Preamble

We, the students of Quezon City Polytechnic University, through the guidance of our Almighty God, establish an organization that will promote growth, development, advancement and protection of the rights and well being of the students, uphold academic excellence, technical skills, spiritual growth, betterment of the university and community, foster camaraderie between among the students and the other sector of the society, bind ourselves in commitment to these end do ordain and promulgate this constitution and by-laws.

Article 1: Name, Domicile and Seal

Section 1: NameThis organization shall be known as the Quezon City Polytechnic University - Supreme

Student Council (QCPU-SSC).

Section 2: DomicileThe QCPU-SSC shall be principally located at QCPU-San Bartolome, Quirino

Highway, San Bartolome, Novaliches, Quezon City with branches at QCPU-San Francisco, Sto. Cristo, Bago Bantay, Quezon City and QCPU Batasan Hills, IBP Road, Batasan Hills, Quezon City.

Section3: SealThe seal of the organization shall be adopted or revised after a thorough study by the

committee appointed for the purpose. It shall be approved by the Executive Council, Legislative Council, Adviser and the Director of Office of the Student Affairs and Services. It can be altered or revised after ten years, if necessary.

Article 2: Declaration of Principles and Objectives

Section 1: The QCPU-SSC shall uphold the following core principles:a. Democracy, to ensure the participation of members in all decision making process.b. Independence, its decision must be free from outside interference.c. Solidarity, while maintaining independence, it must also actively coordinate with

other organization inside or outside of the university to support the real interest of the members.

d. Responsibility, in promoting students’ rights and welfare, it must support the QCPU to fulfill its mission and vision.

Section 2: Objectivesa. Actively participate in campus activities, aimed at promoting students’ rights and

welfare.b. Pursue academic growth and excellence through collective efforts in identifying and

resolving academic challenges.c. Coordinate and cooperate with other accredited organizations of QCPU where in

carrying out its activities for the common good of the university and community.d. Serve as an umbrella of all accredited organization of QCPU where all activities

must be coordinated and channeled.e. Undertake education and cultural activities aimed at developing leadership

capacities and discipline among its members.

f. Engage in fund raising activities and programs to support its projects, social and organizational needs.

Article 3: Membership

Section 1: MembersAll bona fide students of QCPU are eligible to become member of QCPU-SSC.

Section 2: Classification of Membersa. REGULAR MEMBERS – those who are presently enrolled at QCPU in degree

programs.b. ASSOCIATE MEMBERS – those who are enrolled in non-degree or Technical-

Vocational programs.c. ALUMNI MEMBERS – those who are graduated or completed their academic

requirements in QCPU and have been officers of QCPU-SSC.

Section 3: Membership FeeEvery member shall pay the membership fee, the amount of which shall be determined

by the General Assembly or in a form of resolution. The membership fee shall serve as the operational fund of the organization.

Section 4: Suspension and ExpulsionAny members of QCPU-SSC may be suspended or expelled by the Executive Council

due to nonpaying of fees, for acts grossly inimical to the interest of QCPU-SSC or for gross violation of any of the provisions of this constitution and by-laws provided. However, that before any disciplinary action take effect, due process shall be observed. Suspension shall not exceed for two weeks.

Article 4: Duties and Responsibilities of Members

All members shall have the following duties and responsibilities: a. Participate in all programs of the organization.b. Defend and uphold this constitution and by-laws at all times.c. Contribute the utmost of his/her capacity.d. Respect the majority rules of the organization.e. Attend meetings and observe decorum.f. Participate, cooperate and share views, opinions and experiences during General

Assembly.

Article 5: Rights and Privileges of Members

All members have the right and are entitled to the following privileges: a. Vote and be voted upon.b. Participate in all activities of QCPU-SSC.c. Make suggestions, proposal and recommendation and file motions.d. Participate in the formulation of policies, program development and action plan.e. Propose amendments.f. Avail of due process before any sanction is imposed.g. Represent the organization.h. Receive and access documents and information on policies, programs, records and

finances of the organization.i. Asses the performance of officers as fellow member.

Article 6: Governance Structure, Officials and Qualifications

Section 1: Policy Making Body

The highest policy making body of QCPU-SSC is the General Assembly which will meet in once in six months. The GA shall have the following powers and prerogatives:

a. Hear and approve the report of the Executive Council.b. Approve the program of QCPU-SSC.c. Approve/ratify the constitution and by-laws and amendments in consultation with

the Director of OSAS and noted by the QCPU-SSC Adviser.d. Ratify the actions/decisions of the Executive Council.e. Approve the budget.f. Adopt the activity and financial reports.g. Appoint officials for the University Electoral Tribunal.

