1 CBI ACADEMY In order to have a well trained human resource, which is the key to attain the organizational goals, as enshrined in the CBI’s motto - Industry, Impartiality and Integrity, CBI academy was established in 1996. It has emerged as a major police training institution and has made a mark at the national and international level. CBI ACADEMY

In order to have a well trained human resource, which is the key to attain the organizational goals, as enshrined in the CBI’s motto - Industry, Impartiality and Integrity, CBI academy was established in 1996. It has emerged as a major police training institution and has made a mark at the national and international level.

CBI Academy

The Vision of CBI Academy is “Excellence in Training in the fields of Crime Investigation, Prosecution and Vigilance Functioning” and its Mission is to train the human resources of CBI, State Police and the Vigilance Organizations to become professional, industrious, impartial, upright and dedicated to the service of the nation.

The academy is the focal point of training activities within the organization and is responsible for identification of suitable training programmes, regulation of nominations of trainees and preparation of the Annual Training Calendar.

There are two kinds of Training Courses which are being conducted in the CBI

Academy: Short term in-service courses: For officers of CBI, State Police, Central Para

Military Forces and Central Government Undertakings. The duration of short term courses run from 1 day workshop/seminar to 5 days of regular course. Some specific courses also run for 2 weeks.

Long Term Basic Courses : For directly recruited Deputy Superintendents of

Police (66 weeks), Sub-Inspectors (32 weeks) & Constables (26 weeks) of CBI.

Broad Category of courses being conducted by CBI Academy is as follows: a. Basic Courses, Refresher Courses, Orientation Courses, Vertical

Interaction Courses, Post Promotional Course, Induction Course etc.

b. Anti Corruption Courses (Investigation of Disproportionate Assets, Trap, Abuse of Official Position by the Public servants, Vigilance courses etc)

c. Courses on Economic Offences (Bank Frauds, Forensic Accounting, E-Banking Frauds, Capital Market and Stock Market Frauds etc.)

d. Conventional / Special Crime Courses (Murder, Rape, Homicide, Narcotics, Antique Thefts, Terrorist Crimes, Bomb Blast Cases etc.)

e. Courses on Investigative & Technical Skills (Mobile Forensics, Scientific Interrogation Techniques, Scientific Aids to Investigation, Asset Tracing etc.)

f. Cyber Crime Courses (for Beginners, Middle Level and Advanced Concepts)

g. Foreign Courses (for SAARC, ASEAN & African Countries and for the countries sponsored by the Government of India).

h. Courses on Team Building and Group Dynamics (including Stress Management, Soft Skills, Leadership and Motivation)

Efforts to upgrade the professional aptitude of CBI officers have been further strengthened by establishment of Regional Training Centres at Kolkata, Chennai & Mumbai. These RTCs have been set-up with an aim to optimize the training needs in a cost effective manner, by utilizing services of all the local resource persons. The three RTCs are situated in the respective Anti-Corruption Branches of CBI. They have also been equipped with modern training aids.

INFRASTRUCTURE The Academy is centrally air-conditioned with a large Seminar Hall, two state-of-the-art Conference Halls, three Group Discussion Rooms, three Lecture Halls and an Auditorium for conducting training courses.

These facilities are equipped with advanced teaching aids, such as, LCDs, Multi-media Projectors, Visualizers, Digital Class Interactive Training System and Webster Interactive Training Board. Practical aspects of training are supplemented by forensic inputs, computer training and cyber forensics.

CENTRE FOR TRAINING IN CYBER & HI-TECH CRIME INVESTIGATION

Centre for training in Cyber Crime and Hi-Tech Crime Investigation (CHTCC) has been set up at CBI Academy by Ministry of Information Technology, Government of India, during the year 2010 with the purpose of capacity building in the areas of investigation of cyber crime, through training and providing tools and technology.

The Centre aims to upgrade Cyber/Hi-Tech Crime investigation capabilities of CBI and also provide world-class training to investigators of CBI, State Police and Law Enforcement Agencies of South Asia and Asia Pacific Region.

