a test for the use of the PGA Message Set component of ACE for electronic submission of trade data required by TTB on importation of specific products
80 FR 47938, dated August 10, 2015 - CBP announced a National Customs Automation Program (NCAP) test concerning
the submission of certain data required by the NHTSA using the PGA Message Set in ACE 80 FR 50644, dated August 20, 2015 - CBP announced an NCAP test concerning the ACE Export Manifest capability for
vessel cargo 80 FR 50827, dated August 21, 2015 - CPSC announced the PGA Message Set Test and requested pilot participants 80 FR 52051, dated August 27, 2015 - CBP announced an NCAP test concerning the submission of certain data required
by FDA using the PGA Message Set in ACE 80 FR 54305, dated September 9, 2015 - CBP announced an NCAP test concerning the ACE Export Manifest capability

The ACE ITDS PGA Pilot Rollout Plan and Schedule document lists the ports associated with the ACE PGA Pilots.
The ACE PGA Forms List provides the PGA form names and data descriptions required at the time of entry and entry summary filing for the ACE Mandatory Use Dates, and identifies the method of sub-mission used by the trade community to electronically transmit PGA information to ACE.
The List of DIS Forms Available and/or Required at Entry, Post Release, and Export documents provides a list of DIS forms that are available and/or required for the February 28, 2016 ACE Mandatory Use Date.
TIPS OF THE MONTH
The ACE Mandatory Use Dates webpage provides details on the updated dates for the trade transition to filing entry, entry summary, and PGA data in ACE and the decommissioning of the corresponding entry and entry summary processing functionality in legacy ACS.
The ACE Development and Deployment Schedule provides details on when upcoming ACE capabilities will be developed and deployed into the ACE production environment.
Can contacts listed in the View Top Account portlet be removed by the Trade Account Owner (TAO) or Proxy TAO of an ACE Portal Account? No, the TAO or Proxy TAO cannot remove a contact from the View Top Account portlet in the ACE Portal account. To remove a contact, the TAO will need to contact the ACE Account Service Desk at 1-866-530-4172 and select options 1, then 2 or you can send an email to [email protected] and request assistance removing a contact from the View Top Account portlet. How-ever, the TAO can edit existing contact information in the View Top Account Portlet or remove contacts from any other level in the ACE Portal Account.
Changing your ACE Portal Account Password Every 90 days, the ACE Secure Data Portal will prompt you to change your password. When changing your password, you must ad-here to the following rules: Use exactly eight characters Use at least for letters Use a combination of uppercase letters, lowercase letters, and numbers Use at least one of the following symbols: ! ” # $ % ’ ( ) * + , - . / : ; < = > ? @ [ \ ] ^ _ ` { | } ~ Cannot use any consecutively repeated characters Cannot use your user ID, name, previously used passwords or the reverse of a previously used password After changing your password, please ensure to close all internet browser windows and launch a new internet browser session be-fore logging into the ACE Portal. Forgot Your ACE Portal Account Password? You can automatically retrieve your password through the ACE Secure Data Portal by entering your User ID and clicking the “Forgot your Password” link which is found below the “Log-In” button. The system will ask the user to answer the personalized challenge questions set up the very first time the user logged into ACE. Upon successful completion of your challenge questions, an email will be sent to user with a link to retrieve a temporary password. Retirement of Infrequently Used Public Reports for Trade Users As part of its effort to clean up ACE Reports and improve system usability, the ACE Reports team will retire a significant number of infrequently used reports on December 7, 2015. The following table provides a list public “canned” reports that will be removed from the Public Folders in ACE Reports. Users wishing to maintain access to any of any of the reports on this list may do so by saving a copy to their My Favorites or a shared folder for future use.