Section 2: Representation on General AssemblyProportionate representation in the General Assembly shall be determined by the

Executive Council. Delegates to the GA shall consist of Legislative Council, Campus Council and representatives from different sections, student organizations and campuses.

Section 3: Executive CouncilIn between GA, the policy and decision making body shall be the QCPU-SSC

Executive Council composed by the President, 3 Vice Presidents, Secretary General, Assistant Secretary General, Treasurer General and Auditor. The Executive Council shall meet twice a month or as often as maybe necessary.

Section 4: Legislative CouncilThere shall be Legislative Council which shall be composed of one representative from

College of Engineering, one from Department of Information Technology, one from Department of Entrepreneurship, two from QCPU-San Francisco, two from QCPU-Batasan Hills and if possible one from the Department of Technical and Vocational Education. Total of 8 representatives and they will be called as Councilors. These Councilors are responsible for making resolutions and amendments that will be approved by the General Assembly.

Section 5: Campus CouncilThere shall be Campus Council which shall be composed of all students of each

respective campus. The Campus Council is responsible to extend the programs and activities of QCPU-SSC to their respective campus and/or form their own programs and activities in their respective campus. Campus Council shall meet twice a month or as often as maybe necessary. It will compose by Campus Council President, Campus Council Vice President, Campus Council Secretary and Campus Council Treasurer.

Section 6: ElectionElection of QCPU-SSC shall be held during the month of August. The manner of

election shall be set by the University Student Electoral Commission which shall be created by the General Assembly to oversee the conduct of an orderly, democratic and efficient election. The USEleC shall be empowered to lay down the rules and procedures of election which shall be disseminated to all the re-election.

Section 7: Filling of VacancyIn case of vacancy and resignation during the term is less than six months, the

Executive Council may appoint the replacement to serve only the unexpected term of the office of the vacancy.

Section 8: Qualifications of Executive Council, Legislative Council and Campus CouncilThe following are prescribe qualification of the officers and those seeking for election:a. Bona fide students of QCPU.b. Must not have failing grades 2 semesters prior to the students’ candidacy.c. Must pass preliminary screening process.d. Must file his/her certificate of candidacy.

e. Has not been subject to any form of disciplinary action by the University.f. Must have undergone leadership training.g. Must be in a good moral character.

Article 7: University Student Electoral Commission

Section 1: The University Student Electoral Commission or USEleC shall compose of

Commission Chairperson and 5 Commission Member from General Assembly and Student Organization Council and appointed by the President. The appointed officials of USEleC shall be guided by the Office of the Student Affairs and Services. These officials should not from Executive Council, Legislative Council and Campus Council.

Section 2:The USEleC shall have the following powers, duties and responsibilities:a. Adopt and uphold the Election Code passed by the Legislative Council through

General Assembly.b. Serve as the steering committee during QCPU-SSC Elections.c. Penalize or disqualify the candidates and/or political parties who violate the

Election Code.d. Educate the voters on the voting process to be used in QCPU-SSC Elections.e. Encourage students to vote.f. Enforce and administer all rules and regulations relative to the conduct of an

election, plebiscite, initiative, referendum and recall.Section 3:

The decision of the USEleC on all electoral practices shall be considered final unless appealed in the QCPU-SSC Officials.

Article 8: Duties and Responsibilities of QCPU-SSC Executive Council

Section 1: PresidentThe President shall perform the following:a. Call and preside over meetings of the Executive Council and the General Assemblyb. Appoint the different chairperson of formed committees of QCPU-SSC.c. Create special committees as maybe needed.d. Receive and sign all correspondents of the QCPU-SSC.e. Serve as the Chief Executive Officer of QCPU-SSC.f. Exercise supervision over all activities or the organization.g. Perform such other functions as maybe delegated by the Executive Council.h. Render periodic reports to the Executive Council and the General Assembly.i. Represent the Student Sector of the university at QCPU Board of Regents and other

forums.

Section 2: Vice President for Academic AffairsThere shall be a Vice President for Academic Affairs who shall perform the following:a. Report to the Presidentb. Coordinate with General Assembly regarding academic-related issues and matters.c. Address academic concerns and grievance.d. Create projects related to academic needs.e. Research on University academic policies.f. Review of existing curricula and recommendations.g. Perform other functions delegated by the President.h. Presides as CEO of QCPU-SSC during the absence of the President.