The Centre has an MoU with NASSCOM-DSCI and is equipped with the latest gadgets and cyber forensic tools. It is manned by highly trained and cyber forensic certified investigators and has the facilities of:

During the year 2012, the Centre has conducted specialized courses for CBI

Officers, State Police Officers and also for Foreign Police Officers (African Nations, Nepal, Myanmar, Bhutan, Vietnam etc. )

The specialized courses include: 1. Search & Seizure in Digital Environment 2. Advanced concepts in Cyber Crime Investigation & Cyber Forensics 3. Mobile Phone Investigation, Call Analysis and Mobile Forensics. 4. Network Forensics and Live Forensics / preview 5. Recovery of hidden data from any digital media 6. Email Investigations and Forensics, Password cracking and recovery 7. Call Detail Records – Analysis; Linkages; location etc. 8. SIM Card data recovery and SIM card Cloning

CHTCC – ACTUAL USE IN INVESTIGATION

During the year 2012, CHTCC provided assistance in a number of high profile cases investigated by CBI including:

a. CWG (QBR and TSR) Cases b. Dara Singh Murder Case c. Gyneshwari Train derailment case d. Tulsi Ram Prajapati Encounter Case e. Ms. Sheila Masood Murder Case f. Death of Dr YS Sachan, Deputy Chief Medical Officer, U.P g. Bhanwari Devi Case

Assistance was also provided by the Centre to the Central Forensic Science Laboratory, New Delhi, in the recovery of data from Hard Disks and data from Mobile Phones, SIM Cards etc. In addition, assistance was provided to various State Police, on request, in the areas of Relationship analysis of Mobile Call Detail Records, imaging of the hard disks and data retrieval.

LIBRARY

A fully computerized Library houses 19675 books, 55 Journals, 1115 Educational Cassettes and 1520 CD ROMS on various subjects of professional relevance. The Library is installed with the latest version of Libsys-4 software.

The Academy Library is also a member of DELNET system of Libraries that

facilitates resource sharing and inter-library loan.

RESIDENTIAL FACILITIES

The CBI Academy has good hostel facility - Qurban Ali Block - consisting of Officers hostel having 60 Air-conditioned rooms, Trainees Hostel having 100 rooms and Dining Hall having capacity for 200.

NATIONAL POLICE MUSEUM

A National Police Museum has been established in the Academic Block of the Academy in November' 2003. The Museum houses antiques, old National & International Emblems, Medals, Dresses, Badges etc. used by the forces during the bygone era besides, Fire Arms and Forensic exhibits.

CBI ACADEMY’S WEBSITE

CBI Academy has its own website viz., (www.cbiacademy.gov.in ). Access to

this website is available only to authorized CBI personnels based on User IDs and passwords. It has extensive legal inputs comprising of important Acts, case laws, Standard Operating Procedures on varied topics of professional interest. A comprehensive database containing Crime manual, Administration Manual and Policy Division Circulars covering various aspects of CBI functioning has also been made available.

2. TRAINING OF FOREIGN POLICE OFFICERS

During the year 2012, a total of ninety-eight (98) Foreign Police Officers from SAARC, ASEAN and African Countries, attended Courses on Investigation of Economic Offences, Cyber Crime and Bank Frauds. These include 51 from Nepal, 22 from Myanmar and 25 from African Countries viz., Botswana, Republic of Congo, Gambia, Ghana, Kenya, Mauritius, Namibia, Nigeria, Tanzania, Niger,, Uganda and Zambia. 7. BASIC COURSE FOR INTELLIGENCE OFFICERS OF NARCOTICS CONTROL

BUREAU (NCB) During the year 2012, one basic course was conducted for Intelligence Officers of Narcotics Control Bureau (NCB).

The training for the 50 Officers commenced on 03.06.2012 and concluded on

27.09.2012. During the basic course, the officers were given inputs on Major and Minor

Criminal Acts, Service Matters, Computer Application, Cyber Forensics and Investigation under NDPS Act.

9. INVESTITURE CEREMONY OF SUB-INSPECTOR (CADETS) - BATCH - XV ON 23.03.2012

Investiture Ceremony of the 15th Batch of Sub-Inspector Cadets of CBI was solemnized at CBI Academy, Ghaziabad on 23.03.2012. Shri Amar Pratap Singh, Director, CBI was the Chief Guest during the Ceremony. Shri V K Gupta, Special Director CBI, Shri K Saleem Ali, Additional Director CBI, Shri R.K. Tandon, Joint Director (Administration) and Shri Sujeet Pandey, DIG (Training) were also present alongwith other senior officers from CBI and other departments, and the faculty members. The family members of the cadets were also present to witness the ceremony.

On this occasion, 72 cadets took the oath to serve the country and fight corruption with devotion and sincerity keeping in mind the motto of CBI ‘Industry, Impartiality, Integrity.

The ceremony culminated with distribution of certificates by the Director to all the cadets followed by his speech. The “All Round Best” Cadet Award was given to Shri Vijay Kumar Singh. The glimpses of training & social activity of the cadets during training were shown through “Memory Lanes”.