There shall be a Vice President for Activities and External Affairs who shall perform the following:

a. Report to the President.b. Chair the Committee on External Affairs.c. Coordinate with the General Assembly regarding students’ activities and external-

related matters.d. Ensure QCPU-SSC activities are prioritized.e. Oversee the planning and operations of major activities within the University.f. Make a common aim between and among organizations outside of the University

and to the QCPU-SSC. g. Perform other functions delegated by the President.h. Presides as CEO of QCPU-SSC during the absence of the President and VP for

Academic Affairs.

Section 4: Vice President for Communications and Internal AffairsThere shall be a Vice President for Communications and Internal Affairs who shall

perform the following:a. Report to the President.b. Chair the Committee on Internal Affairs.c. Coordinate with the General Assembly regarding internal-related matters.d. Dissemination of university-wide activities, programs and campaigns of QCPU-

SSC.e. Responsible for receiving any and all reports from the subsidiaries.f. Responsible for all aspects of elections according to the QCPU-SSC CBL.g. Establish liaisons.h. Perform other functions delegated by the President. i. Presides as CEO of QCPU-SSC during the absence of the President and VP for

Activities and External Affairs.

Sections 5: Secretary GeneralThere shall be a Secretary General who shall perform the following:a. Record the minutes of the meetings of Executive Council and other constitutional

meetings.b. Maintain record and custody of all documents of the organization.c. Prepare periodic reports of activities and other matters with the help of Assistant

Secretary.d. Act as head of Campus Council Secretaries.

Section 6: Assistant Secretary GeneralThere shall be an Assistant Secretary General who shall perform the following:a. Make announcements and notifications of meetings.b. Submit periodic reports to the Executive Council and President prepared by the

Secretary General.

Section 7: Treasurer GeneralThere shall be a Treasurer General who shall perform the following:a. Collect and safe keep all dues and fees from the members.b. Render financial reports of the organization.c. Prepare budget proposal for the activities of QCPU-SSC.d. Maintain the book of accounts of the organization.e. Disburse funds according to the rules and procedures of QCPU-SSC.f. Serve as co-signatory to financial transaction of the QCPU-SSC.g. Act as head Campus Council Treasurers.

Section 8: AuditorThere shall be an Auditor who shall perform the following:

a. Conduct periodic audit of all expenses and financial transactions of the QCPU-SSC.b. Counter check and sign financial statements prepared by the Treasurer.c. Render audited report to the Executive Council and in GA.

Article 9: Duties and Responsibilities of QCPU-SSC Legislative Council

Section 1: CouncilorsThere shall be a Board of Councilors which shall be composed of 8 representatives

coming from the College of Engineering, Department of Information Technology, Department of Entrepreneurship, QCPU-San Francisco, QCPU-Batasan Hills and if possible representative coming from the Department of Technical and Vocational Education. The Councilors shall represent their respective College, Department and Campus in all QCPU-SSC activities and perform duties and responsibilities as delegated by the President. They can amend or propose a project, activities and resolutions for the goodness the Council.

Article 10: Duties and Responsibilities of QCPU-SSC Campus Council

Section 1: Campus Council PresidentThere shall be a Campus Council President who shall perform the following:

a. Report directly to the President.b. Discuss and update the Executive Council on campus-wide programs and

concerns.c. Enforce programs of Executive Council to its respective campus.d. Lead the execution of all policies and directives issued by the General Assembly

which are pertinent to the respective campuses.e. Coordinate with the Executive Council regarding University-wide projects and

issues.f. Chair their respective Campus Council.g. Perform other functions as deemed necessary by the Executive Council and

General Assembly

Section 2: Campus Council Vice PresidentThere shall be a Campus Council Vice President who shall perform the following:

a. Proxy to the Campus Council President during his absence in all activities and meetings.

b. Serves as the assistant officer to the Campus Council President.c. Perform other duties as maybe delegated by the Campus Council President.

Section 3: Campus Council SecretaryThere shall be a Campus Council Secretary who shall perform the following:

a. Record the minutes of the meetings of Campus Council.b. Maintain the records and custody of all documents of Campus Council.c. Submit a periodic report to the Secretary General together with copy of all records

and minutes of meetings of the Campus Council.

Section 4: Campus Council TreasurerThere shall be a Campus Council Treasurer who shall perform the following:

a. Collect and safe keep all fees from the members of their respective campus.b. Submit all collected fees to the Treasurer General as soon as possible.c. Render financial reports of the Campus Council that must be submitted to the

Treasurer General.d. Prepared budget proposal for campus activities that must be submitted to the

Treasurer General.e. Serve as co signatory to financial transaction of Campus Council.

Article 11: Impeachment

Section 1:Any petition for impeachment from the members shall be in writing and shall be

decided by 2/3 votes of all Legislative Council.

Section 2:Any member and official of QCPU-SSC may be expelled on the following grounds:a. Willful and culpable violations of the QCPU-SSC CBL.b. Gross negligence.c. Grave misconduct prejudicial to the interest of the organization.d. Three consecutive absences in meeting without notice and valid explanation.

Article 12: Meetings of the QCPU-SSC

Section 1:Regular meeting of the Executive Council shall be twice a month. The date and venue

shall be decided by the President.

Section 2:The General Assembly shall be held once or twice in an Academic Year.

Section 3:Committee meeting shall be called as the need arises.

Section 4: A simple majority vote shall constitute a quorum to transact the QCPU-SSC business.

Section 5:All meeting shall be scheduled taking into considerations the availability and

convenience of the members.

Article 13: Funds and Dues

Section 1:The operational budget of the QCPU-SSC shall be driven from the membership fee of

the students which will be collected every semester by the Executive Council with the help of Campus Council.

Section 2:Income Generating Project (IGP) may be initiated as source of income for the

organization in manner and form approved by the QCPU Administration.

Section 3:An annual financial statement or report shall be prepared by the Treasurer General and

submitted to the University President through the Executive Council copy furnished to and noted by the QCPU-SSC Adviser.

Section 4:No clear shall be issued to any member who failed to settle their financial

accountability on or before the end of the semester.

Section 5:All funds of QCPU-SSC shall be deposited to an authorized bank account care of the

President and Treasurer General.

Article 14: Standing Committees

Section 1:There shall be the following committees tasked with the following:

a. Committee on Membership1. Take charge of the orientation of the new membership.2. Collect all payments for membership.3. Maintain information about the schedule of classes of all officers and council

of leaders.4. Disseminate information to all members.5. Render periodic Committee reports.

b. Committee on External Affairs1. Take charge of all cultural, social and sports activities of QCPU-SSC.2. Take measures to foster mutual and harmonious relationship between and

among student leaders outside of University and to the QCPU-SSC.3. Coordinate activities and make arrangements with external partners and

network organization for outreach activities.4. Render periodic Committee reports.

c. Committee on Internal Affairs1. Coordinate initiatives, programs and projects of QCPU-SSC with the

University Administration and with other accredited student organization.2. Ensure active participation of all members in QCPU-SSC activities.3. Render periodic Committee reports.

Article 15: QCPU-SSC Adviser

Section 1:The Executive Council shall identify and recommended to the University President the

chosen faculty member or administrative officer who has knowledge in Magna Carta of Students.

Section 2: The role of QCPU-SSC Adviser shall be mutually determined and be fulfilled

accordingly.

Article 16: Amendments and Ratification

Section 1:Any amendments to this constitution and by-laws maybe proposed by majority votes of

all members of Executive Council and Legislative Council.

Section 2:Any proposed amendments shall be officially announced at least one week prior to the

schedule plebiscite.

Section 3:Any proposed amendment shall be approved by a majority of all attendees of General

Assembly and the same shall be deemed effective immediately after the approval. No amendment however maybe proposed to benefit the incumbent officers of QCPU-SSC.

Article 17: Effective Clause

Section 1:This Constitution and By-Laws shall take effect after ratification by the majority of the

members of the General Assembly through the majority of the members of the Legislative Council specially called for the purpose.

Section 2:Copy of the Constitution and By-Laws of QCPU-SSC shall be provided to the

University President and QCPU-SSC members.

Article 18: Dissolution of QCPU-SSC

Section 1:The Quezon City Polytechnic University – Supreme Student Council may be dissolved

upon proper deliberation and careful study and upon approval of all members of Executive Council and Legislative Council with the consent of the University President and the Director of Office of the Student Affairs and Services. In case of dissolution, any residual assets of QCPU-SSC shall be used for the settlement of any liabilities, debts and other financial obligations of the QCPU-SSC.