10. BASIC COURSE FOR SI(CADETS) CBI BATCH - XVI

A batch of Seventy Six Sub-Inspector Cadets reported in CBI Academy, Ghaziabad, on 23.08.2012 for 32 Weeks Institutional Training as under:

1. Institutional Training at CBI Academy (Phase-I) 20 weeks 2. Attachment with the Local Police 4 weeks 3. Attachment with CBI Branch 2 weeks 4. Institutional Training at CBI Academy (Phase-II) 6 weeks

Out of 76 Cadets, 47 are direct recruits through Staff Selection Commission while 29 are departmental. Brief profiles of the Cadets are as under: 1. Direct Recruits (Recruited through SSC) 47 2. The Cadets have completed their Phase-I training and all of them are presently on attachment with CBI branches and shall be joining for the Phase-II training on 04.03.2013.

During their Phase-I training, the Cadets were given inputs on Criminal Major and Minor Acts such as IPC, Cr.P.C, Indian Evidence Act, DSPE Act, PC Act, Arms Act, Indian Explosive Act, Explosive Substance Act, Extradition Act, Identification of Prisoners Act, Constitution of India, Crime Manual, Specialized Investigation, General Investigation, Forensic Science, Forensic Medicine, Court Craft, Soft Skills etc. Practical exercises were also conducted in respect of various petitions relating to investigation of case.

Emphasis was given in improving the physical efficiency of the Cadets by providing them training in Unarmed Combat, Physical Fitness, Drill, Firearms etc.

11. TRAINING PROGRAMME FOR LAW OFFICERS OF CBI AT DELHI JUDICIAL

ACADEMY During the year, 2012, 16 training programmes for the Officers of Delhi

Judicial Academy, were organized at CBI Academy, Ghaziabad. A total of 41 Law Officers attended the training programmes.

12. ATTACHMENT OF IPS PROBATIONERS TO CBI

During the year 2012, 128 IPS Probationers visited CBI Academy for their attachment with CBI. 122 IPS Probationers of 64 RR (2009 Batch) including 6 Probationers of 62&63 RR Batch on 10&11.12.2012 The Probationers interacted with Director, CBI and other Senior Officers. In addition, they were given inputs on Role and responsibilities of CBI and High profile cases handled by CBI.

COURSE FOR IFS OFFICERS A one week’s (5-days) course on “Prevention, Detection and Investigation of

Wildlife Crimes” for the Indian Forest Officers was conducted at CBI Academy on 17 - 21.12.2012 which was attended by 22 IFS officers from all over India. The course was conducted under the aegis of Ministry of Environment & Forest, Government of India for the first time in the CBI Academy. The Course achieved an overall rating of 4.41 on a scale of 5.

14. DELEGATION FROM ABROAD VISITS OF BHUTAN DELEGATION

(1) A three Member Delegation headed by Mr. Rinzin Dorji, Director, Anti-Corruption

Commission, Royal Government of Bhutan visited CBI Academy on 01.08.2012 to explore future cooperation on various aspects of training. DIG (Trg.) gave a presentation on CBI. Academy showcasing various capacity building programmes being conducted by CBI. They also toured the campus and appreciated the facilities being offered. They envisaged keen interest in the training programmes being offered by CBI Academy.

(2) Ms. Dasho Neeten Zangmo, Chairperson, Anti-Corruption Commission, Govt. of Bhutan visited CBI Academy on 11 October, 2012. She toured the

campus and appreciated the facilities being offered. She was also given inputs on functioning of CHCIT Centre and various tools available in the Centre.

MINISTER OF STATE (HOME) VISITED CBI ACADEMY ON 20.01.2012 Shri Mullappally Ramachandran, MoS (Home), Government of India, New Delhi, visited CBI Academy on 20.01.2012 for the valedictory function of the Training of Trainers Course conducted by Central Detective Training School, Ghaziabad, at CBI Academy, Ghaziabad. CBI Academy had provided necessary infrastructural support such as conference hall, training equipments, boarding and lodging - on the request of BPR&D. A total of 33 officers including 3 from CBI, attended the course. The course was inaugurated by Shri A.P. Singh, Director, CBI, on 16.1.2012. Besides Shri Vikram Srivastava, DG, BPR&D, other senior officers and media persons also attended the inaugural ceremony.

15. INFRASTRUCTURAL INITIATIVES In order to make CBI Academy an ideal training centre for imparting training on various aspects of crime and investigation, new infrastructural initiatives have been undertaken during the year 2012.

16. WELFARE ACTIVITIES HEALTH CAMP

Health Camp was organized for all CBI Officials posted at CBI Academy and their family members, by Columbia Asia Hospital, Ghaziabad.
